Political mechanisms of accountability were marginalized by Conservative government reforms during the 1980s and 1990s which sought a more market-oriented approach within the public sector in order to enhance ‘consumerism’. In education, parents were given more choice between schools and were provided with more information on school performance. The promotion of market accountability has involved a reduction in the powers of local education authorities (LEAs) which had been central to the operation of political accountability. However, whilst market-based forms of accountability were firmly enhanced in principle by the legislation, to what extent have the forms of accountability operating within LEAs changed in practice? Interviews with Chief Officers and the Chair of the Education Committee are used to identify changing perceptions and practices of accountability in LEAs in Wales. The findings indicate that although local politicians and officials have been forced to operate within the legislative framework of market accountability, they have sought to impede its successful implementation. The policy community in Wales facilitated the LEAs’ capacity to respond in this way. The market-based reforms conflicted with fundamental values held in Wales, which remain those of professional accountability.  相似文献

Despite the attention to gender and conflict in empirical positivist peace research, and the interest in local agency in recent peacebuilding literature, women’s understandings and lived experiences of peacebuilding are not necessarily well accounted for. This article, drawing on interviews, focus groups and observation research with 57 female victims/survivors of post-election violence in Kenya, provides an ethnographic study of women’s largely informal peacebuilding activities, ranging from mediation and dialogue to economic empowerment. It analyses women’s constructions and ways of making sense of being peacebuilders, demonstrating that, while participants employed dominant gender frames, they exerted considerable transformative agency in their communities. It argues that their ‘gendered responsibility for peace’ at community level is simultaneously empowering and disempowering. The research aims to increase understanding of the gendered nature of peacebuilding and the ways in which women exercise peacebuilding agency through a focus on their own voices and lived experiences.  相似文献

The article discusses recent historiography on the Ukrainian famine of 1933, arguing that whereas there is today a consensus in Ukraine that it constituted an act of genocide by Stalin's government against Ukrainians, no such agreement exists in the West. Further, Western works, while they may offer valuable insights and their conclusions notwithstanding, have tended to neglect the national issue altogether. The article demonstrates that national questions remained uppermost in the discussions of party officials about the failure of the 1932 harvest in Ukraine and argues that a more definitive study of the famine would be enhanced by discussion of the disparate views and further use of archival evidence.  相似文献

Abstract

Anxieties about development in New Zealand show up in a deep-rooted fear of the ‘Third World’ in the country. We examine how the term ‘Third World’ is deployed in media discourses in economic, social and environmental contexts and how this deployment results in a ‘discursive distancing’ from anything associated with the ‘Third World’. Such distancing demonstrates a fragile national identity that struggles with the contradictions between the nation's desire to be part of the ‘First World’ of global capitalism and the growing disparities in health and wealth within it. The shadow of the ‘Third World’ prevents New Zealand from confronting the realities of its own inequities, which in turn comes in the way of a sound development agenda.  相似文献

The ‘naive’ idea current among many of the older nationalists of the Third World regarding the de‐industrializing effect of western capitalism on their countries is confirmed by the analysis of occupational data relating to the State of Bihar in India. Similar evidence is also available for Egypt and China. If we shift from models of what can ideally happen under capitalism in its international aspects and look at what actually happened until, say, 1914, we find that it often had opposite effects on the advanced capitalist countries and their overseas offshoots, and on the colonial or semi‐colonial economies of the Third World in respect of industrial employment, investment in productive assets and distribution of income. Technological change even today often carries highly disruptive and inegalitarian consequences for Third World countries. In the light of such experience with market‐orientated growth, an alternative model is suggested in which development proceeds by localized economic activities, distributing incomes and opportunities equally and keeping out ‘backwash’ effects on other regions. One major task of the economist in the future will be to explore the inner logic of such a ‘paradigm’, suggest the means of implementing the model, and ferret out possible contradictions. The Chinese (and perhaps Vietnamese) experience may serve as an example or laboratory for such explorations.  相似文献

NREGA program in India offers a lucrative opportunity for the rural women to participate in job market, earn income, and have control over life events. However women's decision for participation as well as share in NREGA jobs are influenced by various socio-economic factors like education, caste, religion, alternative income, health-related achievements, and fund availability. Variation in some of these variables is often beyond their control. In this context logit regression and DEA efficiency analysis is done to analyses the issue of women's participation and share of employment days in the context a poor region in India.  相似文献

This article traces patterns of consumption, low productivity, debt accumulation and slow economic growth. Rather than calling for an increased emphasis on market and corporate incentives, the author calls for increased public investment. He favors particularly increases in scientific research and development and technology, in public works to rebuild the infrastructure, and calls for a public administration associated with increased investment in government.

