ABSTRACT

Originating from the 1955 Bandung Conference, the Afro-Asian Journalists’ Association (AAJA) promoted international collaboration among journalists in newly independent countries. Built on an inclusive foundation of peaceful co-existence, the AAJA contributed to the development of expansive global information networks, lively intellectual traffic, and rich visual arts among Afro-Asian nations. However, the cosmopolitanism of its early years was later undermined by the decline of constitutional democracy in Indonesia and a lack of cohesion among Afro-Asian nations. After the September Thirtieth Movement in Indonesia in 1965, the AAJA relocated to Beijing and was mobilized by the Chinese state to promote the P.R.C. as the leader of an embittered Third World’s battle against American imperialism and Soviet revisionism. In the early 1970s, ideological fervor began abating in China. During this time, Mao’s reframing of the three worlds, which was based on developmental measurements, redirected the AAJA’s Third World discourse to issues of modernization until its quiet dissolution in 1974. The history of the AAJA demonstrates the complex and often conflicted ways in which two important post-colonial states – Indonesia and China – conceptualized “the Third World” and formulated media representations during the Cold War.  相似文献

By comparing Australia with the USSR (and not with the UK or other British dominions as is most often done) we advance two principal arguments. Firstly, despite the claims of some historians, veterans as a social entity are not the exclusive product of postwar discourse and the postwar political, cultural and social milieux in the countries for which soldiers fought. Rather, their emergence as a social group reflects the experience of mass soldiering in an age of total war. Secondly, it is possible to identify the factors which influenced the extent to which veterans’ claims to special entitlements were translated into special status. We identify eight structural factors which, if they did not determine, at least heavily influenced, the policy outcomes of veterans’ activism.  相似文献

This paper surveys some of the outstanding issues and changes in the economic dimension of Soviet involvement in the non-communist Third World over the last 30 years. It attempts to identify and integrate salient features of current knowledge about Soviet economic policy toward the less developed countries. After a survey of the evolution of Soviet arms transfers and economic aid and trade relations, the paper concludes with some reflections on the effectiveness of Soviet policy and prospects for future change. Abstract

There has been intense international debate on the governance of forests, in particular tropical forests. This has been driven by contrasting pressures from conservation and human rights groups, respectively calling for global values to prevail so as to protect biodiversity and reduce climate change, or for freedom of choice that empowers local people with the right to manage their own forests. Both sides have condemned irresponsible behaviour by forest officials and political actors, and highlighted the harmful impacts of disregard for the law. However, these normative approaches to forest governance have coincided with a fundamental re-examination of the objectives that societies have for their forest resources. The debate is not only about legality, but also about the legitimacy of forest laws and institutions. This review explores the divergence of views on long-term goals for forests and the implications for their governance. It emphasises that the real challenge is to reconcile the management of forests for values that accrue at different spatial and temporal scales. Forest governance needs to adapt, moving away from a framework based upon the neatly defined boundaries beloved of international organisations and treaties, and submitting to a constant process of adaptation and improvisation at a more local scale. The challenge is to find ways to aggregate such approaches into something that recognisably addresses the global values of forests and forest landscapes. Commonwealth countries have a wide range of forest conditions and are innovating with a range of governance options that provide lessons of potentially wide application.  相似文献

通过对已有货币国际化历史进程的回顾与分析,本文总结了国际货币权力更迭的一般规律,并得出人民币国际化有必要夯实区域基础等基本结论。研究发现,除亚洲之外,非洲、拉美的一些国家和地区与中国在贸易投资等方面有紧密的联系,甚至存在对中国的不对称依赖。这些区域均具备推行人民币国际化的器物基础和一定的制度基础,人民币区域化的视野应当超越亚洲一隅,兼具亚洲特色和世界器局。最后,本文提出并初步论述了指向第三世界货币区的人民币区域化路线图。  相似文献

自由国际主义(liberal internationalism)是战后美国对外政策的基本"性格",它内在地要求生成美国主导的全球变迁的方案,特别是一个以援助和发展政策为核心的系统的第三世界政策,这是现代化理论运动在美国兴起的基本动力和历史条件。自由国际主义在冷战初期曾受到现实主义的有效抑制,一度延缓和削弱了美国对第三世界的重视及其对援助和发展政策的建构,现代化理论的政策效应即在于改变这种局面。现代化理论秉持自由国际主义并认同民主党自由主义,反映了美国自由主义演进的阶段性历史特征,又在很大程度上塑造了肯尼迪、约翰逊两届政府对第三世界的政策。  相似文献

This article considers the World Bank as a political thinker. This involves an interpretation of the values, methodologies, and theoretical references contained within the Bank's governance documentation. Generally, the Bank steers away from a serious engagement with the nature of states, or the dynamics of reform execution, even in its more detailed policy documents in reform areas such as administrative reform. But, by looking at the World Bank's involvement in African states, we can understand the ways in which the World Bank works with certain expectations concerning how reforms will work. The article critically analyses the Bank's 'political vision' by comparing it with prominent theories of African politics. The article concludes that the World Bank's governance agenda misses three pivotal aspects of African politics: the unity of political and economic power, the extreme openness of African states to external pressures, and the salience of historically-embedded cultural and political relations. These three points directly raise important questions about the prospects of good governance reforms in Africa, and the involvement of the Bank therein.  相似文献

Drawing on a rich source of urban labour market data, the Mexican National Urban Employment Survey of 1998, this article addresses the question of how dissimilar export-oriented industries shape urban labour markets, particularly with respect to women workers. It compares Ciudad Juárez, which has an economy based on global assembly production, and Cancún, whose economy is based on international tourism. Employing economic base theory and location quotients, the analysis isolates the impact of the export sectors on the local labour markets. Results show that global assembly and international tourism encourage a mix of occupational and income prospects for both men and women in each of these Mexican cities. Female employment tends to be concentrated in the export-oriented sector in both cases, but the types of occupational and income opportunities therein vary. Overall, the analysis challenges common exploitation arguments that tend to stress the universally shared deleterious working conditions and low wages that result from global integration and export-led industrialisation in contemporary Latin America. It suggests that we pay closer attention to the diverse nature of outward oriented industries, which will tend to differentiate the labour market implications of increasing economic globalisation.  相似文献

This article examines the prospects for an interamerican "paradigm of democratic solidarity." Although the region has seen genuine progress in the promotion and defense of democracy, a significant deficit in collective and national leadership hinders the consolidation of hemispheric prodemocracy activism. As illustrated by a number of recent cases, including the controversy over Peru's May 2000 election, these impediments are not only situational but structural. This article concludes with a discussion of ways to move beyond these problems and to buttress the democratic solidarity doctrine.  相似文献
