Abstract

Between October 1914 and December 1915, nearly 135,000 Indian riflemen—known as sepoys—fought in the trenches of France and Belgium at the battles of Ypres, Festubert, Givenchy, Neuve Chapelle, Second Ypres and Loos, suffering some 34,252 casualties. At a prisoner of war camp outside Berlin, Indian revolutionaries and emissaries from the Ottoman Empire attempted to convert the allegiances of the sepoys in their custody with a combination of pan-Islamic and nationalist appeals. Although this campaign ultimately failed, it profoundly shaped British repatriation policy at the end of the war when, cautioned Secretary of State for India Austen Chamberlain, the British could not allow men who had been exposed to ‘strongly hostile influences’ to return home unmonitored. The 1918 armistice and British repatriation policy therefore presented a host of new challenges to Britain’s colonial subjects from South Asia as they navigated the post-war imperial landscape and secured what was most important to them—safe transportation home.  相似文献

This historical analysis of Mahatma Gandhi's views on the Jewish–Arab conflict in Palestine at the time of the British Mandate distinguishes four phases. The initial involvement is Gandhi's intervention in support of the Caliph's temporal rule in Palestine. The second deals with a secret offer of mediation addressed to the Jewish Agency in Jerusalem. The third is his highly controversial letter to ‘The Jews‘. In the last phase, Gandhi chose to remain silent, but is alleged to have stated that the Jews had a good case and a prior claim, a statement that seems at variance with previous attitudes. The question is raised as to how far Gandhi's views were consistent. They are explained by the evolving political context in India, as well as in Palestine, the two being intertwined in an ever tightening knot. Gandhi's commitments are revisited and clarified in the light of new research.  相似文献

This article examines the concept of the ‘gentleman capitalist’, as embodied by the career of Sir Edgar Vincent (1857–1941), arguing that a career as a financier was not incompatible with the status of a gentleman in Victorian Britain. From the 1830s, both the City of London and the British government agreed on free trade as the bedrock of British commercial policy, and the use of financial power as a means of extending both formal and informal empire. The life of Sir Edgar Vincent is discussed in detail, particularly his period in Egypt as Financial Adviser to the Khedive and in Constantinople as Director-General of the Imperial Ottoman Bank. The article concludes that Sir Edgar believed absolutely in Britain's civilizing mission in the Middle East, promoting her interests whenever possible, but equally that he had no qualms about using his official position for financial gain.  相似文献

Abstract

The IWGIA has drawn from a variety of sources, and most important of all, from personal accounts to bring out this volume on a very ill-served group among the indigenous peoples in the world—the Nagas living on the border of India and Burma. Writings of British political agents, missionaries, and anthropologists, documents brought out by the parallel national government, and human rights pamphlets and publications give a fairly in-depth understanding of the history of these peoples and their struggle against British colonial domination and postindependence India. Even by the end of the nineteenth century, the British had been able to control only a very small part of Naga areas. Currently, the Nagas live as minorities in several northeastern states of India because of the political and administrative division of this area beyond Bangladesh. The larger group of them live on the Burmese side of the McMahon Line. In the early 1960s the state of Nagaland was carved out in India, but it included only fourteen of the more than thirty Naga tribes living in a contiguous territory.  相似文献

Summary

Discussions of British policy towards Poland and the Polish question in the years before the first Partition have recently been provided by Michael Roberts and by Hamish Scott. They have given both a narrative and an analysis of British diplomacy and foreign policy in the decade after the end of the Seven Years’ War. It is the purpose of this paper to suggest the resonance which British policy (and the lack of it) and opinion on Poland had for contemporary understanding of the British political system and political culture itself.1 The implications for Britain of the first Partition of Poland were ominous and unsettling for the British polity, and would challenge both diplomatic practice and political prejudices and commonplaces.  相似文献

After a tribute to the late Professor J. D. Pearson, this lecture advances the view that the Victorian periodical press was an extremely important medium for the exchange of ideas by the political and intellectual elite in Britain. Among the many topics covered in the press was British foreign policy and the author analyses almost 400 articles on the Middle East which appeared in 10 of the most influential periodicals during the years 1876-1885. Almost all the articles examined approach their subject with Britain's strategic position in the world as their prime, if sometimes unspoken, concern. Although some articles attempt to be fair in their view of Middle Eastern peoples and of Islam, the concept of racial superiority is very common, and reflects the contemporary writers' view of Britain as a civilizing influence in the Middle East.  相似文献

