The purpose of this presentation is to illustrate the strong role of state finance in society. The article discusses the role of finance and economics from the point of view of administrative and political research. For many years, legal science, especially constitutional and administrative law, has been the leading field of research and practice in Finland dealing with government, the state and even society as a whole. In response to the declining financial resources for state transportation infrastructures, the National Highway System Designation Act of 1995 (P. L. 104–159) authorized the establishment of the State Infrastructure Bank (SIB) Pilot Programs. This paper shows how the federal assistance funds deposited into the SIB equity fund can maximize state highway resources through a simulation. From 1998 to 2003, one dollar of the federal funds augmented state highway expenditures by 5.24 dollars in a specific year in contrast to the original intention of perpetuating state highway spending. This study further suggests ways to modify and improve the current SIB mechanism.  相似文献

This paper examines the Obama Administration’s approach to democracy promotion in Egypt. After a brief discussion of the motivation for promoting democracy, this essay compares the Obama Administration to its predecessor and analyzes the changes that were spurred by the Arab Awakening. Did the Obama Administration, during and after the 2011 Revolution, fully support democratic change in Egypt not only with rhetoric but also with the financial and programmatic support necessary to help a transitioning country? Did the Obama Administration offer a consistent message on the importance of democratic policies? Or did the administration allow other policy objectives to trump democratic efforts? This paper explores the language, policies, and funding employed by the Obama Administration in Egypt to see what the impact has been.  相似文献

Long the lifeblood of public administration, budgeting in the United States acquired a new importance during the 1980s and 1990s because of the fiscalization of the policy debate. But how much has American national budgeting really changed? This article examines the evolution of federal budgeting over the past half-century, exploring such developments as the massive growth of entitlements, congressional budget reform, and the protracted battle over the budget deficit. It finds that year-to-year changes in budget results have been relatively small even while budgetary rules and procedures have experienced sweeping change. At the same time, the composition of federal spending has undergone a quiet revolution. The traditional concept of budgetary incrementalism offers an incomplete explanation for these dynamics. To make sense of them, the article focuses on two key factors: the impact of policy inheritances, and the role of actors' causal and normative beliefs. These factors shape the ideational and material context within which boundedly rational actors negotiate decisions. The tension between changes in ideas and entrenched budgetary commitments has often served to stimulate institutional reform.  相似文献

We explore the extent to which attributes of individual analysts and institutional factors lead to budgetary decisions based on political cues and/or analytical information among executive and legislative budget analysts. We surveyed executive and legislative budget analysts in 13 western states to ascertain the factors that influence their budgetary decisions. The findings build on evidence from previous studies that confirms the complexity of factors affecting budget analysts' decisions, and they provide empirical support to analysts' use of a combination of information labeled "budget rationality" by Thurmaier and Willoughby. Also, we provide more conclusive evidence that both executive and legislative analysts follow similar decision-making patterns.  相似文献

While there has been numerous empirical works on political tolerance in the United States, many of these studies have not: addressed the role of religion, used adequate measures of religion, incorporated advances in the measurement of political tolerance, and/or included all the psychological and political predictors of political tolerance. Correcting these deficiencies, I present and test a religious model of political tolerance utilizing structural equation modeling. I find that the negative relationship typically demonstrated between both religious commitment and doctrinal orthodoxy to political tolerance does not manifest and that religion is insignificant vis-à-vis political and psychological determinants of political tolerance.

The COVID-19 pandemic poses unprecedented challenges to public health care systems and demands intergovernmental coordination to cope with the resulting medical surge. This essay analyzes the operation of Paired Assistance Programs (PAPs) in China, offering a timely comparative case for researchers and practitioners to examine when reflecting on the classic debate over the hierarchical versus network approaches to coordination in emergency management. 为更好地了解社会救助制度实施状况,笔者第一次尝试性地利用实际调查微观住户数据资料,结合倾向度匹配方法分析了目前中国社会救助体系对贫困家庭的瞄准机制、实施效果等问题。分析结果显示,中国社会救助方式在经济和社会体制转型过程中产生了显著性的改变。并且从救助依赖产生的视角来看,中国社会救助制度在设定的过程中能在一定程度上规避制度本身产生的救助依赖问题。针对这个问题我们分析了受助群体再就业家庭对社会救助制度待遇高低的反应,通过其再就业行为的变化,提出了规避受助家庭成员在再就业市场上产生的负面影响,从而更好地促进社会救助制度实施正面效应。  相似文献

The 2008 financial crisis has had an important, but neglected, impact on carbon market governance in the United States. It acted as a catalyst for the emergence of a domestic coalition that drew upon the crisis experience to demand stronger regulation over carbon markets. The influence of this coalition was seen first in the changing content of draft climate change bills between 2008 and 2010. But the coalition's more lasting legacy was its role in shaping the content of, and supporting, the passage of the Wall Street Reform and Consumer Protection Act (the Dodd–Frank bill) in July 2010. Although that bill was aimed primarily at bolstering financial stability, its derivatives provisions strengthened carbon market regulation in significant ways. This policy episode demonstrates new patterns of coalition building in carbon market politics as well as the growing links between climate governance and financial regulatory politics. At the same time, the significance of these developments should not be overstated because of various limitations in the content and implementation of the Dodd–Frank bill, as well as the waning support for carbon markets more generally within the US since the bill's passage.  相似文献

One of the least studied topics in comparative budgeting is how governments budget during economic and boom and bust cycles. Theory and past evidence suggest that national budgets of poorer countries are made and remade continuously over these periods. Case material from Nigeria as well as supplemental information from Ghana and Kenya illustrate the principal features of the persistence, types, and sequence of such repetitive budgeting. The experience of the three countries in boom and bust budgeting has considerable implications both for a theory of comparative budgeting and for national budget management and policy in Subsaharan Africa specifically.  相似文献

This article aims to question the relationship between security and liberty that lies at the heart of the current debates on European counter-terrorism policies. It analyses the statements reported in the press made by defenders of the emergency rules thesis and their rivals in the UK and France from September 2001 to June 2003. The findings reveal that, in both cases, the legitimation of the emergency measures rests upon a set of sovereignty-related arguments that reframe the notion of freedom and the place of human rights in contemporary democracies. The defenders of the human rights thesis denounce the reframing of civil liberties but fail to address the freedom issue.  相似文献

Budgeting in the 1980s seems very different from budgeting in the 1960s. The differences have more to do with economic conditions than with the techniques of budgeting. In the article published below, David C. Mowery and Mark S. Kamlet present their interpretation of how budgeting was transformed during the Johnson administration. The editors of this journal, both of whom have conducted research on the Johnson administration, do not share the point of view expressed in this article, but believe that the readers of Public Budgeting and Finance should be provided a diverse range of viewpoints. Just as rising concern about its environmental, economic, social, health and quality of life downsides generates loud calls for a departure from the dispersed car-oriented urban model, conditions for such a transition have become more uncertain. The intended urban shift is hampered by dissonance between the generation of metropolitan-scale planning visions and the anti-interventionist characteristics of the current neo-liberal age. The paper identifies impeding effects of neo-liberalism—notably, public funding hardship and political dynamics—on attempts at carrying out transformative metropolitan planning. The difficulty in preventing major failures in the operation of cities under neo-liberalism is reflective of its inability, at a broader societal scale, to regulate the economy and thus avert economic and social crises. The paper draws its empirical substance from the gap in Toronto, Canada, between metropolitan planning visions and the urban development reality.  相似文献
