This article studies materials published in the Bonyad Monthly, a journal sponsored by the Pahlavi state. It was published for two years (1977–78), just prior to the 1979 Revolution in Iran. Bonyad Monthly’s mission was to engage in the ongoing intellectual debates at the time in Iran’s encounter with modernity. It primarily published articles, interviews and translations, with the aim of exposing the cultural and moral perils of modern western culture. The writers of Bonyad Monthly cast the modern world as morally soulless, culturally debased, politically imperial and arrogant. The Journal also depicted Iranian culture as the mirror image of the modern west, and part of the rising “Eastern spiritual” resurrection. More specifically, Bonyad Monthly helped invert and de-politicize the notion of Gharbzadegi (Westoxification). The Gharbzadegi discourse, a powerful rhetorical device, had been used by oppositional intellectuals to condemn the Pahlavi modernization programme. It was now ironically claimed by the Pahlavi state and used to craft a new state-sponsored anti-modern ideology. This signified a major ideological turning point for the modernizing state in Iran. The editor and writers of Bonyad Monthly were influenced by a broader anti-modernist current around the Pahlavi State. Very prominent scholars such as Henry Corbin, Ahmad Fardid, Hussein Nasr and Ehsan Naraghi articulated anti-modernist ideas, calling for the return to Persian and Islamic spiritual identity. This article discusses the ironies and complexities of a modernizing state imagining itself as the champion of anti-modern ideas and traditions.  相似文献

ABSTRACT

Thailand’s civil society has contributed to the country’s democratic regression. Underlying this political position are redefined meanings of democracy. This article seeks to shed light on these intriguing positions and processes by exploring the democratic discourses that prevail in Thailand’s civil society and their implications. The article does this by using a case study of a network of development actors associated with a public and influential Community Organisation Development Institution (CODI) organisation. It is found that democratic discourses are associated with a preoccupation with the sense of collective identity, defined through civil society’s communitarian vision. This preoccupation influenced their political emphasis on promoting “collective virtues.” It is argued that these discourses limit the democratic potential of Thailand’s civil society in a number of ways. First, they facilitate the building of connections between civil society and conservative elites. Second, the discourses endow civil society with an organisational culture that puts emphasis on promoting the roles of “good people” who are mostly selected by those at the top of the civil society organisations that are hierarchical.  相似文献

Using exceptionally rich qualitative data coming from the FP7 EUCROSS project on the ‘Europeanization of the Everyday Life’, this paper focuses on high-skilled and highly transnational Turkish migrants who reside in the UK, Romania and Italy. The article analyses participants’ discursive constructions of Europe and Europeanness and shows how specific images and symbols of Europe and Turkey influence their own relationship to Europe. We argue that understanding Turkish migrants’ identification with Europe requires a comprehensive analysis of the development of a Westernization discourse in Turkey that has framed people’s identities. This discourse symbolizes the desire for being part of the Western world, and especially Western Europe, but, at the same time, the fear of being dominated by the very same world. We show that we need to grasp the values, images, symbols and discourses that underline transnational practices to understand the making of European identity among migrants.  相似文献

Abstract

The article compares the EU accession discourses, during the 2002, 2007 and 2011 elections, of Turkey’s governing Justice and Development Party (AKP) with those of the two main opposition parties, the Republican People’s Party (CHP) and the Nationalist Action Party (MHP), tracking the continuities and shifts in their discourses. In the light of Habermas’s distinction between pragmatic, ethical and moral justifications, the discourses are analysed on the basis of three explanatory logics – interests, rights and identity – by means of a theoretically guided qualitative content analysis of the election manifestos of these three political parties. These logics, emerging and shifting in line with periodical dynamics, have been instrumental to varying degrees in the discourses of Turkey’s political elites.  相似文献

