Gordon Tullock: His journal and his scholarship

The results presented here suggest that Public Choice is broadly cited by economists and political scientists. The journal currently ranks, approximately, in the middle of the pack with respect to various citation measures. Also, since the late seventies, the journal's ranking has improved significantly relative to both social science journals and to comparable economics journals. Some of the papers published in Public Choice are well cited and several made a significant impact on the thinking of scholars in both economics and political science. Either through his work as editor or through his articles, the thought of Gordon Tullock is well represented in the elite group of articles published in Public Choice.The analysis of citations in Section 4 shows that Tullock's ideas and writing have had considerable impact on the thinking of economists. His contributions are substantial, often multi-disciplinary, and certain to be enduring.     

Edward Banfield on the Promise of Politics and the Limits of Federalism

Edward Banfield is generally considered to be a conservative,but this assumption is problematic. This essay examines hisviews on federalism and local politics in an attempt to betterunderstand his orientation. While he holds views on federalismand localism that are not liberal, by post-Second World WarAmerican standards, his lack of interest in constitutional rules,acceptance of national expansion, and lack of enthusiasm aboutlocal government put him at odds with mainstream conservatism.Ultimately, Banfield's suggestion that politics (local and national)can improve the character of human beings places him outsideboth conservatism and liberalism, and within an older tradition.

A tribute to Earl A. Thompson and, in his own words, a summary of his general economic and social theory

Brilliant but little known, in part because his style was dense and crucial papers unpublished, Earl Thompson reformulated standard theory to achieve policy relevance, focusing on significant rent-seeking inefficiencies stemming from private information and transaction costs. Drawing on history, he showed a vast array of institutions to be efficient which economists had previously found to be inefficient, modeled governments and their nature, defined government’s functions, and showed why dominant states rise and fall.     

British Intelligence and the 1916 Mediation Mission of Colonel Edward M. House

Colonel Edward M. House, the close personal confidant of American President Woodrow Wilson, disembarked in Great Britain in January 1916 on a mission to bring the First World War to a close under the auspices of American mediation. Although his mission, which culminated in a secret pact between the United States and Great Britain known as the House-Grey Memorandum, has been studied by several scholars, the involvement of British intelligence with respect to that mission has never received more than cursory attention. Through a careful analysis of the surviving documents, this article reconstructs British intelligence's activities with respect to House's mission, examines the countermeasures that House employed as he attempted to protect the secrecy of his negotiations, delineates the role played by different British intelligence agencies and assesses their response to their findings.
