Abstract

In his “Comments on Cham Population Figures,” Michael Vickery criticizes my 1988 article “Orphans of Genocide: The Cham Muslims of Kampuchea under Pol Pot.” “Kiernan has tinkered with the statistics in a tendentious manner in an attempt to prove the case for genocide,” he claims. Vickery accuses me of making “propaganda” and using “doctored evidence” to support it, of failing to make “honest use” of data, and of “fiddling with statistics to prove a particular political case, which cannot be made.”

Abstract

Ben Kiernan and Chanthou Boua, in collaboration with numerous Khmer people, have produced a unique, scholarly volume about Kampuchea that endeavors to answer the critical question of “why?” What are the events that precipitated the rule of the Khmer Rouge and why did they turn against their own people? This book is a collection of well-documented essays, arranged in chronological order, that examines the long-term, endemic conditions that resulted in Kampuchea's dark age of 1975–79. Much of the work was translated from original Khmer sources, and two of the Kampuchean writers, Hou Yuon and Hu Nim, were prominent socialists who were executed by the Khmer Rouge after 1975. Well-known and sometimes obscure events are described through the eyes of witnesses interviewed in Kampuchea, Thailand, Australia and France. This book is not a diatribe against the unspeakable horrors that befell the Kampuchean people. The facts have their own grim eloquence.     

Appendix B: Koreans in Japan and the DPRK

Abstract

It is not often that an entire group of people change their minds on a foreign policy issue, at least within a short space of time. On Kampuchea, this did occur around 1978, when most of those who had previously sympathized with the Khmer Rouge declared their disillusionment. It meant admitting that there was much truth to the militant anti-communists' well-publicized case against the Khmer Rouge, who were indeed one of history's most brutal regimes. In the same period, however, as Michael Vickery has shown in “Democratic Kampuchea—CIA to the Rescue,” many of the same anti-communists suddenly dropped their opposition to the Khmer Rouge, whom they now saw as a useful opponent of Vietnamese communism.

Vietnam and the governments and people of Kampuchea

Abstract

In December 1978, the Far Eastern Economic Review discussed the prospects of the newly-fanned United Front for National Salvation (UFNS) in Kampuchea led by Heng Samrin. It quoted Western intelligence sources as saying that in villages where it was established, one of the first moves the UFNS made was to demolish the communal dining halls built by the Pol Pot forces. The sources commented: “surprisingly, the Front seems to be getting popular support.”

Abstract

As Noam Chomsky has pointed out, press accounts about the non-western world, in particular Cambodia, are often as interesting for themselves, as “works of art,” as for information about conditions within the country concerned. For over three years the mainstream western press generally treated the regime of “Democratic Kampuchea” (DK) and its leader, Pol Pot, as very nearly the worst known to human history; and calls for intervention to displace them were heard even from usually responsible quarters. Yet when they finally were displaced, following a war largely provoked by their own actions, and by a polity whose record on human rights had always seemed much better, not only was little rejoicing heard, but the remnants of the DK regime became recipients of recognition and support by the powers who had cried out most loudly against them. Clearly concern with human rights or atrocities was of secondary importance to considerations of international power politics; and if no one was willing to suddenly declare Pol Pot a bulwark of the Free World against Godless Communism, the atrocities over which he had presided tended to be implicitly forgiven as his role in an anti-Vietnamese coalition was emphasized.

Is Irrigationalism a Dominant Ideology in Securing Hydrotopia in Mekong Nation States?

ABSTRACT

For over six decades, grandiose proposals calling for significant expansion of public irrigation schemes have been commonplace throughout the Mekong region, irrespective of the political configuration or developmental stage of each state. From Pol Pot’s Democratic Kampuchea to Thailand’s military and quasi-democratic regimes, irrigation has figured prominently on development agendas. Mainstream narratives around irrigation are embedded in a technocentric, developmental and nationalistic discourse, incorporating socially pre-conditioned beliefs and values that closely reflect the rhetoric of state-linked elites. This article critically examines some of the narratives employed by key actors and groups to justify ongoing practices and processes of irrigation development, focusing on Thailand and Cambodia. It seeks to look beyond conventional econometric and instrumental drivers, to consider other socio-political factors that may account for irrigation’s critical role as a “technology of control,” but which are rarely examined across comparative national contexts. Further, it proposes a dominant ideology of irrigation developmentalism or “irrigationalism” as a useful concept in explaining certain aspects of contemporary social power in these nations. State-led irrigation may be perceived as a utopian intervention that aids in the emergence of an effective monopolistic authority and control by bureaucracies and other powerful groups over development decision-making processes and silencing opposition.

Abstract

North Korea (or the Democratic People's Republic of Korea—DPRK), more than any other industrial country, is a terra incognita in the Western consciousness. Most commonly it is abhorred as the embodiment of the irrational, the fanatical, and the threatening, and even among Western progressives it is dismissed as grotesque and/or irrelevant. Yet it is an important country and one that deserves close attention.     

Invasion of the western Ampelmännchen

Since the unification of Germany in 1990, academics have debated the consequences of the integration of the former German Democratic Republic with the Federal Republic of Germany. We explore the rise of the Ampelmannchen within the context of the Ostalgie industry to argue that East Germans have turned to one imported institution as a vehicle for the expression of their interests and identity: the market. In contrast to other GDR icons, the Ampelmannchen is finding popular resonance because it is entirely untainted by the negative aspects of GDR life. Its economic success contributes to the creation of an eastern cultural identity.     

Continuing Revolt of the Urban Chinese Voters: The Case of Kepong

Abstract

Since the 2008 Malaysian general election the Chinese vote has swung overwhelmingly to the opposition, and this trend has continued in the 2013 general election. When announcing the results of the 2013 general election, Prime Minister Najib labelled it as a ‘Chinese tsunami’. Taking the case of Kepong, this article attempts to explain the reasons for the urban Chinese voters’ continuing support for the Democratic Action Party.

The Greening of the Brass: Taiwan's Civil–Military Relations since 2000 1

Since the Democratic Progressive Party's stunning victory in the 2000 presidential election, Chen Shui-bian has accelerated the process of creating an officer corps without strong party inclination toward the KMT. Towards understanding Botswana and South Africa’s ambivalence to liberal democracy

ABSTRACT

Despite their recognised democratic successes, Botswana and South Africa have had ambivalent experiences with liberal democracy. It is contended that they fall somewhere in-between what scholars refer to as electoral and liberal democracies; dominant party systems within Carothers’ ‘gray zone’. Two explanations are offered. The first relates to the underlying political culture of the ruling elite: the liberal democratic values of the founders and early elites of both the African National Congress (ANC) and the Botswana Democratic Party (BDP) were never fully embedded; instead, their political cultures were influenced by traditions and ideologies with illiberal values. The second explanation focuses on a key feature of a liberal democracy – restraining of power, namely through encouraging an autonomous civil society and limiting executive access to the state. It is argued that for fear of losing their dominant positions, the ANC and the BDP resist restraints on their access to state power.
