The significance of J.C. Masterman's relationship with the Security Service, MI5, has not been fully appreciated. As a junior officer during World War II, he consistently sought to achieve good working relations with the Secret Intelligence Service. After the war he continued to take an interest in the Security Service and worked closely with other MI5 elder statesmen to ensure that the successor to Percy Sillitoe as Director-General came from within the Service. Masterman always hoped that his account of the double agents run by British Intelligence during World War II would one day be published. As the public image of the British secret services deteriorated during the 1960s, Masterman believed that MI5 did not grasp how his book could promote its interests, and so he insisted on forcing through publication anyway. The correspondence from serving and former MI5 officers in Masterman's papers vividly illustrate changing attitudes to official secrecy and the declining ability of the British Government to enforce it.  相似文献

In his recent memoir, William Waldegrave wrote that no country run by John Major and Robin Butler was likely to be in much danger of systemic corruption. The fact remains that a quarter of a century ago, John Major, with the guidance and support of his cabinet secretary, decided to establish the Committee on Standards in Public Life under the chairmanship of Lord Nolan. The apparent prevalence of ‘sleaze’ issues in public life—most notably the ‘cash for questions’ scandals involving Tory MPs—provoked the decision. Lord Nolan's committee immediately enunciated seven principles of public life: honesty, accountability, integrity, selflessness, openness, opportunity and leadership. Over the years, many of the Committee's recommendations have been accepted. There is today vastly greater transparency. The principles have been widely accepted; it is clear the public expects that they should be observed by public servants, including, perhaps especially, MPs. Yet it is equally clear that there is a widespread and still deepening mood of public cynicism on standards matters. The Committee is determined to defend the Nolan principles, but without more help from the political class it will be like Mrs Nupkins in The Pickwick Papers: inculcating moral lessons of great importance and generally ignored.  相似文献

Claude Ferguson, who in his own words “met the test of his lifetime,” deviated from the norms of the U.S. Forest Service articulated by Herbert Kaufman in The Forest Ranger to became a government guerrilla against the organization he loved. This profile highlights several enduring themes: the inherent tensions between democracy and bureaucracy, the many masters of career bureaucrats, how organizational culture can both empower and constrain employees, and what it means to act responsibly, ethically, and with integrity as a public servant. In addition, this case demonstrates how the Forest Service has evolved since Kaufman's classic study. First, Kaufman depicted forest rangers as “valuing the organization more than they value[d] getting their own way,” yet this profile underscores that public servants do not check their worldviews, mores, or ethics at the door. Second, Kaufman described the Forest Service's efforts to routinize the decisions of its employees in an effort to prevent allegiances to, or co‐optation by, local populations. Yet in this Administrative Profile, Ferguson's hidden strategic tactics co‐opted local stakeholders to enlist their support for a cause he deeply felt was right and just.  相似文献

Andrew Podger wrote an article in the June 2007 AJPA entitled ‘What Really Happens: Department Secretary Appointments, Contracts and Performance Pay in the Australian Public Service’. Dr Peter Shergold replied to his criticisms in the September issue of AJPA. This short response from Podger is the final rejoinder. Because of its origins in a sort of anti-Elizabethan paranoia against centralised government, the United States is poorly set up institutionally to cope with the major danger to itself in the twenty-first century: the threat posed by Islamist terrorism. The Director of Central Intelligence is neither central nor fully directing. A large part of the intelligence community, especially in terms of budgets and supervision, is outside his direct control. There is a 'waters edge' separation between the Federal Bureau of Investigation (FBI) and the CIA. Essentially the CIA collects foreign intelligence and counter-intelligence overseas. The FBI, primarily a crime-oriented organisation, has had only a secondary function of domestic counter-intelligence. It is a case-oriented agency focused on establishing past facts in order to bring suspects to justice. It is psychologically ill-adapted to conceptualising threats that lie upstream, that is, in the future. In this context, September 11 can be most properly described as a failure of imagination. Remedies being proposed range from creating an internal security service à la Britain's MI5 to establishing a semi-autonomous domestic counter-intelligence agency within the FBI. In the field of covert action, intelligence in the twenty-first century likely will be characterised by what could be termed an offensive hunt strategy. Put in another way, intelligence operatives in the twenty-first century will become hunters, not gatherers. They will not simply sit back and gather information that comes in, analyse it, and then decide what to do about it. Rather they will have to go and hunt out intelligence that will enable them to track down or kill terrorists. This will involve sending operatives into countries with which we are not at war, indeed in some cases countries with which we have correct relations. In many circumstances, however, terrorist leaders will be hunted down with the help of host country elements. The likelihood is that this new strategy will be implemented primarily in terms of Special Forces operations aided by CIA elements. Modalities will have to be worked out between the Department of Defense and the CIA as to how such offensive hunt operations are to be carried out and how congressional oversight will be exercised.  相似文献

In May 2013, a report on the British Security Service (MI5) by Sir Samuel Findlater Stewart was released by the Cabinet Office. Dated November 1945, the report on the future organization and activities of MI5 was significant in that it defined the Service's post-war remit, accountability and relations with the Secret Intelligence Service (SIS), laying the groundwork of MI5's mandate until the introduction of the Security Service Act in 1989. The article also suggests that the report is significant, not just because it sheds important light on MI5's wartime and post-war role, but because it helps question existing assumptions about the relationship between the Security Service and the post-war Labour Government of Clement Attlee, often viewed as a troubled one.  相似文献

