Abstract

This article examines the political role of a group of academic lawyers based at Thammasat University who have been seeking to reform various aspects of the Thai legal and judicial system. The seven-member group started out by criticising the illegality of the 2006 coup. After the 2010 crackdown against redshirt protestors, the group named itself Nitirat and started to hold seminars, draft legal proposals, and campaign to amend various laws. Nitirat has repeatedly challenged the legal and constitutional underpinnings of three key elements of the Thai state: the judiciary, the military, and the monarchy. In doing so, the group has gained a mass following, drawn mainly from those sympathetic to the “redshirt” movement which broadly supports former Prime Minister Thaksin Shinawatra. Informally led by scholar Worajet Pakeerat, Nitirat has created a popular branding which is reflected in huge audiences for public events, and the sales of souvenirs. The article aims to answer the following questions: How does Nitirat combine the roles of legal academic and political activist? How does it differ from the traditional mode of Thai public intellectuals? How significant is the Nitirat phenomenon?  相似文献

Thailand's democracy has been profoundly influenced by mass struggle and tragic bloodshed. The political freedom now exercised by Thai citizens ia a direct result of continuous mass struggle against dictatorship, the high points of which were the 14th October 1973 and the May 1992 popular uprisings. Yet, at the same time, this freedom has also had its limits defined by the brutal crushing of Thailand's socialist movement on the 6th October 1976. This has meant that the present day parliamentary system is devoid of any element of class politics. It is this, more than anything else, which is responsible for the corruption and vote-buying in the electoral system. Recent attempts at political reform, culminating in the drafting of the 1997 Constitution, results from the work of a coalition between two separate and conflicting class factions in Thai society. On the one hand, “the People's Organisations” (N.G.O.s, campaigns for democracy, peasant and labour groups) demanded more rights and participation in decision-making. On the other hand, “the modernist liberal wing of the ruling elite” wished to see more efficient and stable government. The contradictions between these two political currents can be seen throughout the reform process and in Thai politics today. Attempts to cleanse Thai politics using a reformed Constitution, new election laws and newly established “independent bodies,” such as the Election Commission and Constitutional Court, are unlikely to succeed, since they fail to address the real basis of money politics in Thailand and rely on a narrow structuralist approach. A more realistic route to political reform would rely on the mobilisation of social groups on a class basis. Only when such groups organise to push for more social equality and justice inside and outside the confines of the present structures can there be true progress.  相似文献

Each ethnic community has an ethnic-based political party both within the government coalition (Barisan Nasional: BN) and within the opposition coalition (Pakatan Rakyat and Pakatan Harapan). Therefore, Malaysia’s political structure can be described as double-layered ethnic politics. In this political structure, the BN government has been forced to adopt a fluctuating policy framework for nation building. As a result, double-layered ethnic politics impedes the development of national integration. Paradoxically, this phenomenon contributes to the maintenance of social stability as this political structure effectively prevents the establishment of a robust ethnic unity that may lead to ethnic conflicts.  相似文献

宗教对韩国政治有着重要作用。解放之后,新教在政治上处于有利地位,在政治和组织化方面相对完备,美国及韩国的反共主义与对宗教的刻意扶植模糊了宗教与政治的分野。到20世纪60年代之后,宗教与政治的关系出现一定的疏远,宗教内部也出现了对立与竞争,宗教界的政治参与在各种宗教内部保守与进步势力的相互牵制下表现出各种不同的形态。在民主化时代,韩国宗教界政治参与的最大特征表现为保守阵营的大反攻,宗教界出现大范围的保守化。这种保守化的另一个发展方向就是政治势力化,各派之间组成相应的政治组织或政党,以更大限度地集中政治力量。  相似文献

Abstract

Tunisia&s transition away from authoritarianism has been shaped by a politics of consensus, which has brought together representatives of the former regime with their historic adversary, the Islamist movement al-Nahda. This article argues that consensus politics was a legacy of the authoritarian regime that was re-produced during a democratizing transition. The politics of consensus was encouraged and enabled by al-Nahda, which prioritized its inclusion within this elite settlement to provide political security for itself and the broader transition. However, this came at a cost, engineering a conservative transition, which did not pursue significant social or economic reform. The Tunisian case shows that historical legacies, such as consensus politics, can shape a transition as much as contingent, pragmatic decisions by political leaders.  相似文献

ABSTRACT

Thailand’s politics from the mid-2000s has seen considerable conflict and contestation, with seven prime ministers, two military coups, and scores of deaths from political violence. This article, as well as introducing the eight articles in the Special Issue, examines various aspects of this tumultuous period and the authoritarian turn in Thai politics. It does this by examining some of the theoretical and conceptual analysis of Thailand's politics and critiquing the basic assumptions underlying the modernisation and hybrid regimes perspectives that have tended to dominate debates on democratisation. While the concepts of bureaucratic polity and network monarchy shed light on important political actors in Thailand, they have not grappled with the persistence of authoritarianism. In theoretical terms, the article suggests that it is necessary to understand historically specific capitalist development as well as the social underpinnings that establish authoritarian trajectories and reinforce the tenacity of authoritarianism.  相似文献

