This article uses three perspectives to explain the radical economic and state sector reforms undertaken in New Zealand starting in 1984. We interpret the reforms using a rational‐comprehensive perspective, a garbage can perspective and a modified garbage can perspective identified in the work of John Kingdon. With New Zealand as an illustrative case, we explore the conditions under which radical reform is possible, the factors governing the adoption of reforms, and the impact on the reform process of a country's historical and cultural traditions. Our analysis emphasizes the import of a package of ready‐made solutions, strong advocates (particularly a well‐placed policy entrepreneur) who attach the solutions to a problem, and the existence of a ‘window of opportunity’ for adoption of the reforms. We conclude with a discussion of the implications of adopting reforms that run counter to a nation's long‐established traditions.  相似文献

This article focuses on the introduction of the new top civil servant contract system in New Zealand and Norway. Even though both countries introduced contractual arrangements at the same time, the content of the reforms and their scope, scale and intensity are very different. The New Zealand reform was more radical and internally consistent. In contrast to an aggressive and thorough implementation in New Zealand, the contract system was implemented more cautiously and reluctantly in Norway. The effects of the reform are ambiguous and uncertain in both countries. A transformative perspective focusing on the interconnection between international administrative doctrines, national political-administrative culture, and polity feature is used to understand why contracts reforms have different contents, effects and implications.  相似文献

New Zealand is often seen as a ‘test-bed’ for public sector management reform. Indeed, much has been written about the machinery and operation of central government, yet little attention has been paid to the actors and institutions of local government. This article, using evidence obtained through a series of semi-structured interviews with serving and former Chief Executive Officers (CEOs) in the Auckland region, examines the impact upon local authority chief executives of two major reforms within local government. Firstly, the impact of sweeping managerial reforms in 1989, and then secondly reforms to reinvigorate and reinvent the scope and scale of local authorities in the period since 2002. The article argues that whilst local government CEOs in New Zealand are managerially strong, these skills need to be refocused to ensure maximum benefit for local government can be gained from post-2002 reforms.  相似文献

Health care services represent an extraordinary experimental ground for introducing wider political and institutional transformations of the state. The adoption of entrepreneurialism into European health care systems has strengthened technocratic decision making over traditional mechanisms of political control. In Italy, in the midst of a severe legitimacy crisis affecting the administrative and political systems at the beginning of the 1990s, New Public Management ideas seemed ‘the’ remedy against the pathological politicization of distributive politics. Much hope has been placed since in a new and ascending group of general managers, entrusted with the ambitious mission of running health care services more efficiently and with the unenviable expectation of resuscitating public trust in welfare institutions. By analysing the 1992 Amato government’s landmark health care reform in its substantive changes, this paper explores the last decade’s main reform trajectories of Italian health care reforms that irreversibly transformed its institutional arrangements and organizational structure, namely the enterprise formula and the regionalization of the health care sector. The paper suggests that the political turmoil of 1992–94 served as catalyst for radical policy change and argues that the single most important explanation for the enactment of New Public Management‐type reforms rests in a new executive reinterpretation of its legislative prerogatives and function.  相似文献

One of the most important claims advanced by comparative public management reform studies is that these reforms have been more successfully implemented in majoritarian than in consensus democracies. The claim is built on the premise that the institutional structure of a majoritarian democracy enables a parliamentary majority to implement policies unilaterally and in a desired way whereas the institutional structure of a consensus democracy forces parliamentary majorities to negotiate compromises. This claim, we argue, lacks sufficient empirical backing, is biased by studies focusing on the initiation of reforms, and needs serious rethinking in the light of recent empirical studies that downplay the salience of institutions as an explanatory factor for variations in policy reform. With The Netherlands and New Zealand as cases, this article first shows that far-reaching reforms can be implemented in consensus systems too; secondly, it develops a model that centres on the interplay between institutions and politicians' reform styles and applies this to these countries.  相似文献

New public management (NPM) provides an opportunity to analyze a reform trajectory that is influenced by country-specific institutional and social traditions. France adopted its own version of NPM, embracing some of its “traditional” elements such as quasi-markets and performance evaluation and rejecting others. NPM reforms in France pursued a re-centralization agenda rather than a disaggregation of public agencies. Outcomes were below expectations in core areas such as citizen participation and physician professional satisfaction. Subsequent health reforms indicate convergence toward a hybrid system rather than toward a post-NPM paradigm.  相似文献

