Evaluations of correctional treatment programs for criminal offenders and of school-based delinquency prevention programs based on Guided-Group Interaction (GGI) and similar interventions are critically reviewed. One study—the Provo Experiment—provided convincing evidence for the superiority of a community treatment program involving GGI over incarceration (for persons who would otherwise be incarcerated) and modest superiority over probation (for persons who would otherwise be assigned probation). Some evaluations of school-based prevention programs involving GGI derivatives that have been cited as supporting the efficacy of these programs are flawed and may be misleading. A new experimental evaluation of a school-based intervention based on a GGI derivative implies that it increased delinquent behavior among students exposed to it.  相似文献

A group of 419 adult property offenders granted probation and ordered to repay their victims for the direct monetary losses or property damage incurred as a result of their crime were matched on 28 variables to a group of 179 offenders who were not ordered to pay restitution to their victims. Compared to those not ordered to repay their victims, the offenders ordered to pay restitution had a more difficult probation experience, having more revocations filed against them and showing a greater frequency of reporting, physical health, and money problems. No difference in arrest rate or time on probation was discovered. Those offenders ordered to pay restitution but who did not pay in full had the greatest problems of all, showing the highest revocation filing and actual revocation rate, rate of convictions, and time served. Payment characteristics were described for offenders who paid all, part, or none of their restitution debt by probation's end. It was suggested that closer probation officer scrutiny of offenders ordered to pay restitution may have accounted for the more difficult experience of the restitution group and that cost of administration of restitution programs may not be worth the benefits.This research was funded in part by grant No. 76-ED-99-0027 from the Law Enforcement Assistance Administration. While examination of probation violations is common in the literature, probationers who abscond from community supervision have rarely been examined. These violators are circumventing justice and may pose a serious risk to public safety. This article compares the characteristics of absconders to those of offenders who successfully completed probation and offenders revoked from probation because of other violations. Absconders and revoked probationers generally presented the least favorable risk profiles, but did not differ significantly from one another on probation conditions, “stakes in conformity,” or prior felonies—although revoked probationers had more misdemeanors and a younger age of onset for officially recorded crime. Combined with the violation behaviors of absconders while on probation, these similarities suggest a strong chance of being revoked to prison had absconders remained under supervision. Employment, recorded address changes, and lower supervision burden on offenders were among the best predictors of successfully completing probation versus absconding.  相似文献

The purpose of this study is to evaluate the deterrent effect of imprisonment. Using data on offenders convicted of felonies in 1993 in Jackson County (Kansas City), Missouri, we compare recidivism rates for offenders sentenced to prison with those for offenders placed on probation. We find no evidence that imprisonment reduces the likelihood of recidivism. Instead, we find compelling evidence that offenders who are sentenced to prison have higher rates of recidivism and recidivate more quickly than do offenders placed on probation. We also find persuasive evidence that imprisonment has a more pronounced criminogenic effect on drug offenders than on other types of offenders.  相似文献

This study employs classification tree analysis (CTA) to address whether 3 groups of violent offenders have similar or different risk factors for violent recidivism while on probation. A sample of 1344 violent offenders on probation was classified as generalized aggressors (N = 302), family only aggressors (N = 321), or nonfamily only aggressors (N = 717). The strongest predictor of violent recidivism while on probation was whether the offender was a generalized aggressor or not, with generalized aggressors more likely to be arrested for new violent crimes. Prior arrests for violent crimes predicted violent recidivism of generalized aggressors, but did not significantly predict violent recidivism of family only and nonfamily only aggressors. For generalized aggressors and family only batterers, treatment noncompliance was an important risk predictor of violent recidivism. CTA compared to logistic regression classified a higher percentage of cases into low-risk and high-risk groups, provided higher improvement in classification accuracy of violent recidivists beyond chance performance, and provided a better balance of false positives and false negatives. The implications for the risk assessment and domestic violence literature are discussed.  相似文献

