This article addresses temporary labour migration – known in Russian as otkhodnichestvo (going away on foot) – from the Russian republic of Dagestan. The discussion is situated within reviews of current work on migration in the former Soviet Union, push-pull factors determining migration behaviour in the North Caucasus, and the historical importance of otkhodnichestvo in imperial Russia and the USSR. The paper then turns to the results of a census conducted in summer 2006, which found that most migrants come from Dagestan's mountainous southwest, frequently obtain work at locations characterized by economic growth and high pay, and rely on ethnic or communal networks as a basis for choosing employment sector and destination when searching for work.  相似文献

The research note comments on W. Veenendaal's article “A Big Prince in a Tiny Realm: Smallness, Monarchy, and Political Legitimacy in the Principality of Liechtenstein”. It is argued, inter alia, that the phenomenon of “princely self‐restraint” should not be underestimated in Liechtenstein's constitutional reality. The character of the microstate's actual political system strongly depends on the individual personality of the Reigning Prince . A strong monarch who acts as a political actor with his own agenda should not be conceptualized as a neutral traditional leader. From the perspective of many citizens of Liechtenstein, the principality's political system is legitimate since it combines traditional authority and legal‐rational authority in a unique way. Largely due to the powerful role of the government, the microstate is characterized by consensus‐oriented hierarchical governance. Elite surveys can be seen as a useful instrument to overcome some of the methodological pitfalls of the elite interview approach.  相似文献

This article considers the impact of China's insertion into the global political economy on the nature of political power in China. It argues that for most of the period of the transition from socialism, state leaders attempted to protect domestic interests where possible from the perceived detrimental impacts of globalization. However, China's entry into the World Trade Organization (WTO) marked a key shift in this strategy. Through the creation of an international coalition for reform, key state leaders used WTO entry as a tool to enforce change on reluctant domestic constituents, rather than the earlier strategy of protecting them from competition and change. While domestic reform efforts have been responsible for many of the changes to the Chinese regime, external actors and interests have also played an important role in altering the fundamentals of politics in the People's Republic of China, and in particular, changing the raison d'être of Communist Party rule.  相似文献

The development of the European Union (EU) regime, with the frequent changes of institutions and their competencies by treaty revisions, allows for new opportunities for parliamentary studies. This article discusses the role and competencies of the European Council (EC) in the EU regime, using the heuristic and methodological resources of procedural commentaries, parliamentary rhetoric, conceptual history and political regime analysis. This study is a textual analysis, based on the 2009 Lisbon Treaty and especially on the EC's rules of procedure. The Lisbon Treaty and the respective rules of procedure serve as key documents that fix the rules, the framework and the margin of manoeuvre for the EU's institutions. This is particularly relevant in the European Union as a ‘polity in the making’, as continuous changes in institutional competencies are the rule. These changes both leave room for and are shaped by acting politically between and within the institutions. Taking Quentin Skinner's thesis that ‘political life itself sets the problems for the political theorist’ as a point of departure, it is suggested that these ongoing challenges in power relationships between the EU institutions also lead to interesting theoretical and conceptual moves. From this perspective the authors discuss possibilities to extend the conceptual apparatus of parliamentary studies to such quasi-parliamentary institutions focusing especially on the EC.  相似文献

The article argues that the monarchy's religious authority and its use of rituals of power limit the ability of political parties to contest the monarchy's legitimacy. It goes beyond most institutionalist accounts of authoritarian persistence by exploring the micro-dynamics of symbolic power and the extent to which the regime's ritualization of power creates a political culture conducive to the monarchy's supremacy in the socio-political realm, thus promoting regime stability in Morocco. These rituals have been institutionalized in the political system and have become part of the political discourse in Morocco. The monarchy's religious authority and its use of rituals of power impede the ability political parties to mobilize and to penetrate Moroccan society, and force them to adopt positional strategies in limited elections.  相似文献

This article explains why Chile has outperformed Argentina in policy responses to the problem of domestic violence. It argues that policy variation is due to both macro‐level institutional features (state capacity and centralization) and to more contingent political factors that shape the structure, role, and resources of the women's policy agencies that coordinate and implement domestic violence policies. The initial design of Chile's National Women's Service has allowed it to act as a crucial “insider” ally to advocacy groups. In contrast, Argentina's National Women's Council has suffered repeated downgrading and loss of resources due to ideological conflicts and changes in government, rendering it unable to coordinate policy responses to domestic violence effectively or to act as an ally to advocates inside and outside the state seeking increased resources and more effective policy responses to violence against women.  相似文献

This paper analyses the impact of intersectionality and multiple identities on women's political citizenship in Mauritius. Mauritius is commonly known as a ‘rainbow nation’ with its multiethnic population marked by ethnic or communal divisions. Communalism dominates the Mauritian political system and institutions, intensifying during elections when the different communal groups compete for representation in parliament. The paper argues that the strong emphasis attributed to ethnic and communal representation by the Mauritian political system and structures marginalises women's political citizenship. Political candidates are often sponsored by religious and sociocultural organisations that are male dominated whereas the women's lobby is weak in comparison to the communal lobby. The paper thus contends that the communal dimension in Mauritian politics carries a significant gendered dimension. Communalism has made the political system very resistant to change, despite the fact that it marginalises women.  相似文献

