Government policy seeks to introduce competition into the supply of social care through the separation of purchasing and providing responsibilities. A study of 24 local authority social service departments has explored the initial steps taken to prepare for the new enabling role, including the creation of a mixed economy of care. Very few were seeking to create a market in social care. Most argued that the inherent nature of social care rendered the introduction of service specifications and price mechanisms neither approriate nor feasible. Many authorities interpreted the enabling role in ways significantly different from that of the government. The study raises questions about the extent of local discretion in a context where the range of values and interests of implementing agencies may differ from those of the centre.  相似文献

This article examines the history of the Department of the Environment from its creation in 1970 to the formation of the Department of Transport in 1976. Its main approach is an analysis of the roles of the Permanent Secretary and the Secretary of State in the development of the organization. The strong organizational relationship between these senior members of the department is an important factor in structural change both at the time of the initial reforms and throughout this period.
The influence of different personalities and their approaches to policy and management is considered as a determining factor in the evolution of the department. Additionally, the attempts at reorganization and reform are to be seen as largely developing within a traditional Whitehall framework, based on this relationship, which restricted its effectiveness.  相似文献

This article seeks to explain the nature of the office of Secretary of State in the United Kingdom, and how these arrangements have come about. It traces the office from its mediaeval origins, and finds the explanation partly in the development of Tudor government, and partly in the politics of the eighteenth century. It then traces the modem development of this doctrine and some of the ramifications to which it has given rise. Fourteen out of the twenty-two members of the British Cabinet hold the same office. Yet simultaneously they are described by fourteen different titles. The office that they share is that of 'Secretary of State': their various titles are the 'Secretary of State for Foreign and Commonwealth Affairs', the 'Secretary of State for the Home Department' and so on. The purpose of this article is to explain these curious arrangements, which rival in complexity the Athanasian doctrine of the Trinity, and to show how they have come about.  相似文献

As the public sector has modernized and sought to become more efficient and cost‐effective, the effective and strategic management of people has received increasing prominence and there have been calls for the Human Resource (HR) function to play a more strategic role. However, not much is known about whether the role of the HR function has changed substantively. In this paper, we present empirical evidence from six matched‐pair public sector organizations in the UK to assess whether HR functional roles have changed, as envisaged, into a model more akin to the private sector. The findings highlight the complex and often contradictory nature of HR functional roles, and suggest that new and more strategic roles have not replaced traditional approaches but, rather, have been grafted on, giving rise to a variety of hybrid HR forms.  相似文献

This article examines the seeming contradiction between the publicly stated objective of successive governments to promote greater equality of opportunity for racial minorities and the limited impact of successive policies and programmes on processes of racial discrimination and exclusion in British society. The article begins by outlining the different conceptual approaches used to analyse the development of public policies on racial inequality. It then analyses the main aspects of national policy change in this area over the past two decades, and more recent initiatives which have sought to use local government as a vehicle for promoting racial equality. This analysis offers a critical review of the achievements and limitations of both past and present policies. The concluding section takes up the question of the prospects of change in the future.  相似文献

Much recent scholarship concerning liberalization has emphasized the role of regulatees, rather than governments, in promoting liberalization. This article examines such scholarship in the light of an important development in the British and French public sectors—the creation of new agencies (the Education Counselling Service and EduFrance) to 'sell' British and French higher education to potential international students. The new agencies attempted to induce two things: competition amongst higher education institutions for the recruitment of international students from developed and emerging economy countries, and the commodification of these students. This article shows that, contrary to existing theories of liberalization, governments were pre-eminent in pushing forward this liberalization, while higher education institutions attempted to hold it back.  相似文献

This article applies four theories of the state to the analysis of a major policy crisis, the Westland affair of 1985–6. The pluralist governmental politics model offers a narrowly political account stressing that multiple actors were involved, and that policy emerged from a complex sequence of individual decisions, with plenty of room for misunderstandings and slip-ups. The instrumental Marxist view by contrast emphasizes the penetration of government by business interests and the closed, elite character of decision making. The policy entrepreneur explanation offers a 'new right' account: the affair was born from a clash between a spending minister using public monies to pursue personal interests, and central actors and agencies seeking to limit the commitment of state expenditure. Finally, the 'symbolic politics' interpretation analyses the crisis as the interaction of four ideologically resonant 'games'– about leadership challenges, leaking of government 'secrets', executive-Parliament relations, and mass media 'battles'.  相似文献

