Political participation has frequently been associated with individual resources; that is, individuals with higher incomes, higher educational levels and more time tend to participate in the political process to a greater extent than other individuals do. The present study suggests that in addition to resources, an individual's beliefs about economic distribution are an important determinant of participation both in elections and in protests. Based on the analysis of the Chilean data from the Latin American Public Opinion Project (LAPOP) 2012, the results suggest that distributive beliefs are associated primarily with participation in protests.  相似文献

This paper examines the lessons learned from Kenya's 2007 post election violence and what has happened since then. It notes that the root causes of the violence still persist, have not been addressed, and easily could be reignited. Faced with a situation where institutions and the rule of law have been weakened deliberately and where diffused violence is widespread, both Kenya's transition to democracy and the fate of the nation remain vulnerable. The argument here is that the problems faced in holding and managing elections in conflict situations often are not simply technical. Instead, in Kenya and elsewhere, many difficulties are symptomatic of larger political and institutional questions related to democratic change that are more difficult to analyze in causal terms or to address.  相似文献

Governing parties often face the challenge of coordinating the behavior of legislators to pass bills and achieve their policy goals. Solutions to this collective action problem vary, but generally involve a combination of inducements and punishments to encourage legislators to toe the party line. “Ghost voting,” a form of proxy voting in which legislators record roll-call votes in place of their absent co-partisans has been noted over time in many representative institutions. This article addresses the process of proxy voting in Ukraine’s Verkhovna Rada, empirically demonstrating that proxy voting has been widespread and essential to the success of crucial legislation. At the same time, proxy voting creates impediments to measures of legislative unity and undermines accountability.  相似文献

The trade unions’ instrumental role in four decades of successful popular resistance against subsidy removals is widely recognised, but insufficiently understood due to inadequate consideration of the particularities of labour. The subsidy contestations are considered a barometer of Nigerian politics, and the 2012 subsidy protests – often referred as Occupy Nigeria – was one of the largest popular mobilisations in Nigerian history. Whereas unionists described the outcome as a successful demonstration of popular sovereignty, other protesters blamed the unions for unfulfilled democratic opportunities and for succumbing to bribery. With labour theoretical perspectives, this article critically examines the trade unions’ positions, actions and relations during those protests. The article demonstrates, in practice, not only how the unions’ capacities to mobilise, strike and negotiate, were instrumental to the reinstatement of the subsidy, but also how trade unions’ agency is both enabled and constrained by labour's multiple embeddedness in state, civil society and the market.  相似文献

ABSTRACT

The voting behaviour of migrants has been studied extensively but limited attention has been paid to how the discussion with families in the home country can be important. This article analyzes under what circumstances migrants influence or are influenced by their families in voting decisions. The analysis uses individual-level data from a survey conducted in 2018 on a sample of 1,839 Romanian migrants. The results indicate that most migrants are not engaged in acts of persuasion about voting. Those who influence their families have a direct interest in the election results, are informed about what happens in the country and are politically active. The migrants who are influenced by their families have limited experience in the countries of residence and strong ties to their home country.  相似文献

This article critically discusses the establishment of active citizenship in Turkey with a specific focus on young people. In particular, we concentrate on the emergence of different strategies regarding civic and political participation in Turkey, by looking at their relationship with civic and political engagement. The scope is to focus on the influence that various factors have in determining patterns of participation. The research and relative results are based on the narratives inherent to two opposite scenarios – that we defined constraints to engagement and participation and patterns of emancipation – that emerged during the interviews with youth activists of NGOs in Turkey.  相似文献

Focusing on the Kenya coast, this article analyses the developing contrast between the place of Islam and Christianity in public politics. It argues that Islam’s association with criticism of the political order contrasts with Christianity, but that this is not the result of inherent difference between the religions. Both have previously provided a language, and space, for political commentary and activism in Kenya. The contrast is rather the contingent result of particular circumstances in Kenya. Christianity has become increasingly associated with affirming clientelism and the accumulation of wealth in a way which is avowedly non-political but in practice legitimates the current political order. Meanwhile, although individual Muslims are more likely to enjoy high political office than was previously the case, Muslims are also more likely to locate their experience as symptomatic of a wider pattern of exclusion in Kenya and link this sense of local injustice to global inequalities.  相似文献

