当今,各类突发公共事件已成为构建和谐社会的重要隐患,引起了社会各界的广泛关注.认为,加强突发公共事件应急管理中的科学问题研究是我国社会经济发展过程中产生的重大现实需求,对于建立和发展富有中国特色的应急管理理论以及相应的学科体系具有重要的科学意义;在此基础上,将突发公共事件应急管理中的科学问题归纳为突发公共事件应急管理体系建设战略研究、典型突发公共事件危机/灾害的机理机制研究、突发公共事件的监测预警研究、应急资源管理理论与技术研究、突发公共事件的认知与决策行为研究、突发公共事件的模拟仿真研究、突发公共事件的应急管理系统研究以及突发公共事件的后评估与重建研究,并对其研究现状和发展趋势进行了扼要的回顾和展望;最后建议国家有关部门设立重大研究计划以便加强研究力度,并就如何提炼和组织其中的科学问题提出了一些建议,可为我国开展突发公共事件应急管理中的科学问题研究提供参考.  相似文献

This article discusses the use of rule-base technology in the administration of legislation. It first looks at determinative processes, the management of assessments of entitlement and obligations that form much of the operational work for many government agencies. It examines existing problems that agencies experience when attempting to secure accurate and consistent primary decision-making when administering complex legislation. It also examines the way in which traditional techniques for administering legislation constrain the service delivery methods open to an agency. It suggests that rule-base systems are a peculiarly appropriate technology for improving these determinative processes. It then argues that the use of rule-base systems offers two main benefits to agencies. They can improve the quality of primary decision-making and they can provide a means for dramatically widening the range of service delivery options open to an agency. Finally, the article argues that, until agencies have applications that are capable of automating complex transactions, such as the determination of entitlements, they will not be able to achieve large-scale benefits from electronic service delivery.  相似文献

This article illustrates the degree to which new areas of consensus are emerging in the implementation of civil service reforms. A crucial development in Commonwealth countries has been the change in the strategies being pursued by most governments in achieving economic growth and developmental objectives. The need to change the role of the State for improved economic efficiency is finding greater acceptance in most countries. The article highlights several common themes emerging in the introduction of civil service reform programmes with remarkable similarity about the concerns and changes taking place in very different settings. The article also identifies a set of key strategies that have emerged as major instruments for the implementation of the reform process, such as securing leadership for change, enhancing policy development capacity, improved human resource and financial management systems, establishing efficiency and quality management programmes, harnessing information technology and mobilizing external and internal advice. The article concludes that there is no unique solution and each country would need to identify key strategies drawing on experiences of other countries and keeping in view national priorities. The article hence provides a useful framework for sharing of experiences and cooperation among Commonwealth countries.  相似文献

This study examines the roles and capabilities of executive agencies in providing support services to manufacturing in Ghana and Zimbabwe. It asserts that the new roles of government during and after adjustment have not been clearly defined and are in fact more complex than running state‐owned productive enterprises. The basic shift is said to be from direct provision of goods and services to the provision of an enabling environment through support in areas such as training, information, finance, export and investment promotion and technology. Economic development is stimulated when there is a harmonious relationship between entrepreneurs and their institutional environment, much of which is provided by the state. This article concentrates upon the role of meso‐level agencies in changing incentives faced by entrepreneurs and shifting them out of unproductive activity and into productive entrepreneurship, and outlines some of the preliminary results from related research. There are several factors which influence the capabilities of agencies providing these services. Essentially they may be divided into internal and external factors. This allows the analysis to consider not only budgeting and incentive systems but also the impact of external pressures experienced by any given agency. ABSTRACT

This article explores the practice and political significance of politicians’ journeys to conflict zones. It focuses on the German example, looking at field trips to theatres of international intervention as a way of first-hand knowledge in policymaking. Paying tribute to Lisa Smirl and her work on humanitarian spaces, objects and imaginaries and on liminality in aid worker biographies, two connected arguments are developed. First, through the exploration of the routinized practices of politicians’ field trips the article shows how these journeys not only remain confined to the ‘auxiliary space’ of aid/intervention, but that it is furthermore a staged reality of this auxiliary space that most politicians experience on their journeys. The question is then asked, second, what politicians actually experience on their journeys and how their experiences relate to their policy knowledge about conflict and intervention. It is shown that political field trips enable sensory/affectual, liminoid and liminal experiences, which have functions such as authority accumulation, agenda setting, community building, and civilizing domestic politics, while at the same time reinforcing, in most cases, pre-existing conflict and intervention imaginaries.  相似文献

