This study seeks to expand our understanding of how the media increase the level of political information, by focusing on an understudied yet important learning outcome: knowledge of the political past. The article explores the factors underlying variation in the recognition of the leading actors in the transitional process in Portugal. The results show that television news and newspaper exposure foster recognition of these actors, but that media use interacts with personal experience of the transition (stronger effects among younger cohorts) and party identification (stronger impact on those who do not feel close to a political party).  相似文献

That matters of the state must always be resolved before democratization seems to be a fairly common position in the scholarly literature. There are, however, also scholars that stress the importance of an alternative perspective: ‘no democracy, no state’. This article seeks to contribute to a better understanding of this very important issue, advocating the need for a more nuanced argument about the relationship between the state and democracy. To do so, Croatia and Serbia serve as empirical examples as their different outcomes regarding the consolidation of democracy are explained as due to their (un)resolved stateness problem. The article uses process tracing to explain these outcomes and attempts to craft a minimally sufficient explanation of the outcomes by developing causal mechanisms.  相似文献

The Ukraine crisis and Russia’s contribution to it have raised numerous concerns regarding the possible emergence of a new ‘Cold War’ in Europe. At the same time, Ukraine’s popular choice and enthusiasm for European integration expressed clearly on the streets of Kyiv seem to have caused Russia to adopt a (neo)revisionist attitude. In this context, relations between Russia and the EU (and the West for that matter) have been limited, frozen and directed on path towards conflict. This article analyses how the traditional dichotomy between conflict and cooperation in EU–Russia relations was replaced by conflict in the context of the Ukraine crisis. The article contends that the breakdown of the symbolic and peaceful cohabitation between the EU and Russia has been influenced by the fact that both actors have chosen to ignore key tensions that characterized their post-Cold War interactions. The article identifies three such tensions: the first emphasizes divisions between EU member states and their impact on coagulating a common EU approach towards Russia; the second (geopolitical) tension highlights the almost mutually exclusive way in which the EU and Russia’s security interests have developed in the post-Soviet space; finally, the third contends that a clash of values and worldviews between the EU and Russia makes conflict virtually unavoidable.  相似文献

In the wake of the impasse in the Doha Development Round of multilateral trade talks, sector-specific plurilateral trade agreements (PTAs) have been gaining traction. However, PTAs mostly appeal to developed countries, with the uptake among developing countries (including least-developed countries) being very limited. This article investigates the factors contributing to such a phenomenon, whether there is indeed merit in developing countries playing a more active role in PTAs and how they might be encouraged to do so. Both qualitative and quantitative analyses were conducted with specific attention being given to the effects, on a selection of developing countries, of participation in four PTAs: the Trade in Services Agreement, the Government Procurement Agreement, the Environmental Goods Agreement and the Information Technology Agreement II. Among the findings was that although, according to the qualitative analysis, policymakers are generally disinterested in the four PTAs because they are not aligned to the countries’ economic interests or they threaten policy space, the quantitative analysis revealed that gains could often be made from more active participation in these agreements. This clearly points to a research gap and highlights the need for more in-depth analysis of the potential of PTAs in the developing world.  相似文献

Most GDR policies instituted to secure women's equality between 1949 and 1989 have been dismantled in the name of German unity, including freedom of choice regarding abortion. That right ceased to exist in May 1993, when the Constitutional Court imposed a number of western restrictions on eastern women as the new law of the land. This study addresses the post‐unity search for an acceptable compromise between the western constitutional mandate of foetal protection and the eastern guarantee of a woman's right to choose. It argues that a three‐year reform process which should have provided a positive introduction to the art of democratic compromise served instead as a negative socialising experience for Germans in the new Lander. Besides denying them a chance to render a meaningful policy contribution to their new state, the nature of the process has distorted East German perceptions of the quintessential ‘balance of power’ between legislative and judicial institutions under democracy. ‘Compromise’ has been attained, but consequences for the German Rechtsstaat are not all positive.  相似文献

Abstract

The institutional relationship between the Commonwealth Caribbean and the European Union (EU) dates back to the mid-1970s, when the Lomé Convention was signed. The agreement was seen as a high water mark in First–Third World relations. However, since then the bond has come under concerted pressure. The consequence is that today the particularism that underpinned relations for so long has almost vanished and the EU is beginning to treat the Caribbean like any other relatively marginal region of the world. The article evaluates the reasons for this change, in particular: the scrapping of the trade protocols; the erosion of African, Caribbean and Pacific (ACP) preference due to free trade agreements signed by the EU; the refocusing of EU development policy towards the least developed countries; and the split in the ACP group with the creation of an ill-designed regional Economic Partnership Agreement. The article places these changes into starker relief by assessing briefly the deepening links between the United Kingdom Overseas Territories and the EU. However, as the article highlights, this link will neither reboot nor sustain the more important Commonwealth Caribbean–EU relationship.  相似文献