ABSTRACT

The monarchy and the country’s military dominate discussions of Thai political history. The country’s democratic history meanwhile is much less well known. To many people, historiography – the history of the writing of history – is a dull affair that only concerns academics. But the changing representations of the origins of democracy in the 1932 revolution that ended the absolute monarchy show the politics of history as a continuous problem that still shapes Thai society. The interpretations have been bound to the bitter partisanship that has accompanied a history of political instability. This article examines the changing interpretations of 1932 in their historical contexts and demonstrates the central antagonism towards the ideal of popular sovereignty, despite its long history in the country, that is still held by the military and monarchic elite.  相似文献

Ghana’s political landscape changed dramatically in 2017, with the election of Nana Addo Dankwa Akufo Addo as president. Ghana’s political transition in 2017 raises new insights into presidential recruitment and politics in Ghana. The purpose of this article is to examine the 2016 elections within the spectrum of the politics of Ghana’s presidential recruitment. This article discusses the hurdles that were surmounted by the opposition New Patriotic Party party, in unseating the incumbent National Democratic Congress (NDC) party. The author coins the term ‘the John Syndrome’ to highlight the mythology held by some commentators that Akufo Addo could not be elected president, because his name is not ‘John’. Discussions about intra-party squabbles that resulted in the loss of NDC’s incumbency are provided. The article concludes that Akufo Addo’s presidency symbolises a de-mythologisation of ‘the John Syndrome’. The perception that Akufo Addo saved the nation in 2012 was his major weapon in piercing John Mahama’s incumbency. The demise of the NDC is likely to create an intra-party shift in favour of the party’s founder.  相似文献

The announcement in January 2015 that Prince Philip had been chosen to receive an Australian knighthood (an honour which itself had been controversially revived the previous year) sparked a fury of debate about honours, and about the continuance of a British connection in Australia's national life. Such debates were not new, echoing earlier arguments about honours as a national or imperial symbol. Through two related case studies — the Australian honours system and the Australian of the Year award — this article explores the politics of national recognition in 1970s and 1980s Australia. We consider both the politics involved in the creation and alteration of awards by which individual achievement and service are recognised by the nation, and the politics involved in imagining and recognising an Australian nation as expressed in those awards. We argue that these two institutions were more than a means to acknowledge hard work or sacrifice; they were also significant sites for contests over the nature of Australia's post‐imperial identity.  相似文献

This paper analyses the impact of intersectionality and multiple identities on women's political citizenship in Mauritius. Mauritius is commonly known as a ‘rainbow nation’ with its multiethnic population marked by ethnic or communal divisions. Communalism dominates the Mauritian political system and institutions, intensifying during elections when the different communal groups compete for representation in parliament. The paper argues that the strong emphasis attributed to ethnic and communal representation by the Mauritian political system and structures marginalises women's political citizenship. Political candidates are often sponsored by religious and sociocultural organisations that are male dominated whereas the women's lobby is weak in comparison to the communal lobby. The paper thus contends that the communal dimension in Mauritian politics carries a significant gendered dimension. Communalism has made the political system very resistant to change, despite the fact that it marginalises women.  相似文献

Muslim-majority countries often face the question of how to reconcile the place and role of religion within the framework of the nation state and a modern westernised system of constitutional ordering. And few states have wrangled with the politics of constitutionalising religion as profoundly and persistently as the Islamic Republic of Pakistan. This paper argues that insights drawn from Pakistan are pertinent as much for contemporary debates on Islam within many Muslim-majority countries as they are for wider debates on religion and politics in the modern period. It argues that when contemplating the constitutionalisation of Islam and Islamic provisions: the design and jurisdiction of the courts matter; it may be better to achieve a workable political compromise between competing parties on religious matters than to stall or strive for the realisation of some ideal; the constitution should be free of any sectarian bias; and constitution-makers must take more structural matters such as the separation of powers seriously when considering discussions on religion and politics.  相似文献

Created in 1997 as part of a major constitutional reform, Thailand’s Constitutional Court has since become embroiled in several high-profile political controversies. Since the 2006 coup, because a number of such decisions have favoured one political camp and considering obvious close and long-standing relations between judges and political elites, questions have arisen about the court’s ability to act as an independent arbiter. Is this view justifiable? To answer that question, this article first analyses how the court has behaved across political administrations in 32 high-profile cases since 2001. It then turns to the socio-biographic profile of the bench, the politics of nominations and changes to its composition, particularly since 2006. Finally, the article considers data on participants in classes offered by the Constitutional Court, which makes it possible to better understand the links between Thai political and judicial networks. The analysis finds evidence of politically biased voting patterns and increasingly partisan nominations to the court, though formally appointment procedures are apolitical, which suggests the politicisation of the court and growing ties between judicial and political elites. These findings raise new questions about the public’s perception of the Constitutional Court’s legitimacy and prospects for the rule of law.  相似文献

