In the early modern period, contempt emerged as a persistent theme in moral philosophy. Most of the moral philosophers of the period shared two basic commitments in their thinking about contempt. First, they argued that we understand the value of others in the morally appropriate way when we understand them from the perspective of the morally relevant community. And second, they argued that we are naturally inclined to judge others as contemptible, and that we must therefore interrupt that natural movement of sense-bestowal in order to value others in the morally appropriate way. In this paper I examine in detail the arguments of Nicolas Malebranche and Immanuel Kant concerning the wrongness of contempt, emphasising the ways in which they depend on conceptions of community and of the interruption of moral sense-bestowal. After showing how each of these arguments fails to comprehend the nature and the wrongness of contempt, I argue that we can find the resources for a more adequate account in the work of Jean-Luc Nancy, and specifically in his reflections on ontology and on the meaning of community.  相似文献

This article critically examines the government discourses on citizenship and community in Hong Kong from the 1960s to the present. By making special reference to the government's discourses on three public events—the 1966 Hong Kong Government 1966 Report of the Working Party on Local Administration Hong Kong Government Printer  [Google Scholar] Star Ferry riots, the 1981 riots, and scuffles such as those that took place at the Cultural Center, Tsimshatsui, on Christmas and New Year's Eve of 2002—it reconstructs the meaning of good citizenship as promoted by the Hong Kong colonial and Special Administrative Region (SAR) governments, respectively. These three public events are selected as cases highly indicative of what the government expects an ideal citizen to be because all of them aroused substantial public attention which subsequently invoked considerable government discourses and action. Citizenship is built upon a shared sense of community. Considered in this context, this article also traces the understanding of community of the governments, as it is intertwined with the notion of citizenship, through the development of government policies on youth and citizen education in the city from the 1960s onward. It is obvious that citizenship is constituted from both above (by the government) and below (by the civil society). By reconstructing the government discourses in this regard, this paper will shed light on part of the process of citizenship making in Hong Kong.  相似文献

Over the past decade more than 40 young men have left the Somali diaspora in the US state of Minnesota to fight for foreign terrorist groups. In 2011, fearing similar radicalization across the country, the Obama administration began to emphasize the potential for community policing to enable police agencies to partner with local communities to prevent it. Subsequently, the US Department of Justice sought to make the state’s capital, Minneapolis-St. Paul, a national model for doing so. This article assesses the success of this goal and elucidates the principal lessons that might be learned from the ongoing process.  相似文献

Community development corporations (CDC) are a cornerstone of neighborhood improvement in legacy cities. Yet they face challenges that threaten their financial sustainability, challenges that grew exponentially with the Great Recession. This article examines the impact of the Great Recession on the revenue and survival of CDC in Baltimore, Maryland; Cleveland, Ohio; and Detroit, Michigan. An analysis of financial data from the National Center for Charitable Statistics from 2004 to 2011 highlights issues of industry contraction, revenue concentration and loss, and CDC survival. Interviews and examination of multiple secondary sources of information on CDC activity and support networks in each city further our understanding of the financial results. We find that the CDC industry in all three cities was severely impacted by the Great Recession and that the CDC support networks in each city had a significant intervening effect on the ability of CDC to adapt to the fiscal and service pressures created by the recession. We discuss the implications of the shared trends and the city-specific dynamics for the role of CDC in neighborhood improvement in legacy cities.  相似文献

This article investigates why Americans who move have lower voter turnout than those who stay put. Two hypotheses are drawn from the political science literature. One emphasizes the need to register at one's new address in order to vote. The other locates the cause of lower turnout in the disruption of social connections that results from moving. By distinguishing those who change residences within their communities from those who move outside of their communities, I test the hypotheses. The findings show that both types of moves affect turnout. However, changing residences appears to be more important than changing communitites. Thus it appears that the explanation for the relationship between moving and turnout derives more from the need to register after moving than the disruption of social ties.  相似文献

Numerous studies have found a negative relationship between the closeness of an election, the size of the electorate and voter turnout. It is often claimed that this relationship supports the rational voter hypothesis, with closeness and size proxying for the decisiveness of a vote. We offer a different interpretation. Larger communities are more heterogeneous than smaller ones, and turnouts are inversely related to the heterogeneity of a community. We present empirical support for this hypothesis using data for voter turnouts in Norwegian school language referendums. Community size is found to have a negative effect on voter turnouts, even after accounting for the probability of a single vote being decisive and the linguistic dimension of this heterogeneity. Our findings question the adequacy of the turnout regression in testing the rational voter hypothesis, as neither a positive correlation between closeness and turnout, nor a negative correlation between size and turnout can be exclusively attributed to instrumental voting.  相似文献

