This essay examines Latin America's experience in the crisis and restructuring of world capitalism from the 1970s into the twenty‐first century, with particular emphasis on the neo‐liberal model, social conflicts and institutional quagmires that have engulfed the region, and the rise of a new resistance politics. The empirical and analytical sections look at: Latin America's changing profile in the global division of labour; the domination of speculative finance capital; the continued debt crisis, its social effects and political implications; capital–labour restructuring, the spread of informalisation and the new inequality; the passage from social explosions to institutional crises; the new popular electoral politics and the fragility of the neo‐liberal state. These issues are approached through the lens of global capitalism theory. This theory sees the turn‐of‐century global system as a new epoch in the history of world capitalism, emphasising new patterns of power and social polarisation worldwide and such concepts as a transnational accumulation, transnational capitalists and a transnational state. Finally, the essay argues that global capitalism faces a twin crisis in the early twenty‐first century, of overaccumulation and of legitimacy, and explores the prospects for social change in Latin America and worldwide.  相似文献

This article explores the ways in which the immigration of Nicaraguans to Costa Rica is represented by Costa Rican institutions and individuals through public discourses and everyday life. Three discourses are considered. First, intellectual claims that immigration poses a threat to Costa Rican national identity, whereby intellectuals portray 'Costa Rica in crisis' due to immigration. Second, fictional works seek to represent issues regarding the Nicaraguan community in innovative ways, being open‐ended and including diverse voices. Third, stories written by Nicaraguan children are discussed in view of exploring how hostility towards immigration interpellates them, who face the challenge of negotiating their identities with their peers in everyday life. The article ends by asking for a politics able to defend public institutions and public investment, able to forge networks of solidarity with immigrant communities.  相似文献

Abstract

Foreign aid from China to the island countries of the Pacific has grown rapidly over the last few decades and an expanding body of literature has examined various aspects of what this means for politics in the region generally. This article focuses on China’s impact on Pacific regional politics partly from the perspective of identity politics. It suggests that China has substantially increased its engagement with the Pacific island states by making use of its own identity as a South–South development partner in contrast to traditional (mainly Western) donors in the region. Unlike most traditional donors, however, China’s diplomacy and engagement are based largely on bilateralism, and this is likely to continue for the foreseeable future. This approach could continue to limit its impact on Pacific regionalism, regardless of how it projects its image.  相似文献

This article uses two case studies to illustrate how Andean irrigation development and management emerges from a hybrid mix of local community rules and the changing political forms and ideological forces of hegemonic states. Some indigenous water-control institutions are with us today because they were consonant with the extractive purposes of local elites and Inca, Spanish and post‐independence Republican states. These states often appropriated and standardised local water-management rules, rights and rituals in order to gain control over the surplus produced by these irrigation systems. However, as we show in the case of two communities in Ecuador and Peru, many of these same institutions are reappropriated and redirected by local communities to counteract both classic 'exclusion-oriented' and modern 'inclusion-oriented' water and identity politics. In this way, they resist subordination, discrimination and the control of local water management by rural elites or state actors.  相似文献

The announcement in January 2015 that Prince Philip had been chosen to receive an Australian knighthood (an honour which itself had been controversially revived the previous year) sparked a fury of debate about honours, and about the continuance of a British connection in Australia's national life. Such debates were not new, echoing earlier arguments about honours as a national or imperial symbol. Through two related case studies — the Australian honours system and the Australian of the Year award — this article explores the politics of national recognition in 1970s and 1980s Australia. We consider both the politics involved in the creation and alteration of awards by which individual achievement and service are recognised by the nation, and the politics involved in imagining and recognising an Australian nation as expressed in those awards. We argue that these two institutions were more than a means to acknowledge hard work or sacrifice; they were also significant sites for contests over the nature of Australia's post‐imperial identity.  相似文献

This article addresses understandings of race and ethnicity within Latin American research by examining and arguing for an increasingly transnational interpretation of identity through an analytical engagement with the changing politics of difference in Panama. Applying historiographical and ethnographic approaches, we interrogate ethno‐racial differentiation from a transnational perspective, concluding that dominant national discourses on identity in Panama have shifted in response to transnational alliances and pressures, and that a monolithic nationalism driven by the narrative of panameñismo (a national political discourse in Panama predicated upon the concept of a monolithic and singular Panamanian culture) has given way to an ethno‐racial climate in which the politics of identity and representation are approached more pluralistically and arguably more equitably.  相似文献

A Russian political scientist provides a detailed examination of politics in the Sverdlovsk oblast' of the Russian Federation. Focus includes Governor Eduard Rossel's efforts to increase the power of regions vis-à-vis Moscow, and Rossel's relations with the region's political and economic elites as well as with neighboring regional leaders. Analysis covers the politics of institutional reform, economic constraints, the politics of regional identity – including organized attempts to construct a Ural identity independent of an all-Russian identity – public attitudes, social protest, opposition politics, and clientelism.  相似文献

