ABSTRACT

The article investigates how the “China Dream,” set as a national Chinese goal through 2049, is underpinned with achievements in outer space. Deriving from the Carl von Clausewitz hypothesis on “the continuation of political objectives by other means” and referring to Xi Jinping’s official statements that link space achievements to these “other means,” the Chinese national space program (focusing on substantial technical details to elicit evidence of progress and how concrete achievements lead to economic and geopolitical advantages) is examined. This article shows that the increasing number of space assets China possesses, including space-based technologies developed either independently or in mutually beneficial partnerships, are crucial for advancing socialism in the Chinese context and in altering the current global balance of power in a more favorable way to China.  相似文献

The rise of China has changed the global balance of power, which could also have an impact on the international development of political science scholarship. Very little attention, however, has been paid to the impact of China’s rise on the development of political science within China. This article examines how the rise of China has posed serious challenges to political studies in China. It addresses critical issues concerning the contemporary features and strategic direction of the discipline. It first analyzes three different meanings of what constitutes China’s political studies and discusses three different intellectual production models. It then highlights the dilemmas that political science faces in China, and exposes problems of and obstacles to its development, such as an unwarranted sense of pride, the bureaucratization of the scholarly community, and, critically, the absence of democracy and academic freedom. The paper examines and engages several ongoing debates on China’s political studies. In responding to the debate over whether it is desirable for Chinese political studies to move towards scientification, this paper presents four arguments for a balance between science and the humanities and outlines four strategies for achieving this balance. It also examines the debate on the localization of Chinese political studies and the doctrine of China’s uniqueness; and points out that the rise of China requires Chinese political studies to be cosmopolitan, global and universal, but the current regime is interested in reproducing the discourse of China’s uniqueness to maintain its political legitimacy.  相似文献

This article reflects on the rise of public-private partnerships (PPPs) in China. Though PPP is relatively new in China, it draws on a recent series of policies, guidance materials and rules relating to the provision of public facilities and services in tandem with global developments. This paper reviews the development of PPPs in China with selected project cases in the first two sections. The third section of the paper highlights some of the key challenges facing PPPs in China following some considerable controversies and experiences in the delivery of public service and infrastructure development. Hence, given the many limitations of PPPs and complex deals, it is suggested that other countries' experiences be drawn upon as comparisons and lessons learnt for better governance of PPPs in China.  相似文献

Throughout most of the 20th Century, China had suffered tremendous economic and human losses due to political instability. It is in the most recent decades that the Chinese people have managed to live with political stability. The economic benefits of political stability can hardly be overstated. Yet, China’s political stability is by no means assured. Is China stable or unstable? Is the Chinese regime strong or fragile? To answer these questions, this study has selected a total of 12 sets of publically available indices to measure political instability and placed China on a global scale of comparisons with all the others, both advanced and developing, in the world. It also makes specific comparisons between China and the other four countries of the so-called BRICS (Brazil, Russia, India, China, and South Africa). The findings of our global comparisons give China no reasons for celebration. However, China has no reasons for paranoia either. China has indeed faced many threats or challenges to political stability, but, as our study demonstrates, China is no more politically unstable or fragile than many others. Ignoring or underestimating the ripple effect of any destabilizing world event will do China no good, but overreactions also serve China’s interests poorly as fear or paranoia can be highly contagious.  相似文献

The Chinese economy has experienced spectacular growth in recent years. Despite its huge trade and investment potential, China today remains an insignificant player in the world economy. But the emerging Chinese economy has already profoundly changed the pattern of trade and investment flows in the Asia‐Pacific region. Over the years, the Chinese economy has been steadily integrated with its neighbouring economies of Japan, the NIEs and ASEAN, which are all well known for their dynamic growth. The growing integration of the Chinese economy, with its huge economic potential, into the Asia‐Pacific region will enhance the region's prospects for further growth. Most Asia‐Pacific economies take a positive view of China's increasing economic involvement in the region as a new source of economic opportunity. It is in such a regional rather than the global context that the immediate effects of China's recent economic upsurge should be gauged.  相似文献

The recent turn to China??s traditions has the potential to correct for the Eurocentrism of Political Science theories. Nevertheless, the overwhelming emphasis on political thought, especially Confucianism, may have its drawbacks. This article suggests that political scientists who are interested in building theories and drawing policy implications should study the verifiable, i.e., history. Unless the purpose is to study philosophy for its own sake, political scientists should study political thought in practice, rather than political thought divorced from history. This article first discusses why it is important to examine history beyond thought. It then analyzes why scholars should not conflate political thought with historical practice. It anchors the analysis with a high-profile recent book on ancient Chinese thought.  相似文献

