This article explores post-conflict reconstruction in Cambodia through an analysis of both the dangers of liberal peace building and the positive role that training in capacity building plays in war-torn societies. The central question addressed is how insider–outsider dynamics influence Cambodia's post-conflict reconstruction projects; and what assumptions do international workers and Cambodian NGO staff make about ‘the good life’ that will be constructed? The article offers an overview of Cambodia's history and cultural context to situate its analysis of liberal peace building and foreign donors, as well as the behavioural characteristics of international peace builders operating within Cambodia. It assesses the potency of elite capture of insider–outsider partnership, specific NGO management practices, and the role of gender to better illuminate the challenges for post-conflict reconstruction. The article concludes with recommendations for improving future partnerships between insiders and outsiders in Cambodian peace-building projects.  相似文献

Using a human security lens, this article explores the interface between transnational corporations (TNCs) and post-conflict, post-crisis societies. It demonstrates how TNCs influence political and economic transition, through impacting the everyday experience of security, creating multiple and ambiguous effects on individuals and communities. Examples of two foreign corporate engagements: carmaker Fiat’s investment in Serbia and steelmaker ArcelorMittal’s takeover in Zenica in Bosnia-Herzegovina are used to illustrate the density of relationships between global companies, host governments, civil society and local communities whose effects extend beyond economics to broader aspects of the conflict space, and have a bearing on the transition and reconstruction agenda. Our findings question the quality of development and industrialisation policies championed by post-conflict reconstruction approaches, and challenge the assumption that economic growth and investment, by foreign companies in particular, will necessarily deliver peaceful transition. The article contributes to the scholarly debate about the connection between security and development, and to policy discussions about appropriate means for reviving economies within externally led peace-building and conflict prevention initiatives.  相似文献

Reintegration was prioritised over demobilisation and disarmament in Tajikistan's peace process. Inadequate disarmament rates were disregarded, but integration of opposition fighters into military and law enforcement units was relatively swift. This created high levels of trust among the former fighters and commanders. The quick provision of incentives, such as comprehensive amnesties and the offer of government positions and economic assets created stakes in the peace process for a number of actors. Transitional justice was largely overlooked. In this way, the case of Tajikistan runs counter to key elements of what has been termed the ‘post-conflict reconstruction orthodoxy’. At the same time, Tajikistan is a rare example of the emergence of post-war stability. This article provides a detailed account of the DDR process and outlines the incentives that it created for the warring parties. It also assesses the emergence of spoilers and the government's counter strategies. The article concludes by highlighting the consolidation of President Rakhmonov's power since 2001, but also raises some questions regarding the viability of Tajikistan's long-term political and economic development.  相似文献

Abstract

A glance at key indicators—in terms of growth forecast and stable elections—will project Sierra Leone as a political settlement model for a post-conflict state. Sierra Leone has been an important laboratory for UN and international donors’ interventions and thinking. However, efforts by the international donor community to decentralise power to the margins, both geographically and demographically, have failed. Instead, this focus on the institutions of governance has allowed the same elite to maintain power. Sierra Leone today shares similar socio-economic and political conditions with the Sierra Leone before the outbreak of the civil war. A detailed analysis of the country’s socio-economic trends, its political institutions and the logic and dynamics of violence show a disturbing picture. While the international community considered that an exit strategy was feasible, the political settlement remains an experiment in that it is detached from everyday life and livelihood concerns of Sierra Leoneans and reveals the structural violence behind this process.  相似文献

Does the inclusion of rebel parties into the post-conflict political process help contribute to peace after the end of conflict? In this article we examine whether the transformation of rebel groups into political parties actually leads to the development of a durable peace after a civil war. Examining the likelihood of recurrence of civil wars in a country and recurrence of conflict in government–rebel group dyads after a settlement, we find that the inclusion and participation of former rebel parties in national government has an important impact on the likelihood of a durable post-settlement peace. Most importantly, not excluding major rebel parties from access to governing institutions is the most important factor in promoting post-conflict peace.  相似文献

