New Zealand women gained the vote in 1893, the first women in the world to do so. But they could not stand as candidates for Parliament. Early twentieth-century party leaders were reluctant to allow women full suffrage. This article examines the attitudes and influence of New Zealand party leaders from 1935 to 1975 in helping or hindering women gain representation in Parliament. It concludes that during those 40 years the most influential gatekeepers were the party leaders. By 1972, however, the Second Wave of Feminism and the changing attitudes of some party leaders resulted in women gaining more opportunities to become MPs and by 2001 an unprecedented number of women held leadership positions in the New Zealand Parliament.  相似文献

How and under what conditions do authoritarian rulers use the state apparatus to help ensure victory? To answer this question, this paper examines electoral mobilization as a rationale for the appointment of governors in hybrid regimes. Given their absolute authority to use administrative resources, autocratic rulers prefer governors who can perform well in mobilizing the electorate in their favor. However, several circumstances make this strategy suboptimal or impossible. To provide empirical evidence supporting this argument, this study conducts a survival analysis using an original dataset of gubernatorial appointments and dismissals in Ukraine from 1996 to 2017. The results confirm that electoral performance was the primary driver of governor appointments during the presidency of Leonid Kuchma. In addition, it is demonstrated that various institutional conditions, such as party strength, the weak authority of the ruler within the central government, and regional polarization resulted in the adoption of different appointment strategies by subsequent presidents.  相似文献

Through a case study of Ghana, this article focuses on the relationship between decentralisation and local democracy. The Ghanaian constitution emphasises decentralisation as the key means to ‘making democracy a reality’, reflecting the view common amongst international development agencies that decentralisation enhances local democracy and leads to more responsive government. This article questions such views and investigates whether decentralisation in Ghana has led to increased political participation at the local level and to downwardly accountable local government. Empirical findings are two-fold. On the one hand, relatively high levels of participation in local democratic processes are indicated. On the other, accountability mechanisms have not been strengthened, with a number of limitations and shortcomings identified at local level that undermine citizens’ attempts to hold local government and their elected representatives to account. Yet, in seeking to explain this delinkage between participation and accountability, such local issues do not provide a full explanation. Attention is thus refocused on the national context, where structural obstacles to devolved government are identified in the form of legal, political, administrative and fiscal constraints. Such obstacles are not easily overcome, however, due to the politics of decentralisation, notably central government's reluctance to relinquish control over its powers. Recent proposals for reform in Ghana's decentralisation system are considered, but political change is unlikely given the built-in advantages to the ruling party, whichever is in power. Without such reforms, though, local democracy is likely to remain more appearance than reality.  相似文献

In this article Professor Best writes as a social scientist interested in how historical data can be used statistically to test hypotheses about conflict structures. The study uses the voting data from the two Constituent Assemblies of 1848 in Paris and Frankfurt to test alternative theories about the development of conflict in democratic assemblies elected on universal male suffrage. One predicts that free elections would naturally generate complex conflict structures, the other that they would generate polarity around opposite extremes. The statistical model employed suggests that in these assemblies, where the basic issue was between the status quo and change, the pattern that emerged was one of polarisation.  相似文献

This article explores Japan's relations with Lusophone Africa over the past 60 years. It asks what factors have propelled Japan's shift from a foreign policy based on inertia to a more proactive one. Arguably, colonialism and postcolonialism linked to the Cold War politics had a negative impact on Japan's relations with the Portuguese-speaking African countries (PALOP) and Africa as a whole; this contrasts with Japan's process of ‘Africanisation’ after 1990, reflective of changing external and internal circumstances. The question arises as to whether Japan's relations with the specific PALOP states, and with the group as a whole, have been influenced by, or have had influence over, Japan's long-term approach to other African states. Lastly, what characterises Japan's approach to the PALOP? Findings show mutual gains beyond the simple exploitation of natural resources towards broad-based sustainable growth. Still, from the perspective of the poorest PALOP, development cooperation and trade benefits are unbalanced and insufficient.  相似文献

SUMMARY

The Scottish Parliament established in 1999 as part of the Labour government's ambitious programme of constitutional reform aimed at modernizing the governance of the United Kingdom, was expected to inaugurate a new style of politics, based upon a ‘participative approach to the development, consideration and scrutiny, of policy and legislation’, as recommended by the Consultative Steering Group on the Scottish Parliament in its report published in December 1998.1 As we look back to its first eight years of existence, can it be said that the ‘people's parliament’ has lived up to its name? The engagement of Scotland's civil society in the constitutional debate and the Scottish constitutional tradition of popular sovereignty have informed the ethos of the new Scottish Parliament, which has committed itself from the outset to encouraging civic participation. While it has developed innovative ways of providing access to the policy making process, thereby differing decisively from the conventional model of representative democracy embodied by Westminster, the Scottish Parliament does indeed combine elements of both the representative and the participatory models, which makes it a particularly interesting case to study in the context of the general dissatisfaction observed in Western democracies with the representative model of governance.  相似文献

As Muslim communities reassert themselves in public life across the world, including Central Asia, their actions are causing tension in relations with ‘secular’ governments. Various global theories have been offered to explain these dynamics. According to one theory, tension between religious communities and secular states is caused by the exclusion or marginalization of Muslims, a process exacerbated by the perceived anti-Muslim bias in the foreign- and domestic-security policies of Central Asian states. A second view is that tension results from the work of global extremist groups espousing the restoration of an Islamic Caliphate. The third approach presents the rising tension as part of a broader trend: a putative clash of Western and Muslim civilizations. This article challenges these theories by using a case study of a Muslim grassroots protest in Kyrgyzstan to highlight the importance of local politics, namely informal arrangements among local officials, power brokers and community members. In so doing, it seeks to make a contribution to theorizing Muslim–state relations in Central Asia.  相似文献

