The Fonds de Moscou,TICOM, and the Nerve of a Spy

Two newly available sources for World War II intelligence history consist of French pre-war mainly intelligence documents held for years in the Soviet Union and recently returned to France and of German pre-war documents, primarily cryptologic, held for years in the United Kingdom and recently restituted to the Federal Republic. In addition, a memorandum of 1930 reveals that the future spy Hans-Thilo Schmidt frequently visited the factory making the Enigma machine and coolly asked the manufacturer for basic details, which they gave him and which he later sold to the French, leading eventually to the Allied reading of Engima-enciphered messages during World War II.     

The strategy process as a result of learning,questioning, and performing in a city organization

Abstract

This article analyzes a strategy-drafting process, using it to illustrate what can happen in a strategy process that affects a city organization but is invisible in the final strategy document. In the ethnographically inspired method, a city organization and its strategy-formulating work were followed for two years. Observations and interviews were the main data-collection methods. The article builds on a framework from the strategy and public management literature. The article concludes that strategy formulation in public organizations is a means of learning new practices, questioning ongoing development, and enhancing performance.     

'Between a Rock and a Hard Place': The Coalition,the Davies Commission and the Wicked Issue of Airport Expansion

In 2010, the Conservative‐Liberal Democrat Coalition placed a moratorium on airport expansion in the south‐east of England. In office, however, it has faced a sustained political campaign from supporters of the aviation industry and expansion, leading to the appointment in September 2012 of the Davies Commission on airport capacity. This paper critically evaluates this nascent policy reversal in aviation policy, analysing the political backlash in favour of expansion and the political mediation of such demands by the Coalition. It argues that while the shifting political context has placed new pressures on the coalition, its current difficulties cannot be divorced from the continued resonance of the logic of aviation expansion embedded in British institutions at the end of the Second World War. The paper concludes with an assessment of the challenges facing the Davies Commission, the coalition and campaigners, when set against the continued ‘grip’ of aviation on our collective consciousness.     

Globalisation,Legitimacy, and Pacification: The Emergence of a Global Welfare Regime

The globalisation-induced rollback of social expenditures, and the concomitant increase in inequality and unemployment in developed as well as developing countries, are leading to a crisis of legitimacy for the national capitalist state and the capitalist system as whole. It is argued that the global capitalist class will attempt to offset this crisis of legitimacy through the development of a "global welfare regime" to perform the functions that the nation-state is increasingly unable to fulfil, namely, those of pacifying populations through the handing out of material and symbolic rewards. This article will formulate a working definition of legitimacy, show that this legitimacy is being threatened by globalisation, and then present empirical support for this hypothesis of a crisis of legitimacy. Finally, it will analyse in detail the policies of the international governmental organisations that are predicted to constitute a global welfare regime, showing that they are moving to shore up the faltering stability of unregulated global capitalism.
