In recent years, the figurative face of politics in America often quite literally has become the face of a celebrity. This trend finds citizens in democratic society willing to yield up their political consciousness to media-created celebrities. Drawing on the theories of Michel Foucault and Jean Baudrillard, this article argues that the investiture of authority in celebrities represents a continuation of the trend by which social bodies operate as the site where relations of power are played out, and by which the media serve as a means in which real democracy has been replaced by a simulated one. Alongside grassroots participation, and in some cases leading it, society is incorporating a new language that deploys celebrities as chief vehicles for the simulation of political consent, thereby overcoming public apathy, and buttressing the existing political order.  相似文献

The question asked here is how the horizontal relationship between public and private actors, with the overall aim of delivering public service, is squared with the requirement of democratic accountability according to the traditional model of command and control. Empirical analysis of the European satellite navigation program (Galileo), the European Investment Bank and health, and the European Financial market (the Lamfalussy model) shows that efficiency is at the forefront of the collaborations. Democratic accountability is assumed to take place because there is a formal chain of delegation. However, the private actors are not part of that chain and their accountability is never addressed. The market turn in European Union governance has opened up for private authority and emphasis of output legitimacy. It has not opened up for democratic reforms according to the very authority system of governance. We are dealing with a governance turn and yet it is still government.  相似文献

On average, two‐thirds of the Jews in German‐controlled territory during World War II did not survive. However, the degree of victimization varied considerably, depending on the area examined. In Poland, the Baltic States, the Protectorate of Bohemia‐Moravia, Greece, the territories of Yugoslavia and the Netherlands, more than 70 percent of Jews were killed. In Hungary and the occupied territories of the Soviet Union, the number of Jews killed was close to the average. In Belgium, Norway, France, Italy, Luxembourg, and Denmark, a majority of the Jews survived. At the same time, the structure of Nazi rule over Europe before and during World War II was characterized by a wide variety of administrative regimes. So far, research has not systematically linked different degrees of Jewish victimization to different kinds of administrative regimes. Did different forms of administrative regimes result in differing degrees of Jewish victimization during the Holocaust? The present paper presents both evidence and an operationalization for a related general hypothesis.  相似文献

This paper provides a pure economic rationale for chronic excess demand for tickets to events like rock concerts. The model focuses on "mob goods", which are consumed jointly with crowd reaction, or "noise". Whereas the primary commodity is provided by the seller, the joint product is provided collectively by buyers. If propensities to make noise are inversely correlated with reservation prices and a capacity constraint applies, excess demand (queuing) is a necessary condition for profit maximization. One important implication is that anti-scalping laws may be welfare-increasing. The paper explores other applications in professional sports, restaurants, and on-stage theatre.  相似文献

In 2001 the UK Government's Department for International Development (DFID) launched a new way of conducting political economy analysis, called ‘Drivers of Change’ (DoC). DoC is now well known amongst international development practitioners and professionals. This article provides an introduction to DoC, explaining what it is, where DoC analysis has taken place and which organisations have been involved. It also explores the history and background to DoC, outlines its effect on other bi and multi‐lateral donors and shows how the approach has evolved over the last 5 years. The final section of the article analyses some of the current limitations in the way DoC analysis is used by DFID and predicts how the approach may develop in the future. In order to be successful in capital outlay decision making, states need to employ certain basic principles and practices. This article provides an overview of capital outlay decision making in the Commonwealth of Virginia. It demonstrates how Virginia has adopted many of these "best practices" into its capital decision making process.