The Anglo‐Iranian agreement of 1919 was a major turning point both in the modern history of Iran and in her relations with Britain. It was the brainchild of Lord Curzon and the Foreign Office in which the other British government departments eventually acquiesced with reluctance, although the government of India retained its opposition to it. It failed because of the fears it created for the loss of Iran's independence, mainly as a result of the secrecy with which it had been negotiated, and the rigidity with which it was upheld. A vigorous campaign was conducted against it by Iranians as well as the United States, France and Russia. Yet it might not have failed had India, the India office, the Treasury and the War Office provided the requisite instruments for its success. Its failure resulted in the 1921 coup, the rise of Reza Khan and the Pahlavi state, and a new chapter in Anglo‐Iranian relations.  相似文献

Recent debates on Brexit have made several attempts to connect the current situation with Britain’s first attempt to gain entry to the European Economic Community (EEC) in 1961. In both 2016 and 1961, questions were raised about what role the Commonwealth would take and how the relationship with Britain would adapt to their then-entry and current exit of a union with Europe. This article seeks to examine how Canada reacted to Britain’s decision to enter the EEC and sheds light on the vociferous opposition it raised within the Commonwealth. Using both British and Canadian cabinet minutes and Commonwealth memoranda, the article follows the Canadian campaign against British entry to the EEC and its fervent defence of the Commonwealth as an economic-focused community. Ultimately, the Canadian-led protest against British entry into the EEC derived from a fear that Britain would drift from the Commonwealth towards Europe, leading to the complete dissolution of the economic bonds that tie the community together.  相似文献

Abstract

The Commonwealth has long been conceptualised as ‘a family of nations’ in a reflection of the size, diversity and shared values of the organisation. As the discussion in post-Brexit Britain engages with questions of race and immigration, it is important to consider the role the Commonwealth played in the referendum campaigns. The combination of the Leave campaign’s promises to reinforce ties with ‘kith and kin’ in Commonwealth countries with the xenophobia that defined the campaign prompts the question what exactly does the Commonwealth mean in modern Britain? The EU referendum revealed two Commonwealths—one reflecting the backgrounds of Britain’s ethnic minorities, and one centred on the three majority white nations of Australia, New Zealand and Canada. This article will offer an investigation of these conflicting visions of the Commonwealth in the referendum, as well as the voting motivations of Commonwealth nationals and British citizens of Commonwealth descent.  相似文献

Abstract

Since the advent of a new, more outward-looking military government in 1988, Burma has come to occupy a position of considerable importance in the Asia-Pacific strategic environment. Burma's burgeoning relationship with China has attracted particular attention, not least because of the stream of reports in the news media and, to a lesser extent, academic literature, claiming that China has established several naval bases and intelligence collection stations in Burma. This apparent intrusion by China into the northeast Indian Ocean has strongly influenced the strategic perceptions and policies of Burma's regional neighbors, notably India. The reported facilities have also been cited as evidence that Burma has become a client state of China, and as proof of Beijing's expansionist designs in South and Southeast Asia. A close examination of the available evidence, however, suggests that there are no Chinese military bases on Burmese soil, a fact conceded by senior Indian officials in 2005. China still has a strong strategic interest in developing its bilateral relations with Burma but, based on this analysis, it would appear that China's presence in Burma, and its current influence over Burma's military regime, have been greatly exaggerated.  相似文献

Between 1850 and 1903, the Oudh Bequest channelled over six million rupees from India, through British mediation, to the Shi i shrine cities of Najaf and Karbala in Iraq. It has intrigued historians the way that this sophisticated British tool has exercised influence and control over the Shi i Ulama in Iran and Iraq. However, the British became directly involved in the distribution of the Bequest in 1903, on the eve of the Constitutional Revolution. In view of the ulama's growing involvement in Iranian politics, and gross corruption among the distributors, the British saw the Bequest as a means to enhance their influence over the ulama in Iran. The political usage of the Bequest was a subject of a prolonged debate within Bequest bureaucracy. Disagreements often stemmed from different priorities, determined by local considerations, of British authorities in Iraq, Iran and India. In 1912 the British took over the direct distribution of the Bequest, abandoning their expectations to use the Bequest as a ‘powerful lever’ in Iran, and shifting their focus to enhancing their prestige in Iraq itself and acquiring the goodwill of Shi is in India. These policies were renewed with greater vigour after the British occupation of Najaf and Karbala in 1917. Overall, these British attempts ended in dismal failure, showing that charity, however generous, cannot compensate for the need of religious leaders to maintain popular support by distancing themselves from foreign patronage and tutelage. Moreover, manipulation proved less powerful than broader historical processes such as the rising national and religious awakening against foreign powers.  相似文献

