"Globalization Theory": Yesterday's Fad or More Lively than Ever?   总被引:7,自引:7,他引:0  
This article argues that while globalization theory is far from being past its most productive phase, as some of its critics claim, it does exhibit a number of shortcomings, particularly when it comes to identifying a clear point of reference for what is taken to be globalized and applying theoretical concepts developed in the analysis of national societies to a global level. This article argues that globalization theory stands on solid ground in that globalization theory has developed four strands of research, which are fairly well developed and which distinguish it as a separate field of inquiry, these four strands being the understanding of globalization as inherently varied globalization, global governance research, global history, and global/world society research. It argues that in order to redress some of the problems of globalization theory, it is necessary to build on these four strands and merge them with the traditional sociological concepts of functional differentiation and rationalization as well as with insights from complexity theories.  相似文献

Public and business sector organizations are the primary subjects of the existing literature on organization termination. This article considers the applicability of the termination literature to the nonprofit organization context. In particular, the literatures of public administration (public agency termination), organization theory (life cycles of organizations), and business administration (firm failure) are used to examine the termination experience of a specific nonprofit agency, Children's Rehabilitation Services (CRS). After more than thirty years of providing residential treatment services to boys with emotional problems, the agency merged with another nonprofit rather than face bankruptcy. To understand the causes of CRS's termination, financial factors, deleon's (1978) obstacles to termination, life cycle theory and the role of the agency's changing environment are studied. The case of CRS illustrates many of the findings of the organization termination literature and introduces a new point essential to consideration of termination in the nonprofit context: the importance of the selection of decision makers with competencies appropriate for the given life cycle stage of the organization.  相似文献

The multiple principal problem refers to multiple collective action problems that organizations face when they must balance (competing) interests of multiple stakeholders under joint service delivery. It negatively affects different types of organization, yet we know little about how organizations (can) mitigate it. We expand a framework based on principal–agent theory, review the literature, and consider implications for effective governance of joint service delivery in the public sector. We observe that joint service delivery can lead to free‐riding and duplication in monitoring, lobbying by principals, and increased autonomy for agents, leading to inefficiency. We build a research agenda and tentatively suggest, based on the literature, that an interface approach, where an elected unitary actor is placed in a middle tier between politics and service delivery, might best mitigate the multiple principal problem, which is currently not dealt with effectively in public management.  相似文献

Networks are becoming a popular organizational form for structuring human activities. To date, scholars have addressed networks in a variety of fields, including sociology, economics, public administration, criminology, political science, and international security. However, little has been done so far to systematically examine the similarities, differences, and connections between network forms of organization across different academic disciplines. This has important implications for both theory and practice. The lack of attention paid to organizational similarities and differences prevents the exchange of knowledge developed across fields. In turn, policy-makers cannot take full advantage of existing research, and may miss opportunities to improve the work of some networks and combat that of others. To address this gap in the literature, this paper uses the combination of organizational environments and organizational goals to develop a new typology of inter-group networks, and thus improve our understanding of how human behaviour is coordinated through networks.  相似文献

Government departments are central organizations in the development of public policy. Yet there is very little literature on the political role of departments, their internal relationships and their relationships with other departments and other government actors and institutions. This article reviews the extant literature on government departments. It argues that much of the existing research has either focused on the role of the Prime Minister or it has been institutional and static, providing an analysis of the administration and organization of departments rather than political interactions. The article therefore provides an alternative research agenda which stresses the need to examine the relationships and networks that exist within and between departments and how departments react to events and interests in the outside world.  相似文献

Among all the public management functions, the budget process comes closest to the scenarios pictured in the literature of strategic management and game theory. Unfortunately there has been very little written on the strategic aspects of public budgeting. Generally, writers on strategic management view budgeting as a secondary-level operation functioning as a means of implementing the strategic goals of the organization. Much of the public budgeting literature, however, suggests that budgeting serves a broader function, often helping to determine agency objectives as well as serving to implement objectives defined at top (usually political) levels. In this article the writer argues that strategic management in public agencies must be defined differently from the definition used for that process in private firms. The literature of strategic management and budgeting is reviewed in an effort to clarify the relationship between these two public management functions.  相似文献