At a time when public sector agricultural and rural development administration is changing quite profoundly, and when farmer organizations are being asked to assume more significant roles in rural and agricultural development, in-depth analysis of these organizations is an important input into policy and programmatic discussions. This article is an analysis of one type of small farmer organization, a regional economic organization called El Ceibo in Bolivia. It is one of the most successful cases of small farmer organization around technology generation and product transformation and marketing in the Andes. El Ceibo has been able to open new markets for its products, adapt product transformation techniques appropriate for these markets, and develop technology in support of its marketing strategy. Factors favouring Ceibo's success include long-term financial and technical support from external agencies, isolated location, and a cash/export crop specialization. The impacts of Ceibo are significant, although it is not clear how far Ceibo's activities foster a more broadly based regional development in the Alto Beni area. The article also compares the strategies and impacts of economically based organizations such as El Ceibo with those of more traditional, representative and politically oriented small farmer organizations.  相似文献

The services of space-based technology have advanced for monitoring strategies, especially for studying and predicting the physical events in ecosystems. This article investigates the viability of space technology use for monitoring implementations of climate policies and, potentialities for mitigation of climate process drivers. Qualitative data were sourced through Delphi experts’ method and quantitatively analyzed. The key findings show that experts allude to the high (3.33/4) anticipatory contributions of deploying space-based systems with dedicated sensors for monitoring implementation of international climate treaties. However, while there is a very strong yes (84.44 percent) rate on the potentiality of space-based solar power for direct climate change mitigation, the feasibility of deploying such systems in the near-future (2020 to 2025) is low (1.77/4). The statistics further show that the further away the possible start-time (2040 and a 50-year horizon of 2065) for deployment of space-based solar power, the more likely it will be deployed. The article concludes that deploying satellites for monitoring and mitigating global climate change contributes significantly to climate change management efforts. Specifically, the development of space-based solar power if fast-tracked. The article also provides a conceptual framework for climate change management using space technology, which facilitates constructive discussion informing policy direction on the subject.  相似文献

Affordable housing development in suburban locales is often constrained by zoning and other municipal land-use restrictions. This article explores experiences in four states that have been recognized for exemplary interventions that address “exclusionary zoning.” Using quantitative and qualitative methods, the article examines overall production levels resulting from the specific program, the extent to which such production is occurring in locales with more White residents and more higher-income residents, and the levels of compliance with state-specified goals, where such goals exist. When possible, cross-state comparisons are provided. Although there are clear signs of progress, with municipalities increasing their affordable housing stocks and with some of this production occurring in locales that probably would not have developed such housing without such state (or county) intervention, the pace has been slow. A number of recommendations are offered for these and other states contemplating strategies to address exclusionary land-use practices.  相似文献

This article assesses the impact of export policy on 21st century United States space power. The efficacy of current export controls in preventing the proliferation of space technologies and maintaining United States advantage is evaluated. The study finds that space launch technology has been and remains highly globalized; the United States has lost significant international communications satellite market share, but it maintains a tangible lead in position, navigation, and timing systems; and the recent growth in foreign imaging systems, both radar and optical, have eroded any advantage the United States once enjoyed. Furthermore, export controls have not appreciably slowed the internationalization of space and breaking dependency on the United States is a common underlying theme. The paper goes on to highlight the unintended consequences stemming from current policy, including limiting access to advanced technology of foreign origin, limiting access to foreign-born expertise, and adding “fog” and “friction” to the execution of programs that include foreign content. This paper finds current export control policy is incongruent with 21st century space power programs and initiatives, such as Operationally Responsive Space, Coalition Space, and “Soft” Space Power. Export control reform is suggested herein on the basis of developing a trusted community of trading partners.  相似文献