This article explores the basic traditions of governance in contemporary France and the narratives of public sector reform associated with them. It should be stressed right from the outset that this article does not aim to describe the set of public sector reforms that have been implemented in France in the last ten years or so. Instead, the aim is to demonstrate the similarities and differences between the narratives of the left and the right with regard to these reforms and to show how these narratives help to explain the types of reform that have been enacted. The basic argument is that there is a certain commonality to both the left and the right with regard to their narratives of public sector reform. At the same time, though, there are differences of emphasis both within each tradition and between the two main traditions themselves. This article addresses how to assess public-sector reforms using a reform in the Norwegian welfare administration as a case study. This reform represents a complex hybrid organizational form and a challenging combination of political control and local autonomy. We examine first how the reform has addressed its three main goals. These were to get people off welfare and back into work, to bring about more service-orientation, and to increase efficiency. We also address the side-effects of the reform by describing operational effects, process effects and system effects. Second, we examine how effects can be understood from an instrumental, cultural, and environmental perspective. A main finding is that context is significant for effects, and that it has so far proven difficult to discern clear overall effects concerning the main goals of the reforms and their side-effects.  相似文献

This article identifies transboundary coordination practices and related modes of specialization in welfare administration reforms. We describe how the 2005 reform of the welfare administration in Norway started as a process of integration involving merger and partnership, but later, following the 2008 reorganization, introduced re-centralization and re-specialization. The main research questions are how we can explain this change of administrative reform? Why was the integrative administrative reform not sustainable and reorganization through re-specialization seen as a better answer to the “wicked issues” of welfare services? To answer these questions we apply a structural-instrumental perspective and a cultural-institutional perspective.  相似文献

In Greece, two distinct reform paths led to institutional building and economic managerial types of reform. These two reforms, with the exception of the period 1996–2004, when both institutional and economic reforms were attempted, did not attract the same degree of attention. Institutional reforms were more successful than attempts at managerial reforms; reform implementation on the other hand varies. Economic and managerial reforms can be observed with regard to economic competition, the opening up of the market, and reducing the size of public sector, all areas where pressure from the EU has been stronger. Decentralization reforms were more important politically than administratively. Citizens' rights and service delivery were conceived as reforms of democratization and modernization rather than as managerial reforms. ‘Agencification’ amounted to circumventing existing ministerial structures. Change was incremental, and reforms were minimally guided by the New Public Management paradigm, because of little emphasis on changes imbued by managerial and economic values. Reform dynamics benefited not only from outside pressures but also from the operation of internal, ‘modernizing’ forces.  相似文献

Drawing on insights from grid–group cultural theory the article argues that New Labour's approach to government units beyond Westminster and Whitehall rests on a fatalistic reading of its environment that specifies its key features in terms of low–trust relationships and a lack of predictability about the success of a range of potential reforms. New Labour's response in these circumstances resembles that of strategy based on the principles of a lottery. The strategy has allowed a plethora of decentralization units and reform initiatives to find favour but none to dominate. The article explores the nature of this strategy, how it was established and the prospects for its maintenance. The key point is not that New Labour's polices have been ad hoc or even that they have been confused. Rather, its policies are a chosen course of action aimed at searching for the right reform formula and creating a dynamic for change by encouraging instability but also space for innovation among the institutions of devolved governance. The strategy is aimed at an overarching goal of developing an enabling state form. The adoption of the strategy, in addition, reflects political contingencies. Moreover, the lottery strategy has helped New Labour sustain its coalition of supporters and manage tensions between different reform approaches.  相似文献

This article tracks public sector reform in Austria with a focus on the influence of New Public Management (NPM) both as label and as specific set of reform ideas. We analyse to what degree current reforms have been influenced and shaped by this widely acclaimed international trend. In this empirical study we combine the different data sources of media coverage, reform documents and public sector executive survey to cover different levels of analysis. Although the reforms include NPM-features, we see no evidence so far for an archetype change in the Austrian public sector.  相似文献

Since its election in July 1984 the fourth Labour government in New Zealand has embarked upon the most radical and systematic reorganization of the state sector since the creation of a unified, non-partisan, career-oriented service in 1912. The reforms include the commercialization of many of the goods and services provided by state agencies, the turning of public trading enterprises into corporations, major administrative changes and the overhauling of state pay-fixing arrangements. This article examines the theoretical assumptions underpinning Labour's strategy and assesses the extent to which the new arrangements are likely to achieve their intended purpose of improving the efficiency, flexibility and accountability of the public sector.  相似文献