The New Deal and the Great Society established the foundations of the public policy and administration of consumption—income transfer, entitlement, loan, loan guarantee, credit, subsidy, tax expenditure, and related programs designed to maintain or improve the income levels and social and economic well being of many elements of the United States population. Such programs now constitute approximately 50 percent of the federal budget. In the late 1980s, the United States entered into a new international economic, technological, and demographic order in which the public administration of investment will be increasingly important. The “public administration of investment” is defined as the administration of policies designed to produce future benefits for the nation through investment in people, knowledge and technology, the environment and public infrastructure, and public systems and public service.

Several trends in the 1980s contributed to the increasing importance of the public administration of investment. The first trend was the continuation of the low rate of productivity growth in the United States, a condition that has persisted since the early 1970s. (1)

Despite low productivity growth, the United States as a nation continues to spend as if productivity were increasing at pre-1973 rates and to borrow from other nations to make up the difference. The result has been large public and private debt. Increased productivity growth will require additional public as well as private investment if the United States is to maintain its standard of living and capacity to pursue social justice and other values into the next century.

The second trend has been the globalization of technology and the economy. The United States has been losing the comparative advantage it once enjoyed in many scientific and technological fields, as technological know-how has spread throughout the world. The United States fell further behind in the 1980s in the development of new production processes and in the commercialization of new processes and products in consumer electronics, semiconductors, and other fields.(2) There is compelling evidence that both the private and public sectors underinvested in developing the scientific and technical workforce that will be essential in the global technological competition of the future.(3) More generally, by many measures the education system of the United States has not been producing a well-educated workforce or well-educated citizens.(4)

The third trend of the ’80s was the maturation of the baby boom generation. This generation is now in the high consumption stage of its life cycle—homes, cars, and other consumer goods. The aging of the baby boom generation in the early decades of the twenty-first century will pose a complex challenge to public policy and administration. Early in the twenty-first century, the baby boomers will enter a stage of life usually marked by reduced consumption and higher saving.(5) At the same time, increased longevity suggests growing demands on both public and private systems for income maintenance, health care, and social services. New technologies will compound health care costs. Unless saving and investment are increased now to partially support the baby boom generation in retirement, the “baby bust” generation that followed the baby boom will face a heavy burden of support.(6) Currently, the Social Security Trust Fund does not have a single penny in it because the Treasury is borrowing the funds to reduce the federal deficit. Substantially increased productivity or substantially higher taxes will be necessary to replenish the fund in the early twenty-first century.

To compound the problem, by the year 2050, for the first time in American history (according to the middle series of Census projections), there will be more old than young Americans. The age cohort 60 and older will make up 28 percent of the population, while the age cohort 1-19 years will make up about 23 percent of the population.(7) This is in stark contrast to the 16 percent of the population 60 and over, and the 32 percent of the population 1-19 years, in 1980. Greatly increased saving, increased productivity, substantially lower standards of living for working people, extended working years, or an influx of immigrant workers will be needed to produce the benefits that are promised in the entitlement programs of the federal government and expected by the American people.

Finally, many observers perceived an increase in private greed during the last decade in the United States and a growing indifference to common concerns—eroding public infrastructure, the highest infant mortality rate among industrialized nations, the highest rate of child poverty, and similar social conditions. They see a preoccupation with current pleasure at the expense of future benefits, and a decline in social discipline and civic virtue. To some observers, the United States has been in a temporary cycle of preoccupation with private needs.(8) To others, civic virtue in the United States has been in decline.(9)

In any event, diminishing growth may intensify each individual's desire to protect his or her interests. In this context, redistribution in the pursuit of social equity will become increasingly difficult.  相似文献

