It is usually thought that a coalition leader in a legislature will construct coalitions of legislators who are ‘close’ to each other in the policy space. However, if there is some ‘status quo’ or other reversion point that will hold if the coalition leader fails to construct a winning coalition, a counter-intuitive result about the nature of these coalitions emerges: the coalition leader may be forced to construct a coalition which includes legislators who are ‘distant’ from him and which excludes legislators who are ‘close’ to him.  相似文献

Australian women activists have never been enthusiastic about federalism because of its reputation as a system that restricts the scope of government and obstructs the path of progressive social change. Like their sisters in other countries, women's groups have sought collectivist solutions to economic and social problems. In the last couple of decades, however, orthodox ideas about the restrictive impact of federalism have been questioned. A revisionist view has emerged, which holds that the system sometimes facilitates the adoption of innovative policies and may lead to an expansion of the role of government. The revisionist perspective raises the question of whether women's groups have been wise to oppose federalism. This article examines relevant Canadian and Australian studies in order to test the validity of orthodox and revisionist perspectives and to draw conclusions about appropriate feminist approaches to federalism. The evidence is mixed. The main argument of this article is that, to the extent that we can distinguish its independent effect, federalism sometimes obstructs policy development and sometimes facilitates it. There are serious methodological problems involved in trying to isolate the impact of the federal variable from the many factors that influence policy, making generalisations precarious. Experience, therefore, offers little guidance to women's groups seeking to decide whether to support centralised or decentralised decision‐making structures. However, this study concludes that in the context of present Australian federal arrangements, women are more likely to achieve their aims when the Commonwealth government takes action, either alone or in cooperation with sub‐national jurisdictions.  相似文献

The purpose of this paper is to offer an explanation as to why Euclidean distance serves as a reasonably good approximation of reality when it does not incorporate explicity a consideration of the sides of the issue taken by the voter and candidate. The empirical evidence indicates quite clearly that Euclidean distance and side of issue are extremely highly correlated. Two general classes of explanation are offered. First, this powerful association can be seen as a function of the mathematical difficulty of actually being in close proximity to a preferred party while being on the opposite side of an issue on a 7-point scale. Second, even after this mathematical artifact is taken into account, the combined effects of assimilation, contrast, and negativity may bring favored candidates closer to the voter and drive the opposition further away, resulting in a strong correlation of Euclidean distance and side of the issue.  相似文献

The Covenant of Mayors (CM) is the mainstream European movement involving local authorities who voluntarily commit to increase energy efficiency and the use of renewable energy sources within their territories with the aim of reducing CO2 emissions and meet the European Union objectives by 2020. One country that has a greater number of signatories of this agreement is Spain. This article analyzes which factors influence the decision of Spanish local authorities to join the ever‐growing movement. An empirical model is formulated to describe the behavior of Spanish local governments, this being a binary choice model which is a function of various political, economic, and technical factors. Among the prominent factors that influence this decision are population, availability of renewable energy, fiscal and environmental stress, citizens’ political preference, the contagion effect of neighboring municipalities, the existence of covenant coordinators, and finally, economic motivations.  相似文献