The New Public Service describes a set of norms and practices that emphasize democracy and citizenship as the basis for public administration theory and practice. This article revisits some of the core arguments of the New Public Service and examines how they have been practiced and studied over the past 15 years. The authors conclude that neither the principles of the New Public Service nor those of the New Public Management have become a dominant paradigm, but the New Public Service, and ideas and practices consistent with its ideals, have become increasingly evident in public administration scholarship and practice.  相似文献

The May 2002 tranche of British Security Service files released to the Public Record Office included hitherto classified policy files containing documents on Secret Service Committee meetings held from 1919 to 1923. This body wrote an important yet relatively obscure chapter in British intelligence history: the post-First World War reorganization and retasking of British secret service machinery, the focus now being Soviet Russia. However, by encouraging the deliberate overstatement of the Bolshevik 'subversive' threat and then backing excessive measures to counter it, some British officials may have sown the seeds of government's later inability to detect a much graver peril to national security, that of Soviet espionage.  相似文献

Security Intelligence Middle East (SIME) remains an understudied aspect of British intelligence. In many respects it was a remarkable organization. Its wartime iteration was created in haste, ostensibly as a military body but based upon the Security Service's office in Cairo. It evolved into a truly ‘joint’ unit but culturally was closer to the Security Service (MI5) than either the military or the Secret Intelligence Service (MI6). SIME changed dramatically as a result of the end of the Second World War: it became the sole responsibility of MI5; local cooperation between MI5 and MI6 was scaled-down and became the focal point of a broader inter-intelligence service dispute in London; and new nationalist threats caught SIME off-balance and eventually undermined its raison d'être. SIME's contrasting wartime and peacetime iterations provide a useful example of how intelligence agencies respond to external pressures. It also provides a window into wider jurisdictional and constitutional conflicts at the heart of the relationship between MI5 and MI6, both during and after the war. Finally SIME shows practitioners what can be achieved under the right stimulus and what can be lost when that stimulus fades.  相似文献

Pearl Harbor was a seminal event for pioneering American cryptographer William Friedman and the subject of an analysis he wrote after retiring from government in the mid-1950s. While Friedman’s conclusions are not particularly innovative, the way in which he arrives at them is and also accounts for how he and his contemporaries were both surprised and not surprised by the Japanese attack.  相似文献

How genuine is the Conservative party's rediscovery of the environment? Would a Conservative government led by David Cameron implement a wide‐ranging and progressive environmental policy? This article explores why Cameron has embraced the environment so enthusiastically when Conservative governments have had a poor record of environmental protection and the Conservative party has traditionally shown little interest in the issue. It assesses the impact of Cameron's strategy both on his own party and on the wider world of environmental politics and it evaluates the continuing commitment of the Conservatives to the issue by assessing what kind of policies a future Conservative government might implement. Although Cameron remains committed to the issue and he has already had a positive impact on Labour government policy, he has not yet convinced his party or its supporters, so a future Conservative government would probably represent continuity rather than significant change in environmental policy.  相似文献

  • Lobbyists are inextricably intertwined with the electoral process in the United States, but rarely have they ever featured so prominently in an election year as in 2006. The midterm elections came at the end of a year in which the political news was often dominated by stories of lobbying scandal, most notably that involving Jack Abramoff. Lobbying was an important issue in many peoples' voting decisions, and moreover one of the immediate outcomes of the election was a raft of lobbying reform measures both in Congress and in the individual states. As one commentator put it: ‘For lobbyists, 2006 rolled by like a late‐night B movie where the earthquake wipes out the villagers who refused to heed the warning signs’ (Divis, 2006 ). This article reviews some of the most substantial lobbying scandals which emerged during 2006, considers how lobbying and lobbyists fared during the election campaigns, and analyses the various reforms which have recently been considered and implemented, before briefly examining how lobbyists will impact upon the 2008 election races.

Accepting Authoritative Decisions: Humans as Wary Cooperators   总被引:1,自引:0,他引:1  
Why are people more willing to accept some governmental decisions than others? In this article, we present results from a series of original experiments showing that people's reactions to a given outcome are heavily influenced by the procedure employed to produce the outcome. We find that subjects react much less favorably when a decision maker intentionally keeps a large payoff, thereby leaving the subject with a small payoff, than when that same payoff results from a procedure based on chance or on desert. Moreover, subjects react less favorably to outcomes rendered by decision makers who want to be decision makers than they do to identical outcomes selected by reluctant decision makers. Our results are consistent with increasingly prominent theories of behavior emphasizing people's aversion to being played for a “sucker,” an attitude that makes perfect sense if people's main goal is not to acquire as many tangible goods as possible but to make sure they are a valued part of a viable group composed of cooperative individuals.  相似文献

The May 2010 general election represented a change in tone on immigration and asylum policy for the Conservative party. Although its manifesto still contained a promise to limit numbers and expressed concern about the abuse of student visas, the Party's previous fixation with asylum seekers had disappeared. This article considers the rationale for these developments in the light of David Cameron's election as leader in late 2005 and his efforts from then on to reposition his party. Cameron's initial silence on this issue and his appointment of a moderate as immigration spokesman were part of an attempt both to shift the focus onto the economic impact of migration and, more broadly, to ‘decontaminate the Tory brand’ in order to gain ‘permission to be heard’ by small‐l liberals who were critical to the Party's electoral recovery but alienated by hard‐line stances. That said, immigration was never entirely forgotten even in this early period and was always seen, so long as it was carefully handled, as an issue capable of benefitting the Tories. As such, it was skilfully factored back into the Party's offer from late 2007 onwards. In government, the Conservatives may have the upper hand on immigration over their junior coalition partner, but this is no guarantee that they will be able to deliver the outcomes they promised  相似文献
