《外事管理概论》是国际政治系本科生的限制性选修课,为外事管理方向的学生开设,课时为每周三学时。本课程熔外交学和管理学于一炉,以外事案例带动教学,向学生系统讲授中国和世界其他国家的外事管理基本知识,帮助学生熟悉和掌握外事管理的概念、理论和原则、外事组织和外事人员以及涉外事务的管理等。

近年来,各地都掀起了招商引资热潮,有出国境举办大型招商活动的,有在国内参加或者在本地举办经贸合作洽谈会的,还有借节口举办的各种经贸活动等等.这些以政府搭台企业唱戏为主要特征的传统招商引资方式虽然也取得一定成效,但从实践经验看,搞这些活动往往是花费巨大,虽然场面轰轰烈烈,但最后落实的结果却不能令人满意.究其原因,主要是方式方法不适宜,老调重弹,缺乏创新精神.究竟什幺样的招商引资形式才能获得最佳效果呢?从最近在山东东营市举办的"中国-欧盟化工项目合作洽谈会"得到一些启发,认为,"专业招商 网上对接"是当前较为理想的招商引资方式.     

Decentralization as a tool for social services management

This paper describes considerations which attempt to identify suitable applications of prototype advanced information technology (IT) systems within United Kingdom (UK) local government.

A ‘task‐analysis’ was undertaken of the activities of the departments within a large UK local authority. The resultant data was then matched, through a theoretical model, with the characteristics of these advanced IT systems. It was concluded that a low risk, low cost system should be implemented within the training function associated with a number of departments.

The empirical study was undertaken within Manchester City Council (MCC) which is considered representative of local government. It is believed, therefore, that many of the issues described in this paper may be of value to other authorities nationally.

A shared leadership model for human services program management

This article discusses the evolution of the Minnesota Parents’ Fair Share (MNPFS) program and to identify factors that have enabled the development of innovative practice in the delivery of a government sponsored human service program. The development and success of the MNPFS program is the result of utilizing contemporary models of shared leadership and enterprise management with committed frontline leadership from a variety of human service organizations. The MNPFS program is delivered and managed by frontline staff and leadership is shared by three Minnesota counties (Anoka, Dakota, and Ramsey) by staff from the courts, child support enforcement, income maintenance, and employment and training programs. Program services are targeted to unemployed or underemployed noncustodial parents whose children are on public assistance. The program is based on the assumption that children benefit when both parents contribute significantly to their children's economic and emotional needs.     

Retaking the Middle Passage: glimpses of a modern African diaspora in Brazil

Abstract

Enticed by the various economic, academic and social promises offered by this new ‘metropole’, Africans have begun to form a new diaspora in Brazil, the country with the largest concentration of Afro descendentes outside of Africa. This paper aims to explore, through interviews, the various motivations and experiences of these Africans, as well as to examine the official attitude of the Brazilian authorities and that of the society at large to the new residents of this modern African diaspora.     

Citizens of sound: negotiations of race and diaspora in the anthems of the UNIA and NAACP

Abstract

The development of large-scale black protest organizations in the early decades of the twentieth century precipitated an unparalleled amount of communication and exchange between African descended populations. This paper argues the centrality of black organization anthems to the enterprise of black diaspora formation and solidarity. Through the composition and ritualization of their anthems, black organizations defined and announced an agenda for their membership, who similarly constructed their identities through the performance of the song. Anthems were central to the efforts to solidify and mobilize these organizations yet they also contained important contests that highlighted the differences in access and experience amongst the membership. The anthems of the Universal Negro Improvement Association (UNIA) and National Association for the Advancement of Colored People (NAACP) are central to an examination of these complicated processes. The organizations’ sonic histories are highlighted here in order to trace the creations of modern, black citizenship.