L’étude aborde la relation entre participation politique et participation sociale auprès des jeunes au seuil de la vie adulte. Maints travaux sur le sujet prétendent que les jeunes sont de moins en moins attirés par la participation aux élections et/ou l'adhésion partisane et semblent privilégier un engagement de type associatif. Les résultats d'une étude de cas réalisée par les auteurs auprès de la Haute École spécialisée de la Suisse italienne ont montré que, durant cette période de la vie, marquée par le difficile processus de transition qui amène le jeune adolescent au statut d'adulte, la relation entre participation sociale et participation politique varie considérablement; cette variation pourtant, n'est pas linéaire, ce qui semble redevable, en partie du moins, des caractéristiques propres à ce processus de transition – de plus en plus long et complexe ‐ vers l’âge adulte.  相似文献

Vertically simultaneous elections to state-wide and regional legislatures provide us with a naturally occurring experiment in which to examine regionalism and multi-level voting. We examine the 2006 vertically and horizontally simultaneous state-wide and regional elections in Ukraine to determine how the internal dynamics of regionalism within a state account for the dissimilarity of voting behavior across electoral levels. Drawing on the party competition literature, we demonstrate that variations in both supply (parties) and demand (voters) produce considerable dissimilarity between regional and state results, with lower levels of consolidation and greater fractionalization at the regional level. We show that political cleavages operate differently across levels, that regional distinctiveness rather than regional authority better predicts first order-ness in regional elections, and that voters display varying tolerance for polarization at the regional and state level.  相似文献

This article discusses the emergence of active citizenship in Turkey in the light of two working definitions that provide different outcomes in terms of research objectives and aims. On the one side, we define active citizenship as a practice stimulated by public institutions through public policy with the aim of promoting civic and political engagement in order to shape participatory policy processes and ultimately improve the democratic bases of policy-making. On the other side, we define active citizenship as a demand, which becomes particularly important where the civil society expresses certain claims through different means using both traditional and alternative channels of mobilization. In our discussion, we have examined different macro-processes and macro-events that have been key in bringing about different formulations of active citizenship. Using a case study method – where we overview different contextual elements/dynamics that bring to the fore various elements of civic and political engagement and civic and political participation during the past 15 years – we argue that, in a context where the expression of active citizenship is volatile and constrained, further research should take into account different top-down and bottom-up dynamics that bring about different challenges for the study of this subject in Turkey.  相似文献

This paper addresses the question of how electoral participation at the individual level is affected by various political and sociological factors in new democracies in Sub-Saharan Africa. Relying on Afrobarometer (Round 5) data, the study examines the determinants of voting for over 12,000 voting aged individuals in eight countries. Findings confirm the importance of individual characteristics such as age, associational networks, discussing politics, party identification, religiosity, trust and satisfaction with democracy in predicting turnout at the individual level. But more importantly, the addition of contextual factors significantly improves the individual-level model predicting vote choice in these democracies.  相似文献

Africa has immense energy challenges, characterised by low rates of access to electricity, irregularities and a general shortage in electricity supply. Solar energy provides African governments with the opportunity to address these challenges. With an average quantity of five to six kilowatts of power from the sun per square metre per day, the continent has vast potential for producing energy from the sun. The moderate success that Kenya has achieved in its solar energy industry is commendable and provides a good platform for other countries aspiring to extend electrification to its population through solar energy. China's emerging capabilities in solar technology also offers the continent the opportunity to take decisive steps towards sustainable energy. The proposed partnership between China's Tianpu Xianxing Enterprise and Kenya's Electrogen Technologies to build a solar panel factory in Kenya is a positive step towards addressing energy challenges.  相似文献

This article aims to understand the recent heightened levels of mobilization and unconventional political participation in Turkey. We use a political psychology model that highlights the impact of civic engagement, political sophistication, and values on conventional and unconventional participation. We argue that these factors will be significant predictors of unconventional participation setting it apart from conventional political behaviour, which will be driven by simpler considerations. We expect these qualitative differences in the drivers of conventional and unconventional participation to go beyond age and gender differences and highlight the complexity of political decision-making in Turkey’s electoral authoritarian system. We use the 2012 World Value Survey to test our hypotheses, with a nationally representative sample of Turkish citizens. We find significant variations in the role of values, sophistication and levels of civic engagement for conventional and unconventional participation when controlling for age, gender and left–right ideological orientations. Our findings confirm the complex considerations that drive citizens’ engagement with politics and can be useful to explaining recent political developments in Turkey involving youth, public mobilization and protests, but also mainstream voting choices.  相似文献