This article is an analysis of the changing role of research on local governments in Central and Eastern Europe (CEE) within mainstream European studies. It refers to dependency theory (Wallerstein, Prebish) as applied to scientific research. It classifies CEE as being in the semi-periphery of academic research. The empirical analysis consists of two parts: (1) qualitative review of the most important of the comparative studies of European local governments. It includes a discussion on the role of local governments and researchers from CEE in these studies; (2) quantitative based on an analysis of articles published in international journals and citations for those articles in Scopus. The analysis covers 14 countries (all new member states who joined the EU from 2004 onwards, plus the Balkan countries: Albania, Macedonia, and Serbia).  相似文献

This paper studies how religions, Islam in particular, play a part in the attempted reifications of “neo-ethnic” identities in Kyrgyzstan, a Turkic-speaking republic with a nomadic tradition and a Muslim majority (Hanafî Sunni Islam). In a context characterized by brutal transformations (decline in living standards, widening social inequalities, etc.) and by an increasingly failing central state whose autocratic rule appears ineffective, Islam intervenes as a paradoxical resource that is subjected to contrary uses. The traditional social link between collective identity and Islam is in fact reinvested ideologically within the framework of the new state construction. As a result a key question is what function the re-emergence of religion on the Kyrgyz political scene fulfils, especially considering broad disenchantment with politics. Islam is first re-emphasized as a national element by the authorities and, in the process, it becomes the subject of a drive towards territorialization that aims at erasing any transnational and/or pan-Islamist dimension from this universalist religion. Yet Islam and ethnicity are reinvested again in a new mode, the mode of subjectivization of religious belief, which gives rise, outside state control, to overlapping and often contradicting Islamic identities.  相似文献

Changing patterns of migration in Zimbabwe over time are reviewed, with particular reference to rural-urban migration and the government's efforts to slow out-migration from rural areas. The author notes that the recently established resettlement schemes are achieving a level of success in lowering rates of out-migration. Abstract

The terrorists who have ravaged Italy over the past several years are not totally faceless. The names and backgrounds of many are well known, as are their habitual modes of operations and the ideologies by which they are moved. After a brief catalog of the terrorists’ actions, the article outlines the physiognomy of Italy's major terrorist groups. A substantial part of this consists of a list of each group's victims, since any assessment of the terrorist groups’ effects must begin with an awareness of which sectors of Italian society have been struck. The backgrounds of the terrorists, the political language they speak, and the list of their victims point unambiguously to the conclusion that terrorism in Italy is overwhelmingly a phenomenon of the Left and that it conceives of itself as a means of bringing about a Communist regime. The terrorists regard themselves as the competitors and reformers of the Italian Communist party. But at the same time they have made good their claim as the mortal enemies of the enemies of the Communist party. The question regarding the Italian terrorists’ international connections cannot be answered definitively. Such evidence as exists, however, suggests that today's self‐declared Communist terrorists may be acting in ways similar to their predecessors of the 1940s and early 1950s, who found safe haven in the Communist regimes of Eastern Europe.  相似文献

Alignment with Europe has been a popular foreign policy objective among post-socialist nations. In the Republic of Georgia, discourse surrounding the country’s Euro-Atlantic orientation surged in the decade after the 2003 Rose Revolution. While such discourse has been examined in the context of political reforms and national security goals, this article foregrounds how it was incorporated into alterations of the built environment. Focusing on the urban transformations of the city of Batumi after the rise to power of the United National Movement government, it demonstrates how architecture served as a tool for selectively rewriting Georgia’s contemporary European identity. This article concentrates on two parallel initiatives to transform Batumi into a contemporary European city: the reconstruction of portions of the Old City and the new development along the seaside boulevard. Using evidence collected through qualitative methods, it further highlights the contradictions that emerged during this process of redevelopment and rebranding, as the state balanced initiatives for new development with other post-revolutionary state-building objectives, such as political reform and tourism-market production. Accordingly, it unpacks the various national and international politico-economic forces at play in the process of developing Batumi into the image of a contemporary European city.  相似文献

