This article analyses the dominant patterns of political culture among West Africa's state elites in an attempt to understand what standards, beliefs and principles they cherish. We suggest that although there are significant differences across the region's states, the dominant political culture can be characterised as neopatrimonial, that is, systems based on personalised structures of authority where patron–client relationships operate behind a façade of ostensibly rational state bureaucracy. In order to explore these issues the article proceeds in four parts. After providing a definition of political culture and why it is an important topic of analysis, we examine the central characteristics of the political culture held by state elites in the Economic Community of West African States (ECOWAS) region. The section ‘The Nigerian factor’ briefly discusses some of the malign effects that this culture has had upon governance and political economy issues in the regional giant, Nigeria. The final section explores whether the region's elites are living up to their own claims that they are embarking upon a serious attempt to engage in state reconstruction or are instead simply searching for alternative ways to sell their more traditional concern with regime protection. We conclude that, without a fundamental recasting of the political culture guiding the region's elites, a security culture that prioritises democracy and human security is unlikely to emerge within ECOWAS.  相似文献

This article compares four historical periods in Afghanistan to better understand whether land reform in the post-2001 context will improve prospects for political order. Its central finding is that political order can be established without land reform provided that the state is able to establish and maintain coercive capacity. However, the cost of establishing political order mainly through coercion is very low levels of economic development. We also find that when land reform was implemented in periods of weak or declining coercive capacity, political disorder resulted from grievances unrelated to land issues. In addition, land reforms implemented in the context of highly centralized political institutions increased property insecurity. This suggests the importance of investing in coercive capacity alongside land reform in the current context but also that establishing inclusive political institutions prior to land reform will increase its chances of success.  相似文献

Previous studies on economic development in East Asia focus exclusively on the recent period (since the 1960s) and posit that East Asian “miracles” were largely a result of the state's exceptional capacity to implement consistent industrial policy. Yet, they neglect the question of the origins of the developmental state. To confront this neglect, this article makes a macro-historical comparison between Northeast and Southeast Asia, highlighting colonialism, the role of income inequality, and subsequent socio-economic transformations. It is argued that a crucial historical phase for new economic trajectory was the decolonisation period when East Asian countries had an opportunity to break away from negative colonial legacies. This article sheds new light on the ways in which colonialism shapes long-term economic development in East Asia.  相似文献

A crisis in leadership, political instability and extreme state control of natural resources has marred Africa’s economic development over the years. these negative extremities paradoxically exist amidst a copious and generous endowment of abundant and diverse natural resources. State actors dominate the political scene, clamping down on any form of opposition to their hegemonic rules. they appear to seek to change leadership, often unconstitutionally, not for the wider benefit of the society, but to satisfy their selfish and narrow interests. The illegitimacy of the mode of change generates feelings of insecurity that compel such leaders to want to perpetuate themselves and their cronies in office. In order to finance their costly security requirements or manage the crisis they might have created, they fall back on state resources, exploiting them unsustainably to generate income and foreign exchange without channelling such earnings towards state development. this article reviews the development trajectory and challenges facing political transformations in post-independence Africa. Africa’s development stalemate is blamed on the tragedy of self-inflicted and constantly erupting political crises; failure to raise investment capital from abundant natural resources; and limited capacity of states to provide the necessary infrastructure for development. Continued reliance on development partners for development capital has not yielded desired results.  相似文献

ABSTRACT

How do ruling political parties accommodate their members’ demand for access to state patronage with a push for merit-based bureaucratic reform? I argue that political commitment to reform is contingent on electoral calculations within the party. Therefore, distortions in reform implementation reveal not only dynamics within the party itself, but also the significance of appointing the right bureaucrats to the right posts to regulate access to patronage. Drawing on qualitative fieldwork in Punjab, I contextualise political commitment to bureaucratic reform to provide an explanation for their unsustainability and for persistently low state capacity in countries with weak, patronage-reliant parties.  相似文献

With South Africa having declared itself a developmental state, this paper posits that if a developmental state is one that drives development, then the foreign policy of such a state should pursue development as one of its most important goals. Similarly the diplomatic corps of such a state should prioritise economic, commercial, para- and public diplomacy as drivers of diplomacy. In answering the question, ‘What should be the foreign policy and diplomatic attributes of a developmental state?’, the authors, through an exploratory approach, seek to analyse how well the state has fared in achieving this objective. To be a successful developmental state, a strategic capacity should exist and a clear strategic conception of the state's national interest should be formulated. Old paradigms about the role and functions of the diplomatic corps are challenged and a meritocratic diplomatic corps is strongly advocated to support the state's declared developmental goals.  相似文献