Using data from a recent nationwide survey, we provide the first analysis of the supporter base of the Alternative for Germany (AfD) since the party's split and ideological re‐orientation in mid‐2015. Hypotheses are derived from the literature on Populist Radical Right Parties (PRRP s) in Western Europe. Our findings indicate that AfD support—despite the party's euro crisis origins and rapid organizational and ideational changes—is by now due to largely the same set of socio‐economic, attitudinal and contextual factors proven important for PRRP parties elsewhere. Right‐wing political attitudes concerning immigration, political distrust, fears of personal economic decline, as well as gender and socialisation effects are the most relevant explanatory variables. However, some of our findings – the importance of right‐wing economic policy preferences, the strong support by certain immigrant groups, and the role of the long‐term regional political context – stand out and distinguish the AfD from other Western European PRRP s.  相似文献

Prevailing narratives in the discourse on China-Africa engagement are that China is developing Africa. This paper departs from those narratives because they disregard the agency of Africa's political elite. Basing its argument on the nature of the African political elite, the paper analyses their role in determining the impact of China's economic and trade engagement on economic development in their respective countries. To do that, it first discusses the nature and identity of African political elites, and examines how they control their states and scarce resources. Having done that, the paper then analyses their role in determining the nature and extent of development emanating from their countries’ economic engagement with China. It then concludes that it is not how much foreign states invest in African countries that determines Africa's rise, but rather political elites who influence the direction of their states’ development.  相似文献

With the dramatic changes in the international and domestic environment, the African National Congress (ANC) has been faced with reconciling the policies of liberation with those of a political party. In response, the ANC has taken up a series of positions representing a new foreign policy outlook, one which takes cognizance of both the changing international environment and the ANC's new role as an emergent political party on the verge of taking power. This paper will investigate this transformation of ANC foreign policy by first examining the broad outlines of policy during the period of the liberation struggle; secondly, looking at the nature and effect of the crisis induced by both the end of the Cold War and the implementation of the South African government's radical reform programme; and finally, examining the preliminary contours of a new foreign policy as the organization emerges out of the transitional period and into the role of governing power.  相似文献

The hardening of Australian Middle East policy toward Israel in the early 1970s is often attributed to the election of Gough Whitlam as Prime Minister. Whitlam's December 1972 victory may well have opened a new, problematic chapter. But the evidence suggests that a deterioration in Australia‐Israel relations occurred gradually in the aftermath of the 1967 Six Day War. This deterioration reflected changes in Australia's political leadership and change at the top of the Department of External Affairs (renamed Foreign Affairs in 1970). Individual decision‐makers such as Whitlam did play a significant role in determining Australian Middle East policy. As Prime Minister, Sir John Gorton was willing to put aside advice from External Affairs not to antagonise and risk disrupting trade relations with Arab states, and to offer heartfelt support for Israel. His successor Sir William McMahon vacillated under opposing influences of a department determined to secure Australia's trade interests on the one hand, and Australian Jewish leaders and Israel's envoys in Australia on the other. With the support of the Australian Jewish community, Israel sought to influence Australian political leaders — especially within the ALP — from turning away from Israel.  相似文献

In the early 1990s, ASEAN emerged from the Cold War as a confident regional organization. With the accession of Cambodia, it seemed to be fulfilling the aspirations of its founding fathers to expand membership to include all ten Southeast Asian countries. Since the Asian financial crisis of 1997, however, ASEAN's self-confidence has been dealt a severe blow and it faces unprecedented challenges to its current status and future prospects. In the following article, former Indonesian Foreign Minister Ali Alatas, examines the various issues facing ASEAN today, including the impact of the Asian crisis; the ramifications of socioeconomic and political crises in the affected ASEAN countries; the implications of the rapid and fundamental changes in the international and regional economic, political and security environment; and the enlargement of ASEAN membership. Despite questions over ASEAN's future role, Alatas asserts his belief in the continuing relevance of this regional forum to contribute to regional stability.  相似文献

This article examines media's active role in the political process. By selecting and emphasising certain issues in their editorials media outlets communicate their particular political position to the audience and establish a distinct ideological profile. It is assumed, however, that the impact of editorials on the political system depends on the degree of issue focusing in the media system. Only if different newspapers assign relevance to the same issues the political system is likely to respond. A content analysis of German quality press editorials between 1994 and 1998 is employed in order to assess the ideological distances between papers and investigate the circumstances under which high degrees of focusing nevertheless develop. Results indicate considerable differences among newspapers paired with highly consonant attention for certain polity and politics issues throughout the media system.  相似文献

