This paper argues that money has become the deciding factor in Nigerian politics. It has served the purposes of consolidating elite rule as well as the political exclusion of the non-elite. A discernible ‘ritual of money politics’, has enabled the power elite to remain in power, and new comers to develop the elite character. This paper concludes that money politics is at the heart of the general crisis of democracy and governance in Nigeria, and unless this is mitigated, reforms aimed at bringing about good governance and curbing other anomalies in the political system may not produce the desired results. 相似文献

Internal and international labour migration is a main livelihood strategy for many people in rural areas of Kyrgyzstan. It is estimated that approximately one-third of the employable population of Kyrgyzstan is working abroad. However, current labour migration phenomena are not exceptional since Central Asia's history has always been characterized by the movement of people, including external and internal, forced and voluntary, legal and illegal, permanent and temporary, ethnically or economically motivated migration. This article gives an overview of the historical and present migration processes with a special focus on three village communities in rural Kyrgyzstan. It deals with the opportunities and difficulties with which labour migrants and their non-migrating family members are confronted today. The Akali Dal is the best organised political party in Punjab and has ruled over Punjab for a longer period than any other political party since the creation of the Punjabi-speaking state in 1966. It articulates aspirations of Punjabi regional nationalism along with trying to protect the interests of the Sikhs as a religious minority in India and abroad. As a part of shaping Punjab's economic future, it deals with the pressures of Indian and global capitalism. Mixed electoral systems seek to combine elements from different voting methods so as to maximise the numbers of individually accountable constituency MPs, while achieving more proportional outcomes in terms of parties' representation. This paper looks in detail at two kinds of mixed systems: variants of the Additional Member System; and AV Plus (or SV Plus). We examine how they would have operated in British conditions during the 1990s—how ballot papers would be structured, how voters respond to them and what electoral outcomes would have resulted. Both approaches offer good prospects for achieving a consensus amongst electoral reformers on an alternative to first-past-the-post elections. We also show how the Jenkins Commission's proposals can be located within the broader development of 'British AMS' by the Labour and Liberal Democrat parties. In addition, we quantify the main impacts of the policy choices which the Commission made in designing the proposed system to be submitted to a referendum. The British case will be a key one for the wider debate in political science about the endogenisation of voting system changes within party systems. 相似文献

This article analyses the ways in which African countries are grappling with the problem of electoral violence. It argues that, although electoral violence has posed a serious challenge to democratic consolidation and peace in Africa, knowledge of how to prevent and or manage it is largely inadequate. Much of the academic interest in electoral violence has focused on defining the phenomenon, particularly analysing its causes, scope, patterns and consequences. This article examines the measures adopted by Ethiopia, Kenya and Nigeria to manage electoral violence. The specific measures analysed in this study include: (1) establishment of commissions of inquiry; (2) mediation in high-tension situations; and (3) regulation of political activities. While these measures represent significant efforts to curb electoral violence in Africa, they do not, of course, directly address the underlying causes of the problem. Electoral violence will continue to pose serious challenges to democracy and peace in Africa until the lingering socio-economic and political tensions and the lack of credibility of the electoral process in many African countries are addressed; however, in the meantime, to save lives, it is worth putting into place effective deterrents to election violence wherever it threatens. 相似文献

Ghana has conducted several successful elections since 1992, but the country continues to face many threats of widespread violence due to the recurrent nature of micro-level electoral violence and the existence of vulnerabilities such as political patronage, politics of exclusion, winner-takes-all electoral system and ethnic cleavages. While these factors have been used to explain the causes of electoral violence, issue framing by political elites and its connection to electoral violence have not been adequately examined. To better understand this phenomenon, this article draws on the concept of framing to underscore the argument that issue framing and reframing by political elites tend to shape micro-level electoral violence in Ghana. 相似文献

This article explores how the local party organizations of the Adalet ve Kalkinma Partisi (Justice and Development Party—AKP) interact with complex social structures in migrant-receiving cities in Turkey. Islamist movements are widely viewed as uniquely capable of appealing to working-class migrants. However, the support for Islamist parties varies across migrant-receiving cities. This article argues that local party organizations face two potential sources of discord that they have to resolve in order to build support in migrant neighbourhoods. They have to bridge the regional identity cleavages among different migrant communities while surmounting intra-party conflicts. In pursuing this argument, this article opens up the black box of local identity politics in the industrial heartland of Turkey and provides an ethnographic account of intra-party conflicts and political survival within the AKP. 相似文献