社会共同体的自治理念与现代宪政理论的发展是社区自治的理论与思想基础。在“自我管理、自我服务、自我教育”指导下的社区选举、社区财务、社区管理服务是社区自治组织自治性的具体体现。社区建设的发展对社区自治组织的自治提出了更高的要求,社区居民委员会自治能力的提高成为社区建设与发展的关键所在。通过完善与改进社区选举制度提高社区居民自主推举社区管理的能力,同时,提高社区居民委员会的财务自主能力和自我管理与服务的能力以及加强居民委员会的自身建设,是推动社区自治组织发展的重要途径。  相似文献

This paper analyzes the ways in which the Canadian voluntary sector has been created as a ‘community of service providers’. Drawing upon a governmentality perspective, we illustrate how governmental interventions have been largely successful in carrying out the voluntary agencies' responsibilization efforts within the sector. We trace this responsibilization project through fiscal policies and programmatic schemes, characteristic of advanced liberalism. Once invested with the task of governing, we argue that voluntary agencies take it upon themselves to train their volunteers to become responsible citizens. As a form of, what we call, community government, these voluntary agencies have therefore become doubly responsible: they provide social services to disadvantaged individuals and simultaneously train community members to assume their moral duties. Overall, this paper contributes to the growing literature on governmentality and citizenship studies by producing new insights into the links between the voluntary sector and ‘responsible citizenship’ under advanced liberalism.  相似文献

This article analyzes the geographic distribution of CDBG fundsacross twenty-three neighborhoods in Milwaukee, Wisconsin, bycomparing federal, city, and neighborhood responses to localneed and by testing the impact of these responses on the finalfunding allocations. In Milwaukee, decentralizing decisionmakingto the city improved the program's responsiveness to local need.However, the funding decisions made by local officials did notalways direct funding exclusively to the most extreme need;nor did they distribute funding proportionately with respectto need, even though the city's targeting mechanisms were closelyrelated to the measure of need used in this analysis. Vigilante justice challenges the state’s monopoly over the use of violence and as such has come to the attention of a growing body of political scholars. However, still little is known about the circumstances that foster support for citizens circumventing the state to confront crime directly. I argue that citizens’ perceptions of a trusting community, on the one hand, and an untrustworthy law enforcement, on the other, jointly influence their support for this kind of behavior. I test these hypotheses using a lab-in-the-field experiment in Mexico, a case in which the expansion of vigilante organizations has posed a serious challenge to the state. I find that participants are more supportive of a vigilante action when those considering said action are described to be inserted within a trustworthy community. Furthermore, I find that this effect is moderated by the described trustworthiness of law enforcement. These results contribute to our understanding of the emergence of vigilantism, and how trust in authorities can moderate the normative expression of social capital.  相似文献

The viability of local government‐sponsored community development of poor ethnic enclaves hinges on the perceptions of residents. If residents view the enclave in which they live as their “community of choice,” they will be more likely to join with local government to coproduce community improvement. Residents who see their enclave as their community of choice tend to hold positive perceptions of neighbors and neighborhood and are less fearful of crime. Conversely, those who see the enclave where they live as a “ghetto of last resort” commonly are not meeting their economic expectations, are uneasy about race related issues, and are concerned about the desirability of their neighborhood. Government should not employ a community development strategy to preserve a “ghetto of last resort” where most residents remain because they feel they have few options. The vast majority of the residents examined here view the enclave where they live as their community of choice.  相似文献

Abstract

Acting between the forceful capital market and the state, community development intermediaries are finding ways to assist resource‐poor community development organizations to increase production volume and to gain access to a wider capital and political market.

This article presents a brief historical review of how the intermediary system originated and how it has evolved into different large‐scale models since the 1960s. The philosophies and programs of three major intermediary organizations—the Local Initiatives Support Corporation, The Enterprise Foundation, and the Neighborhood Reinvestment Corporation—are considered. The article concludes by recognizing the contributions of intermediaries while raising issues with their accountability and future direction.  相似文献

This article explores the relationship between civil society and community resilience in coastal communities in Brazil, Canada, Chile and Cuba. In understanding the role of social capital in community development, we do not feel sufficient attention has been paid to the subtle micro-dynamics of civil network structure. Using social network analysis, we explore the link between community cohesion and resilience. Attention is given to conflicting interests that characterize these communities and how they manifest themselves in civic participation and factional affiliations. We find that organizational diversity is a necessary condition for community vitality, but organizations can become captive to factional interests. The critical factors for resilience are associated with a benign side of factions (a plurality of inclusive ties) and the presence of keystone bridging agents. Each offers hidden mechanisms for neutralizing the effects of fragmentation by providing a cohesive capability which remains latent until crises call for collective action.  相似文献
