改革开放以来的中国外交研究:回顾与前瞻

本文从理解外交关系的“转型”、外交战略和理念的探讨、外交政策分析以及外交决策研究等四个维度，梳理了改革开放以来中国外交的研究议程。文章最后指出，有关研究的不断突破和更大进步，将继续有赖于开放的学术环境以及源源不断被“解密”的档案材料的支持；雨当前的研究应着手在与理论的结合以及方法运用等方面迎头赶上。     

The UK and EU Foreign and Security Policy: An Optional Extra

Foreign and security policy were not areas in which Prime Minister Cameron was seeking to renegotiate the relationship between the UK and the European Union (EU), but security may be a key issue in the EU referendum. The untangling of Britain's foreign and security policy from the EU following a Brexit vote would be relatively uncomplicated. The EU's arrangements for collective foreign and security policy, the Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP), are conducted on an intergovernmental basis which allows the UK to preserve independence in its diplomacy while allowing for the coordination of policy where interests are held in common with other member states. The UK retains substantial diplomatic and military capabilities which would allow it to continue to pursue a separate national foreign, security and defence policy in the case of either a ‘Leave’ or ‘Remain’ outcome.     

The Public Salience of Foreign and Security Policy in Britain,Germany and France

The salience of foreign affairs to general publics is an important but often neglected parameter for the role of public opinion in foreign and security policy. This article explores the determinants of foreign affairs' public salience and probes into the respective patterns in Germany, Britain and France. Building on the theory of news values, the article proposes to distinguish between issue-specific and country-specific influences on the public salience of foreign and security policy. The data suggest that broad international crises on the scale of 9/11 or the Iraq war go along with distinct cross-national peaks in the salience of foreign affairs to general publics. At the same time, the effects of constant issue logics are refracted by country-specific factors: most notably, the latter account for the much higher overall salience of foreign affairs to the British public than to the German and French publics since late 2002.     

中国医疗卫生体制改革的政策议程分析

公共政策议程研究是西方政策研究领域中一个新兴的研究热点。20世纪70年代以来,西方学者基于西方政治体系中的政策实践总结归纳出了政策议程的很多准入条件和模型。而中国学者在议程问题的研究上还处于萌芽阶段,基于本国实践的同类研究不仅数量稀少,而且解释的力度和系统性都欠缺。约翰·金顿（John·Kingdon）的多源流分析框架为基础对我国医疗卫生体制改革的政策议程有现实的指导意义。