Previous research revealed gender and racial differences in offender preferences for prison compared to alternative sanctions, in the amount of an alternative sanction offenders would serve to avoid prison, and in the severity ranking of criminal sanctions. Nevertheless, opinions of officers who supervised those clients have all but been ignored. In this study, this literature was extended by comparing perceptions of Kentucky probation and parole officers regarding the amount of alternative sanctions that offenders would serve to avoid one year of imprisonment to perceptions of the offenders whom they supervised regarding the same topic. Based on analysis of data from an electronic survey of approximately 230 probation and parole officers and approximately 600 probationers and parolees, results suggested that there were significant differences in “exchange rates” of officers when compared to those of offenders. Justifications for these findings and their implications for correctional policy and practice are discussed.  相似文献

The purpose of this research is to examine whether inmates that have served electronic monitoring (EM) find it more punitive than offenders that have not served electronic monitoring. We asked a sample of 1194 inmates currently incarcerated in a Midwestern state to estimate exchange rates of electronic monitoring over prison by rating how many months of EM they would serve to avoid 12 months in prison. The results indicate that inmates view EM as less punitive than prison and that monitored offenders find EM more punitive than unmonitored offenders. Additionally, black inmates were more likely to have served EM than white inmates and older inmates find EM more punitive than younger inmates. Previously monitored offenders report that they will be less likely to rely on family and friends upon release from prison. These results suggest that EM is perceived as a punitive sanction by those that have experienced it. Furthermore, racial differences uncovered here may help explain why minorities view alternative sanctions as particularly punitive and may also partially explain why the experience of EM may negatively impact family relationship among those that have served EM.  相似文献

This study employed a type of quasi-experimental research design that compared a sample of offenders who underwent community supervision (HotSpot) with a matched sample of offenders who underwent “normal” probation supervision (presample) in Maryland. In addition to examining the recidivism pattern of both offender groups, specific attention was also devoted to the potential inhibiting effects of social bonds. Twelve months of recidivism information was collected to include both rearrest and technical violations. Results suggested that the survival distribution (for both rearrest and technical violation) of HotSpot probationers was not significantly different from the survival distribution for pre-HotSpot probationers. In addition, probationer's level of “stakes in conformity” served to inhibit both measures of recidivism, suggesting that offenders with more social bonds were less likely to incur a rearrest or citation for a technical violation. Theoretical and policy implications are highlighted, as are directions for future research.  相似文献

In an attempt to better understand sexual offenders, this study with the aid of a genogram utilizing a grounded theory approach examined the experiences of three generations of incarcerated sexual offenders. The offenders in this study described experiences characterizing a continuum of failure to control their own criminal offences and perpetuity of their chronic conduct despite its serious consequences including imprisonment. One implication of those findings is that some incarcerated chronic sexual offenders possess a predisposition towards a sexual addiction and accordingly, a biological inheritance and environmental factors contribute to their conduct. Therefore, it is recommended for correctional systems including supervisory care that mandatory treatment within a medical model of confinement as opposed to a punitive model be established in order to curve recidivism and victimization levels. A longitudinal study should be conducted consisting of family members who are violent sexual offenders.  相似文献

Florida law allows judges to withhold adjudication of guilt for persons who have either pled guilty or been found guilty of a felony. This provision may apply only to persons who will be sentenced to probation, and it allows such individuals to retain all civil rights and to truthfully assert they had not been convicted of a felony. This paper examines the effects of race and Hispanic ethnicity on the withholding of adjudication for 91,477 males sentenced to probation in Florida between 1999 and 2002. Hierarchical Generalized Linear Modeling is used to assess the direct effects of defendant attributes as well as the cross‐level interactions between race, ethnicity and community level indicators of threat, such as percentage black and Hispanic and concentrated disadvantage. Our results show that Hispanics and blacks are significantly less likely to have adjudication withheld when other individual and community level factors are controlled. This effect is especially pronounced for blacks and for drug offenders. Cross‐level interactions show that concentrated disadvantage has a substantial effect on the adjudication withheld outcome for both black and Hispanic defendants. The implications of these results for the conceptualization of racial/ethnic threat at the individual, situational and social levels are discussed.  相似文献

