This article argues that social democratic governments throughout the 20th century faced internal and international constraints arising from the operation of capitalist economies and that the evidence for a qualitative deepening of such constraints since the collapse of the Bretton Woods system is far from unequivocal. Financial markets were already big enough and fast enough to deter such governments from the pursuit of egalitarian policies in the interwar years or to destabilise them if they ignored the warning signs. This article also shows that the efficacy of Keynesian macroeconomic policy in the Golden Age has been exaggerated and that the problem of short–term movements of speculative capital persisted throughout this era in a country such as Britain. Keynesianism never worked in the face of mass unemployment and it is misleading to suggest that its breakdown in the 1970s somehow robbed social democracy of the policy tools that had maintained full employment in the 1950s and 1960s. A host of additional problems have indeed beset social democratic governments since 1973, but the analysis of such problems is hindered rather than helped by much of the literature which invokes economic globalisation. Globalisation theory is in need of further specification before it can be useful and arguments about the economic consequences of globalisation since 1973 need to distinguish its effects from those of the many conjunctural problems of the period as well as the policies that important agencies have pursued in search of solutions to them.  相似文献

After a debate lasting several years, Estonia enacted a law of non-territorial cultural autonomy for national minorities in 1993, echoing experiences from the country’s previous period of independence. In international discussion, the law was initially cited as a promising way of dealing with minority issues in Central and Eastern Europe. With time, however, its applicability in contemporary Estonia has been questioned; in practice, the law has failed to be implemented. This paper inspects possible reasons for its disuse, and argues that the law could still play a role in Estonia’s minority policies, especially with regard to education. The paper is based on an analysis of legislation, parliamentary records and media.  相似文献

After a long period of dominance by the centre‐right, social democracy is once more in the ascendancy in Europe. At the same time social democracy is cross‐cut by competing ideological paradigms, ranging from an unreformed or ‘traditional’ model through to the neo‐liberal tinged ‘Third Way’ agenda. With social democratic‐led governments in power in France, Germany and Great Britain, this ideological competition has to a certain extent been mapped onto these member states’ statecraft agendas. The article makes three points. First, that there is a high degree of institutional ‘fit’ between of the Federal Republic and the European Union and that this potentially favours the successful transfer of German policy initiatives to the EU level. Second, that the ‘Red‐Green model’ of political co‐operation between the SPD and Greens is grounded within the parameters of sub‐national politics and is not easily adapted to the demands of the national and supranational levels. Third, that as a result of this, any distinctively ‘German’ social democratic agenda for Europe is more likely to have the ideas of the ‘Neue Mitte’ at its core.  相似文献

This historical analysis of Mahatma Gandhi's views on the Jewish–Arab conflict in Palestine at the time of the British Mandate distinguishes four phases. The initial involvement is Gandhi's intervention in support of the Caliph's temporal rule in Palestine. The second deals with a secret offer of mediation addressed to the Jewish Agency in Jerusalem. The third is his highly controversial letter to ‘The Jews‘. In the last phase, Gandhi chose to remain silent, but is alleged to have stated that the Jews had a good case and a prior claim, a statement that seems at variance with previous attitudes. The question is raised as to how far Gandhi's views were consistent. They are explained by the evolving political context in India, as well as in Palestine, the two being intertwined in an ever tightening knot. Gandhi's commitments are revisited and clarified in the light of new research.  相似文献

ABSTRACT

The article concludes the Special Issue, Illiberal Politics in Southeast Europe, on the retreat of liberal democracy in the region. It focuses on the central themes that link all the papers together: free and fair elections, media freedom, judicial independence, privileged access to public resources and the role of civil society. It seeks to disentangle the causes and consequences of illiberal politics in the region and explores the similarities in the illiberal practices and strategies incumbents use with the aim of staying in power indefinitely. The main argument is that democratic backsliding in Southeast Europe is deeply rooted in the unfinished transitions of the 1990s, which gave rise to new political and economic elites and that blending those two into one resulted in the dominance of the executive over the judiciary and legislature. These new elites became entrenched during the wars and conflicts that affected the region. The enabling factors were of societal origin – clientelist practices, corruption, nepotism and mistrust in politics accompanied by external factors – as well as international pull and push factors (from the EU and Russia) along with a domino effect of democratic backsliding in the region.  相似文献

In November 2005, Kenya held its first-ever national referendum on a proposed constitution. After a contentious review process, 58% of voters rejected the final document. It is common in the analysis of Kenyan politics to rely on ethnic explanations; indeed, the referendum results cannot be understood without exploring ethnic cleavages in Kenyan society. However, an exclusive focus on ethnicity obscures other factors that influenced voters, including the controversial process of drafting the constitution, the mobilisation efforts of the ‘yes’ and ‘no’ campaigns, and the perceived performance of the government. In the end, the referendum was seen as a positive step toward democratic consolidation in Kenya and raised hopes for the future. For the second time in three years, voters rejected the preference of the sitting government, which respected the results. Hopes were dashed, though, when irregularities marred the 2007 election and the announcement of contested results sparked a wave of violence. Under intense domestic and international pressure, the opposing sides reached a power-sharing agreement, as the need for a new constitutional order in Kenya became even more apparent.  相似文献
