Recent processes of political decentralisation and the parallel movements asserting indigenous identity and autochthony have led to a resurgence of academic interest in ‘traditional’ and local forms of leadership and authority. Based on ethnographic research on the hirimu age-set system and related forms of traditional authority in the Zanzibari village of Jongowe, this article explores how these systems rooted in local history and identity are mitigated by contemporary national and international political circumstances. By examining how ‘traditional’ systems both create and circumscribe space for gendered expressions of power and how they work with the emerging forms of non-governmental organisation characteristic of contemporary development, the article considers how these dynamic local systems of governance maintain their legitimacy through both association with the past and engagement with contemporary politics. It argues for an understanding of ‘traditional authority’ that expands beyond hereditary leadership positions, and suggests that such forms of power, though embedded in historical collective identity, are expressions of contemporary forms of governance. 相似文献

AbstractFollowing the corruption scandals of the early 1990s, the birth of the electoral coalition led by Silvio Berlusconi, and its occupation of government in 1994, 2001 and 2008, was interpreted by many as a sign of a new era of success for the Italian centre-right. Yet, after narrowly losing the 2013 national elections, the centre-right appears to have fallen into a political abyss. While opinion polls suggest that its potential electorate is still wide, the former allies that made up the coalition have been fragmented and weakened by a series of splits, leaving the centre-right divided into a more moderate component and an openly populist one. The centre-right’s old ruling elites have lost credibility, but the new younger leaders, like Matteo Salvini and Giorgia Meloni, are not able to re-unify the former coalition. The centre-right has been riven by several factors that explain its difficulties during the decade of the economic crisis: the personalisation of its leadership, factionalism, a divergence of programmes, a failure of institutionalisation and ongoing corruption and legal problems. This article provides an overview of People’s Republic of China (PRC) counter-terrorism policies targeting Uyghurs since 2001 when the state first asserted that it faced a terrorist threat from this population. In reviewing these policies and their impact, it suggests that the state has gradually isolated and excluded Uyghurs from PRC society. Drawing on the writings of Michael Foucault, it articulates this gradual exclusion of Uyghurs as an expression of biopolitics where the Uyghur people as a whole have come to symbolize an almost biological threat to society that must be quarantined through surveillance, punishment, and detention. Rather than suggesting that these impacts of China’s “war on terror” coincide with the intent of state policy, the article argues that they are inevitable outcomes of labeling a given ethnic population as a terrorist threat in the age of the Global War on Terror. 相似文献

This article examines the virtually unexplored topic of the Baha'i religious minority in Israel's early statehood period based mainly on primary source documentation. It will be argued that while the number of Persian Baha'is in Israel after 1948 was minuscule — even smaller than the similarly minuscule Circassian and Armenian populations — the non-Arab and non-Muslim identity of the Baha'is, the lack of any historical antagonism between the Baha'is and the Jews, a shared history of marginalization in the modern Middle East, the Baha'is' principled commitment to non-violence as a basic tenet of their religious faith, their complete neutrality leading up to and including the 1948 War, (and their support for Jewish statehood after it), their lack of proselytizing in the state of Israel, and the fact that nearly all of their high-ranking administrators in post-independence Israel hailed from the United States — whose support Israel sought — led the state to cultivate this minority to a degree few other minorities experienced in post 1948 Israel. A study of the flight and return of most (excommunicated) Baha'i adherents during and after the 1948 War, respectively, will form part of a separate, forthcoming article. 相似文献

The relations of the Bedouins with the Jewish population during the War of Independence were very complex. The Bedouins were both opponents and friends. Bedouin groups helped the Jews in their struggle against the Palestinian national movement and against the Arab armies like Arab-al-Hib. Before the foundation of the state, these Bedouins had already participated in the protection of the security of the Jewish population. They supplied intelligence on events of the Arab and Palestinian sides, and also fought by the side of the Jews in the War of Independence, but at that time other groups joined the Palestinian national movement and took part in the struggle against the Jewish population, more so after the declaration of the partition plan in the United Nations. Subsequently, Bedouin fighting gangs were established and they joined the Palestinian struggle with the Jewish population. The Bedouin positions during the war had implications for their fate in the State of Israel. The War of Independence allowed a significant part of the Bedouin tribes to escape to the neighbouring Arab states – Lebanon, Syria, and Jordan. Many of the Bedouin tribes that escaped did so as they were connected with fighting with the Arab gangs and the Arab Liberation Army. The Bedouins who were in the Zionist camp during the war or who adopted a neutral position stayed in the territory of the borders of the State of Israel. 相似文献