In the American Southwest and along the US–Mexico border, 'Anglos' and Mexicans are often viewed as the quintessential 'others'. This ethnographic study problematises the Anglo‐Mexican opposition with ethnographic data from interviews with a Mexican farmworker family and an 'Anglo' farmer family of the EI Paso Lower Valley. I argue that 'Anglo' hegemony is not based exclusively on cultural separation but often involves hybridity (including 'Mexicanisation') and patron‐client relations entailing 'benevolent' paternalism. I show how the concept of 'Anglo' is a contested identity constructed through interactions between Mexicans and Euroamericans. Through this study of border crossings in situations of asymmetrical power relations, I advocate a 'complicit' anthropology that presents competing ethnic groups in their full complexity rather than as stereotypes or caricatures of their 'others.'  相似文献

In this paper, the concept of social capital is redefined in the context of identity politics within contemporary South Africa. A case is made against the fetishism of identity dogmas that thrive upon closed historicity. Any narrative of subjective formation that is beckoned upon closed historicity is a predisposition towards identity ‘commoditisation’. As the term suggests, commoditisation implies that human subjectivity is ‘wholly’ dependent and measured ‘only’ through the compass of social capital. Commoditisation of identity means that human subjectivity is no longer transcendental but an object of possession – I am what I have or where I come from. This fixation on subjective acquisition and ‘possesivisms’ as an ethno-subjective repertoire for our overall subjective formation is identity fundamentalism. Although the notion of social capital in South Africa's context is a residue of South Africa's history of racialist capitalism, its present pervasiveness has generated a peculiar pattern of identity fundamentalism in which competition over economic resources has become construed as a threat to subjectivity. A reflexive understanding of this problem induces awareness for a healthy humanism.  相似文献

The surge of environmental protest in Turkey has been interpreted as ‘above politics’ activism that strengthens civil society, fosters alternative expressions of identity, and creates new forms of agency outside the state. This article contends that any analysis of the way environmentalism unfolds in Turkey must take into account identity dynamics and the power the state has over these dynamics. Environmental activism seldom remains purely ‘issue-based’, despite the claims and desires of many activists themselves that their protests be ‘above politics’ as a ‘people’s movement’. Drawing on ethnographic and other methods in the study of environmental protest against a gas power plant on the Black Sea coast, this article shows how activists are caught in a dilemma which forces them to tread very carefully if they are to avoid accusations of being separatists or betrayers of the fatherland. Thus, environmental conflicts in Turkey can only be understood within the context of national identity- and party-politics.  相似文献

The Levantamiento Indígena of 1990 was a defining moment in the advancement of indigenous politics in Ecuador. Following the uprising of 1990, scholars have paid close attention to the politics of identity and indigenous representation in Ecuador with the main focus being placed on the highland and Amazonian regions of the country. Based on fieldwork conducted in Ecuador's Manabí province, this article provides preliminary insight into the growth of an indigenous discourse on the Ecuadorian coast. I focus on the process of re‐indigenisation in the coastal community of Macaboa. This research is significant because while a great deal of scholarly attention has been paid to indigenous movements in Ecuador's highland and Amazonian regions, indigenous politics on the coast have gone largely unnoticed. The case outlined in this article is emblematic of the shifting nature of identity and the way in which ethnic discourses are increasingly being adopted by marginalised groups in their attempts to negotiate with the state.  相似文献

In much of Africa, the simultaneous contestation over sub-national demarcations, political identities and the locus of authority has activated a territorial politics. In such contexts of uncertainty, state rulers and other social forces advance competing notions of the relevant and legitimate boundaries of territories and identities. In this article continuity and discontinuity of interpretations and manipulations of national memory during the successive governments of the Adalet ve Kalk?nma Partisi (Justice and Development Party – AKP) in Turkey are investigated. The strong continuities between the Islamist parties of the 1990s and the AKP, with regard to the way they consider and manipulate Ottoman history as a means of political legitimation, are demonstrated. In addition, the continuity between the AKP's style of governance and that of preceding governments is shown. The conclusion of the article is that, in addition to continuities with its Islamist predecessors, the AKP is to a large extent still embedded within the boundaries of the nationalist framework set out by Kemalism with regard to the party's stance on Turkish citizenship, national identity, traumas in national history and leader-centred politics.  相似文献

