During the civil war in Guatemala, which only ended with the signing of the comprehensive Peace Accords in December 1996, the military organised the male population throughout the Guatemalan highlands into civil defence patrols (Patrullas de Autodefensa Civil, PAC). Initially set up to help the military to win the war, they eventually evolved into a local power player in their own right. Although the patrols were dismantled in 1996, former patrols still influence daily life. This paper examines how, at the municipal level, current memories of the civil war, especially of the civil defence patrols, still shape perceptions, actions, and social relations. These are marked by fear, prejudice, and distrust, thereby creating important impediments for erasing the legacy of violence and building local democracy and civil society.  相似文献

Abstract

This paper explores how population displacement operated in Lithuania in the immediate post-WWI period. In 1918 the disintegration of the old imperial polity led to the emergence of a Lithuanian state. Beyond the field of battle, the struggle to maintain the independence of Lithuania was characterised by an intense process of state and nation-building. All this hectic activity was accompanied by population displacement on a scale first witnessed in 1915–16.

Unlike the military campaigns, these state-building efforts did not come to an end in 1920. My argument is that population displacement presented the Lithuanian authorities with an opportunity to claim and to establish Lithuanian refugees as potential members of a new nation-state, thereby defining its spatial, demographic and cultural boundaries. The newly formed Lithuania offered a potential political homeland for tens of thousands of war refugees of various ethnic groups who had lived in the former north-western provinces before 1914, but who were displaced by war. According to rough estimates, the total number of Lithuanian refugees who settled in the Russian interior stood at 550,000 at the beginning of 1918. My paper explores their fate in the post-war period as well as official policies of the new Lithuanian state adopted towards the refugees.

The logic of the homogenising national state required that the refugees had to be persuaded or forced to abandon their divergent and multiple identities born in exile and rooted down in the single space of the national homeland. Nevertheless, the spatial pattern of ‘the homeland’ was still in flux, due to the border wars between Lithuania, Soviet Russia and Poland in 1918–20. As a result, some refugees were excluded from the ranks of Lithuanian citizenry. Their difficult situation was further aggravated by famine in Russia in 1921, which called for cooperation between Soviet Russia, Lithuania, Poland and Latvia. Thus, on the one hand, the refugees served as a focus for the propaganda of the belligerent states, while on the other hand their uncontrollable movement compelled governments to co-operate.

The paper is based on two collections of primary documents: the files of the Lithuanian Ministries of the Interior and Foreign Affairs.  相似文献

This article examines a series of wartime massacres (sook chings) conducted at various Southeast Asian sites with a view to teasing out broader lessons about justice, compensation, apology and the uses of memory both on the side of the victims as well as the nation that perpetrated the crimes. Characteristically, the sook chings of Southeast Asia, occurring in ethnically complex societies with mostly Chinese as victims, displayed a planned character of strictly ethnic and political “cleansing” that meets broad definitions of genocide. This article also considers historical memory. Obviously, as with Japanese war crimes in China, the sook chings of Southeast Asia are remembered locally. But also, as in China, remembrance of the sook chings has been modulated by the state, mostly in the interest of good relations and business links with Japan (with some notable exceptions). But, alongside the Nanjing Massacre, much contested in Japanese historiography, the sook ching massacres remain virtually unknown to the Japanese public, and have not become an issue between Japan and the Southeast Asian countries where these events occurred.  相似文献

In the following article, Professor Gerrit W. Gong, Freeman Chair and Director of the Asian Studies Program at the Center for Strategic and International Studies (CSIS), Washington DC, explores how four themes of "remembering and forgetting" may shape East Asia's future and its influence on the alignment of the global system in the twenty-first century. Because the future remains to be determined, Gong argues, the past should be respected without holding the future hostage to perceptions or demands that may cause misalignment in East Asia or elsewhere in the global system.  相似文献

This article considers Elena Poniatowska's La noche de Tlatelolco [ Massacre in Mexico ] as an example of documentary narrative. It examines the narrative strategies she uses to articulate a tripartite interpretation of the events of 2 October 1968. First, it argues that Poniatowska's text represents the Tlatelolco massacre as a crime against humanity constituted by multiple abuses of human rights. Second, the text is shown to expose the cover-up that occurred as a result of the deliberate manipulation of information by the Mexican state. Third, from a more positive perspective, it is argued that the text represents Tlatelolco as a milestone in the ongoing struggle for democracy. Overall, attention is drawn to the importance of Poniatowska's text in the construction of cultural memory as a counter to official history in narrative representations of this particular trauma in Mexican history.  相似文献

Abstract

The article opens a space in which to discuss migrant men's emotions and their engagement with family life. It focuses on Australia's Goan community to explore the fluidity of ethnic identity and its relation to remembered family and childhood. The article suggests a “family” that is not only a domestic home but is constituted across both time and space. The men's memories of their childhood and family life prior to arrival in Australia are central to their constitution of self within Australia. These memories provide the men with the emotional means to contest their positioning in Australia's multicultural framework. The men's memories of childhood are experienced beyond domestic and multicultural spaces, making remembered families an important part of their work lives and sense of success in Australia.  相似文献
