My Dream Sustains Colorful Lives——China Disabled Persons' Performing Art Troupe

"We performed in the Carnegie Hall in New York City. Builders of the hall could not have dreamed that this premier venue for performing arts in the world would play host to us, a group of special performing artists from China. The audiences were enthralled, seeing the charms of the artists from the orient for the first time," says Zhang Jigang, art director of the China Disabled Persons' Performing Art Troupe (CDPPAT), head of the Song and Dance Ensemble of the General Political Department of the Chinese People's Liberation Army and the only dancer in China to have won the Century Star title.

There are about 83 million disabled people in China, accounting for 6.34% of the total population, according to a national survey in 2006. As a disadvantaged group, the rights and interests of the disabled are arousing more concerns from all walks of society in the country. Following is Human Rights＇ interview with Shen Zhifei, deputy general director of the China Disabled Persons＇ Federation, on the legal guarantee of the special group＇s rights and interests, their rehabilitation, education and employment.     

1.3 Billion People： A Weighty Responsibility——China＇s Population Policy

A sample survey of the 2004 population increase releasedby the State Statistics Bureau shows that by the end of 2004 the total population of the Chinese mainland was 1.29988 billion, and that it was increasing by 208,000 people per day. CHINA＇s individual agricultural economy based on private ownership was transformed into cooperative economy based on public ownership between 1949 and ＇ 1956. During this time span the ＂communistic commune;＂ the ＂col ective farm＂and the ＂people＇s commune＂ successively appeared in rural areas. In 1958, shortly after Chairman Mao Zedong said, ＂It is good to establish people＇s communes,＂ the Central Committee of the Communist Party of China established people＇s communes throughout the country. We must actively establish people＇s communes and explore a concrete way to communism.＂ By the end of October 1958, more than 26,000 people,s communes housing 120 million rural households -- 99 percent of all rural households in China - had been set up.
