残疾人社会保障离不开社区,社区是残疾人社会保障的重要载体。从社区残疾人保障的主要内容出发,分析了现阶段我国社区残疾人保障存在的问题,并在此基础上提出了完善社区残疾人保障的几点建议:建立完善的社区残疾人保障的组织管理机制是推进社区残疾人保障的首要环节;大力发展社区非营利组织是推进社区保障的依托;健全社区残疾人服务网络,培养专业的社区残疾人工作队伍是发展社区残疾人保障的必要保证。  相似文献

我国农村反贫困战略的基本框架是一种亲市场的经济政策与具有"剩余"特征的选择性社会救助,体现在生产性的开发式经济扶贫和处于"激活"程序中的农村五保与医疗救助政策.长期以来,旨在救助贫困者的社会政策成为经济政策的附属者角色,然而贫困者所面临的生计风险需要传统社会政策在扶贫框架中的转型.本文通过分析经济政策与社会政策在诸多方面的联系和差异比较,结合我国农村贫困的现实,以嵌入性要素来理解我国农村社会政策转型的方向.在这方面,发展型社会政策的视角在反贫困战略中提供了可让我们选择的嵌入性要素.它们是:减少风险管理成本的社会资本、反社会排斥的劳动力政策、农村生计的保护与发展、健康与医疗政策的整合以及资产为本的个人账户建设等五个方面.  相似文献

Social policy is central to current political debates. The framework in which social policy is discussed remains largely a social services or micro-social policy framework. The contribution of the social services has been reappraised. The importance of the 'private' behaviour of individuals and families that has social consequences is being increasingly realised. This article explores ways in which the relationships between 'government' and 'industry' in the making and carrying out of policy can be compared cross-sectorally and cross-nationally. It draws attention to the accumulating empirical evidence which suggests a disjuncture between conventional characterizations of national economic and industrial policies and processes, with what actually happens in practice. It argues that more systematic attention needs to be given to the analysis of the norms of policy and behaviour at different policy levels. Using the concepts of policy community and policy network, it shows how policy networks can be identified, characterized and compared, and how relationships within networks are regulated by 'rules of the game'.  相似文献

The growing call for social policy to be evidence‐based implies that ‘evidence’ possesses an intrinsic authority. Much of the evidence used by governments to formulate or evaluate social policy is signified through statistics and the language of quantification. Evidence presented in this way has the appearance of certainty and a legitimacy that seems beyond challenge. Having an appreciation of the history and sociology of the ‘science of the state’, as statistics was originally defined, helps demystify the authority of social statistics. This enables policy‐makers and program administrators to better discern the policy merit of numerical evidence.  相似文献

There has been widespread interest in the term 'institution' within political science in the past five years. Two principal uses of this are identified. The first is associated with the policy community literature and in this sense the institution is an extra-constitutional policymaking arrangement between ministries and clientelistic groups. The second use of the term is associated with state-centred authors who wish to argue for the relative autonomy of political institutions. In this second use there is ambiguity about the scope of the term institution; whether it is, or is not, intended to be confined to traditional institutions or whether the disaggregated state embraces the newer policy community phenomenon.  相似文献

This article compares American, British, and Korean social enterprise policies to explore how government policy design shapes social enterprises and how “social benefit” and “public value” are defined. A social enterprise is defined as the legally structured organizational pursuit of blending social purpose and economic profit through business activities, and examples from each country are presented. Applying Bozeman's publicness theory, the authors demonstrate the wide range of roles that governments play in shaping social enterprises' ownership, funding, and control across the three countries using regulations, subsidies, and procurement policies. These roles may affect the impact of social enterprises in society. The case studies show that the U.S. approach to social enterprise policy is heavily market oriented, while the United Kingdom is in the middle of the market-to-publicness continuum, and South Korea is much closer to the publicness (government-dominated) end of the continuum.  相似文献

A central goal of the 1980s reforms of the European Community's regional development policy was to contribute to an increase in the discretionary authority of sub–national decision–makers in the Community's member states. This article assesses the degree to which this goal was attained through comparative studies of selected French and Italian regions. It concludes that only in those regions in which timely policy entrepreneurship on the part of regional–level elected leaders coincided with the pre–existence of a territorial policy Community for economic development did the transfer of resources from the Community contribute to regional empowerment.  相似文献

Much of the contemporary literature on Australian social policy tends to focus on broad environmental and institutional variables and to downplay the importance of the social policy decision-making process and its participants. Yet the study of specific cases in social policy-making reveals that senior administrators often have a significant impact on the direction of social policy reform. The income support reforms adopted as part of the fomer Federal Labor government's Working Nation package illustrate the potential for bureaucrats to influence the direction of change. Senior administrative officers within the former Commonwealth Department of Social Security played a crucial role in promoting reforms which increased the generosity of the means test on unemployment payments. These bureaucrats behaved as policy entrepreneurs and worked in a strategic manner to garner support for and reduce opposition to their proposals within the decision-making process.  相似文献

In Britain the imagery and rhetoric of the postwar welfare stateremain powerful—citizens should have equal access to publicservices based on need not place of residence. Devolution issometimes depicted as a threat to this tradition. This articleshows that the immediate risk of a social policy race to thebottom is small. Moreover, because of the peculiarities of Britishterritorial politics the traditional imagery was never borneout in practice; the article traces policy variation beforeand after devolution. Finally, locating British social policywithin the comparative framework of "nationalization" and "citizenship,"I argue that Britain lost its status as an exemplary welfarestate partly because it failed to provide an adequate territorialframework for the development of social policy.  相似文献

This article investigates how "policy frames" have shaped the way European Community actors perceive the policy linkage between market integration and environmental policy. The article contends that there are three Community policy frames: conditional, classic, and sustainability. They form alternative "packages" of policy ideas defining the relationship between economic and environmental policy. The article provides an analysis of how actors embed these frames in the Community's institutional framework.To illustrate the general impact of policy frames on the environmental arena, the article explores two cases: waste management policy, and the integration of environmental concerns into the Community's agricultural policy. The article concludes by highlighting the different factors that promote and undermine the formation of "thick" institutional structures likely to integrate environmental and economic policy objectives.  相似文献

This article illustrates how some of the core concepts of social psychology can increase understanding of the practice of policy analysis. Policy analysis is shown to be a form of rhetoric subject to social psychological principles of attitude change. The article argues that policy analysts are primarily concerned with changing policymakers' beliefs about the consequences of alternative policies, but that preferences for alternative policies are largely the result of values. Values are formed and modified primarily by social comparison processes, conformity pressures, and the dynamics of group decision making rather than by rational argument. As a result, policy analysts could become more effective by addressing issues of values in their analyses or by mediating the social processes that might interfere with good policy choices.  相似文献

公共政策对于社会公正的实现具有重要意义,这种意义首先发生于体制层面。在界定公共政策体制内涵的基础上,通过实现社会公正的责任体系找到公共政策体制与社会公正之间的关联逻辑,并从公共政策体制构成出发分析二者关联的具体内容,同时从宏观上考虑到公共政策在实现社会公正中所遭遇的悖论,提出:体制性思考是解决悖论的钥匙,良好的公共政策体制有利于实现社会公正。  相似文献