This paper addresses an aspect of British policy in the Trucial States that has received scant scholarly attention. It examines British attempts to promote economic and social development in the Trucial States, and places this policy within the context of British attitudes towards the economic development of the colonial empire. During the 1950s Britain's interest in the Arabian Peninsula expanded, in notable contrast with the rest of the Middle East. One aspect of this expanded role was British efforts to improve the economic and social conditions prior to the discovery of oil in Abu Dhabi in 1958. British officials on the ground were concerned to improve the lot of the population of these impoverished shaikhdoms for a combination of political and strategic and ethical reasons. This article shows that attempts to introduce a modicum of economic and social development in the Trucial States were hindered by the Treasury's refusal to provide adequate funds, and because of inherent problems in finding suitable development projects. Nonetheless, the plans put in place during the 1950s did provide the foundations for subsequent development programmes, which, in turn, drastically expanded as a result of oil wealth. 相似文献

The American University of Beirut's emergence as a hub of Arab national and cultural identity in the first half of the twentieth century has been well documented by historians. The simultaneous Zionist presence on campus has been largely overlooked. Zionist ideas were predominantly promoted by Palestinian Jewish students who formed a small but vocal minority at AUB prior to 1948. Faculty and non-Jewish students also regularly collaborated with and traveled to Zionist institutions in Palestine for academic, athletic, and leisure purposes. For Arab students on campus, therefore, Zionism was not an abstract concept, but rather a national identity embodied by fellow classmates and friends on campus. As the conflict in Palestine increased in the 1930s and 1940s, so too did political activism and tensions on campus between Zionist and Arab nationalist students. This article analyzes this unique period of exchange, collaboration, and friction at AUB, which came to a swift end with the outbreak of the 1948 War. By focusing on the interactions between Arab and Zionist Jewish students at AUB, I seek to extend the ‘relational’ approach towards Jewish-Arab contact beyond Palestine's borders. 相似文献

The EU accession process reveals a series of paradoxes, which are not merely indicative of the complexity of Turkey's state–religion relations in general but also point to how the Justice and Development Party (JDP) government portrays controversies such as the Sunni–Alevi divide. The religious cleavages in Turkey have become Europeanized and found expression in the European political and legal structures. The Alevis have been one of the groups most affected by this issue partly because of their heterodox and transnational religious identity and partly as a result of their links with secularist political sectors. The paper underlines a dilemma of current Turkish politics. The case of the Alevis shows that the regime's current transformation undermines its basis through exclusion. The JDP's political strategy, focusing on the effective control of the mainstream Sunni base, does not willingly accept or tolerate the autonomy of some civil society groups, including the Alevis. 相似文献

In the spring of 2014, some anti-Maidan protestors in southeast Ukraine, in alliance with activists from Russia, agitated for the creation of a large separatist entity on Ukrainian territory. These efforts sought to revive a historic region called Novorossiya (“New Russia”) on the northern shores of the Black Sea that was created by Russian imperial colonizers. In public remarks, Vladimir Putin cited Novorossiya as a historic and contemporary home of a two-part interest group, ethnic Russian and Russian-speaking Ukrainians, supposedly under threat in Ukraine. Anti-Maidan agitation in Ukraine gave way to outright secession in April 2014, as armed rebel groups established the Donetsk People’s Republic and Luhans’k People’s Republic on parts of the eponymous Ukrainian oblasts. Rebel leaders aspired to create a renewed Novorossiya that incorporated all of eastern and southern Ukraine from Kharkiv to Odesa oblasts. To examine the level of support for this secessionist imaginary in the targeted oblasts, our large scientific poll in December 2014 revealed the Novorossiya project had minority support, between 20 and 25% of the population. About half of the sample believed that the concept of Novorossiya was a “historical myth” and that its resuscitation and promotion was the result of “Russian political technologies.” Analysis of the responses by socio-demographic categories indicated that for ethnic Russians, residents of the oblasts of Kharkiv and Odesa, for older and poorer residents, and especially for those who retain a nostalgic positive opinion about the Soviet Union, the motivations and aims of the Novorossiya project had significant support. 相似文献