The Internet provides a powerful tool for reinventing local governments. It encourages transformation from the traditional bureaucratic paradigm, which emphasizes standardization, departmentalization, and operational cost-efficiency, to the "e-government" paradigm, which emphasizes coordinated network building, external collaboration, and customer services. Based on a content analysis of city Web sites and a survey of Web development officials, this article shows that many cities are already moving toward this new paradigm. These cities have adopted "onestop shopping" and customer-oriented principles in Web design, and they emphasize external collaboration and networking in the development process rather than technocracy. The article also analyzes the socioeconomic and organizational factors that are related to cities' progressiveness in Web development and highlights future challenges in reinventing government through Internet technology.  相似文献

This article argues that a major problem with contemporary policy analysis is that it has difficulty coming to terms with complex economic change. This in turn is probably influenced by a view of socioeconomic systems that still harks back to the classical mechanics of the nineteenth century and a relatively stable world in which social action could reasonably be informed by disinterested scientific research of a traditional kind. By means of a review of some recent policy analysis literature and by focusing on issues relating to development issues in contemporary Africa, the article maintains that a more realistic approach would recognize the evolutionary nature of modern socioeconomic systems and base policy interventions accordingly. In particular, there is a need to see ‘policy’ as a process of complex change requiring innovative institutional contexts and novel managerial capabilities.  相似文献

Recent studies have shown that in many science and engineering fields, almost 40% of faculty are affiliated with university‐based research centers ( Corley & Gaughan, 2005 ). As major science funding organizations continue to increase annual levels of funding for interdisciplinary science centers, it is likely that this number will increase significantly over the next decade. Moreover, some scholars have argued that the rise of university‐based science centers has already led to the development of a new institutional form for the execution of university‐based research ( Bozeman & Boardman, 2004 ). Yet, interestingly few researchers have studied the impacts of this new institutional form on the productivity of individual researchers. The purpose of this article is to begin to address how individual career strategies and perceptions of scientific work environments within university‐based science centers relate to the productivity of academic scientists who participate in these centers. In particular, this article investigates the relationships between productivity, individual career strategies, and perceptions of scientific work environment across gender. The results of the study demonstrate that university‐based science centers might serve as an equalizing mechanism for male and female productivity levels. Yet, women scientists affiliated with these centers are significantly more likely to feel discriminated against—and they are less likely to embrace the most promising career strategy for the current structure of these centers.  相似文献

This article seeks to disentangle which features of government intervention are linked to corruption and which are not, by distinguishing between the government roles of regulator, entrepreneur, and consumer. It finds that the degree of regulation of private business activity is the strongest predictor of corruption, and that high levels of public spending are related to low levels of corruption. There is no evidence of direct government involvement in production having any bearing on corruption. It is concluded that advanced welfare capitalist systems, which leave business relatively free from interference while intervening strongly in the distribution of wealth and the provision of key services, combine the most “virtuous” features of “big” and “small” government. This suggests that anti‐corruption campaigners should be relaxed about state intervention in the economy in general, but should specifically target corruption‐inducing regulatory systems.  相似文献

This article expounds the traditional Marxist theory of the contradiction between forces and relations of production, over‐production of capital and economic crisis, and the process of crisis‐induced restructuring of productive forces and production relations into more transparently social, hence potentially socialist, forms. This exposition provides a point of departure for an “ecological Marxist”; theory of the contradiction between capitalist production relations and forces and the conditions of production, under‐production of capital and economic crisis, and the process of crisis‐induced restructuring of production conditions and the social relations thereof also into more transparently social, hence potentially socialist, forms. In short, there may be not one but two paths to socialism in late capitalist society.

While the two processes of capital over‐production and underproduction are by no means mutually exclusive, they may offset or compensate for one another in ways which create the appearance of relatively stable processes of capitalist development. Study of the combination of the two processes in the contemporary world may throw light on the decline of traditional labor and socialist movements and the rise of “new social movements”; as agencies of social transformation. In similar ways that traditional Marxism illuminates the practises of traditional labor movements, it may be that “ecological Marxism”; throws light on the practices of new social movements. Although ecology and nature; the politics of the body, feminism, and the family; and urban movements and related topics are usually discussed in post‐Marxist terms, the rhetoric deployed in this article is self‐consciously Marxist and designed to appeal to Marxist theorists and fellow travelers whose work remains within a “scientific”; discourse hence those who are least likely to be convinced by post‐Marxist discussions of the problem of capital's use and abuse of nature (including human nature) in the modern world. However, the emphasis in this article on a political economic “scientific”; discourse is tactical, not strategic. In reality, more or less autonomous social relationships, often non‐capitalist or anti‐capitalist, constitute “civil society,”; which needs to be addressed on its own practical and theoretical terms. In other words, social and collective action is not meant to be construed merely as derivative of systemic forces, as the last section of the article hopefully will make clear.  相似文献

