In 2008, the National Aeronautics and Space Administration (NASA) celebrated its fiftieth anniversary, and has been embarked on a mission to put astronauts on the moon, possibly by 2020. Is this goal “back to the future”? Or is it “the way forward” as a prelude to a mission to Mars? An advisory panel to President Obama has recommended alternatives to the moon as routes to Mars. At the time of writing, Obama has yet to decide. Of course, NASA has already arrived on Mars with robots, a tribute to the agency's remarkable technical prowess. However, the ultimate challenge would be to send men and women to Mars. Why? That, of course, is the big question. The answer lies in the human heart rather than in the rational mind. NASA's exploration of this unknown frontier has more in common with the expeditions of Columbus and Magellan than the missions of most other federal agencies. Any list of discretionary expenditures would prioritize space exploration as an extreme example of an unnecessary luxury that can be postponed. So why should NASA continue to explore space? That question takes on an acute meaning during a time of intense domestic economic and foreign policy challenges. But imagine: what would be lost to America if NASA did not exist?  相似文献

The King James Bible has now entered its fifth century. Prepared by some 50 committed scholars of Hebrew and Greek, its text depended heavily on the work of the martyred scholar William Tyndale. Like the Septuagint, its Greek precedent, begun in the 3rd century B.C.E., the KJV was a team effort, and it was in fact, as the Septuagint was in legend, undertaken at royal command. Like Shakespeare's works, the King James Version both reflected and helped create the modern English language. But its phrases were not always called majestic. Indeed they were frowned upon by many an 18th century writer. But its robust language, hewing closely to the concrete diction of the Hebrew and koine Greek originals, kept to a vocabulary less than a third the size of Shakespeare's, allowing it to fulfill Tyndale's dream, that one day the Bible's message would be open to the humblest speaker of English. Idealized, even idolized in some quarters, this redoubtable text continues to strike fire today, where its many rivals often only sputter.  相似文献

Entrepreneurial strategies and tactics are often subtle and indiscrete, adding to the mystery of how one goes about being an entrepreneur, particularly within bureaucratic agencies that are often set up to constrain such behaviors. The authors use a case study of the U.S. National Aeronautics and Space Administration (NASA)'s public engagement practices to examine how entrepreneurs shift policy interpretations with administrative agencies. Findings describe three entrepreneurial strategies and tactics: (1) using one-on-one or small group meetings to connect to different audiences across organizations; (2) tying new policy interpretations to existing ones, so changes seem less radical; and, (3) positioning oneself in the middle of the action to control both narrative and progress. Conclusions discuss both practical mechanisms for shifting away from the status quo, and the theoretical contributions to a growing body of literature on strategic and tactical approaches of bureaucratic entrepreneurs in democratic systems.  相似文献

Two decades of incremental decisions have locked in a vision of human space exploration through an interdependent civil space program centered on the Shuttle and the Space Station. The program lacks the resilience necessary to contain cost overruns, schedule slips, and capability cutbacks. The result is overcommitment, which makes it difficult to sustain the program in a budget-constrained environment. Coping with overcommitment through budget cuts in space science, applications, and technology could split the post-Apollo coalition and jeopardize NASA as an institution. Alternatively, terminating the Space Station could eliminate overcommitment, strengthen NASA's political base, and facilitate restructuring toward a resilient program that is sustainable. A restructured NASA might once again become a model for other agencies.  相似文献

This article explores economic factors that help to explain Congressional support for NASA Authorization Acts and issues of U.S. federal space funding. Three economic factors related to political opportunism are identified and discussed in detail. Across the board, NASA Centers are a significant factor in shaping voting preferences, suggesting that the NASA presence itself plays an important role in influencing legislators. Meanwhile, other forms of economic opportunism based on the relative importance of the space and aircraft manufacturing industries in a given state and the amounts of NASA procurements are factors, but only in a more limited sense. This supports the concept that economic opportunism does influence legislative voting behavior on NASA Authorization Acts, though the bulk of the impact appears to be indirectly via NASA centers.  相似文献

This article considers the politics of James Bond in order to throw light on the interaction of 'real' geopolitics and literary and cinematic representations. The Bond literature provides many opportunities for considering aspects of the popular perception of the worlds of intelligence, including, for example, the stress on covert operations and on human intelligence rather than on signals operations. The stories can also be used to consider changing images of Britain, the United States and the world, and can at times be seen as efforts to create an impression of the normality of British imperial rule and Empire. Echoes of Anglo-American competition and tension are also to be found in the Bond literature. An important, albeit concealed, theme is Britain's diminished political and military presence in Cold War confrontations and a corresponding need to adapt to the United States. Cinematic representations of Bond have presented the world with an image of global struggle through Western eyes, having depicted shifts in the Cold War and addressing themes such as the space race, nuclear confrontation and drugs.  相似文献
