Scholars of Latin America have recently begun to apply the bellicist approach to state building to the region, the central claim of which is that wars are a great stimulus to centralizing state power and building institutional capacity. This article argues that current applications of these models of state building are too narrowly specified to be of much use in Latin America or elsewhere in the developing world. Replacing the focus on interstate war with the more general phenomenon of interstate rivalry, alongside the consideration of intrastate rivals, allows us to account for the impact of both external and internal forces on the development of the state. I demonstrate the utility of this approach through several cross-sectional time-series analyses that provide evidence that external and internal rivals affect the Latin American state in a manner consistent with the general nature of bellicist theory.  相似文献

This article develops an analytical framework designed to examine social policy as a strategic approach to issues of state-society relations and the problem of governance in Latin America. It argues that in Latin America and particularly Brazil social protection policy flowed from initiating capacity concentrated originally in the state, and specifically in a techno-bureaucratic elite connected to a strong executive. The policy, however, produced structures wherein initiative capacity was dispersed into a multiple of intermediate points at the nexus between the state and civil society. This in turn led to an immobilized dissipation of initiative cizpacity in this specific policy area which was symptomatic of, and reinforcing to, a generalized immobilism or power implosion that periodically has gripped these sociopolitical formations, producing shifts from formally democratic to authoritarian regimes and vice versa.  相似文献

This article analyzes the political-institutional determinants of bureaucracy quality among a group of newly industrialized countries in Latin America and East Asia democratized in the Third Wave. Four causal conditions are examined for the occurrence of higher levels of bureaucratic “weberianess” in the selected cases: historical sequence, political parties' institutionalization, electoral competition, and ethnic politics. The study employs the fuzzy-set qualitative comparative analysis to explore the expectation that each of these conditions' implications depends on other conditions' presence or absence. The findings disconfirm claims about the critical role of party system institutionalization for Weberian bureaucracies in new democracies. Besides, the analysis did not declare a professional public administration's prior existence before democratization as a necessary or sufficient condition for the outcome of interest. Finally, although the electoral competition was declared necessary for the outcome occurrence, it does not imply the same result if combined with ethnic politics.  相似文献

Abstract

This paper analyses the process of democratisation within Latin American by focusing on the nature of election campaigning in the region. Particular attention is paid to developments in three former military dictatorships, which now regularly hold elections. The states are Argentina, Chile and Uruguay, and consideration is given to the insights and limitations of applying the “Americanisation” or modernisation thesis in studying their distinctive media and political cultures. The elections held in each state during 1999 are used as case studies. What emerges is a complex pattern in which candidates and parties have simultaneously adopted some of the professional forms of electioneering whilst retaining and valuing the more traditional and interpersonal electioneering techniques. Furthermore, it was pointed out that there were marked differences in politicians' approaches to campaigning both between as well as within the three different political systems.  相似文献

Niche parties, which have been defined as focusing on a narrow range of issues their competitors neglect, are a phenomenon that has so far been described and analysed primarily in Western Europe. In this paper, we extend existing work by examining the presence and nature of niche parties in Latin America. Using the expert survey data collected by [Wiesehomeier, N., and K. Benoit. 2009. “President, Parties, and Policy Competition.” The Journal of Politics 71: 1435–1447], we show that there are niche parties in most Latin American party systems. Two kinds of niche party, traditionalist and postmaterialist, predominate. We also show that niche parties, despite being defined based on issue-based characteristics, are in fact less programmatic in their linkage strategies than mainstream competitors. Instead, niche parties are slightly more likely to draw on charismatic strategies and tend to establish strong organizational links to ethnic and religious organizations. Niche parties in Latin America are primarily vehicles for the mobilization of group interests. These findings have implications for our understanding of political representation in new democracies and niche party strategies more generally.  相似文献

In the tax compliance literature, there is a lack of empirical evidence on the degree of tax morale in developing countries. As a novelty, this paper focuses thus on Latin America, analysing tax morale as a dependent variable and searching for factors that systematically affect tax morale, working with the two data sets Latinobarómetro and World Values Survey. Our findings indicate that there is a significant correlation between tax morale and the size of shadow economy. Furthermore, people who said they knew/have heard about practised tax avoidance have a significantly lower tax morale than others. Looking at individuals’ perception of reasons for tax evasion we found that the tax burden, lacking honesty, and corruption are seen as the main factors. We observed a significantly lower tax morale in South America/ Mexico than in the Central American/Caribbean area. Furthermore, trust in the president and the officials, the belief that other individuals obey the law and a pro democratic attitude have a significant positive effect on tax morale.  相似文献