The fourth Labour government (1984–90) has carried out a radical restructuring of executive government comparable to corresonding reforms in Britain. The changes described have been carried out in government Bepartments, state-owned enterprises, the civil service, minister/civil servant relationships, regional and local overnment, and in the organization of the health and education services. The reforms folfow a consistent blueprint based on ideas of economists andublic choice theorists, especially those relating to agency theory and transaction costs. The themes of the New Zealand blueprint are 'decoupling' policy from service delivery, a PrinapaVagent model of managerial decentralization, new financial accounting systems, contracting for service provision and monitoring managerial performance. In implementation, where there are elected authorities but government is the main funding agent, there is uncertainty about the degree of discretion and appropriate accountabilities. Implementation has also illustrated the problems of defining desired outputs and outcomes and in malung them useable by professional workers and elected representatives.  相似文献

The article is aimed at analysing New Public Management (NPM) reforms at the local level in Germany, France and Italy. The case selection is justified by the fact that these three ‘classical’ Continental European countries have largely been missing from comparative administrative research thus far. The article focuses on local governments, since in all three countries these are considered the NPM forerunners and are acknowledged to be more advanced in reform implementation than are upper levels of government. Against this background, the purpose of this contribution is twofold. On the one hand, we wish to show to what extent and with what effects the NPM agenda has been taken up at the local level in Continental Europe. On the other hand, taking a comparative perspective over time, we wish to ask whether or not there has been increasing convergence or divergence between the three countries as a result of these reforms.  相似文献

Changes to elected leadership in Australian local government have seen greater authority assigned to mayors in several jurisdictions. A Discussion Paper recently released under the auspices of the Australian Centre for Excellence in Local Government (ACELG) has recommended further reforms, arguing inter alia that mayors ought to enjoy a personal mandate and a stronger strategic role. This paper places these suggested reforms into context by developing a typology of local government leadership from political theory. We argue that this quadrilateral typology provides a critical portrait of recommendations for stronger leadership which, in this instance, have been transposed from two unitary systems of government (England and New Zealand) to the Australian federal system, without due consideration of the literature examining stronger mayoral roles. It is argued that caution should be exercised when redrafting legislation governing mayoral authority, a process presently underway in New South Wales (NSW).  相似文献

Local government reforms in contemporary Russia are placed in the broader contexts of political reform under Putin and the historical relationship between local administration and the state. Reforms of local government thus help illuminate the architecture of contemporary state building in Russia and the degree to which contemporary Russia perpetuates political traditions. This study reviews the antecedent action in local government prior to the Putin era. It then examines the Kozak Commission and the new law on local government, assessing the strengths and weaknesses of these reforms. Finally, this study examines the challenges of implementing the reforms and what these challenges tell us about devolution and centralisation under Putin.  相似文献

Between 1984 and 1993 New Zealand reformers followed a top-down strategy designed to minimize the opportunity for resistors to affect the reform process and preclude the ex post emergence of a stable alignment of rival advocacy coalitions. The evolution of the local government policy debate since the implementation of radical reform in 1989 suggests that these strategic goals may be more difficult to achieve than at first thought. The quest to make local government more efficient and democratic by making it more accountable has given way to a 'minimalist-activist' controversy over the comparative institutional advantage of local authorities and the role of trust in their relations with central government that has the potential to contribute to the eclipse of the post-reform consensus and the emergence of a 'advocacy coalition structure'.  相似文献

This article applied the policy diffusion model as a theoretical framework for interpreting the international spread of performance-based budgeting, based upon 33 OECD case studies of countries that have implemented this reform. The data show that the historical development of performance-based budgeting was fairly consistent with the diffusion model. In particular, the adoption of performance budgeting took off during 1985–1995 and then accelerated over the following 15 years, and the primary innovators were a group of four English-speaking countries with comparatively laissez-faire economies (the United States, Canada, Australia, and New Zealand). The case studies indicated that performance-based budgeting was generally part of a broader program of governmental reform, that executive agencies were more important than parliaments in managing it, that it became quite important in budget- and policy-making, and that implementing it faced a significant number of challenges.  相似文献

ABSTRACT

The article discusses the relationship between New Public Management reforms and professional roles in European countries. The author presents the traditional autonomous role of professionals and argues that this role is challenged in New Public Management reforms. Then the author looks more closely into the comparative European literature on New Public Management reforms to find general messages about the specific challenges for professionals. And the Danish way of implementing New Public Management reforms is introduced with a specific combination of decentralisation, managerialism and democratisation. Professionals are faced with all of these reform strategies and each of them raises important research questions in a study of reforms and roles. Finally the author presents the few European comparative studies on actual changes in professional role as a consequence of New Public Management reforms and the result is the upcoming of maybe a new interactive role and professional managers.