ABSTRACT

Unprecedented levels of displacement make the return of refugees and internally displaced populations a critical challenge, with post-conflict minority return especially complex. This article investigates the return process in Kosovo to identify what supports and hinders sustainability. For nearly two decades the Government of Kosovo and international partners have supported the return of minorities displaced during the 1998–1999 conflict and March 2004 riots. We draw on interviews with all major stakeholder groups in return programming and on indicative survey data from 499 returnees. Using a framework adapted from Black, Koser and Munk (‘Understanding Voluntary Return’), we focus on the Kosovo return process in recent years. The survey results indicate some sustainability but high differentiation in returnees’ satisfaction. This warrants concern, as differences in returnee perspectives run along already conflictual ethnic and spatial fault lines. In post-conflict settings, sustainable return and reintegration require more than the provision of services – they require nuanced understanding of how the shadow of conflict shapes returnee experiences. Finally, we question the orthodoxy of return discourse and highlight critical factors to support sustainable return elsewhere.  相似文献

Despite a principled commitment to assist people in need equally, the allocation of humanitarian assistance across conflict and post-conflict states shows remarkable variation that is not easily explained by differences in the level of recipient-need. This paper attempts to explain these “forgotten conflicts“ by analyzing the determinants of humanitarian aid to civil war and post-civil war states. Using cross-national panel data on humanitarian aid provisions, I show that the most important determinants of international humanitarian assistance are not always demand-side factors measuring humanitarian need – as the principals of humanitarian action would dictate – but often strategic factors that reflect donors’ political interests in providing humanitarian assistance. Although humanitarian aid to ongoing civil wars appears to be substantially more humanitarian than strategic in its allocation, humanitarian aid provided to post-conflict states in the aftermath of civil war tends to go to conflicts where donors perceive important strategic and political interests. These results suggest that one important explanation for why some conflicts are essentially ignored or gradually neglected over time is that strategic interests of donors can dominate humanitarian concerns over time.  相似文献

International organisations and non-governmental organisations involved in peacebuilding often form networks with one another and transplant themselves into war-torn territories with divided communities, weak governments, and little trust between the public and the government. This study examines how this network mechanism of governance orchestrated by international actors can have a political effect on the institutional development of the post-conflict state. The article argues that, superiority in mobilising resources and organisational flexibility notwithstanding, networks pose unique challenges to peacebuilding initiatives: because of the diversity of their members, networks tend to link up to various sectors within the post-conflict entity, thereby perpetuating often pre-existing schisms between the post-conflict government and the society. The study cautions that networks can be prone to parochial political influences from local and international actors, thereby fragmenting the state and the society in a given post-conflict country. But it also highlights that networks can effectively mobilise resources while maintaining political autonomy and independence from their donors, elites from the post-conflict state and the grassroots communities. The enhanced political autonomy is a measure of enhanced problem solving and bureaucratic prowess of the network, which is associated with networks with particular institutional attributes, discussed in the paper.  相似文献

How do political parties react to transitional justice (TJ) processes? Do they always have to choose between supporting and rejecting the punishment of the outgoing elite and their collaborators? While Huntington emphasized the existence of two major approaches to TJ – for and against – this article argues there is a third way that has been relatively understudied – strategic silence. It will be argued that, under certain conditions, political calculations can lead to the adoption of silence as a deliberate strategy by certain political actors in TJ processes. Focusing on the Portuguese case (1974–1976), the article explores why, and under what conditions, silence is perceived as the best strategy in dealing with the past following the defeat or breakdown of an authoritarian regime.  相似文献

Abstract

This paper analyses the interaction of domestic political elites and external donors against the backdrop of Mozambique’s decentralisation process. The empirical research at national and local levels supports the hypothesis that informal power structures influence the dynamics of this interaction. Consequently, this contributes to an outcome of externally induced democratisation different to what was intended by external actors. The decentralisation process has been utilised by ruling domestic elites for political purposes. Donors have rather focused on the technical side and ignored this informal dimension. By analysing the diverging objectives and perceptions of external and internal actors, as well as the instrumentalisation of formal democratic structures, it becomes clear, that the ‘informal has to be seen as normal’. At a theoretical level, the analysis contributes to elite-oriented approaches of post-conflict democratisation by adding ‘the informal’ as an additional factor for the dynamics of external-internal interaction. At a policy level, external actors need to take more into account informal power structures and their ambivalence for state-building and democratisation.  相似文献