The determinants of recidivism are increasingly becoming the focus of public concern. This study explores the relative effect of type of intervention, offender characteristics, and type of incident offense on time to a petition to revoke probation and time to a probation revocation. Our analysis of intervention effects includes both parametric and nonparametric estimation procedures. Estimating five distributional forms of survival and a proportional hazard model for each measure of recidivism, the analysis indicates no difference in the effect of a program of drug monitoring and treatment, compared to drug monitoring only, for either of the two measures of recidivism. In addition, findings indicate that younger offenders and African American offenders have a shorter time to a petition to revoke probation. We also found a reduced time to failure for a probation revocation for African American offenders and offenders with a prior arrest record. Our findings offer empirical support for a reconsideration of the type of intervention effective in deterring offenders while on probation.  相似文献

Abstract

The research seeks to identify the most common problem areas and associated treatment needs of incarcerated and recently released offenders, to determine the importance of prison-based treatment and to assess the motivation of offenders towards treatment. Interviews were scheduled with representatives of three participant categories: drug-involved incarcerated offenders (n=18), recently released prisoners (n=15) and treatment staff members (n=18), resulting in 1971 statements. Using the qualitative software package WinMAX98, these expressions were categorized in a tree structure, after a codification process of the raw material. The results suggest that there is a difference in opinion between offenders and service providers with regard to the most important problems related to incarceration and re-entry. The findings further indicate that released offenders struggle more often than incarcerated offenders with problems concerning their psychological status. Therefore, the need for continuous through-care and aftercare is apparent, as is the necessity to assess the participants’ support expectancies and their individual needs. Motivating offenders to take part in (prison-based) treatment initiatives and aftercare is a major challenge, which can be accomplished by cooperation and partnerships between the criminal justice system and community-based treatment providers.  相似文献

The central issue of this study involves determining whether the deviant is merely a passive recipient of a deviant label or if he is able to actively influence the labeling process. It is found that sex offenders who admit at least some involvement in deviant sexual activities stand a greater chance of being recommended for probation than these who deny involvement, but only if the offense does not contain certain features, e.g., force or pregnancy of the victim, which would normally preclude considering probation. The criminal justice system contains within it some means for allowing offenders to negotiate some of the consequences of conviction.  相似文献

Purpose. The release on licence of prisoners who have committed serious violent and/or sexual offences requires rigorous risk assessment and risk management. This study evaluates the ADViSOR project, designed to examine the contribution of prison behaviour monitoring to community supervision of a sample of the highest risk offenders released in England and Wales under Multi‐Agency Public Protection Arrangements (MAPPA). Method. The offence‐related behaviour of a total group (n= 25) of MAPPA prisoners in one prison, due for release in the following year to two adjacent probation trust areas, was monitored. Their behaviours in the community were followed up for 1 year. A comparison group (n= 36) was formed of the total number of MAPPA prisoners released from prisons nationally to the same two probation trusts. Results. The frequencies of ADViSOR negative behaviours in prison and the community were strongly correlated, rs (25) = .55, p= .004, as were positive behaviours, rs (25) = .56, p= .004. No statistically significant correlations were found either under usual MAPPA processes in the ADViSOR prison or comparison group prisons. The frequency of ADViSOR negative behaviours statistically significantly predicted, with 92% accuracy, the offenders who would reoffend or be recalled to prison (n= 8). Statistically significant similarities in types of behaviour were also identified. Conclusion. Results are discussed in terms of the contribution of behavioural monitoring to risk prediction with high‐risk offenders, consistency of cross‐situational behaviours, and implications for policy and practice.  相似文献

There is considerable evidence that neurocognitive deficits are frequent among incarcerated offenders. However, current correctional programming does not directly seek to remediate deficits in offenders’ neurocognitive deficits. In this pilot project, we sought to treat neurocognitive deficits in incarcerated Portuguese adult women offenders (n?=?28) using cognitive remediation to target cognitive flexibility, memory, and planning. Statistically significant positive changes, with medium to large effect sizes, were discovered across several neurocognitive domains, including attention, speed of processing, verbal learning and memory, cognitive flexibility, and planning. We also found a decrease in the negative emotional states of depression, anxiety, tension/stress, and on disturbed behavior in prison. Cognitive remediation has the potential to enhance the neurocognitive functioning of incarcerated women. Controlled research is needed to establish cognitive remediation fully as an intervention for the treatment of neurocognitive deficits of incarcerated women.  相似文献