ABSTRACT

An elected Senate and the party-list system are two institutional innovations of the 1997 Thai Constitution designed to support political reforms. This paper sheds light on one unintended effect of these reforms: they have allowed scores of political families to maintain or even tighten their grip on Parliament. Combining aggregate data and case studies, this paper shows that a sizable number of elected senators and party-list parliamentary members are related, by birth or marriage, to other parliament members elected in the post-1932 period. The well-intended reforms have concentrated parliamentary power in the hands of these families, many of which represent the excesses of Thailand’s full-blown electoral democracy. The survival and resilience of these families diminish reform opportunities by further entrenching corruption, clientelism, violence, and electoral fraud, as well as by deepening dynastic rule that militates against political pluralism and inclusiveness.  相似文献

Conversion from livestock and/or crop farming to game farming has been a notable trend on privately owned land in South Africa over the last decades. The rapid growth of wildlife ranching is associated with an annual increase in the areas enclosed by game fences and high demand for wildlife which is being traded privately and at wildlife auctions. Key environmental, agricultural and land reform legislation has been passed since 1994 that impacts this sector, but this legislation does not provide a clear regulatory framework for the game farming industry. This article seeks to understand why game farming is thriving in a regulatory environment plagued with uncertainty. The focus is on one province, KwaZulu-Natal. It is clear that the state is not a homogeneous and monolithic entity applying itself to the regulation of the sector. There is no clear direction on the position of private game farming at the interface of environmental and agricultural regulations. The argument put forward is that the fractured state, in fact, provides space within which the game farmers are able to effectively manoeuvre and to maximise their advantages as private landowners. While game farmers may complain about strict wildlife regulation in the province, the benefits they gain from the combination of a divided state and the presence in this province of a strong, autonomous conservation body are considerable.  相似文献

Uzbekistan has attracted international criticism for its use of child labour, defined as labour performed by youth under the Soviet legal limit of 16, to harvest cotton by hand. This article argues that manual labour, mostly performed by low-status children and women, became entrenched in Central Asian agriculture during the 1950s, and investigates the possible reasons for its persistence in the face of global trends to the contrary. The timing is a puzzle, because the 1950s were when mechanization of agriculture became a global development goal. The USSR participated in the mechanization trend. To understand better the roots of rural labour patterns in the Khrushchev period, we must consider how economic incentives and disincentives, gender relations, demographics, and state policy worked together.  相似文献

Abstract

Using a combination of qualitative and quantitative data collection and analysis methods, the aim of the study forming the basis of the article was to examine how traditional leadership can be harnessed for the purposes of service delivery at the local level in South Africa. Specifically, the study sought to examine the juxtaposition of traditional and modern forms of governance in South Africa (institutional duality) and the role traditional leaders play in the provision and delivery of social and economic services to the sections of the population within their jurisdictions. The results of the study confirmed the existence of this institutional duality with regard to the Southern African institutional culture. In other words, even though traditional leaders no longer wield the considerable administrative, legislative and judicial powers they used to exercise over the chiefdoms, they are still very much part of the institutional culture of South Africa and the sub-region.  相似文献

In recent years, a number of African countries have scaled up their efforts to improve their democratic development and governance environments. Liberia took up that challenge, in partnership with donor agencies. Between 2006 and 2009 the country's government implemented a Governance and Economic Management Assistance Program (GEMAP) to, among other things, control corruption, mitigate financial mismanagement, improve the capacity for better economic management, and elevate the performance of key institutions in a post-conflict environment for democratic and peaceful state-building. This article provides a review and analytical assessment of the GEMAP in the context of the donor policy intervention framework through which it was conceived and implemented. The evolution, nature, and impact of the program are documented and analysed, and areas where there could have been greater effectiveness are discussed.  相似文献

