During the 2005 General Election the Chancellor of the Exchequer, Gordon Brown, suggested that the invasion of Iraq was in 'the national interest'. Whether he knew it or not, this phrase has often referred to controversial decisions taken by governments, away from scrutiny and subject to criticism when made public, but which they believe are in the best interests of the British state.
The article summarises the consequences of the invasion in terms of the subsequent criticism and official inquiries before addressing the question of what is the national interest. The article then considers what exactly was the threat, and whether or not it was exaggerated, and what evidence is now emerging to indicate that the decision to invade was taken 'in the national interest'. It concludes that there was a decision to support the USA and that the threat was exaggerated to justify this decision.  相似文献

In the latest of his periodic 'overflights' of the Blair style of government since 1997, Peter Hennessy examines the significance of the 2004 Butler Report (on intelligence and weapons of mass destruction prior to the Iraq War) for Tony Blair both as war premier and also as an indicator of his governing practices in general. He concludes that the Cabinet's overall performance on the road to war was seriously inadequate, and is especially critical of its failure to test out fully the Attorney General's opinion in the legality of the war.  相似文献

Britain has participated in several military interventions of varying duration, extent and political controversy in recent years. This article analyses public opinion towards the most recent intervention in Libya in 2011, looking at three different aspects of the topic. First, it examines differences in cross‐national attitudes towards military action in Libya amongst NATO countries. Secondly, it then looks in detail at which social groups were more or less likely to approve of British involvement, comparing this with group attitudes towards Britain's role in Afghanistan and Iraq. Thirdly, it assesses how public opinion shifted during the course of the action in Libya, looking at three key indicators of the popular mood: whether Britain was right or wrong to take military action; how well the war is going; and assessments of David Cameron's handling of the conflict. Broader reflections are then made about public opinion towards British involvement in future military action.  相似文献

在我国当前的制度环境下,地方政府在竞争中可以采取4种策略:约束“掠夺之手”、减少公共品的供给、将危机转嫁给不具流动性的要素、树立壁垒干预市场。规范地方政府间竞争应当避免地方政府采用第3、4种策略。为限制地方政府树立壁垒干预市场,从中央层面来看,需要建立全国统一大市场,推行以公平为基础的政策、制度化中央与地方的权力分配;从地方层面来看,需要转变地方政府职能,加强地方公共财政建设,构建地方特色;从社会层面来看,为限制地方政府转嫁竞争危机,需要充分发挥居民在地方政府间竞争中的裁决作用,发挥民营经济的力量以及发挥第三部门的力量。  相似文献

This article presents ethnographic data and an analytical framework concerning the recent spike in Afghan National Security Force (ANSF) ‘insider’ or ‘green-on-blue’ attacks on NATO forces. This data was collected as part of an in-depth, multi-level case study of NATO partnering efforts with the Afghan Defence and Interior ministries, the Afghan National Army, the Afghan National Police and Afghan Local Police. Preliminary findings support the argument that, in addition to ANSF infiltration and coercion by the Taliban and Haqqani network, cross-cultural friction and contextual stress on Afghan troops are strong contributors to the rise in insider attacks. Additionally, emotional intelligence, cultural awareness and conflict resolution skills are shown to be important mitigating factors.  相似文献