The predilection to use gender as a basis for pay and organization hierarchical level decisions has emerged as a significant topic in management literature. Related issues are the theories of information dependency and gender segregation. This article discusses the theoretical foundations of information dependency theory confirming the importance of subordinates' control of resources, including performance capabilities. Insights gained through this study may provide business professionals with the ability to recognize and avoid the use of gender as a basis for pay and hierarchical level within both the organizational and managerial contexts.  相似文献

The literature on leaderless resistance is conceptually cloudy. Nevertheless, such literature has bounded the theoretical framework of leaderless resistance around four criteria. These criteria are leaderless resistors cannot be members of organizations they represent; leaderless resistance is a tactical manifestation of an organization; the goal of leaderless resistance is to insulate members and leaders from prosecution; and leaderless resistance arises from organizational failure. Using a case study of the Phineas Priesthood, this work tests these boundaries via a directed content analysis of the Priesthood's ideological manifesto. This research finds that leaderless resistance is theoretically problematic and too often lone wolves and leader resistors are viewed equivalent when they are theoretically different. Scholars must theoretically differentiate between individuals who ascribe to leaderless concepts, organizations, or groups versus those who develop an ideological framework and exist outside a concept, organization, or group.  相似文献

Strategic information systems planning (SISP) literature addresses the importance of measuring both broad externally validated societal measures of organizational outcomes, while at the same time assessing organization specific metrics that speak to an institution’s ability to deliver specific outputs. Accordingly, this article explores literature for strategic management in the public sector, SISP, and digital government and applies a strategic planning framework along with analyzing national SISP plans for information technology or electronic government. The research finds that countries are developing both strategic and operational goals that have managerial and governance implications.  相似文献

Each terrorist organization faces a critical tradeoff between effectively managing the organization's violent behavior while remaining secure from counterterrorism efforts. Drawing on organization theory and terrorism literature, this article develops theoretical linkages between the organizational design of a terrorist group and this critical tradeoff. It considers the impact of four key design parameters: membership, operational space and time, formalization, and centralization. The first two structural parameters construct the physical anatomy of a terrorist organization. The latter two structuring parameters prescribe or restrict the behavior within this organizational context. Net advantages by means of rising structural design parameter values are increasingly offset by the organizational strength and security vulnerabilities that inherently follow from the rising structuring parameters.  相似文献

This article examines three contemporary organizational theories as they relate to organization structure. The three approaches selected are: social systems delimitation, organization learning, and organizational theory as metaphors. Each view represents a different approach to issues concerning the direction of organization theory and design. Action research applies knowledge and research findings to practical problems in order to strengthen the capability of the work unit, to contribute to the personal growth and satisfaction of organization members, and to improve theory. An action research project studying acute care teams at a state residential psychiatric facility found that foreign-born physicians chair high-performing teams. During disasters, partnerships between public and nonprofit organizations are vital to provide fast relief to affected communities. In this article, we develop a process model to support a performance evaluation of such intersectoral partnerships. The model includes input factors, organizational structures, outputs and the long‐term outcomes of public–nonprofit partnerships. These factors derive from theory and a systematic literature review of emergency, public, nonprofit, and network research. To adapt the model to a disaster context, we conducted a case study that examines public and nonprofit organizations that partnered during the 2010 Haiti earthquake. The case study results show that communication, trust, and experience are the most important partnership inputs; the most prevalent governance structure of public–nonprofit partnerships is a lead organization network. Time and quality measures should be considered to assess partnership outputs, and community, network, and organizational actor perspectives must be taken into account when evaluating partnership outcomes.  相似文献

