The US and its European partners have failed to achieve any of their goals in Syria. Several Arab states are attempting a rapprochement with the Assad regime. This paper explores the impact of family law on the structuring of gendered citizenship in Syria where the state's family law accords male and female citizens different legal status, thus ordering the distribution of basic rights and duties along gendered lines. Partial centralization and fragmented secularization of judicial authority relates to the accommodation of religious groups, a policy which was continued after the establishment of territorial states in the 1920s. Family law maintained its religious tenets and was included as part of the state's jurisdiction. The impact of family law on citizenship is exacerbated in that membership in religious groups is mandated and monitored by the state. Citizenship is thus mediated through a citizen's membership in a religious group where the religiously based family law applies as state law. Seen in theoretical terms, family law plays a crucial role in structuring gendered citizenship in ways that limit the legal authority of female citizens as full members of the polity. Two questions are addressed: First, how and why does family law premise gendered citizenship in Syria? Second, what characterizes the debates regarding changes within family law that surfaced after 2003 following the political regime's liberalization efforts?  相似文献

The article analyzes the European Union's (EU) migration strategies toward the Arab states in the light of the Arab uprisings in a comparative context. Going through migratory processes related to Egypt, Libya, and Syria, the article discusses Middle Eastern migration and its diverse manifestations, critically assessing the relevance of the EU's migration policy ambitions vis-à-vis the different challenges in the Mediterranean region. In its theoretical approach, the article draws on the concept of non-traditional security, demonstrating that migration constitutes an anarchistic element in the relations between states, which goes beyond traditional foreign policy means. The article characterizes recent EU initiatives concerning migration and demonstrates that despite the fact that the EU has declared migration “one of the strategic priorities in the external relations of the Union,” it seems apparent that the EU has not been able to develop adequate new approaches regarding migration. Many of the suggested initiatives within the framework of the new EU foreign policy setup have not been established yet—they remain preliminary works in progress, projects in different stages or legislative procedures under negotiation between EU institutions. Summing up the cases of Egypt, Libya, and Syria, the article concludes that the migration phenomenon since the start of the Arab unrest in early 2011 constitutes a highly important issue in European–Middle Eastern relations, regarding which, the EU foreign and security measures seem to be relevant only to some degree.  相似文献

In May 2013, a report on the British Security Service (MI5) by Sir Samuel Findlater Stewart was released by the Cabinet Office. Dated November 1945, the report on the future organization and activities of MI5 was significant in that it defined the Service's post-war remit, accountability and relations with the Secret Intelligence Service (SIS), laying the groundwork of MI5's mandate until the introduction of the Security Service Act in 1989. The article also suggests that the report is significant, not just because it sheds important light on MI5's wartime and post-war role, but because it helps question existing assumptions about the relationship between the Security Service and the post-war Labour Government of Clement Attlee, often viewed as a troubled one.  相似文献

The United States' Tomahawk cruise-missile strikes on the Syrian regime's Shayrat Air Base in retaliation for the regime's sarin attack are unlikely to advance peace in Syria. The regime and its main supporters, Russia and Iran, remain defiant, and the Trump administration appears inclined to frame the strikes as a relatively narrow deterrent against chemical weapons attacks and keep counter-terrorism its main priority in Syria for now.  相似文献

This article examines the background to the so-called 'Howard Doctrine' of 1999 in response to the problems that Australian diplomacy and defence policy encountered during the East Timor crisis. The article begins by examining the critical reaction both in Australia and abroad to the doctrine which appeared to imply Australia's increased reliance on the 'special relationship' with the US and its role as a 'deputy' of its ANZUS partner in the East Asia region. The article then demonstrates the historical origins of the doctrine's thinking in Australia's reliance since the post-war period on a system of serial bilateralism and special relationships with first the UK, the US and then Indonesia. However, the article also points out the essential vulnerabilities inherent in this type of serial bilateralism and its relative inability to respond effectively to the East Timor crisis. Finally, the article considers the systemic risk in Australian policy as manifested in the doctrine, and the future viability of serial bilateralism in dealing with Australia's regional diplomatic and security agenda.  相似文献

This article introduces the published proceedings of a symposium into Anthony Atkinson's proposal for a participation income. Just one of his many intellectual contributions, Atkinson famously argued for a scheme that gave up on the ambition of an unconditional scheme in order to press the case for a universal and non‐means tested income support scheme. The 'participation requirement' was a response to criticisms of basic income based on the absence of reciprocity. The contributions represent a range of responses and includes critics of participation income as well as those who are sympathetic to the goal of a participation income. All of them demonstrate the continuing relevance of Atkinson's proposal to ongoing debates on the reform of the welfare state.  相似文献

The Syrian Kurdish Democratic Union Party’s (PYD) utility to the US-led coalition against the Islamic State, also known as ISIS or ISIL, has bolstered its military capability and territorial position in Syria – despite Turkey's opposition. In this article, we analyze the European Union's (EU) approach to the Israeli–Palestinian conflict, showing that there is a wide gap between its normative opposition to the occupation, Israel's expanding settlement project, and the EU's foreign trade policy. Our argument is not only that there is no evidence of norm diffusion from the EU to Israel, but that within the EU itself there is no diffusion from the normative political stance to the EU's economic interests. The Israeli case suggests that the pro-democracy activists of Tunisia, Egypt, and Syria should be aware that the trade interests of the EU Member States will ultimately trump the EU's political declarations.  相似文献