The surge of environmental protest in Turkey has been interpreted as ‘above politics’ activism that strengthens civil society, fosters alternative expressions of identity, and creates new forms of agency outside the state. This article contends that any analysis of the way environmentalism unfolds in Turkey must take into account identity dynamics and the power the state has over these dynamics. Environmental activism seldom remains purely ‘issue-based’, despite the claims and desires of many activists themselves that their protests be ‘above politics’ as a ‘people’s movement’. Drawing on ethnographic and other methods in the study of environmental protest against a gas power plant on the Black Sea coast, this article shows how activists are caught in a dilemma which forces them to tread very carefully if they are to avoid accusations of being separatists or betrayers of the fatherland. Thus, environmental conflicts in Turkey can only be understood within the context of national identity- and party-politics.  相似文献

The school and the teacher give rise to different images and sets of meaning. Locating schools is a technique of government and teachers are supposed to act as mediators between state and society. But teachers are also local intellectuals and have actively engaged in discourses of dissent and challenges to the state. This article explores the changing identity, situation and representation of provincial schoolteachers in post‐conflict Andean Peru. It draws on material from Tarma province to debate the extent to which the former racist “social order”, upheld by school and teacher, has been destabilised and superseded.  相似文献

This article analyses the critique of militaristic geopolitical worldviews in two novels by Martín Kohan (Dos veces junio, 2002 and Ciencias morales, 2007). Drawing on ‘everyday nationalism’ and the insights of feminist geopolitics, it explores these novels' use of space and gendered violence to present Argentina's 1976–1983 dictatorship and the Falklands/Malvinas war as unexceptional manifestations of the relationship between the state and its citizens. This reading foregrounds Kohan's emphasis on the origins and consequences of national identity discourses, framed as powerful narratives capable of generating a vision of the nation-state that privileges the security of borders over bodies.  相似文献

Nationalism in various forms has been a fixture of modern Chinese politics and society; however, its form has changed and over the past decade or so, the CCP has begun to appropriate China’s cultural nationalism through its extensive use of propaganda and by other less nefarious methods. This paradigm shift embodies the deliberate manoeuvring that state nationalism is exerting on cultural symbols, concepts and legacies in China. Through imagery and emotionally laden political marketing that favour Party policy and rule, this form of nationalism surreptitiously caters to the cultural tastes of, and appeals to, the emerging middle class of contemporary Chinese society. It is a more nuanced and creative type of propaganda. Using the 2009 China Central Television (CCTV) Moon Festival (Mid-Autumn Festival) Gala as a case study, this paper examines Party-state appropriations of cultural nationalism. The Gala is a rich reservoir of moon-inspired traditional Chinese cultural elements, and the intriguing manoeuvring of these culturally bound images and iconography signifies a new propaganda strategy that combines poetic nostalgia, poignant romance and abstract philosophical pursuit, through which cultural elements are skilfully woven into a patriotic and nationalist appeal. These traditional cultural signifiers, illusions and fantasies serve the Party’s political aims as it attempt to reinforce its legitimacy by forging a culturally bound national identity.  相似文献

This article examines the nature and type of women’s activism before, during, and after Uruguay’s dictatorship, arguing that advocacy during the latter part of the country’s military rule paved the way for an increased role for women in society after democracy was restored. Focusing on the female-led movement to place the 1986 Ley de Caducidad (Law of Expiry or amnesty law) before a national referendum, it analyzes how women marshaled a gendered identity that had been effective in campaigning against the military. Through examining connections between earlier women’s movements and the 1980s, the article explores how challenging a key piece of legislation in the recently restored democratic environment ultimately forged a new era of activism for women in post-authoritarian Uruguay. The article ultimately rethinks the process of Uruguay’s transition, the continual negotiations over what is included in human rights discourse, and the importance of gendered activism in transitional societies.  相似文献