Violent political revolt has been common in independent Uganda. For a long time, such revolts were exclusively expressed as rural-based rebel groups fighting the government. Since the mid-2000s, however, this seems to have come to an end. Instead, urban riots, very rare in the past, have become much more common. This article analyses these changing patterns of types and location of violent political revolt in Uganda under the National Resistance Movement government. It argues that the earlier prevalence of rural rebellions can be explained by the combination of a coercive and militarised state, and weak and ethnically factionalised political forces who took their violent resistance to rural regional bases. Over time, however, government counter-insurgency became more effective and the conditions for insurgency were undermined by withdrawal of external support. Furthermore, the reintroduction of multi-party politics in 2005 opened up new avenues for political expression. The changes to the political system were, however, more nominal than real in many respects. While the rebel option had become less attractive and feasible, a series of social, economic and political grievances remained which were only partly channelled through party politics. ABSTRACT Faced with unresponsive and intimidating state institutions, citizens often need to rely on brokers to obtain state benefits. This article compares the ways in which brokers help people gain access to public services in two Indian states. Using ethnographic fieldwork in both states, we compare Bihar and Gujarat to argue that the evolution of the informal networks through which citizens gain access to public services constitutes an important dimension of democratisation processes. In both Gujarat and Bihar such brokerage networks have fragmented considerably over the last 40 years, while also becoming less marked by social hierarchies. This change has taken place despite a differing role and strength of political parties in the two states. The fragmentation and levelling of brokerage networks have enabled citizens to put more pressure on state institutions and power holders. This process of “informal democratisation” suggests that the comparative study of brokerage networks constitutes a promising and largely unexplored avenue to interpret the challenges facing governance and local democracy in India. 相似文献

The 2015 elections in Ethiopia had a predictable outcome, showing an entrenched system of one-party dominance that self-referentially enacts the political order created by the Ethiopian People’s Revolutionary Democratic Front (EPRDF) since 1991. EPRDF spokespersons continued to defend the party’s hegemony as inevitable, grounded in a logic of technocratic authority and with reference to ‘stability’ and ‘development’. This paper describes the electoral process not in the light of democracy theory but of hegemonic governance theory. Elections seem to have lost relevance in Ethiopia as a means of political expression and are only important as a performance of hegemonic governance and as ‘global impression management’ – showing state skills in securing a smooth electoral process as a major organisational feat in itself. Contradictions that the political process creates between the Ethiopian party-state and domestic constituencies, and between the attitudes/policies of certain donor countries, are downplayed or avoided, but problematic in the long run. 相似文献

Much commentary on Indonesian politics since the fall of President Suharto in May 1998 has suggested that Indonesia's political system has remained just as exclusionary as it was prior to his fall, despite becoming much more democratic and decentralised. In contrast to this view, we argue that Indonesia's political system has become more inclusive, if only somewhat more so. The fall of Suharto and the subsequent process of democratisation have removed key obstacles to organisation by poor and disadvantaged groups and their NGO allies, making it easier for them to engage in collective action aimed at achieving pro-poor policy change. By making attainment of political office dependent on the support of the voting public, many of whom are poor and disadvantaged, these developments have also created an incentive for politicians to pursue policy changes that favour these groups or at least that appeal to them. At the same time, however, we argue that poor and disadvantaged groups have not become major players in the policy-making process. Despite the fall of Suharto and democratisation, these groups continue to lack the resources possessed by other participants in the policy-making process. Whereas the politico-bureaucrats and well-connected business groups have been able to exercise influence over policy by buying support within representative bodies such as parliament and mobile capital controllers, the IFIs and Western governments have been able to exercise influence by virtue of their structural power, poor and disadvantaged groups have had to rely on less potent ways of exercising influence such as holding demonstrations, engaging in lobbying activity and participating in public debates. We illustrate these points with reference to two policy issues: land reform and mining in protected forests. The article concludes by considering the future prospects for inclusive policy-making in Indonesia. 相似文献

Lastly, the article concludes that Malaysia has the relevant laws to control money politics, but they have not been enforced properly. This article examines the relationship between musicians andpolitical power in Cameroon in order to make a case for understandingthe dynamics of agency and identity politics among musicians.It argues that politicians in Cameroon have tended to appropriatemusicians and their creative efforts as part of their drivefor power. Some musicians have refused to be at the beck andcall of politicians and have tended to criticize and ridiculethose in power. Others have seen in such invitations an opportunityfor greater recognition and respectability. Some have soughtto straddle both worlds, serving politicians while also pursuingtheir art in the interest of other constituencies.