Within the span of only a few years, Turkish politics witnessed the dramatic rise and fall of the Refah Party. This transformation from relative obscurity to the head of a ruling coalition and eventual banning was caused by a combination of features inherent in the Turkish political system and the party itself. Turkish democracy features the continued interference of the military in domestic political affairs on the one hand and a preponderance of largely centrist and bland ‘mainstream’ parties on the other. Nevertheless, the existence of ostensibly democratic institutions such as elections or a parliament enable potential political aspirants who are outside the mainstream to make bids for power through officially sanctioned channels. The Refah's rise was a product of the perceived uniqueness of its ideological platform and its unparalleled focus on grass roots voter mobilization. Its fall, however, came when the military considered it to have overstepped the bounds of acceptable political behaviour within the country's narrowly defined democracy.  相似文献

A political scientist and specialist on Russian electoral and ethnic politics provides an explanation of machine politics in Russia's regions that accounts for the great variation in the power of these machines. The focus is on distinguishing among the economic and ethnic legacies of the Soviet period, the effects of the transition itself, and the impact of provincial leadership. As evidence, the author presents a historicalinterpretive examination of Russia's transition at the level of provincial politics as well as a statistical analysis of factors impacting the strength of regional machine candidates in the 1999 single-member-district Duma elections.  相似文献

Since the early 1990s, Uchinaa (Okinawan) Pop music has become popular in mainland Japan and abroad. Okinawan groups such as Kina Shoukichi and Champloose, the Rinken Band, and the Nenes have been perceived as Japan's contribution to “world music.” Certainly part of the appeal of such new Okinawan music lies in innovative and enjoyable hybrid syntheses of traditional Okinawan folk music with ”Western” musical styles and instruments. However, there are other levels of cultural and political significance reflected and constructed within the music that are silenced by writing and audiences that focus only on its colorful “ethnic” appeal. This article examines the cultural politics of the images of Okinawa – as both place and space – that are constructed within Uchinaa Pop music. The author argues that these images construct “Okinawa” as internally hybrid and, thereby, as marked by differences from mainland Japan, including linguistic and cultural distinctiveness, a(n endangered) purity of heart, closeness to nature, and a proud and sometimes overtly political defense of Okinawan identity. The author suggests that such musically constructed images of Okinawan hybridity and difference must be understood within a set of national and international political-economic dynamics that render any simple listening to Uchinaa Pop problematic.  相似文献

This article analyses if and how recent changes within the Swiss political system have influenced different aspects of protest politics (e.g. level, issues, action repertoires, and transnationalization). We argue that opportunities for mobilization have emerged in recent years due to changes in the institutionalized political context and that these changes have at least partially led to a resurgence of protest activities in the early 2000s. In a longitudinal perspective, it is however rather moderate. Additionally, new social movements still dominate Swiss protest politics. Although social and migration‐related questions gained in salience, the changes are not as dramatic as in the case of party politics. The rise of a new integration‐demarcation cleavage has not (yet) shaken Swiss protest politics as heavily as Swiss party politics. Finally, even though they are not integrated into a pronounced new protest cycle, the early 2000s are marked by the global justice movement. In this context, we observe a slight radicalization of the action repertoire and police reactions, which is at least partially explained by the emergence of new “transnational” sites of contention.  相似文献

This article explores the role of nationalism in domestic politics in Japan since 2005 by contrasting the Koizumi and the Abe administration of 2012/2013. It argues that the Koizumi and Abe administrations have exploited nationalism as a means to consolidate political power, move away from faction-based politics toward populism-based politics to weaken factions within the political system with entrenched interests that are counter to or prevent bolder, necessary economic reforms to propel Japan out of 20 years of economic stagnation. Furthermore, this article demonstrates that while each politician has used nationalism to mobilize popular support for their respective administrations, Koizumi’s use of nationalism was to achieve an economic agenda while Abe’s use of nationalism has been used to achieve his political agenda which includes constitutional reform.  相似文献

In August 1993, Morihiro Hosokawa's coalition government brought an end to the “1955 Regime” of Liberal Democratic Party‐dominated politics in Japan. Since then, Hosokawa himself has been brought down, as has his successor Tsutomu Hata. After years of stability, Japanese politics are now marked by confusion and indecision that show no signs of abating. In this article, IIPS Research Director Seizaburo Sato, who is also professor of political science at Keio University in Tokyo, points out that whatever happens to the not‐so‐strange bedfellows of the present governing coalition, Japan as a nation is at a historical crossroads, and the decisions it makes in the next few years will have far‐reaching implications.  相似文献
