Frances Fitzgerald has seen a lot and read a lot, and Fire in the Lake has the double merit of being at the same time a vivid report and a well-documented historical study. It is certainly one of the most interesting books ever written on Viet Nam.     

McCarran's legacy: The association for Asian studies

Abstract

Historians have played an important role in modern America. While the chorus in Sigmund Romberg's musical The Student Prince bellows, “History's a mystery,” off the wooden stage and in the world of concrete and asphalt where we live our lives, historical knowledge is something other than mystery. It has been and is a major force in shaping our self-images and expectations. It can be a potent weapon for manipulating society or for resisting manipulation, and its power has been recognized by the American establishment.     

Hunger

Abstract

Books about hunger and its causes are nothing new, as anyone who follows development literature is well aware. This is probably because hunger itself has been around as long as people have been writing books. Nevertheless, 1974 was the year of a “world food crisis”: the United Nations saw fit to convene a world food conference in Rome, and a spate of new books has appeared in its aftermath to discuss the problem. Why a crisis should have congealed in 1974 from the world's perennial hunger is one of the subjects ably considered by Collins and Lappe's Food First and Susan George's How the Other Half Dies. Why so much has been written about it is a subject worth considering here.     

The Baltic area in east European studies at American universities

Summary

Work in the Baltic area is not easy and will not become so in the near future for the following reasons:

• 1. One has to command a number of languages.

• 2. The number of scholars interested in the Baltic is not great, and they are widely dispersed. Hence, cooperation is impeded.

• 3. A student or scholar must become a Baltic specialist in terms of some other academic discipline.

• 4. Materials needed for studying the Baltic at a distance are scarce and dispersed. Even the best library holdings are not extensive, and existing collections are all too often not catalogued.

There are, however, positive aspects:

• 1. One can go to the area for short-term visits with an idea of gaining insight into the locality and establishing personal contacts with resident scholars.

• 2. Funds, while not ample, are no more restricted than in other academic enterprises. In some respects, money is the most available resource.

     

Letters in exile: An introductory reader on the history of Filipinos in America,by J. Quinsaat et al.

Abstract

Letters in Exile is a real breakthrough in the history of Filipinos in the United States. General Editor Jesse Quinsaat and a number of his colleagues at the UCLA Asian' American Studies Center deserve congratulations for completing an excellent introductory anthology of previously printed materials. There has been a tremendous need for literature on this topic and this first effort is remarkably well done.     

Politics and knowledge: An unorthodox history of modern China studies

Abstract

In the investigation of social phenomena — and the social organization of intellect is no exception — consideration of context is the crucial starting point for analysis. Professor Fairbank's comment on the CCAS Report, which he has duplicated for private circulation, and which is reprinted at his request in this journal, is not merely the expression of an intellectual position, but a political act.     

The United Kingdom and International Peacekeeping: 1960–2014

Abstract

The UK has continued to regard itself as a world power despite the reduction in its capability for intervention overseas. Its armed forces pride themselves on professionalism, competence and adaptability. In practice their involvement in peacekeeping operation has been sporadic given different priorities, defence cuts and public unease about military intervention overseas. The UK’s current involvement is minimal and the UK is likely to remain a marginal player for the foreseeable future.     

The First World War Centenary in the UK: ‘A Truly National Commemoration’?

Abstract

Prime Minister David Cameron has called for ‘a truly national commemoration of the First World War’. This article shows this to be problematic, politicised and contested. This is in part due to the elision of English and British histories. Scottish, Welsh and Irish responses are noted, and the role and commemorations of ‘our friends in the Commonwealth’. There are tensions around interpretations of empire and race. There has been a failure to appreciate that the debates about the legacies of the First World War are deeply entangled with those of colonialism.     