This article deals with the social and ecological crisis in the urban regions in Latin America. To analyse the social and environmental conditions of Latin-American urban regions it is necessary to take into account two main factors: the high population and territorial growth of Latin American cities during the second half of the 20th century and the lack of an integral development which would have improved the urban quality of life. The imported market economy in Latin America, as a bad copy of the growth economy in the North, has generated a highly unequal development. The acceleration of the economic growth has gone hand in hand with the deceleration of development. Whereas the macro-economic rates improve, the indicators that measure qualitative evolution among sectors, territories and people have deteriorated. So, to explain the ecological crisis in Latin America, it is important to consider not only the different forms of environmental impact, but also the socio-economic factors and the availability of infrastructures. Therefore, this article describes the general social and economic development process in Latin America, and then examines the relationships between industrialisation and urbanisation in connection to the social and ecological conditions in urban areas.  相似文献

Although national elections in Latin America are now described as reasonably free and fair by international observations teams, electoral processes are still affected by a series of malpractices (unequal access to the media and public resources, registration problems, vote buying). These irregularities negatively affect citizens' trust in elections. In this paper, we analyze the consequences of low trust in elections and exposure to vote buying practices on electoral participation in Latin America. Using data from the 2010 wave of LAPOP surveys, we find that perceiving that the election is unfair reduces the willingness to participate in national elections, but receiving material incentives during the campaign has the opposite effect of increasing electoral participation. We also show that the effect of trust in elections on turnout is larger in countries where voting is not mandatory.  相似文献

In contrast to years of centralization when the national governmentdominated the states and municipalities, fiscal decentralizationis now taking place throughout Latin America. This study considersthe reasons for this change. Fiscal decentralization meritsseparate attention because the financial independence of subnationalgovernments ultimately determines their success and power. Competingpolitical and economic explanations are tested on a sample of17 countries between 1985 and 1995. While federalism is a significantpredictor of greater fiscal decentralization, other factorssuch as presidential power, structural adjustment, level ofdevelopment, and country size also determine the level of fiscaldecentralization.  相似文献

Many government policies are being implemented to stabilize the economy. One of the policies necessary to achieve stabilization is full employment. However, the growth rate of unemployment in many countries is evident and seems more volatile in recent years. To counterattack the unemployment problem, the volatility of the growth rate of unemployment has to be known in order to launch appropriate policies correctly. Therefore, conditional volatility models are employed to estimate the volatility with symmetric and asymmetric effects. The monthly data on unemployment is downloaded to calculate the rate of change. The consistency and asymptotic normality of the QMLE are guaranteed by the moment conditions. The GARCH model shows that a shock to the growth rate of unemployment in most cases has long-run persistence, but relatively less for short-run persistence. The G JR model reports the asymmetric effects in 10 of 25 countries. The EGARCH model illustrates asymmetric effects in 12 of 25 countries, while 3 of them show leverage. VaR forecasts and counts of number of violations suggest that the univariate conditional models are practicable in most countries, and the G JR model seems to be preferable in cases with a large difference in the number of violations.  相似文献

The present text offers a summary of some of the crucial food security problems in Latin American (LA) countries. This region, like many others in the globe, confronts such as food safety difficulties. The summary offers also an analysis of some technologically based solutions for LA food security issues. As a general call, the present review article calls for a collaborative and transdisciplinary approach to think deeper about how to solve food security problems, putting the focus on enabling technologies within a context of social, market, and global trends to achieve food and nutritional security. The review is positioned far from techno‐optimisms and, at the same time, away from purely economic‐based solutions. Conversely, this review embraces the whole complexity that brings economy‐nature‐technology triad. Embracing such complex relationships between technology, nature and the socio‐economy aspects of food security LA issues. Such complexity also triggers a need for a solution that considers a renewed approach to sustainability in the whole food value chain from production to consumption. Sustainability in the value chain opens up a much‐needed approach to LA food security that broadens, and refresh, our understanding of this fundamental socio‐economic and technical phenomena.  相似文献