This article assesses a claim by Khrushchev that warnings from the Soviet intelligence services enabled to him to deter a Turkish invasion of Syria in 1957. The article shows that the United States and Turkey did aim to overthrow the Syrian government, with the Turks massing an invasion force on Syria’s border. Soviet intelligence detected this threat and was able to alert Khrushchev, who took diplomatic and military countermeasures. However, while the Soviet intelligence services did provide advance warning, Khrushchev overestimated the extent to which the United States was committed to a Turkish invasion.  相似文献

Although the Islamic State is collapsing in the Middle East, it continues to inspire and assist terrorist attacks in the West, where jihadist terrorism is perceived as a major threat. Al-Qaeda appears to be gaining momentum after a period of relative quiescence, notably in Syria. Tensions between Israel and Iran have increased since 10 February, when Israel shot down an Iranian-made drone launched from Syria and attacked military targets there, including Iranian installations. Policymakers in both Israel and the United States believe that Iran's strategy is to make Syria a platform for war against Israel, and broadly favour rolling back Iran in Syria. This article is a critique of two reports of parliamentary inquiries, into intervention and soft power, respectively. Neither report includes any discussion of Britain's involvement in and culpability for the wars in Iraq and Afghanistan. Despite a more radical approach taken by the report on soft power, the article argues that the failure to address recent wars is symptomatic of a deeper and more dangerous inability to face up to profound and dangerous changes taking place in the world.  相似文献

This article explores the reconfiguration of social citizenship, or 'market citizenship', underway in Chile, as one crucial dimension of the refashioning of state institutions along neo-liberal lines in Latin America. It focuses on the 'civilizing' dimension of social citizenship, as an instance of the state's involvement in the regulation of subordinate populations. Specifically, the article studies the case of new social policy aimed at poverty alleviation. Inspired by Michel Foucault's late work but moving beyond it, it examines institutional transformation as on-the-ground practices through which policies take effect and sees 'market citizenship' as emerging from the rearticulation of the efforts of myriad individuals located at different levels of government, 'civil society', and poor and working-class communities. In this process, state agents are translators on the one hand of official documents into instances of participatory learning and empowerment, and on the other of people's realities into instances of documentary categories of poverty. This cultural-political transformation of neo-liberal modernization in Chile and beyond is potentially radical, and we need to ask: to what extent will the new market terms of belonging in the national community, which increasingly permeate private and public actions and discourse, change the very material and cultural contexts in which people's lives and struggles are framed?  相似文献

This article uses a case study - the introduction in 1997 of new policy machinery - to analyse competing claims about the nature of the Labour Party's organisational transformation. It aims to demonstrate that whilst the new policy process was presented as a move towards greater democracy, both its general design and its modes of operation rendered inevitable the production of a general election manifesto in 2001 (the culmination of the process) whose contents coincided very closely to the leadership's tastes. ABSTRACT

This article contributes to the discussion about China's divisive influence on the Association of Southeast Asian Nations (ASEAN). It argues that recent China–ASEAN relations are based on Beijing's successful implementation of a dual strategy of coercion and inducement. The effectiveness of this strategy is tested against the South China Sea disputes – the issue that lies in the core of regional security and a key platform of power display. The article outlines Beijing's recent interaction with individual ASEAN member-states and its implications for the regional multilateral diplomacy. While by no means identical, Beijing's dual strategy of coercion and inducement with individual ASEAN states have resulted in an effective abuse of the ASEAN consensus principle – a tactic often referred to as ‘divide and rule’. Consequently, the group's internal discord has further eroded and affected the institutional confidence of ASEAN. This article draws attention to the psychological effect of coercion as a perception of punishment, and inducement as a perception of reward.  相似文献

The United Nations Convention on the Rights of the Child has advanced a model of active citizenry for children, which is difficult to reconcile with the still dominant Western notions of childhood that fetishize innocence and attribute passivity and incompetence to children. This article explores the manner in which state policy, Canadian courts, and children's politics in Canada have responded to the imaginary of the active child citizen. The Canadian government has provided limited political space to young people and has narrowly construed children's participation rights as limited to family law and juvenile justice. The reluctance of adult decision-makers to open up policy-making to the contributions of children has been further hindered by the current anti-democratic cast of neo-liberal governance. This article examines how quasi-judicial tribunals and the Canadian courts have invoked the Convention in their dealings with child asylum seekers, only to construct childhood participation and childhood protection as mutually exclusive. The article concludes with a brief exploration of the alternative model of children's citizenship revealed by the children's movement organization, Free the Children. In contrast to the relative failure of adult decision-makers to implement the participation rights of children, the contemporary children's movement advances a view of children as empowered, knowledgeable, compassionate and global citizens, who are nonetheless, like other marginalized groups, in need of special, group-differentiated protections.  相似文献