This article engages with and contributes to a nascent debate on state-sponsored militias by way of an analysis of the formation and deployment of the Syrian regime’s National Defence Force (NDF). This militia emerged from the regime’s rich repertoire in outsourcing violence and allowing ‘heterarchical orders’ to serve regime maintenance purposes at home and abroad. During the Syrian war (2011–…), the key rationale for using such militias is primarily to address manpower shortages. For an important but limited period, the NDF served this goal well as it contributed to the regime’s military advances. The regime’s devolution of its violence to militias including the NDF brought about a sharp contraction of its ‘stateness’ but this did not constitute ‘state failure’ or its collapse. In this context, the regime’s elaborate measures to manage or counter the risks and downsides of deploying non-state militias such as the NDF underscore its general adaptability in its authoritarian governance. 相似文献

The 2014 elections for the European Parliament (EP) witnessed a novel procedure: the lead candidate (or Spitzenkandidaten) procedure, which was to (and did in fact) link the polling results to the nomination of the new European Commission President. This article investigates the procedure’s historical background from a long-term parliamentary perspective. It points out that there were three factors or developments that explain its introduction: the EP’s assertive political culture, increasing attention for the EP’s representative function and the support of prominent political actors who were able to make a difference. 相似文献

Student youth have been at the centre of social and political unrest in the Middle East since the era of reforms under the Ottoman Empire. However, although nationalist and revolutionary leaders encouraged students to actively participate in politics ‘for the sake of the nation’ during the first half of the twentieth century, revolutionary regimes progressively sought to ‘depoliticise’ them, once again ‘for the sake of the nation’, throughout the second half of the century. This article assesses the motives, significance and implications of Germany's participation in the 1999 Kosovo War. This was all the more remarkable, because it took place under a Red–Green government and was not legitimised by a UN mandate. Events in Kosovo forced the new government to choose between two foreign policy articles of faith of the German Left: ‘nie wieder Krieg’ (‘never again war’) and ‘nie wieder Auschwitz’ (‘never again Auschwitz’). The government tried to ease this dilemma by flanking its participation in the war with intensive efforts to secure a negotiated settlement of the crisis involving Russia. Despite its participation in the war, Germany remains a ‘civilian power’, as it is committed to deploying military force strictly multilaterally. Kosovo shows that it has become a normal ‘civilian power’, comparable to other mature democracies in the Euro-Atlantic community. 相似文献

AbstractIn the early morning of 3 August 2014, Islamic State of Iraq and Syria (ISIS) attacked the Sinjar district in the vicinity of Mosul. The area was largely under the control of Kurdish forces at the time, especially those associated with the Kurdistan Democratic Party (KDP). Those forces could not defend the district and ISIS was able to take control of the area. Consequently, a considerable number of Yazidi people were killed or displaced, while female Yazidis were raped and kidnapped. This study, based on framing theory, attempts to explain how two major Kurdish media organizations, Rudaw, which is loyal to KDP, and the Kurdish News Network (KNN), which is loyal to the Gorran (Change) Movement, each covered the event in their news reports. By performing a content analysis of 222 news stories covering the event, the key finding of the research is that, in instances of assigning responsibility for the fall of Sinjar, political considerations are the determining factor in how the narrative was framed. Taken as part of a growing literature on media in Kurdistan, the research outlined in this article supports the conclusion that the framing of media coverage in the Kurdistan Region is subject to strong political bias and media organizations support the political narratives advanced by their political patrons, as it is the case in many other Middle Eastern countries. 相似文献

The Battle of Gökdepe (1881) is considered to be a turning point in Turkmenistan's contemporary historiography. It led to the then independent Turkmen (Akhal Tekke in this case) tribes coming under Russian control. Almost immediately after the event the battle became a controversial point of interpretation starting from Turkmen sources (rarely known to us), an immense number of Russian (mostly military) sources, up to the Soviet historians. The post-Soviet official Turkmen historiography of the event came from these foundations, but used its own mythological approach. As a result, the contemporary narrative of the Gökdepe defeat turned into a victory for the Akhal Tekke (and broadly Turkmen) nation. Additionally, this paper argues that the first and partly the second presidents of Turkmenistan incorporated the battle into their own personality cults, a fact which is still specific to the Central Asian context, albeit not unique in world history. In particular, the first president usurped the myth and connected it with his own historical narrative. The second president continues this in the frames of the already settled political culture in the country, adapting the Gökdepe myth to create his own ideological story. Therefore, the appropriation of the historical event in Turkmenistan represents a specific (albeit not unique) case of this kind and shows the way of thinking about the leader in current Turkmenistan. 相似文献
