Who Fights? The Determinants of Participation in Civil War

A range of seemingly rival theories attempt to explain why some individuals take extraordinary risks by choosing to participate in armed conflict. To date, however, competing accounts have typically not been grounded in systematic, empirical studies of the determinants of participation. In this article, we begin to fill this gap through an examination of the determinants of participation in insurgent and counterinsurgent factions in Sierra Leone's civil war. We find some support for all of the competing theories, suggesting that the rivalry between them is artificial and that theoretical work has insufficiently explored the interaction of various recruitment strategies. At the same time, the empirical results challenge standard interpretations of grievance-based accounts of participation, as poverty, a lack of access to education, and political alienation predict participation in both rebellion and counterrebellion. Factors that are traditionally seen as indicators of grievance or frustration may instead proxy a for more general susceptibility to engage in violent action or a greater vulnerability to political manipulation by elites.     

States on Steroids: The Intergovernmental Odyssey of American Climate Policy

Climate change has conventionally been framed as an issue that would be addressed by an international regime established through negotiation among nation‐states. The experience of policy development in the decade following the signing of the Kyoto Protocol indicates that climate change also needs to be examined as a challenge of multilevel governance. The increasingly central role of state governments in American climate policy formation squares with recent experience in other Western democracies that share authority across governmental levels. This paper examines the American experience, considering factors that have contributed to a state‐centric policy process and using that body of experience to assess competing strategic choices faced by individual states based on their mix of emission trends and policy adoption rates. In turn, the collective state experience allows for consideration of the varied political feasibility of competing climate policy tools that remain under active review in subnational, national, and international contexts. The paper concludes with a set of scenarios that explore different ways in which a state‐centric system may be integrated with expanding involvement at the national level.     

Pearl Harbor and Midway: the decisive influence of two men on the outcomes

Beginning with the attack on Pearl Harbor, the war in the Pacific was a largely losing campaign for the Americans until the Battle of Midway, on 4–5 June 1942. The American ability to predict this Japanese attack the second time around served as the turning point for the war in the Pacific. And the story of how the Americans turned a catastrophic failure into an impressive cryptological achievement involved the story of one man, Joe Rochefort, convincing another man, Admiral Chester Nimitz who commanded the Pacific Fleet, that he could trust his analysis of the intelligence he compiled and analyzed.     

The Odyssey of Senior Public Service: What Memoirs Can Teach Us

This article examines the political, psychological, and moral challenges of senior public service in the executive office. The study uses memoirs published by members of the Clinton administration. The memoirs discuss the consistent background conditions of senior public service as the personality of the chief executive, the vagaries of election cycles, the tension between staff and agency executives, and the role of the media. Senior executives adopt a number of stances to address the tension between the realities of public service and the ideals they bring. The memoirs suggest several stances, such as politics as original sin, seduction, hard work and compromise, and game. The memoirs demonstrate the high cumulative cost that public service exacts on the health and personal lives of senior officials. Finally, the study reveals a number of consistent themes about how senior appointed public officials can navigate the dilemmas and challenges of senior public service at all levels of government.     

The Spies Who Loved Them: The Blairs in Barcelona, 1937

In recent years, and particularly around the time of his birth-centenary in 2003, George Orwell's reputation has come under a cloud. Both his unexampled honesty as a writer and his stainless political idealism have been brought into question. This article takes a further tentative step into this hitherto forbidden region by exploring the connections of Eric Blair and Eileen O'Shaughnessey with various espionage agents and intelligence networks in Barcelona in the spring of 1937. Although the argument is founded on a range of original contemporary documentation, as with many Spanish Civil War stories, facts are complicated and conclusions necessarily provisional.     

Help-seeking from public authorities: Who arrives at the agency door?

For ordinary citizens, political life is increasingly characterized by a request for a check, not a trip to the polls. Yet for all their frequency, very little is known about help-seeking encounters. This article asks the question “Who gets to the agency door?” or, more formally, “How do individuals decide to apply for public social benefits or services, and what does that decision signify?” Three topics are explored. The first defines help-seeking as a type of political participation. The second conceptualizes the process by which individuals decide to seek help from public social agencies. The third presents an agenda for research and action on the politics of help-seeking.