Post-war reconstruction has become a dominant feature of Western political discourse and a key policy concern since the 1990s. While there is an acute need for informed debate between political scientists and practitioners engaged in such activity, this requirement is often ignored. From a practical perspective, most post-war reconstruction initiatives have, in recent years, been mired by lack of donor support or by no reduction in the dangers that were present prior to the outbreak of violence. Using Afghanistan as a case study, this article seeks primarily to advance policy thinking on what has become known in the literature as ‘state building’. Based on a theoretical and empirical examination, it attempts to assess the political future of Afghanistan following international involvement in the country over the past year. Most importantly, it highlights that the reconstruction of Afghanistan is dependent on developing a new political culture and a new way of thinking among the citizenry that ranks compromise over con?ict. More generally, the paper concludes that contemporary approaches to post-war reconstruction have been depressingly limited in their results.  相似文献

Security sector reform (SSR) policy has, for the better part of a decade, been viewed as instrumental to the larger international project of improving and strengthening the ‘capacity’ of post-conflict and ‘fragile’ states. The current policy approach, which represents a merging of security and development agendas in the post-Cold War era, is based on the premise that fragmented, ineffective, poorly managed and politicised state security institutions threaten political stability and undermine poverty reduction and sustainable development goals. The objective of this article is to examine aspects of what has been described as the ‘SSR policy-practice gap’ that arose in the course of implementing SSR policy in Timor-Leste by analysing the systemic basis of the gap. An analytical framework that untangles the relationship between SSR policy objectives, targets and outcomes is presented in concert with a discussion of the social and political circumstances that confronted international organisations and donor countries when they sought to implement SSR policy in Timor-Leste. By using the analytical framework to assess the policy coherence between SSR objectives and the SSR programme contained in UN Security Council Resolution 1704, the ubiquitous disconnect between SSR ‘Gospel and Reality’ is pulled more sharply into focus.  相似文献

Based on findings from a qualitative study in northern Uganda, this article explores factors leading to gender-based violence (GBV) in the post-conflict African context. The crisis of masculinity becomes crucial to understanding women's vulnerability to GBV. This crisis stems from the trauma of losing one's internal resources – socially constructed identity role and purpose, and one's external resources – wealth and productive assets. We find that armed conflict replaces the positive male identity as household head with a destructive model of masculinity. It is the interaction between negative masculinities and extreme poverty that characterises the prevalence of GBV in such conditions.  相似文献

This article explains the processes in which the two SDFs’ organizational cultures were formed by examining the ways in which the two Self Defense Forces (SDFs) were established in the early 1950s and have interacted with their US counterparts since that time. The article argues that the reason that the Ground Self Defense Force (GSDF) has been so cautious about sending troops to overseas operations, whereas the Maritime Self Defense Force (MSDF) has been willing to provide any possible support for the US Navy (USN), is that they have developed different organizational cultures – different collective beliefs and understandings about how to contribute to the national interest that they defined – through their decades-long relations with their US counterparts since the early 1950s. It is especially important to consider what type of Japanese actors were in charge of establishing each of the two SDFs in the early 1950s, what intentions they had when they established the two SDFs, and what kind of relations they had with their US counterparts. It is also important to consider how the USAR and USN responded to the requests from their Japanese counterparts in the 1950s and 1960s.  相似文献