ABSTRACT

After 1999, democratization, normalization and Europeanization were the key processes through which Kosovo’s final political status was expected to take shape. All three processes, however, were guided by the stability paradigm. Though Kosovo cannot be categorized as a typical authoritarian state, its political leaders have openly displayed illiberal tendencies, governing in an unaccountable manner and utilizing public assets for their private gain. In the period from 1999 to 2008, while UNMIK’s approach was based on maintaining stability instead of democratization, a soft competitive authoritarianism began to emerge incrementally. In its first decade of independence, Kosovo’s statehood remained internationally disputed, whereas its governance culture was characterized by a lack of internal accountability, which is a key component of the soft competitive authoritarianism in the country. Thus, the negative trajectory of political developments did not change even after the deployment of EULEX and the 2008 declaration of independence. This article analyses the development of authoritarian and illiberal tendencies in Kosovo and suggests that the democratization and Europeanization discourses served to conceal soft competitive authoritarian practices in Kosovo.  相似文献

Throughout her time as a concert singer in 1960s America Miriam Makeba was promoted as the embodied voice of a sonic, imagined Africa. Where her white audiences were attracted to the complete ‘‘otherness’’ of her African blackness, her black American audiences saw themselves – or imagined versions of themselves – put on stage, and built solidarities between their own struggle and the struggle against apartheid. In this essay, I argue that the discourses that followed Makeba’s voice and body reflected the evolving attitudes of America towards Africa, and, through Africa, its contradictory relationship to its own African American citizens. Makeba played on these discourses to craft a political and musical identity in solidarity with black and diasporic causes. This identity, embodied in the persona of ‘‘Mama Africa,’’ allowed Makeba the flexibility to speak to and for her fellow (South) Africans with cultural authority. By joining the oft-opposed positions of ‘‘Africa’’ and ‘‘The World,’’ Makeba became what I’m calling an African Cosmopolitan.  相似文献

This article will attempt to develop an in-depth examination of the pivotal role of Islam in the articulation of Turkish nationalism and Turkish official identity by examining the sermons authorized and imposed by the Presidency of Religious Affairs (PRA), the state agency regulating religion, and how the their cosmologies of social, moral and political order are entwined. We will further argue that this role involves a twofold process; firstly, the Muslim identity was imagined as a prerequisite for being considered as a Turk and a Turkish citizen and, secondly, the ‘cultural intimacy’ of Turkish nationalism is grounded on the ‘root paradigms’ inherited and attained from the Islamic tradition and theology. These arguments are particularly pertinent at a time when Islamist JDP (Justice and Development Party) consolidated its power and began to instrumentalize PRA for its priorities and visions of Islam. This, however, does not bring a radical reshuffling of PRA. On the contrary, the continuity from the Kemalist-monitored PRA to the JDP-monitored PRA can be attested not only in its organizational features but also in its ideological make up; especially in terms of its perceptions of society, state and social order.  相似文献

This article is about civil society and state-centred struggles in contemporary Zimbabwe. I first identify and outline three current understandings of civil society. Two understandings (one Liberal, one Radical) are state-centric and exist firmly within the logic of state discourses and state politics. A third understanding, also Radical, is society-centric and speaks about politics existing at a distance from the state and possibly beyond the boundaries of civil society. This civil society-state discussion frames the second section of the article, which looks specifically at Zimbabwe. It details civil society as contested terrain (from the late 1990s onwards) within the context of a scholarly debate about agrarian transformation and political change. This debate, which reproduces (in theoretical garb) the key political society (or party) fault-lines within Zimbabwean society, has taken place primarily within the restricted confines of state-centred discourses.  相似文献

In this article we attempt to examine what has happened to the Civic Culture paradigm in the past 50 years with particular focus on Germany. We first discuss the impact of the research and its core findings for the Federal Republic. Second, we focus on the issue of ‘inner unity’. Third, we present data on the development of unified Germany's political culture since the 1990 unification. We examine the influence over time of the major explanatory variables that have been central to post-unification culture research: socialisation or the effect of the socialist past, the contrasting economic experiences of both regions during the early decades of their democratic existence and the role of identity politics in shaping each region's view of each other. Finally, this article contends that in spite of the cultural differences there is a consensus on the institutions, processes and values of political democracy in the unified Republic.  相似文献