Abstract

Increasing political awareness in the Pacific island nations during the 1970s led them to adopt foreign and domestic policies that the metropolitan nations considered detrimental to their interests in the Pacific. The South Pacific Forum (SPF) stood at the center of much of the decision making. For the United States in particular it became imperative that it check the SPF's decision-making process. This led the United States to seek avenues through which it could effectively influence the decisions of the South Pacific's regional organizations. Such attempts were intended primarily to undermine the sovereignty and independence of the South Pacific Forum and affiliated regional organizations. This article discusses the rationale for and processes through which the United States has been trying to manipulate South Pacific regional institutions into serving its interests in the region.  相似文献

The sources of institutional trust are contested in political science. Cultural explanations focusing on engagement in civic activity compete with rationalist theories that link institutional trust with perceptions of economic performance. This article subjects hypotheses derived from these competing explanations to empirical testing, using data from European Values Surveys for East and West Germany. The results cast considerable doubt over the ability of cultural factors to explain institutional trust. Whilst civic engagement is lower in the East than in the West, levels of institutional trust are indistinguishable. Regression analysis shows that cultural factors have a relatively weak impact on attitudes towards political institutions, and that economic performance is a far better model for predicting institutional trust.  相似文献

This article introduces a collection of articles that explore the role of religion (Sunni Islam) in the transformation of Turkey under the reign of President Recep Tayyip Erdo?an and his Justice and Development Party (Adalet ve Kalk?nma Partisi, AKP). This special issue argues that the Turkish understanding of secularism was also one of the building blocks or/and constitutive elements of Turkey’s modernisation until the rise of the AKP. Currently, however, it seems that religion has become a new or re-born element of the new Turkey and has been transforming many areas such as: the media, the Kurdish issue, implementation of the rule of law, foreign policy and gender issues. The often-asserted relation of formal adequacy or elective affinity between capitalism and democracy is historically contingent on both sides of the relation. First, it holds for what Weber called “formally rational capitalism” – which is the form that Marx had previously investigated in Das Kapital – rather than others, such as traditional commercial capitalism or politically oriented capitalism. Second, it holds only to the extent that “the comprehensive contradiction” identified by Marx at the heart of the democratic constitution can be resolved: the contradiction between a universal franchise that potentially gives subaltern classes control over legislative and executive powers and a constitution that protects property rights favourable to capital. Building upon Poulantzas, it is then argued that these conditions are being undermined by the rise of new forms of political capitalism, especially finance-dominated accumulation, that are facilitated in turn by the consolidation of both neoliberalism and “authoritarian statism”. This involves the intensification of “exceptional” elements in a formally democratic shell, and the emergence of a permanent state of austerity. The article concludes with comments on the limits of finance-dominated accumulation and the austerity state.  相似文献

Current Maoist struggles, resulting from deprivation of livelihood in the Central Indian tribal belt and for autonomy in Northeast India, focus on the rights of tribes who claim to be indigenous In the Northeast the demand is to be considered the ‘original’ inhabitants of the region and, in the rest of India, it is the first inhabitants of India as a whole. Most conflicts today are around identity, central to which is indigenous status and tribal sustenance. Much resource has been alienated for ‘national development’ since independence in 1947. A national failure to recognise the importance of community-based sustenance facilitates its alienation. Intensified alienation, resulting from globalisation, causes more conflicts and greater state suppression. This article discusses the link between development and indigenous status, and implications for human rights.  相似文献

In July 2017, Italy drafted an EU-sponsored code of conduct aimed at regulating non-governmental migrant rescuing NGOs offshore Libya. The code makes permission for NGO vessels to disembark migrants in Italian ports conditional on collaborating in the fight against smugglers and accepting the presence of law enforcement personnel on board. This article investigates the inception, content and likely consequences of the Code, arguing that most of its provisions are either redundant or counterproductive. As suggested by scholarship on civil–military cooperation and maritime rescuing, the code as it stands would only violate humanitarian principles without increasing existing rescuing capabilities.  相似文献

The introduction of new media (internet, satellite TV) in the 1990s and the liberalization of the Egyptian press in the 2000s have brought the Coptic minority and its demands for equality and recognition to the forefront of public debate in Egypt. The consequences are diverse: more and sometimes better information and more room for the discussion of uncomfortable truths on the one hand, irresponsible sensationalism, the propagation of new and old prejudice, and a further strengthening of exclusive religious identities on the other hand. Government policies, though, rightly criticized as contributing to the current crisis in Muslim–Christian relations, have so far remained unaffected.  相似文献