This article examines the concept of civilisation in Australian public discourse, focussing on some recent political uses. Rhetoric defending Australia's traditional attachment to Western civilisation has focussed on three themes — the role of the British heritage in Australian public life, the moral foundations of Australia's “Judeo‐Christian” belief system, and the rational principles of the Enlightenment. Although the language of civilisation is not confined to centre‐right political discourse, it has been most vocal among conservative‐leaning commentators. This article highlights examples of civilisation and its uses in the contemporary Australian context and attempts to give meaning to civilisation in light of debates about Australian history and national identity. I argue in the course of this article that civilisation is differentiated from culture, and that the culture‐civilisation distinction correlates with left‐right political leanings.  相似文献

Efficient state-led, market-driven intervention has been the hallmark of Singapore's success story but the exportability of state credibility, systemic efficiencies and local advantages into alien contexts is a matter of academic and political controversy. This article scrutinises Singapore's experience with outward investment in order to objectively examine the role of Temasek and of the government-linked corporations (GLCs). It uses the case of Temasek's investment in Thailand to reflect upon the economic and political impacts of the GLCs' global quest. It shows that resistance to Singaporean acquisitions reflects a combination of factors, including a general turn towards “economic nationalism,” attempts by other governments to replicate the city-state's state-led modernisation, and Temasek's and GLCs' underestimation of the risks that are germane to their international strategy.  相似文献

In May and June 1997, Germany's commitment to Economic and Monetary Union (EMU) underwent its most serious test ever when the Bundesbank and the government of Chancellor Helmut Kohl clashed openly over the government's plans to revalue the country's gold reserves. Faced with a budget shortfall and strong political opposition to either tax increases or spending cuts, Finance Minister Waigel attempted to introduce a modest change in the Bundesbank's bookkeeping procedures to bring them in line with the standard practices at other European central banks. The Bundesbank resisted, arguing that the changes would infringe upon its closely guarded independence. This paper explores the political and economic circumstances behind the conflict.  相似文献

Political opposition parties are considered crucial to the nurturing, enhancing and consolidating of democracy in every political system. Indeed, their existence is proof of political tolerance, competitive party elections, the provision of choices to the voting public and the possibility of alternation in power. However, the political opposition on the African continent is generally weak, and particularly so in Botswana, resulting in the predominance of the ruling party in political affairs. This article analyses the weaknesses of Botswana's opposition parties by tracing their historical evolution, characteristics, electoral base, and performance against the background of the political and electoral system in Botswana and the strength of the ruling party itself. It concludes that future prospects for the opposition to make greater inroads into the Botswana Democratic Party's support are small because of the fragmented nature of the opposition itself and the relative satisfaction of citizens with the current government's performance.  相似文献

The role of advertising in the production of political campaigns deserves more consideration than it has previously received. My study examines advertising agencies associated with election campaigns in the 1970s and 1980s, investigating their decisions to accept or reject political accounts. Focusing on Britain and Australia, and using a range of primary sources including the industry press, interviews and memoirs, I demonstrate that an agency's decision to accept a political account is always complex, contested and highly contingent. Accepting a political account may alienate clients and agency staff who support another party. Campaigns are labour‐intensive and may detract from an agency's core business. Involvement in a losing campaign can damage an agency's reputation, just as association with a successful one may attract clients. Agencies are often unsure how to approach political advertising where traditional techniques may not be suitable. Such concerns about accepting a political account will likely be put aside where an agency principal has close personal ties to a party or leader.  相似文献

The three articles in this themed collection investigate the interplay between political finance regimes and the quality of democracy in Southeast Asia. Andreas Ufen's piece on political finance in Malaysia and Singapore argues that the semi-authoritarian regimes in both states have blocked the reform of campaign and party funding regulations in order to keep their opposition in check. The article on Indonesia, authored by Marcus Mietzner, showcases the country's dysfunctional political finance system as a major hurdle toward further democratization. In their contribution on Thailand, Napisa Waitoolkiat and Paul Chambers show that weak political finance regulations have contributed significantly to the shallowness of Thai parties. Overall, the collection demonstrates that without meaningful political finance reforms, Southeast Asia's democratic stagnation is likely to persist for many years to come.  相似文献

Hugo Chávez's rise to power in 1998 brought many changes to Venezuela's political culture. One transformation not frequently commented on is the constant formulation of conspiracy theories, both by chavismo supporters and by its opponents. This article discusses some of those conspiracy theories, relating to the deceased Venezuelan President's origins, his religious beliefs, the 2002 failed coup d'état, and Chávez's own death. It also addresses more recent conspiracy theories relating to Nicolás Maduro's birth, economic warfare, and drug smuggling operations. Venezuela is currently undergoing a major humanitarian crisis, and this article defends the view that, at least partially, conspiracy mongering has been a factor in Venezuela's collapse. As part of Venezuela's reconstruction, this article recommends that Venezuelan political forces need to reach a consensus and agree not to make ridiculous conspiratorial claims.  相似文献