This article examines the role of corporate identity in Iran’s foreign policy making. Drawing on interviews with Iranian stakeholders and an analysis of Iran’s political developments, this article surveys the three key elements of Iranian nationalism that shape Iranian foreign policy: Iranism, Islam and Shi’ism. This article finds that each of these is crucial in explaining the apparent contradictions in the approaches of several significant Iranian leaders, especially in cases where Iranism collides with religious values. By highlighting how each component is at once unique but still intrinsically linked to the others, this article demonstrates how Iran’s foreign policy choices can be understood in relation to its corporate identity.  相似文献

The Levantamiento Indígena of 1990 was a defining moment in the advancement of indigenous politics in Ecuador. Following the uprising of 1990, scholars have paid close attention to the politics of identity and indigenous representation in Ecuador with the main focus being placed on the highland and Amazonian regions of the country. Based on fieldwork conducted in Ecuador's Manabí province, this article provides preliminary insight into the growth of an indigenous discourse on the Ecuadorian coast. I focus on the process of re‐indigenisation in the coastal community of Macaboa. This research is significant because while a great deal of scholarly attention has been paid to indigenous movements in Ecuador's highland and Amazonian regions, indigenous politics on the coast have gone largely unnoticed. The case outlined in this article is emblematic of the shifting nature of identity and the way in which ethnic discourses are increasingly being adopted by marginalised groups in their attempts to negotiate with the state.  相似文献

Abstract

This article explores the role of education, in particular citizenship education, in shaping the Singapore electorate. An understanding of the history of citizenship education helps to shed light on the contemporary political culture in Singapore. The extent to which democratic citizenship education has been taught in schools since 1958 is explored. Singapore’s citizenship education has consistently stressed the duties and responsibilities of citizenship, patriotism, national identity and moral values—with the goal of nation-building and legitimising the People’s Action Party state. This reflective historical piece on Singapore’s educational history adds a relatively unexplored facet to the discussions on the general election 2015 results as well as Singapore’s subsequent political development. The results of the 2015 general election in Singapore, seen in this light, are not so surprising, as they reflect the success of the state’s citizenship education in shaping the current political culture.  相似文献

The developmental state literature emphasises the importance of state autonomy and capacity, with a particular focus on a Weberian type of meritocratic bureaucracy. Existing studies of South Korea’s economic development generally credit Park Chung-hee for establishing such a state. This article questions this assessment with careful process tracing of the development of a meritocratic bureaucracy in the country. The findings suggest that the contrast between the predatory Rhee regime (1948–1960) and the developmental Park regime (1961–1979) has been exaggerated. Meritocracy in South Korea’s bureaucratic recruitment and promotion systems developed gradually over several decades, including during Rhee’s regime as well as the short democratic episode (1960–1961). What then explains the evolution of a developmental state in Korea? This article suggests that land reform contributed to not only creating social structural conditions favourable to state autonomy but also promoting the development of a meritocratic bureaucracy by propelling rapid expansion of education and by mitigating the extent of political clientelism.  相似文献

This article seeks to interrogate the idea of “race,” nation, and multiculturalism in Malaysia from the perspective of cultural studies, in particular that of cultural translation and postcolonial theory. It employs the concept of cultural translation to examine the processes of cultural change and transfer both from the perspective of state policies and nationalistic discourses as well as the discourses and practices of the people. The central idea is to argue for a more flexible understanding of race identities in the move toward a conceptualizing of Malaysian-ness as a national and cultural identity that takes into account the social practices and experiences, imaginings, and expressions of the people. A reading of Yasmin Ahmad's film Sepet lends credence to the article's assertions about the emergence of trans-racial identities on the ground that contest the pedagogic stability of state-defined race identities. The article enters debates on the politics of race and identity in Malaysia through the controversial state-initiated concept of Bangsa Malaysia, which it here advances as an alternative model of multiculturalism and national belonging that effectively displaces the National Culture Policy as well as other hegemonic cultural formulations and political constructions.  相似文献