The article investigates the citizenship practices of urban Aymara in a neighbourhood of El Alto, Bolivia, through an examination of the municipal elections of December 1999. Using ethnographic methods, I focus on the instrumental and affective sides of clientelism, a central feature of Bolivian elections. I argue that clientelism is a part of citizenship practice, a means of engaging with the state in the person of the politician. A majority of the Bolivian population are marginalised from the oligarchic mestizo system of government, as represented by the traditional political parties. However, at local level, and especially during election campaigns, there is more permeability, and this article sees clientelism as a set of strategies through which citizens attempt to make politics, and politicians, more representative and responsive.  相似文献

This paper examines the rise of female Pentecostal-Charismatic (PC) church leaders and how they legitimize themselves in a male dominated religious field in Kenya and Tanzania. It explores, in a qualitative way, four women leaders’ modes of attaining legitimacy in African PC milieus and contributes empirically based knowledge from four cases which include Eleonorah Wambui of Prosperity Gospel Ministries and Jesca Njuguna of Prophetic Word Ministry in Kenya, as well as Neema Mwambembela of Holy Ghost Power Assemblies and Irene John of Miracle Prayer Ministry in Tanzania. We make reference to Boulding’s delineation of sources of legitimacy ([1967] ‘The Legitimacy of Economics.’ Economic Inquiry 5 (4): 299–307). We found that the four East African female preachers that we examined share certain common practices, but that differences are manifest among them owing to differences in their personal preferences and to the contextual flavour of each ministry.  相似文献

In recent years, a number of sub-Saharan African states appear to have placed restrictions on the operations of international non-governmental organisations (NGOs) within their state boundaries. Indeed, some commentators and academics have questioned the role NGOs should play in providing humanitarian aid to refugees and to what extent they are, or should be, involved in the political, cultural, economic and healthcare concerns and agendas of any state. However, the high HIV/AIDS prevalence in refugee camps in sub-Saharan Africa creates negative economic, social, political and security implications for their host states and many states lack the knowledge, experience and funds to manage the problem successfully. Within this context, this article examines and compares the role and effectiveness of two separate NGOs involved since 2001 in HIV/AIDS management programmes in two distinct refugee camps: Save the Children in Marratane Refugee Camp in Mozambique and the International Rescue Committee in Kakuma Refugee Camp in Kenya. NGO success in managing HIV/AIDS programmes is analysed according to UNHCR guidelines and specifically against four key aspects of HIVAIDS management; HIV/AIDS awareness, HIV/AIDS prevention, access to HIV healthcare services and the provision of treatment.  相似文献

This article explores the development of political relationships between people and politicians since around 1820 in Latin America. In particular, it develops the idea of client‐ship as a form of political agency and contrasts it to citizenship, linking both to 'natural' and 'historical' interpretations of inequality. The piece claims that client‐ship has dominated political relations and that its twin tools of charisma and votes‐for‐goods allows it to thrive today in the form of neo‐populism. In contrast, citizenship has been thwarted by the efforts of parties which control political agency by imposing norms of intellectual superiority and hierarchies of disdain. Throughout, I argue that issues of race, gender and class are central to political relationships which are the cultural terrain of power, and conclude that parties must begin to take citizens – and citizenship – seriously if they wish to avert a crisis of democracy.  相似文献

ABSTRACT

Many among the world’s population are surplus to the requirements of capital accumulation. These are people who become engaged in precarious employment both in rural and urban contexts and those who are involuntarily unemployed. Their presence has been particularly acute in “peripheral countries.” Mainstream economic literature explains this in terms of the dual labour market, where it is argued that surplus labour will eventually disappear with market-led economic development. Contrary to this explanation, this article argues, using Marx’s concept of relative surplus population (RSP), that under the existing neo-liberal framework such labour vulnerability is continually being created. This article charts the developmental history of Indonesia and demonstrates that the growth of RSP is an outcome of a neo-liberal transformation which favours capital accumulation at the service of global markets. Neo-liberal adjustments shape the development of RSP in three related ways. First, the adjustments change class relations and transform state orientation. Second, the reconfiguration of class dynamics and the state shapes the model of accumulation. Third, the model of accumulation eventually affects the size of RSP. It is argued that the disconnection between the domestic agricultural development and industrialisation has contributed to the maintenance of a large RSP in Indonesia.  相似文献
