Abstract

In this paper, originally presented on the occasion of the launch of her book concerning British immigration policy towards Jewish refugees from 1933 to 1948, London compares that past with present British immigration policy and attitudes towards it. She argues, above all, that the same worry about the long-term effects of immigration—that is, that refugees would settle in the country and not return home or move on—that very much influenced the tendency to inhibit aid to Jewish refugees in the 1930s and 1940s, is still very much alive today. While the legal situation of refugees and the kinds of persecution from which they seek refuge are different in the two periods in question, the 1930s and the 1990s—there are now, for instance, international conventions on refugees to which Britain is a signatory—British immigration policies of both periods are marked by many of the same priorities and many of the same attitudes towards and perceptions of refugees. In closing, she sounds a warning that an understanding of the past, crucial as it is, should not be mistakenly used to justify a lack of humanity in the present.  相似文献

Massive changes and continuous developments in the uses and applications of technology and communications have changed the way we see the world. The Information Revolution has had an impact upon intelligence collection, processing, analysis, and dissemination, and upon the way policymakers can access reliable information, in a timely manner, and upon the sources they are most likely to rely on when a specific piece of information is needed to support a decision. This study attempts to describe, analyze and explain the nature of the ongoing Information Revolution, to present its main impacts on the intelligence and policy communities, to discuss the relationship between the Intelligence Community and policymakers, and to propose what the IC should do to meet the high expectations of decision-makers.  相似文献

The Department of Defense (DoD) incurs numerous costs denominated in foreign currencies in fulfilling U.S. alliance and security agreements overseas. Between fiscal years 1993 and 1997, the DoD expended over $10.4 billion in foreign currencies to operate and maintain its overseas facilities, and estimates for fiscal years 1998 and 1999 are $5.4 billion. In line with the government's general, risk-neutral approach to financial risk, the DoD makes no attempt to control its foreign exchange exposure against currency fluctuations. As such, there are inevitable differences in amounts budgeted to fund the DoD's overseas operations and amounts subsequently required to pay them. This paper examines the implications of DoD foreign exchange rate policy and applies an alternative approach to foreign exchange rate risk—one more in line with private-sector practices and overall efforts to reform government operations. The results indicate that forward contracts would inject greater certainty into the budgeting and administration of these programs and might release limited defense funds for use elsewhere.  相似文献

This paper is concerned with examining the extent to which there is a geographical divide in the academic study of foreign policy analysis. Accepting that there are diverse approaches to that study in the academic communities of the United States and the United Kingdom, this paper argues that it is possible to distinguish between two ideal-types, each exemplified in one of the two communities. This paper outlines these–an American approach based on a desire to construct general theories of foreign policy behaviour, and a British approach which stresses the need for casestudies and eschews the possibility of general theory. The reasons for the development of these two approaches are then discussed, linking the study of foreign policy to the wider political arena, and the general academic orientation of the two countries. Finally, it assesses the possibility of arriving at a synthesis of the two approaches.  相似文献

This study examines the role played by GCHQ during the 1960s. It looks at GCHQ's overseas Sigint collection network, its relationship with the NSA and the problems caused by decolonization, economic crisis and military withdrawal from East of Suez. The paper also discusses GCHQ's intelligence targets in the 1960s, its codebreaking successes and assesses how important Sigint was for British policy towards France, Egypt and Indonesia. It concludes that while Sigint gave Britain tactical benefits in dealing with France and Egypt it was only in the case of Indonesia that Sigint helped Britain to achieve its strategic goals.  相似文献

In early 2019, the British government declassified a tranche of Information Research Department files. Among them is a candid and concise overview of British thinking about covert propaganda, complete with a list of examples of British forgery operations. This short piece transcribes the briefing note and provides an introduction. The document sheds new light on UK covert action, but also talks to ongoing scholarly debates in Intelligence Studies and International Relations more broadly.  相似文献

During the 1980s the Thatcher Government implemented numerous changes to the British employment system. Most of these changes had the effect of linking the receipt of welfare benefits to an individual's willingness to participate actively within a government sponsored employment or training scheme. These changes culminated in the Social Security Act (1989) which linked the receipt of welfare payments to an individual's active job search and willingness to accept any officially offered job after a maximum grace period of 13 weeks. While these changes are important in their own right, more interestingly, most trace their origins back to the American welfare-to-work system initiated by the Reagan administration during the early 1980s. This article will demonstrate why the Thatcher government turned to the United States in the development of their employment policy. Once an explanation for this has been provided the article will highlight the key policies transferred by the Thatcher Government in the development of the British welfare-to-work system. This entire analysis will be placed within a policy transfer framework in order to illustrate its usefulness in the analysis of policy development.  相似文献

Where does British open source intelligence (OSINT) fit into the intelligence debate surrounding Allied knowledge of the Holocaust? In particular what can this source of intelligence tell us in regards to the opening of the extermination phase of the Holocaust in the Soviet Union? Were the Allies conclusions being falsely influenced by their own OSINT analysts? Or conversely did OSINT provide further evidence (alongside SIGINT decodes) that the Nazis were now committing mass genocide. This article explores these questions by examining the FRPS/FORD OSINT reports from the civilian ruled territories of (and those intended for) the Reichskommissariate Ostland and Ukraine.  相似文献