This article explores the relationship between the United Kingdom's doctrine of ministerial responsibility and bureaucratic efforts to control four contemporary crises. Evidence emerges from a series of interviews with experienced crisis managers, which draws attention to the way in which this convention: (1) tacitly conditioned the thinking and behaviour of bureaucratic crisis actors through their sensitivity to political risk; and (2) was reinterpreted and utilized instrumentally by political and bureaucratic agents in response to the dilemmas posed by each crisis. The analysis of these themes connects governance and crisis literatures together by shedding light on the interaction between governance ‘traditions’, 21st century crisis episodes and the requirements of crisis management.  相似文献

This article applies broad conceptual categories of comparative politics to the explanation of administrative reforms in Italy. It takes as its argument some lines of influence on public sector reform of the features of the party system in Italy, the executive‐legislative balance, the politician‐bureaucrat relationship, and the role of administrative law. In the search for explanations for the trajectory of administrative reform, pre‐existing political and institutional factors also have to be interpreted through the lens of negotiated change occurring via processes of conversion and layering involving new and old institutions that has taken place in Italy since the ‘political crisis' began in 1992.  相似文献

ABSTRACT

The past decade has witnessed an explosion of research regarding environmental justice. Nearly all of this research, however, focuses on documenting the proximity and exposure of poor and minority communities to sources of environmental risk. Researchers have yet to assess systematically governmental responses to inequities in the distribution of this risk. Our paper begins to fill this gap by examining the policy responses of state governments to charges of environmental injustice. First, we provide a brief overview of environmental justice policy activity at all levels of government. Second, we discuss how issue definition may help determine the politics of policy adoption in the area of environmental justice, and develop a theory to explain these policy adoptions. Third, we model state policy activity using probit and ordered probit analysis, testing to see whether these responses are best explained by the severity of the environmental justice problem in the state, state racial diversity, state political capacity, or state administrative capacity and evaluating whether these results are more consistent with redistributive or protective regulatory policy. We close by discussing what our results imply for issue definition in environmental justice and the prospects of adequate state policy responses to inequities in the distribution of environmental risk.  相似文献

A combination of political and economic forces have helped to return the states to the centre of the political stage. Whether measured by objective indicators (employment, share of government expenditure, elasticity of state revenues) or political institutional changes (the rise of career governors, the increasing influence of the intergovernmental lobby and the spread of state responsibilities), the states have become increasingly important in the formulation and implementation of American domestic policies. However, these changes have by no means reduced the level of intergovernmental conflict. On the contrary, cuts in federal expenditure, the introduction of block grants and public opposition to increases in state and local taxation are likely to intensify debate on distributional questions at the state level.  相似文献

The 'dual state' thesis provides a useful starting point in analysing the relationship between the central and local state. However the history of reform in local government finance suggests that the dual state approach underemphasizes a number of important features of the relationship. Notably the degree of diversity which exists between the interests displayed by different sectors of the central state, the vertical linkages which exist between national and local levels and the difficulty of pursuing coherent long term strategies in local finance.  相似文献

The threat of cascading failures across critical infrastructures has been identified as a key challenge for governments. Cascading failure is seen as potentially catastrophic, extremely difficult to predict and increasingly likely to happen. Infrastructures are largely privately operated and private actors are thought to under‐invest in mitigating this threat. Consequently, experts have demanded a more dominant role for government, including the use of regulation. Empirical evidence on cascading failure is, however, extremely scarce. This paper analyses new data drawn from news reports on incidents. We find that, contrary to current thinking, cascades are not rare. Neither do they indicate a wide array of unknown dependencies across infrastructures. Rather, we find a small number of focused, unidirectional pathways around two infrastructures: energy and telecommunications. We also found that most cascades were stopped quickly, in contrast to the oft‐cited ‘domino effect'. These findings undermine the case for more intrusive public oversight of critical infrastructures.  相似文献