abstract Gender mainstreaming requires a radical redefinition of policy values and practices. This initial discussion explores the way the mainstreaming approach attempts to change the definitions of the situation so that equality in gender relations becomes an element at the point of departure. Factors that may affect whether gender mainstreaming will become an institutional innovation include the extent to which there is a commitment to a gender mission, the level of sophistication in terms of gender and policy issues in the administrative setting, the level of resistance to gender equality, and the extent to which gender experts play a role. This article investigates the role of these contextual factors as related to experiences in the European Union Commission and several states in Northern Europe.  相似文献

Public service motivation theory suggests that public service motivation is positively related to work attitudes, but person‐organization fit theory assumes that person‐organization fit completely mediates the relationship between public service motivation and work attitudes of public employees. This article investigates which theory better predicts attitudes toward work, such as job satisfaction and organizational commitment of public employees, by testing hypotheses on (1) whether public service motivation directly influences work attitudes, or (2) whether person‐organization fit mediates the relationship between public service motivation and work attitudes, or (3) whether both hypotheses are true. Using survey data on civil servants in Korea, this article shows that public service motivation has not only a direct effect on but also an indirect effect on job satisfaction and ‐organizational commitment through its influence on person‐‐organization fit.  相似文献

Participatory development strategies are known to mobilize rural resources, but their effectiveness depends on local conditions. This article evaluates the potential importance of three facilitating factors: competing opportunities, development experience, and local leadership. The impact of these factors on project outcome is examined through study of a rural development project undertaken from 1982 to 1985 in southern Thailand. The project used participatory techniques to build self-guided problem-solving groups in 21 poor villages. The village groups launched income-generating, health, education and related efforts that attracted the participation of large numbers of village residents. Comparison of the village project experiences confirms that: participatory strategies are more effective in villages that (1) are relatively isolated from competing urban opportunities (villagers are more prepared to invest their own resources in the community); (2) have prior experience with development efforts and community endeavours (villagers are more open to learning new approaches); (3) hold greater confidence in traditional village leaders and local government agents. When local leadership is not held in great confidence, participatory strategies are found to encourage the emergence of new leadership that can successfully guide project efforts.  相似文献

This article traces the development from the Office of the United Nations High Commissioner for Refugees (UNHCR) initially using biometrics in a few pilot projects (in the early-to-mid-2000s) to the emergence of a policy in which biometric registration is considered a ‘strategic decision’. It then engages key insights from current debates about ‘materiality’ and agentic capacity in combination with current debates about new forms of intervention. Finally, these insights are combined into a framework through which the article engages critically with this development of humanitarian refugee biometrics by posing the following question: how does an approach to technology that takes seriously the idea of matter as capable of agentic capacity enhance an appreciation of the ways in which these humanitarian technologies may contribute to the emergence of new forms of intervention? Through an analysis of how the emergence of digitalized biometric refugee data has affected the relationship between the UNHCR, donor states, host states and refugees, the article shows how the UNHCR’s trialling of new biometric technologies – combined with actual and potential data-sharing practices – has advanced the technology’s performance and acceptability whilst at the same time also rendering new dimensions of refugee life intervenable, not only to humanitarian actors.  相似文献

This article focuses on the export of infrastructure systems as Japan's foreign economic policy that is unique in terms of diplomatic goals and means. It seeks to address how and why the Japanese government has strengthened commitments to expanding infrastructure exports to major Asian countries. This article argues that the Japanese government took advantage of developmental means of state-led initiative and institutionalised government-business collaboration in sustaining the export of infrastructure systems. It also contends that the Japanese government pursued, in the infrastructure export initiative, twin goals of creating a new growth engine to revitalise the Japanese economy and strengthening strategic links with Asian countries to balance China's regional influence.  相似文献
