What is ASPA's place among core public professional organizations as well as public official associations? All public organizations are affected by tough competition for membership. Relatively few members of other public associations join ASPA, and vice versa. Only a minority of faculty members who teach in public affairs programs belong to ASPA, and at top schools, the proportion is even lower. When comparing ASPA to other public official associations, it is smaller in size and broader in scope, yet it remains a uniquely pan‐generalist organization. Its pan‐generalist character puts it at a disadvantage, but also offers distinct advantages. Like all public associations and nonprofits, ASPA faces stiff competition from increasingly specialized associations for membership. Its key future challenge, the authors suggest, will be to match its membership benefits effectively to the rapidly shifting expectations and needs of current and prospective members.  相似文献

Only a few years ago, participatory budgeting (PB) in the US was in its infancy, a tiny experiment in democracy. After a five-year growth spurt, PB has entered its awkward adolescence, full of bold achievements, flashes of potential, and some stumbles. PBNYC’s innovation has raised new questions for participatory democracy, as the contributors to this special issue highlight. In this article, I lift up the key impacts and challenges that they discuss, and their practical implications. I argue that for PBNYC and other PB processes to grow up, city leaders need to invest in equity, expand project eligibility and funding, and scale PB up to the city level.  相似文献

This conclusion evaluates the causal models set out in the introduction to this collection and considers whether, in the light of the 2003 accession referendums, they require modification. On the basis of this examination we argue that the results of EU accession referendums appear to demonstrate that the key factors determining the results are the consequences of: (a) underlying mass attitudes in combination with (b) cues provided by elites. The variance in the levels of turnout in the EU accession referendums appears to be predominantly the consequence of: (a) the general levels of electoral turnout specific to countries in combination with (b) the level of contestation of the European issue. Consideration is then given to the generalisability of the models to other referendums, on both European and non-European issues. Finally, we look ahead to whether these countries are likely to repeat the experience of direct democracy when determining their attitudes towards other European issues.  相似文献

The article deals with the role and benefit added by the use of horizon scanning in intelligence analysis in the UK. It asserts that horizon scanning as a technique, while not entirely akin to the tradecraft of intelligence analysis, has much to contribute to its success. Specifically, is asserts that a horizon scanning function in the JIO and the Cabinet Office should be made permanent, as bureaucratic tumult in the wake of the 2010 SDSR have left the capability un-staffed, though still established. Within the UK intelligence community, such an organization may have positive roles to play in the processes of challenge, the setting of collection priorities, and overall long-term UK intelligence assessment at the national level.  相似文献

This article introduces the special issue on the politics of postcapitalism. Considering the theoretical foundations, empirical perspectives and political ramifications of claims made about a coming ‘post-work’ or ‘postcapitalist’ society, it maps existing debates through a discussion of two key recent texts, Paul Mason’s Clear Bright Future and Aaron Bastani’s Fully Automated Luxury Communism. It first surveys how the relationship between labour market trends, technological change and wider political-economic shifts is articulated in the postcapitalist literature. It then explores how concepts from Marx are deployed to depict social relations as a constraint on technological development and its utopian potentialities, leading to political demands for new class actors and electoral blocs centring on the new forms of economic and political activity associated with digital networks. It also considers the role of the state and how this theoretical and political approach envisions historical change, situating utopian visions of an incipient postcapitalist alternative to capitalism within the contemporary political context of authoritarian populism and challenges to liberal democracy. Finally, it explores the continuing relevance of humanism as a critical counterpoint to the social and philosophical agenda of present day ‘posthumanism’. It concludes that, in unfavourable political conditions, it would be strategically unwise to stake too much on an over-optimistic approach to the unfolding future. This outlook, it is suggested, carries considerable risks and consequences for a contemporary left in search of a viable electoral coalition and route back to power.  相似文献

The article starts by identifying the main institutional components of the (elusive) concept of Social Europe: the ‘National Social Spaces’, i.e. the social protection systems of the member states; the ‘EU Social Citizenship Space’, i.e. the coordination regime that allows all EU nationals to access the social benefits of other member states when they exercise free movement; the ‘Regional Social Spaces’, i.e. sub-national and/or trans-regional social policies; and the ‘EU Social Policy’ proper. Based on such reconceptualisation, the article then revisits the main analytical insights and substantive findings of the volume’s contributions, focusing in particular on dynamics of ‘social re-bounding’ during the crisis, on national implementation processes, on the relevance of ‘fits’ and ‘misfits’ for social policy compliance and on issues of democratic control. In the conclusion, some suggestions for future research and for the EU’s social agenda are put forward.  相似文献

Governments at all levels buy mission‐critical goods and services whose attributes and performance requirements are hard to define and produce. Many governments—and the public managers who lead them—lack experience and knowledge about how to contract for complex products. The contract management counsel provided to public managers is thin. Missing is a conceptual managerial framework to guide purchasing the complex products that are often so critical to public organizations' core missions. Drawing on perspectives from across the social sciences, the framework presented in this article provides guidance on how managers can harness the upsides of complex contracting while avoiding its pitfalls. The framework helps identify conditions that increase the likelihood of positive outcomes for the purchasing government and the vendor—the win‐win. To illustrate the framework, the article provides examples of successful and failed acquisitions for complex products such as transportation projects, social service systems, and information technology systems.  相似文献

As e-government evolves into the transactions stage, governments must grapple with how to finance the development of e-transactions. The authors argue that the externalities effects of electronic transactions suggest they are appropriately financed by some combination of public investment and user charges. We propose a self-financing model adhering to two basic requirements. A flexible pricing framework is the core of the self-financing model, as it embodies both the firm's and the government's perspectives. We assess basic assumptions of the pricing framework using contingent valuation methodology and a statewide survey of more than 400 firms. The empirical estimates we develop of the willingness to pay for e-transactions with state government and the theoretical discussion about the self-financing model form the basis for prescribing policy recommendations.  相似文献