This article analyzes China’s coherence in international economic governance. When and how is China challenging the rules and norms of the prevailing international economic order? Has China adopted the current rules and norms across the board, or is it proceeding in an ad hoc or piecemeal manner? How can its (in) coherence be explained? To address these questions, I compare China’s profile vis-à-vis three dimensions of the global economic order: trade, investment, and development aid. I argue that in international trade and investment, China has neither sought nor brought about significant change. China is however, offering an alternative to the Western norms that until now have dominated the global development aid regime. China’s establishment of the Asian Infrastructure Investment Bank (AIIB) is notable in this regard, though it is still soon to determine if the Chinese-led development bank will break with existing norms. The article then considers possible theoretical explanations for the variation in China’s behavior across the three areas.  相似文献

This article examines the question of why the risks posed by collective petitioning in China deter some villagers from participating but not others. Based on the statistical analysis of an original dataset and an ethnographic study of one case, this article finds that higher household income is the only significant factor that increases a villager??s probability to participate in collective petitions. Economic security empowers a peasant??s political participation. Contrary to the existing literature, being a demobilized soldier does not significantly increase a villager??s probability to participate in collective petitions. The implication of this finding is that petitioning as a form of ??managed participation?? in Chinese politics may face more and more challenges if the average Chinese household income continues to grow.  相似文献

Abstract

China and Taiwan have become important actors in South Pacific affairs due to their diplomatic rivalry. Securing the diplomatic recognition of the Pacific Islands countries is expensive for China and Taiwan. There are limits to what the rivals are willing to spend, and they attempt to reduce costs. This dynamic shapes how Taiwan and China engage Pacific Islands politicians. It also motivates their high level official visits to the region, and how they engage South Pacific regional organizations. Despite criticisms that China–Taiwan rivalry corrupts and destabilizes the South Pacific, the issue of whether China and Taiwan's diplomatic rivalry has been beneficial or detrimental to the region remains contentious. China and Taiwan appear to have recently called a truce in their decades-old rivalry. This tacit agreement is still tentative, and the involvement of China and Taiwan in the region has yet to change significantly. However, Taiwan has reportedly begun to reduce funding, and is likely to reform its aid delivery in order to satisfy demands from the South Pacific region's dominant power, Australia, and to improve its image as a humanitarian aid donor. China is also likely to reduce funding while the truce holds. However, China considers its ties with South Pacific governments more important than responding to Australian pressure, and is unlikely to reform its South Pacific aid programmes as a result of the diplomatic truce.  相似文献

The political-economic evolution of post-Mao China has been portrayed as a historically inevitable embrace of neoliberalism; as an exemplification of the East Asian developmental state and as an extension of Soviet New Economic Policy-style state capitalism. This paper evaluates these portrayals through a broad historical and geographical framework. It examines the position of China as a new state after 1949. It then places the shifting logics of socioeconomic regulation in China in relation to (1) the global neoliberal hegemony since the 1980s and (2) the concomitant shifts in the economic policies of Japan, South Korea and Taiwan. In so doing, the paper demonstrates how the Communist Party of China creatively adapted and re-purposed regulatory logics from the Washington Consensus and East Asian policies to consolidate its own version of Leninist state-led development.  相似文献

A culture “specter” is haunting the ongoing discourse regarding China’s declared policy of “peaceful rise” for a “harmonious world.” While some Western scholars “cherry-pick” “evidence” of China’s aggressiveness from Confucius legacies, the same cultural heritage is heavily tapped by many Chinese scholars to interpret the current policy of striving for internal and external harmony. Both seem to ignore, though to different degrees, the historically specific political environment, within which the cultural elements function and interact with other socio-political variables. China’s current pursuit of harmony is possible and desirable only at a time when China is able to achieve sustained sociopolitical stability (30 years) in the past 160 years and after its protracted encounter and experiment with Western liberalism, Marxism and capitalism. Although it has not explicitly rejected any of these Western ideologies, China has tested the limits of all of them—hence China’s search for its own identity and policy alternatives at the onset of the new millennium. It is toward a more historical and holistic explanation that this paper constructs the political space and historical trajectory of China’s search for modernity and for itself in the past two centuries and into the future. Along with rapid economic growth over the past several decades in China, wage and income inequalities have also widened over time. This paper analyzes the relationship between the labor market institutions and the labor market outcomes by focusing on the effects of China's compulsory minimum wages on wage inequality. The study chooses the year of 2004 as a starting point in consideration of the fact that the new regulation of minimum wages begun to implement in 2004. The main purpose of the study is to utilize quantitative methods to investigate whether the new regulation played a role in preventing wage inequality from further widening. The results show that, without the increases of minimum wages from 2004, the overall wage inequality could further widen in 2006. This observation holds true for male and female workers and for different regions. The paper concludes that China's compulsory minimum wages might raise the wages of poor-paid workers, but the system itself is only one instrument in helping poor-paid workers. To a large extent, the rise of workers' wages depends on tripartite collective wage bargaining. For China, where the real function of trade union has been questioned, solving the issues of widening wage and income inequalities still has a long way to go.  相似文献