A substantial body of research has addressed the importance of the match between the person and the organization, or jobs for individuals and organizational outcomes across diverse fields. Despite growing attention to the role of the person–environment (P–E) fit, there are few studies incorporating the characteristics of jobs in the relationship between public service motivation (PSM) and job satisfaction. Drawing on the growing literature concerning PSM and teacher recruitment and retention, this study investigates whether altruistic work values, such as a strong altruistic desire and a preference for correcting social inequity, affect job satisfaction and teacher turnover.  相似文献

In this paper we identify and seek to resolve a certain paradox in the existing litera-ture on networks and networking. Whilst earlier policy network perspectives have tended to emphasize the structural character of networks as durable, dense and relatively static organization forms, the more recent strategic network literature emphasizes the flexible, adaptive and dynamic quality of networking as a social and political practice. However, neither perspective has yet developed a theory of network formation, evolution, transformation and termination. In this paper, we seek to rectify this omission, advancing a 'strategic relational' theory of network dynamics based on a rethinking of the concept of network itself. We illustrate this perspective with respect to the policy process centred in and around Westminster and Whitehall, drawing on a series of semi-structured interviews with ministers and officials from four departments.  相似文献

It has recently been recognized in the public administration literature that multiple reforms coexist in public organizations, ranging from the Weberian bureaucracy to New Public Management and, more recently, new public governance. This study develops a typology of the employment relationship with features of these macro‐level changes and tests their impact on the civil servant's affective commitment by including the individual‐level social exchange relationship. This multilevel model is tested with data from 936 employees in a public organization. The findings confirm the existence of different approaches to the employment relationship: overdemanding, mutual investment and moderately demanding. Civil servants in a mutual investment employment relationship are most affectively committed, and civil servants in a moderately demanding employment relationship benefit most from a positive social exchange relationship. Implications for public management theory and practice are discussed.  相似文献

Although the World Trade Organization (WTO) has spawned a considerable academic literature, as yet research on this organization has rarely been problematized around clear theories of the relationship between law, economics, and politics. Building upon institutionalist premises and concepts drawn from political sociology and industrial economics, this article suggests a means of filling this gap by grasping the "political work" involved in the regulation of specific industries. Illustrated through the case of Scotch whisky, a focus is developed on how the WTO matters to contemporary industry. This reveals that the most powerful actors in industries such as Scotch have developed resources which legitimize their simultaneous engagement in a range of decision-making arenas. These include, but are not necessarily dominated by, the WTO.  相似文献

Recent years have witnessed an increasing concern about the impact of New Public Management (NPM) reforms on public servants' ethics. The academic literature about this topic is still characterized by considerable confusion and the article proposes a falsifiable theory as a way out of this. Specifically, it demonstrates that, when all the claims in the literature are translated into the proposed conceptual framework, they amount to an integrated set of propositions (that is, a theory) about the causal relationship between organizational processes (as changed by NPM-reforms) and public servants' ethics. Such an integrated theory is possible because, although the normative positions taken by the authors are clearly rival ones, their empirical claims are complementary. With the diverse claims thus integrated into one theory, the article provides a basis for empirical research and for the NPM-ethics debate to proceed in a more explicit and systematic way.  相似文献

The theoretical and empirical analysis of administrative activities has been an important area of research since the establishment of political science as an academic discipline in Germany at the end of the 1960s. But is administrative science still a significant part of political science in Germany today? I argue here that in Germany a political science oriented administrative science has developed from a science focused on public administration, that is, on organizational questions, to one focused on public policies and thus on questions concerning the conditions and consequences of political problem solving and control (Steuerung). The question of the internal organization of government is increasingly regarded as an irrelevant one; in addition, the institutional promotion and funding of political science administration research has dramatically decreased since the 1970s. Today's new challenges (economization and internationalization) for both government and public administration seem to exceed the capability of political science administrative research. These challenges open up new opportunities, however, since, in the search for solutions beyond the dichotomy of market/managerialism on the one hand and traditional bureaucracy and state government on the other, political science in particular regains more importance. As will be shown, there are now tendencies which indicate that political science administrative research might encounter a stronger political demand. If the consequent research is able to find a new mixture of theory and practice, this in turn could help revitalize political science administrative research in Germany.  相似文献