As the Association of Southeast Asian Nations (ASEAN) governments are facing new challenges, the need to re‐evaluate the significance of the track‐two activities has been recognised. As there has been insufficient research on the ASEAN Institutes of Strategic and International Studies (ISIS), this article analyses their role in the development of security cooperation. It shows that ASEAN‐ISIS has contributed to the establishment of the ASEAN Regional Forum (ARF) by analysing the common/cooperative security thinking, the establishment of an inter‐governmental forum for a security dialogue, and the extension of ASEAN's diplomatic style over a larger geographical area. As ASEAN‐ISIS has contributed to inter‐governmental cooperation by promoting ideas, this article concludes that the significance of their activities in contemporary Asian politics should be understood in terms of the introduction and promotion of such innovative ideas.  相似文献

Abstract

Using survival models, we test whether short-term changes in the labour market affect poverty duration. Data are from the Brazilian Monthly Employment Survey. Such a monthly dataset permits more accurate estimations of events than using annual data, but its panel follows households for a short period. Then methods that control for both right- and left-censoring should be used. The results are as follows: households with zero income are not those with the lowest chances of exiting; changes in aggregate unemployment do not affect poverty duration; and increasing wages in the informal sector has a negative effect on poverty duration.  相似文献

Early commentators on the newly independent Belarusian state of the 1990s indicated that there was something lacking in Belarusian identity. The people did not seem to respond powerfully to the new symbols of the state, use of the national language intermingled with Russian, and economic concerns appeared to trump popular concerns with promoting Belarusian language or culture. Other former Soviet states were embracing ethnic national ideals, and as such, many assumed that Belarus should follow a similar path. However, as an examination of the history of the Belarusian territory demonstrates, a national ideal based on ethnicity was problematic in Belarusian society, and as such, the ethnic notions of Belarusian identity forwarded by some Belarusian elites failed to appeal to the masses. Instead, Belarus seems better suited to a more inclusive civic identity than an exclusive ethnic one. This research examines the nature of contemporary Belarusian identity, with particular attention to the civic versus ethnic aspects of that identity. We argue that although Belarusian identity is obviously in flux and subject to heavy debate, it is currently demonstrating more civic aspects than ethnic ones. This finding is based on original survey data obtained in Belarus in 2009 and 2010.  相似文献

We analyse the effect of geographic competition between schools on academic performance in Chile. The analysis controls for prior pupil performance, and a range of school and municipality characteristics. We allow for the endogeneity of voucher school location, using the number of local Catholic churches as an instrument. We find that a larger number of public schools positively affects the quality of education of other schools located in the same area, particularly amongst middle-class families and in middle-ranking schools. However, the number of voucher schools is associated with lower performance in neighbouring schools, which we attribute to pupil sorting.  相似文献

In the public administration literature, the debate concerning the representation of minorities in the public bureaucracy continues to attract attention. The idea is that passive representation may lead to active representation with the later helping to develop policies and programs that will benefit minorities. Consequently, a number of governments have been implementing policies to enhance the involvement of minorities in public services. The Ghana government has not been left out in this endeavor. Since 1957, it has continued to institute measures to ensure a fair gender representation in the bureaucracy. This notwithstanding, the upper echelons of the bureaucracy continue to be dominated by males despite the over representation of women at the lower levels. What are the challenges confronting women in the public sector that make it difficult to achieve active representation? Based on the merger of two Swedish university hospitals, this article examines the relationship between professionals and policymakers in public sector reform. Data from a survey to 663 physicians show that only 2 percent of physicians experienced a working dialogue in this relationship. The relationship with the hospital management was considered equally poor. The article seeks to understand why the voice of professionals was ignored. Results indicate that managers and policymakers collaborated—rather than competed—to avoid blame, by consequently ignoring the professionals’ feedback and attempts at whistle-blowing. This blame-avoidance strategy differs from that traditionally described in the agency literature. More studies in this area are encouraged.  相似文献

The article presents the perspectives of managers as part of the Romanian organisational elite on the communist regime and on the transition period, and the values and principles that informed their behaviour as managers in each period. For the first decade after the end of communist rule, managers were drawn mainly from the second level of management of the state-owned enterprises of communist times. As a group they had been selected and formed in late communism. Among the main advantages of this social group were that they demonstrated considerable survival capacity, ideological neutrality and an ability to manoeuvre in a turbulent environment. On the other hand they had to adapt to their new environment drawing on the skills and mentality they had developed under the old regime. The research employed a qualitative method based on the interpretation of conversations between managers and students.  相似文献
