Abstract

The recent revival of interest in the state in post-colonial societies is, in large part, a consequence of the decline of dependency theory as a general tool for the analysis of society and economy in the “third world” and a move towards an approach based upon the concepts of mode of production and social formation. The focus of analysis has consequently moved from global structures of capital circulation to class struggle within specific peripheral social formations. A.H. Tammsaare’s pentalogy Truth and Justice is considered a central text in Estonian culture, perceived virtually as a second national epic. The article analyzes it from the perspective of comparative genre studies. It is discussed as an idiosyncratic example of Bildungsroman, a genre narrativizing modernizing change focusing on the lives of everyday individuals, thus symbolically domesticating and humanizing the global developments of modernization. The emplotment of Tammsaare’s novel is comparatively discussed against the background of the Western European Bildungsroman on the one hand and of non-European postcolonial Bildungsroman on the other. The analysis enables to gain new insight into the reception and cultural working-through of the belated rapid modernization in Estonia. It also helps to explain the canonical position of Tammsaare’s novel in Estonian literature: The novel is a poetic tour de force that forges a both intra- and internationally acceptable model of modern Estonia.  相似文献

Abstract

The recent triumph of the Howard government at the polls confirms Australia’s emergence as an increasingly important ally for the United States. It is willing to be part of challenging global missions, and its strong economy and growing self-confidence suggest a more prominent role in both global and regional affairs. Moreover, its government has worked hard to strengthen the link between Canberra and Washington. Political and strategic affinities between the two countries have been reflected in—and complemented by—practiced military interoperability, as the two allies have sustained a pattern of security cooperation in relation to East Timor, Afghanistan, and Iraq in the last five years.

This growing collaboration between the two countries suggests that a reinvention of the traditional bilateral security relationship is taking place. At the core of this process lies an agreement about the need for engaging in more proactive strategic behavior in the changing global security environment, and a mutual acceptance of looming military and technological interdependence. But this new alliance relationship has already tested the boundaries of bipartisan support for security policy within Australia, and will continue to do so despite the latest election results. Issues of strategic doctrine, defense planning, and procurement are becoming topics of fiercer policy debate. Such discussion is likely to be sharpened in the years ahead as Australia’s security relationship with the United States settles into a new framework.  相似文献

The official narratives of Surrounding Areas in the 1997 New Guidelines are a curiosity: on the one hand, they signify Japan??s readiness to increase its international involvement, while on the other hand, the geographical designation remains vague despite Japan??s preoccupation with Asia. This suggests that Asia as Japan??s neighbourhood is considered along with international developments to facilitate the emergence of an ambiguous language for Japanese policy makers as they seek to adapt to changes in the international environment. As such, the term ??Surrounding Areas?? signifies Tokyo??s anxieties in facing up to new challenges, as well as the willingness of the government to enhance Japan??s international role while maintaining its status as a pacifist state.  相似文献

Since holding elections in 2010, Myanmar has transitioned from a direct military dictatorship to a formally democratic system and has embarked on a period of rapid economic reform. After two decades of military rule, the pace of change has startled almost everyone and led to a great deal of cautious optimism. To make sense of the transition and assess the case for optimism, this article explores the political economy of Myanmar’s dual transition from state socialism to capitalism and from dictatorship to democracy. It analyses changes within Myanmar society from a critical political economy perspective in order to both situate these developments within broader regional trends and to evaluate the country’s current trajectory. In particular, the emergence of state-mediated capitalism and politico-business complexes in Myanmar’s borderlands are emphasised. These dynamics, which have empowered a narrow oligarchy, are less likely to be undone by the reform process than to fundamentally shape the contours of reform. Consequently, Myanmar’s future may not be unlike those of other Southeast Asian states that have experienced similar developmental trajectories.  相似文献

This article seeks to explain the rejection of the reforms proposed in the 2016 Constitutional Referendum in Italy. We contend that Renzi's promise to resign if he were to lose the referendum did not significantly affect the final result. While highly partisan voting patterns may lead to speculation that this so-called personalization strategy caused the rejection, we argue that voters probably would have followed party cues anyway. Instead, we argue that the fundamental explanation for the results was voter ambivalence towards the reforms themselves, based on insufficient information about the complex package and its broad coalition of opponents.  相似文献

The upbringing and early life experiences of a political leader strongly influence development of the policy framework implemented when in office. In the case of Nakasone Yasuhiro, his experiences during the Pacific War would later be reflected in both domestic policy and international affairs. The article contributes to the efforts of understanding Russia’s legitimization endeavours by looking at the policy narratives centred around the so-called Kosovo precedent and the way they were perceived by different actors from Ukraine, Russia, and international experts. The aim of the paper is to scrutinize the process of politicization of contested international norms (in particular, territorial sovereignty and the right to self-determination) in the case of Russia’s legitimacy claims in Ukraine. In assessing the instrumentalization of the ‘Kosovo precedent’ in the Crimea crisis, we focused on three main elements identified in the selected policy narratives: the reinterpretation of history, the humanitarian and ethnic factor and the reinterpretation of Western actions in the Balkans.  相似文献

This introduction connects some of the main themes covered in this special issue on Chancellor Merkel's second coalition cabinet, which was formed in October 2009 and ended with the electoral collapse of the FDP in the Bundestag election of September 2013. It starts by setting out an interesting ‘puzzle’: the parties forming the coalition of 2009–2013 (CDU, CSU and FDP) had expressed a strong preference for this coalition in the run-up to the election of 2009. Despite their seeming agreement in many policy areas, the coalition formed in 2009 faced tough negotiations and conflicts between the parties from the beginning. The economic crisis the preceding government faced between 2005 and 2009 and unforeseen events during the course of the CDU/CSU–FDP coalition 2009–2013 (e.g. the Euro crisis and the Fukushima environmental disaster) had altered the policy agenda in important ways and rendered the former ‘Christian–Liberal reform project’ obsolete.  相似文献

At the inaugural UN session in 1946, an Indian-sponsored resolution was passed with a two-thirds majority against South Africa’s racist treatment of Indians. India continued its activism over racism and apartheid throughout the 1950s, though the issue was increasingly seen as a painful yearly ritual. Still, Indian diplomats persisted in raising the issue every year, despite diminishing results. The British settler-colonies were particularly offended by India’s campaign, as it challenged the discursive justification for their existence. They rejected what they saw as India’s emotional, hypocritical, even imperialist, campaign against racism. By tracing the construction and rejection of anti-racist politics, we examine the dismissal of racism as a ‘legitimate’ international issue.  相似文献