The central question we address in this article is whether participation in court-ordered drug treatment programs reduces future criminal involvement among convicted property offenders who have a history of drug abuse. Using a national sample of male property offenders sentenced to felony probation, we analyze drug treatment experience on probationers’ recidivism rates by employing proportional hazards techniques. Results indicate that how successful white men are in completing courtordered drug treatment programs has no significant effect on their recidivism rates. However, AfricanAmerican and Hispanic men who satisfy the expectations of their drug treatment programs are significantly less likely to be rearrested. Overall, our findings support the contention that drug treatment reduces further criminal behavior among men on probation for felony property offenses. Thus, we recommend that court service personnel strive to provide drug treatment programs for property offenders with a history of drug abuse and that supervisors closely monitor probationers’ activities while in treatment to assure lower rates of recidivism. Ethnic minority youths are over-represented in the juvenile justice system in Western societies. However, research on the nature of crime committed by these youths is lacking. In the present study, offending patterns of incarcerated native Dutch adolescents and adolescents of Moroccan origin were compared. Criminal record data were used to examine the offence history of 291 incarcerated adolescents. Offender types were determined through latent class analysis. Adolescents of Moroccan origin were incarcerated more often, for more offences and at a younger age than native Dutch adolescents. A four-class model of offender types was found: property offenders, violent offenders, sexual offenders and arsonists. Property offenders were mainly Moroccan adolescents, the other offender types consisted predominantly of native Dutch adolescents. Moroccan adolescents in pre-trial arrest in the Netherlands can be characterized as early starting offenders who persist in being incarcerated for property-based crime.  相似文献

Why are some probationers able to comply with the sentence? Why do some fail to do so? In order to answer these questions, the article examines cross-sectional data collected from a selected group of Chinese offenders who were put on a one-year probation sentence in Hong Kong. It, in particular, aims at identifying the relative effects of four types of predictors, namely demographic, socio-economic, criminal history and probation intervention, on the probation outcome. For the purpose of this study, the probation outcome is the self-report data of the probationer at the end of the sentence. Logistic regression analyses revealed that self-reported reoffending was significantly related to peer involvement in criminal activities and triad association, a previous probation sentence, a urine test requirement and the offenders’ positive view of probation officers.  相似文献

Abstract

Since the early 1990s, many states in the USA have attempted to control sexual offending and, more narrowly, sexual recidivism by implementing longer prison sentences for sex crimes, sex offender registration and notification, residency restrictions, involuntary civil commitment and lifetime probation and parole. The early 1990s also marked the beginning of a decline in official rates of sexual offending, including sexual recidivism. This study reviews recent research conducted on Minnesota sex offenders in an effort to identify which policies, programmes and practices might have contributed to the drop in sexual recidivism rates that have been observed over the last few decades. By assessing what has, and has not, worked with Minnesota sex offenders, this study discusses how lessons learned from the Minnesota experience may apply to broader efforts within the USA and abroad to control sexual offending.  相似文献

‘Citizenship’ is a structured probation supervision program based on ‘what works’ principles, designed for offenders on community orders or licenses supervised within the UK National Probation Service. The program was evaluated using survival analysis comparing the reconvictions of a cohort of all offenders in one probation area eligible for Citizenship over a 2-year period (n = 3,819) with those of a retrospective cohort of all eligible offenders in the same probation area receiving ‘traditional’ probation supervision (n = 2,110), controlling for risk related factors. At the 2-year stage, 50% of offenders in the comparison group had reoffended compared to 41% in the experimental group, and the difference between the survival curves was statistically significant. The hazard ratio was 0.69, which represents a 31% reduction in reconvictions in the experimental group over the proportion in the comparison group at any given time. Time to violation of a supervision order or post custody license was also statistically significantly longer in the experimental group. A key element of the program, promoting contact with community support agencies, was statistically significantly related to reduced reoffending in the Citizenship group. The overall effects remained after controlling for differences in risk scores although effectiveness varied by risk level. Contrary to other ‘what works’ research findings, the program was found to be most effective across the low–medium and medium–high risk thresholds, and was not effective with the highest risk group. This difference can be explained and is discussed in terms of risk, need, and responsivity principles. The Citizenship program was found to be cost-beneficial.  相似文献