ABSTRACT

Right-wing politics in Indonesia is frequently associated with Islamic populist ideas. In part this is because Islamic organisations played a major role in the army-led destruction of the Indonesian Communist Party in the 1960s. Since then Islamic populism has evolved greatly and in post-authoritarian Indonesia it includes manifestations that see no fundamental contradiction between Islam and neo-liberal market economies as well as those that do. Significantly, like their counterparts in other countries, Indonesian Islamic populists maintain vigilance against the purveyors of class-based politics who may exert a divisive influence on the ummah. Thus, Indonesian Islamic populism shares with many of its counterparts a disdain for Leftist challenges to private property and capital accumulation besides political liberalism’s affinity to the secular national state. Yet strands of Islamic populism have relegated the project of establishing a state based on sharia to the background and embraced the democratic process. But this has not translated necessarily into social pluralist positions on a range of issues because the reinforcement of cultural idioms associated with Islam is required for the mobilisation of public support in contests over power and resources based on an ummah-based political identity.  相似文献

Brazil has an “African‐origin” population that is proportionally more than four times larger that of African Americans in the United States, but white Brazilians mostly dominate electoral politics. How do ordinary citizens explain this phenomenon? Drawing on a large‐sample survey of public opinion in the state of Rio de Janeiro, this article explores perceived explanations for nonwhite underrepresentation in the political arena. It also examines attitudes toward a particular black candidate, Benedita da Silva, to discern the state of negro identity politics. Most Brazilians in Rio de Janeiro cite racial prejudice to explain nonwhite exclusion, although whites do this less than nonwhites. Indicators of a racial undercurrent in political preferences suggest the importance of allegiances based on perceived common racial origins. Class is robustly associated with voting preferences, suggesting that, in contrast to the United States, class differences among nonwhites in Brazil could attenuate the success of negro identity politics.  相似文献

This article explores the development of political relationships between people and politicians since around 1820 in Latin America. In particular, it develops the idea of client‐ship as a form of political agency and contrasts it to citizenship, linking both to 'natural' and 'historical' interpretations of inequality. The piece claims that client‐ship has dominated political relations and that its twin tools of charisma and votes‐for‐goods allows it to thrive today in the form of neo‐populism. In contrast, citizenship has been thwarted by the efforts of parties which control political agency by imposing norms of intellectual superiority and hierarchies of disdain. Throughout, I argue that issues of race, gender and class are central to political relationships which are the cultural terrain of power, and conclude that parties must begin to take citizens – and citizenship – seriously if they wish to avert a crisis of democracy.  相似文献

This essay focuses on Orpheus McAdoo, an African American performer/entrepreneur who contributed to late nineteenth century Black Atlantic cultural formations. In the 1890s, he brought two tours to South Africa, the first of which was a singing troupe based on the Fisk Jubilee model. The second tour included a non-traditional minstrel show. This essay addresses McAdoo’s attempts to present racial narratives that countered the prevailing race discourse of the South African colonies. During both tours, McAdoo disseminated a specific variant of uplift politics. Racial uplift politics developed in the postbellum era as a middle-class African American response to notions of black backwardness. Advocates of racial uplift believed that discourses which advanced the notion that blacks were incapable of fully participating in modern democratic societies, could be challenged with images of black civility and refinement. McAdoo was a proponent of uplift politics, and he used the stage as a means to spread these notions in South Africa. McAdoo was able to successfully merge uplift politics with minstrelsy, two concepts that often seem incompatible. Furthermore, McAdoo was also aware of the three-tiered racial classification system of South Africa, and how it could be used to his advantage. In a “spectacularly opaque” gesture, McAdoo claimed to be “Coloured” American so that he could gain access to the cultural and social capital of mixed race identity.  相似文献

By tracing the origin and evolution of Chinese nationalism, this paper finds that the dialectical relationship between the Chinese “self” and the foreign “other” has provided the cultural-institutional context for the construction of its national identity. The positional change of the Chinese actor in the self-other interaction—resulting from the institutional shift from the tianxia order to the Westphalian system—and the consequent national humiliation have been embedded in the Chinese collective memory and given rise to the consensual norms ingrained in the national identity. Viewed through the lens of political sociology and identity politics, China’s tenacious struggle for national rejuvenation can be construed as a social practice guided by these memory-encoded social norms. Due to the protracted and ambivalent nature of the state’s purposive action in attaining great-power status on the international stage, the confidence of the resurgent state is compromised by an acute sense of frustration. This identity predicament has engendered a peculiar Chinese state emotion, which has profoundly influenced the in-group members’ evaluation and perception of out-group entities and their behavior in the antagonistic intergroup relations.  相似文献

This article examines the relationship between musicians andpolitical power in Cameroon in order to make a case for understandingthe dynamics of agency and identity politics among musicians.It argues that politicians in Cameroon have tended to appropriatemusicians and their creative efforts as part of their drivefor power. Some musicians have refused to be at the beck andcall of politicians and have tended to criticize and ridiculethose in power. Others have seen in such invitations an opportunityfor greater recognition and respectability. Some have soughtto straddle both worlds, serving politicians while also pursuingtheir art in the interest of other constituencies. Their differentresponses notwithstanding, there is evidence that the fortunesand statuses of musicians have been transformed with changingpolitical regimes and notions of politics.  相似文献