This article explores how students experiment with politicization in contemporary Beirut. The objective is to refine the understanding of the interplay between memorialization, identification and politics in the Lebanese context. Based on ethnographic material and qualitative interviews, the article argues that politicization, defined as a twofold process of collectivization and conflictualization, is shaped by interactional positioning between students. It relies on identification along patterned storylines framing the cognition and recognition of the self and others. Largely dependent upon affective and memorial dynamics, these experiences of politicization become constitutive for students’ understanding of identity boundaries within the Lebanese plural society.  相似文献

While studies among established democracies suggest MPs’ incentives to develop close links with their constituents are hardly determined by the electoral system, very little is known about MPs’ incentives to establish such links outside these countries. Looking at the case of Kosovo, as a newly democratic country with a low level of party system institutionalization, this article examines the extent to which its MPs develop close links with their constituents. Through interviews, the article compares MPs’ behaviour under closed-list PR system which was used in the 2004 elections and open-list PR system which was used both in the 2007 and 2010 elections. The main argument is that due to the weak nature of the party system institutionalization, MPs elected under open-list PR system, where there is intra-party electoral competition, will develop closer links with their constituents than those elected under closed-list PR, where such intra-party electoral competition is absent.  相似文献

The EU accession process reveals a series of paradoxes, which are not merely indicative of the complexity of Turkey's state–religion relations in general but also point to how the Justice and Development Party (JDP) government portrays controversies such as the Sunni–Alevi divide. The religious cleavages in Turkey have become Europeanized and found expression in the European political and legal structures. The Alevis have been one of the groups most affected by this issue partly because of their heterodox and transnational religious identity and partly as a result of their links with secularist political sectors. The paper underlines a dilemma of current Turkish politics. The case of the Alevis shows that the regime's current transformation undermines its basis through exclusion. The JDP's political strategy, focusing on the effective control of the mainstream Sunni base, does not willingly accept or tolerate the autonomy of some civil society groups, including the Alevis.  相似文献

This article takes an ethnographic perspective to analyse the ways in which social movements in Buenos Aires, Argentina, politicise experiences of precarity through the creation of popular economy initiatives. I argue that we cannot understand these organising processes exclusively in relation to the pursuit of ‘formalisation’ or the improvement of working conditions. In the context of new forms of State intervention, the notions of ‘rights’—to labour and to the city—that these movements put forward, express ways of envisioning full inclusion in society that encompass notions of worthiness and ‘dignified life’, forged over the course of grassroots political action.  相似文献

The emergence of a born-free South African generation holds significant implications for voter turnout. This article examines the six regional elections that took place in Germany between February and September 1999 (in Hesse, Bremen, Brandenburg, Saarland, Thuringia and Saxony respectively) to illustrate the different contexts conditioning Gerhard Schröder's political problems and the initial performance of his SPD‐Green federal coalition. The conclusion suggests that Schroder may have been temporarily blown off course by the regional electoral losses in 1999, but it is far too soon to write off his chances of winning a second term in office in 2002. In particular, he has every chance of success if he can develop a credible and common language of modernisation which he then effectively ‘connects’ with the overall acceptance of the need for socio‐economic change amongst the German people.  相似文献

The introduction of new media (internet, satellite TV) in the 1990s and the liberalization of the Egyptian press in the 2000s have brought the Coptic minority and its demands for equality and recognition to the forefront of public debate in Egypt. The consequences are diverse: more and sometimes better information and more room for the discussion of uncomfortable truths on the one hand, irresponsible sensationalism, the propagation of new and old prejudice, and a further strengthening of exclusive religious identities on the other hand. This article examines and explains the rise of ‘hate crime’ as a category recognised by the German state. It documents the transition from a fluid and unspecific concern about violence against vulnerable groups in the immediate post-unification years to the formal adoption of ‘hate crime’ and its counterpart ‘right-wing politically motivated crime’ as official statistical categories. It uses theories of policymaking coupled with insights from scholarship on sociological uncertainty and policy transfer to explain the adoption, adaptation, and limitations of the hate crime concept in Germany.  相似文献

Using exceptionally rich qualitative data coming from the FP7 EUCROSS project on the ‘Europeanization of the Everyday Life’, this paper focuses on high-skilled and highly transnational Turkish migrants who reside in the UK, Romania and Italy. The article analyses participants’ discursive constructions of Europe and Europeanness and shows how specific images and symbols of Europe and Turkey influence their own relationship to Europe. We argue that understanding Turkish migrants’ identification with Europe requires a comprehensive analysis of the development of a Westernization discourse in Turkey that has framed people’s identities. This discourse symbolizes the desire for being part of the Western world, and especially Western Europe, but, at the same time, the fear of being dominated by the very same world. We show that we need to grasp the values, images, symbols and discourses that underline transnational practices to understand the making of European identity among migrants.  相似文献

This article sheds new light on how the Venezuelan Opposition was created and, more widely, on contemporary Venezuelan politics. By focusing on the Opposition's articulation of democracy, the article examines how this movement became possible and how it succeeded in maintaining support. Opinion articles covering the period October 2001 to April 2002 were analysed using the theoretical framework of logics within discourse theory. The article argues that although the Opposition succeeded in maintaining its support throughout Chávez's government, it contributed to the polarised politics that currently characterises Venezuela.  相似文献