The global reach of the principle of subsidiarity: the case of Australia

ABSTRACT

The diffusion of the principle of subsidiarity across countries and regions has taken on a variety of forms. In the case of the EU and Australia the observed variation is most striking. The detailed comparison of the governance arrangements in a quasi-federal system with those of a fully established federation reveals a continuing divergence in the actual recognition of subsidiarity concerns.     

The East Timor Conflict and Western response

Abstract

East Timor is a former Portuguese colony that was invaded and occupied by its neighbor Indonesia in December 1975. Since then the native population has been fighting the occupation under the leadership of Fretilin, the Revolutionary Front for an Independent East Timor, and to this day the struggle continues.

For the American Asian scholar, the research and writing of Philippine history is still in its virginal stages. Both in the United States and in the Philippines itself the study of that history has progressed little deeper than the officially-expressed record, in which the viewpoint of dominant interests has prevailed. Neglected in particular have been the revolutionary forces and movements that have played such a central part in the Philippines for the past century.     

Continuing Revolt of the Urban Chinese Voters: The Case of Kepong

Abstract

Since the 2008 Malaysian general election the Chinese vote has swung overwhelmingly to the opposition, and this trend has continued in the 2013 general election. When announcing the results of the 2013 general election, Prime Minister Najib labelled it as a ‘Chinese tsunami’. Taking the case of Kepong, this article attempts to explain the reasons for the urban Chinese voters’ continuing support for the Democratic Action Party.

While the World Bank has publicly proclaimed that women's participation in development is “essential” not only for achieving social justice but also for reducing poverty, a confidential report by its own staff paints a grim picture of the Bank's history of failing to integrate gender concerns into its lending programs.

Abstract

Although the Calcutta philosopher and historian of science Debiprasad Chattopadhyaya has been the major twentieth-century Indian Marxist philosopher, he has never received the recognition in Indian philosophical circles commensurate with his scholarly contributions. Such lack of status and recognition is an indication of the nature of Indian academic philosophy, of those who have had the power to define the profession and the discipline.

The beginnings of a feminist consciousness: A review essay

Abstract

“Leaf abscission” is a term used by American military men to designate their chemical war in Viet Nam. The term like its sister word “defoliation,” is meant to suggest that the dumping of herbicides and other chemicals over a tiny piece of land that has also been the victim of the most intense bombing in world history has helped to thin out a few troublesome trees and shrubs while causing no significant damage to anything else at all. On the contrary, the use of herbicides and other chemicals sprayed by the American military in Viet Nam has already caused untold misery to thousands of innocent civilians.     

Party Politics and Governance in Grenada: An Analysis of the New National Party (1984–2012)

Abstract

This article examines party politics and governance in post-revolutionary Grenada, using the case of the New National Party (NNP). The central question is what does the evolution of the NNP suggests about governance and democracy in post-invasion Grenada? The article traces four phases of the NNP since its formation in 1984: (1) externally imposed marriage of convenience; (2) intra-party conflict and splintering; (3) rebranding, consolidation and dominance; and (4) electoral defeat. The article contends that Grenada has transitioned to formal democracy and the NNP is a significant actor. Yet, despite this transition, Grenada has not become the showcase of democracy that the US said it would in 1984.     

Review essay: Western Marxists in flux over Chinese Marxism

Abstract

Where is Marxism going in China? Not far, according to Chinese Marxism in Flux (1978-84). A prominent claim throughout this collection of essays is that Marxism has been used as an ideological club rather than a liberating theory and that this misuse of Marxism can be traced to metatheoretical mistakes. The result, the authors seem to claim, is that revolutionary change has been restricted to economic reforms. There is “constant stress on the reality of Marxist [and sometimes Althusserian] categories” (p. 9), and “some [most?] contributors … are quite sympathetic to aspects of the ‘left’ thinking of previous years” (p. 2).

Red Flag over Hong Kong distinguishes itself by going beyond what is happening or what has happened to predict what will happen after I July 1997. To give their analysis of the future credence the authors rely on a scientific “model of decision making, not on access to insiders or the divination of tea leaves” (p. xii).
