The theme of poverty eradication is now again at the top of the development policy agenda. In November 2000 the UK Department for International Development (DfID) published an important White Paper on International Development with the title Eliminating world poverty: a challenge for the 21st century. The World Bank World Development Report for 2000/2001 also takes poverty as its theme with the title Attacking poverty. It is interesting to note that the World Bank has bracketed the decade of the 1990s with the 1990 World Development Report simply entitled Poverty. After many conflicting theories of economic development, the basic problem of poverty in developing countries is now being addressed in a much more holistic way, as is exemplified in the following articles. It should be noted that two of these act as introductory articles to a special issue of a journal on this topic. The article by Lustig and Stern introduces the December 2000 issue of Finance and Development whose overall title is ‘How we can help the poor’ and the article by Baulch and Hoddinott introduces the August 2000 issue of the Journal of Development Studies entitled ‘Economic mobility and poverty dynamics in developing countries’. The objective of this study was to investigate the status of the psychological security of 224 urban residents by using a self‐made questionnaire. The results show that the overall psychological security of urban residents is in the medium–low level. There are significant differences among residents with education background or with household per capita monthly income (F = 4.192, F = 4.545, p < 0.05). People with high psychological security scores are highly educated or come from families with high per capita monthly income. In regards to the factors of common sense of security, the results show significant differences (F = 4.98, p < 0.01) among people with different educational background and people with bachelor's degrees or above scores higher than less‐educated people (from high school or community college). In regards to the factors of certainty feeling, there are significant variations among people with genders and economic background (F = 11.28, F = 7.75, p < 0.01), males higher than females, while people with per capita monthly income of more than 2000 RMB feel more certainty than those with less than 2000 RMB. On the sense of calmness, factors such as education and family per capita income significantly affected scores (F = 4.67, p < 0.05, F = 5.20, p < 0.01). People with high school degree feel less calm than those with college degree or above; individuals with per capita monthly income of 2000 RMB feel less calm than those with income higher than 2000 RMB of above. For another dimension, the sense of relaxation, there is a significant difference among different age groups (F = 8.92, p < 0.001, groups below 40 scoring higher than groups over 40). Local policy adoptions provide an excellent opportunity to test among potential mechanisms of policy diffusion. By examining three types of antismoking policy choices by the 675 largest U.S. cities between 1975 and 2000, we uncover robust patterns of policy diffusion, yielding three key findings. First, we distinguish among and find evidence for four mechanisms of policy diffusion: learning from earlier adopters, economic competition among proximate cities, imitation of larger cities, and coercion by state governments. Second, we find a temporal component to these effects, with imitation being a more short‐lived diffusion process than the others. Third, we show that these mechanisms are conditional, with larger cities being better able to learn from others, less fearful of economic spillovers, and less likely to rely on imitation.  相似文献

Political cartoons, although generally neglected by academic criticism, are often one of the only forms of socio-political critique permitted during authoritarian rule (Barajas, Rafael. 2000. “The Transformative Power of art: Mexico’s Combat Cartoonists.” NACLA Report on the Americas, 3: 6–41). New York: Hill and Wang) for methodological purposes, this study investigates this hypothesis through the political cartoons of the covers of satirical fortnightly publication Humor Registrado during the final year of Argentina’s last dictatorship, 1982–1983. The magazine’s role in challenging the dictatorship is explored through an analysis of its representations of key social actors and events during Argentina’s difficult period of transition from dictatorship to democracy following defeat in the 1982 Malvinas/Falklands War.  相似文献