In the last two to three decades, Liberia's image in Africa has oscillated from one extreme to the other. Historically, the country was seen as a beacon of hope as Africa's first Independent Republic and it played its role in the African liberation process. However, 14 years of civil war have punctured this image and the attendant political and economic difficulties have removed the country from the list of countries to be envied. Importantly, the country's political past is complex and its ethnic composition is diverse but what is often neglected as an identity issue is religion. Although Liberia is widely held as a ‘Christian nation’, largely because of the historical fact that those who established it were Christians, there is now emerging the critical dimension of Islamic concerns in the country. Such concerns could become critical to the national security of Liberia, especially if it connects to the wider sub-regional dimension of Islamic radicalisation. The central argument of this article is that the issue of Islamic radicalisation in Liberia is somewhat peculiar as it never manifested itself in the form in which others have in the sub-region. In this sense, what is referred to as radicalisation in Liberia is more the protests and advocacy of Muslims for their rights on a number of specific issues. While these can serve as triggers of radicalisation, they cannot be equated with it.  相似文献

Drawing upon research conducted in Gujarat, India, this article identifies the potential and limitations for NGOs to serve as intermediaries (between beneficiaries, governments, and international relief/development organisations) on post-disaster rural reconstruction projects. Findings reveal that NGOs can play important roles in facilitating the design and construction of high-quality, culturally appropriate housing; revitalising and diversifying livelihoods; and reducing physical and social vulnerability to future disasters. NGOs should have clearly defined roles, responsibilities, and accountability measures in post-disaster reconstruction projects, but they also need a certain amount of autonomy to protect their organisational philosophies and flexibility to make day-to-day decisions.  相似文献

This paper presents women's militant activities outside the binary framework of ‘victimhood’ and ‘agency’ and invokes postmodern feminist international relations analyses to engage with women's material and ideological contribution to militant activities and political violence. Women who support and indulge in both discriminate and indiscriminate violence against institutions of the state and unarmed civilians not only redefine notions of nationalism, gender and religious identity, but also highlight their complex and problematic relationship with feminism. To what extent does participating in militant activities and armed combat provide women with opportunities to transcend conventional gender roles? In other words, do they remain the ‘other’ within ‘the other’? How are militant women influenced by these political movements and how do they influence these movements? What happens when the ‘protected’ and ‘upheld’ become the ‘protectors’ and ‘upholders’? How does/should feminist international relations approach these militant women? I attempt to address these questions through a study of women militants and their constructions as gendered political subjects in Kashmir and Sri Lanka.  相似文献

This article addresses an urgent but largely sidelined issue in the study of peace processes: that high levels of violence—usually framed as ‘crime’—are often ubiquitous in societies experiencing peace processes, even after the signing of peace accords. From South Africa to El Salvador, Guatemala to Northern Ireland, rising interpersonal violence has come to characterise the ‘peace’. This violence often takes place in the context of ambitious post-conflict development efforts. The article argues that even the seemingly non-political violence after peace accords is intimately linked to war, as well as the peace process—in both the causes of violence and in the types of violence that perpetrators use. In order to conceptualise post-peace accord violence, the article presents a framework of violence based on the perpetrators of violence and the types of violence (social, economic or political) that occur. This unpacking of post-peace accord violence emphasises the interconnectedness of political and non-political violence, and stresses the importance of security for development.  相似文献

In the same way that people can have a political or a personal ideology, their professional identities and how they practise a craft or an occupation may be influenced by what can be labelled as a “professional ideology”. Through conducting interviews with the producers of the South African Broadcasting Corporation (SABC) Afrikaans radio programmes Monitor, Spektrum and Naweek-Aktueel, this article reports on research which showed that there is indeed such a thing as a “journalism ideology”. The interviews focused on how “internal influences” – such as a journalist's background and training, newsroom routines – and “external influences” – such as the audience – influenced the decisions they made in choosing news stories and producing content. This “journalism ideology” influences the producers and in turn the news content of these current affairs programmes that are listened to daily by almost two million listeners. The conclusion drawn from the study is that, although the participants’ “journalism ideology” largely determines the news stories for their programmes, structural forces, newsroom routines and organisational constraints often dictate their actions. Finally, although all the participants saw themselves as “watchdogs of democracy”, internal pressures within the SABC could endanger that role.  相似文献