Shifts in attitudes towards British migrants from the late 1940s to the late 1970s chart the development of a non-British Australia. In the late 1940s and early 1950s, British migrants were accorded a special prestige based on a belief that Australia and Britain had fought to defend shared imperial British values. Although British migrants protested at hostel conditions, public sympathy remained on the side of the migrants. The rise of the Whingeing Pom stereotype around 1960 reflects the declining weight of British wartime experience and a strengthening of the idea of an independent non-British Australia. The 1970s saw the ending of British preference, and the debate surrounding British activism in Australian trades unions raised the question of whether British migrants were now merely an ethnic group within a multicultural Australia.  相似文献

Following the June 1967 Six-Day War, the Soviet Union and Britain invested significant efforts in rehabilitating their relations with the Arab countries, notably Egypt. While both supported the withdrawal of Israel from the Arab-occupied territories, the two countries differed over the nature of the settlement. Still, at the UN Security Council, the Soviet Union supported the British draft resolution for solving the Middle East conflict. Cold War interests and competition over influence in the Middle East, however, led the Soviets to launch a public campaign against British policy in the Middle East and prevented the two countries from joining efforts to bring about a breakthrough in the Arab–Israeli conflict.  相似文献

This article focuses on the interaction between the Australian and British governments during the early 1970s over French nuclear testing in the South Pacific. It examines the considerations behind the Australian government's approach to Britain, and Britain's response to initiatives from Australia. Through the presentation of a case study demonstrating how Australia's Pacific interests and Britain's European concerns inevitably led to different perspectives, I argue that the policies of both countries were primarily determined by their consideration of regional geopolitical interests, rather than the lingering links of Empire.  相似文献

SUMMARY

By the 1814 Treaty of Kiel, Norway was detached from Denmark and was to be given to Sweden. Prince Christian Frederik, heir to the Danish throne, was the Viceroy of Norway in 1814. He refused to accept the Treaty, and decided instead to establish Norway as an independent kingdom under his rule. To legitimize his claim, he called for elections to a constitutional assembly. This assembly began on 10 April 1814. The constitution which it approved was inspired by numerous sources. This article investigates the British influences upon it. It also considers how Britain's stance in the international diplomacy of the day affected the outcome. Norway did indeed enter a forced union with Sweden, but with its constitution almost intact. This constitution was underpinned by the separation of powers, which its originators associated with Britain, and was known to them from books by Charles-Louis de Secondat, Baron de la Brède et de Montesquieu (1689–1755) and Jean-Louis de Lolme (1740–1806). Many members of the assembly had knowledge of British politics, especially the vocal Count Wedel-Jarlsberg and Captain Peter Motzfeldt. Three draft constitutions manifested important British influences. The approved constitution also contained crucial borrowings from Britain, particularly on civil rights. The Norwegian political system scarcely resembled Britain's at that time, especially since the separation of powers was interpreted differently. Nevertheless, some aspects of parliamentary procedure derived from the British model.  相似文献

Abstract

When the Marxist-Leninist New Jewel Movement seized power in Grenada in March 1979 they set about securing and defending their ‘revolution’ against the threat of a countercoup organised by the deposed Prime Minister Eric Gairy. Military aid was quick to arrive from expected allies, namely Cuba and Guyana. Grenadian Prime Minister Maurice Bishop also requested arms from Britain and the United States. The People’s Revolutionary Government’s (PRG’s) ties to Cuba and evasiveness over election plans ruled out the US providing any support. Britain remained more open-minded about the PRG’s intentions. Using recently declassified British government documents, this article will examine London’s deliberations over supplying armoured cars to Grenada. It argues that Foreign and Commonwealth Office officials focused on the bigger picture of steering the PRG away from Cuba at the cost of considering how the sale of the armoured cars to the PRG would appear to a wider audience and that the PRG’s increasingly authoritarian behaviour ultimately vetoed the sale.  相似文献

A curtain-raiser for the current “Maharaja” Exhibition at the Victoria and Albert museum, which explains the evolution of Indian concepts of kingship from the early18th to the mid-twentieth centuries. The article describes how pageantry and symbolism formed part of the essentials of kingship, together with martial prowess and patronage of the arts. Abstract

The increased emphasis being placed upon investments by multinational corporations in India, as a central feature of the economic policy of Prime Minister Rajiv Gandhi, raises serious concerns in the wake of the December 1984 Union Carbide pesticide plant disaster. The Indian government has launched an ambitious program to acquire new technology from the West, based upon a memorandum of understanding concluded with the United States in 1985 which provides for the transfer of selected high technology. Many of these new industries will produce massive amounts of highly toxic chemicals. The critical question is whether multinationals and the Indian government will act in the future to insure public safety, especially for workers and their families.  相似文献