ABSTRACT

This article explores the question of how Albanian Salafi Muslims have engaged with and provided religious interpretations to issues peculiar to Albanians’ historical and sociopolitical context, as well as considering the ethnic group’s recent engagement in Middle Eastern conflicts. Utilizing Salafism’s doctrinal concepts of takfir (excommunication of another Muslim) and al-wala’ wa-l-bara’ (loyalty and disavowal) as guiding analytical tools, the article investigates Albanian Salafi Muslims’ position and discourse on the following three Albanian-specific issues: (i) engagement with the secular state by voting for their representatives (leaders); (ii) the question of nation and nationalism; and (iii) the question of militant Islamism related more recently to the Syrian conflict. Though there are different nuances among Albanian Salafi Muslims, the article shows the sharper distinctions and divergences that exist between the mainstream and rejectionist Salafis when considering the ways they have engaged with the three issues under analysis. Also, despite the general agreement in literature about Salafism’s globalized acculturalization impact on localized Islam(s), the analysis deduces Salafism’s ‘re-culturalized’ and ‘re-nationalized’ face in the Albanian-specific context, something prevalent among the mainstream Salafi Muslims of this ethnic group in the Balkans.  相似文献

Abstract

Land grabbing has emerged as a form of production and export of food and biofuels in the Third World by enterprises owned by foreign governments and business entities. Large tracts of land are either leased or sold to these enterprises cheaply by the state, usually with the argument that such land is empty and needs to be put to good use. But land grabbing dates back to colonial times, thus substantially shaping the political economy of such countries as South Africa, Kenya and Zimbabwe. It is therefore fitting at this conjuncture to discuss land grabbing in its holistic and historical context, noting that smallholding agriculture juxtaposed against large scale commercial farming will for a long time define agrarian class struggles, the character of the state and the project of nation building.

Over the last decade or so land distribution in Zimbabwe by the Mugabe government was assumed to be heading for disaster. Recent information, however, reveals that productivity has improved, tobacco exports are improving and smallholders accessing affordable farm input and markets while getting a fair reward for their labour behave no differently from large scale commercial farmers. In the final analysis the issue of equity and poverty elimination needs to be central in addressing the land and agriculture question in Africa.  相似文献

Abstract

This article critically analyses Partha Chatterjee’s recent concepts of civil society and political society, showing that their binary character is derived from a culturalist conflation of capitalism with modernity. In turn, modernity becomes equated with a naturalised liberal democratic state, precluding any appreciation of how resistance can and does shape the character of the state. Second, it compares Chatterjee’s categories of civil and political society to those of Gramsci, arguing that a return to classical Gramscian categories, along with an appreciation of the impact of colonialism on state forms, can provide studies of resistance with a richer and more elegant understanding of social change from below in contemporary India.  相似文献

ABSTRACT

In the Introduction to this special issue, I first provide an overview of the programme of 'de-extremification' and mass internment in Xinjiang since early 2017. I then situate this development against the ‘ideological turn’ in Chinese Communist Party policy under President Xi Jinping, highlighting the new emphasis on stability maintenance and ideational governance. Next, I explore experiences of (in)security in Uyghur communities in- and outside of Xinjiang in the era of internment to consider how far PRC counter-terrorism initiatives have now evolved into state terror. In doing so, I apply Ruth Blakeley's (2012) definition of state terror as a deliberate act of violence against civilians, or threat of violence where a climate of fear is already established by earlier acts of violence; as perpetrated by actors on behalf of or in conjunction with the state; as intended to induce extreme fear in target observers who identify with the victim; and as forcing the target audience to consider changing its behaviour. There is an undeniable trend towards civil society participation in virtually all issue-areas of global governance, yet civil society participation varies widely among international organisation (IOs). While this trend has inspired a voluminous academic literature, empirically-based, comparative studies of IO-civil society interaction in Africa remain largely absent. This article therefore examines civil society participation in three African subregional organisations – the East African Community (EAC), the Economic Community of West African States (ECOWAS), and the Southern African Development Community (SADC). What are the factors that have made regional integration in ECOWAS relatively more people-driven, and that have thus far hindered effective civil society participation in the affairs of SADC and the EAC? Support from member states, allies in the respective organisation’s bureaucracy, and characteristics of civil society itself, the research shows, affect participation in regional integration, with the latter aspect apparently more salient in SADC and the EAC than in ECOWAS.  相似文献

Police violence is a persistent problem throughout Latin America despite the return of electoral democracy; it is pervasive and includes torture, murder and disappearances. Certainly institutional reforms aimed at changing police practice are important. However, it is equally important that state actors maintain a clear and relatively consistent discourse in favour of democratic policing. This article argues that, in the case of Argentina, state actors do not maintain a consistent position in favour of democratic policing and instead oscillate between denying the occurrence of police violence, justifying such police action and absolving themselves of responsibility.  相似文献
