International donors and development INGOs are increasingly recognising the potential contributions that Diasporas can make to developing countries. However, traditional peacebuilding literature has largely ignored the potential of Diasporas to contribute to post conflict reconstruction in the homeland. This article, therefore, assesses this potential through an examination of the Bosnian World Diaspora Network, created after the recent dispersal of refugees due to the conflict in Bosnia. It concludes that the relationship between, on the one hand, diaspora activities and, on the other, armed conflict and war recovery is considerably less straightforward than has been supposed. However, it does suggest a number of ways in which donors/host lands could assist the coordination of development agencies and diaspora networks.  相似文献

This paper summarises our state of knowledge regarding diaspora engagement in conflict socieities. It presents a map of possible diaspora contributions and their specific potential positive and negative impacts in societies experiencing or recovering from conflict. Following a discussion of diasporas and their motivations for engagement in their places of origin, the paper reviews the specific remittance, philanthropy, human capital and policy influence contributions, both positive and negative, that diasporas may make. Policy implications include the need more systematically to include considerations of diasporas in conflict/post-conflict interventions, and based on a more careful case-by-case analysis, using the provided map as a starting point. Such analyses can inform decisions of when to tolerate, unencumbered, diaspora engagement; when to facilitate or support such engagement; and when to consider strategic partnering with diaspora efforts. By mapping potential positive and negative influences of diasporas, the paper establishes why a more nuanced understanding of diasporas and peace and conflict is so important to policy and practice for a more peaceful world.  相似文献

ABSTRACT

In recent years, the Tamil and Somali diasporas have come under intense scrutiny by the media and national security agencies in Canada. This is due to concerns that members of both communities may hold political grievances associated with their respective homelands that could be acted upon by joining or supporting transnational terrorist groups. Drawing on 168 in-depth interviews with youth and young adults in Toronto’s Tamil and Somali diasporas, we provide a comparative analysis of the varying ways that existing sentiment pools can operate to mobilize broad-levels of support for, or vilification of, the framing strategies of the LTTE and al Shabaab, respectively. Our findings show that frames that portray the LTTE in a positive light resonate deeply with the young Tamil-Canadians we interviewed, characterizing a “narrative fidelity” between these frames and the existing sentiment pool. By contrast, there exists considerable disconnect between the framing strategies of al Shabaab, their supporters, and existing sentiment within the Somali diaspora – a divide that illustrates the notion of “framing failure”. We conclude with a discussion of the dynamic nature and inherent malleability of group-level sentiment pools, and highlight why this may be important from a national security standpoint.  相似文献

In the 1990s, early post-Cold War optimism regarding the rapid spread of democracy in the South faded, as multiparty elections in new democracies were observed to exacerbate conflicts of identity rather than ameliorating the effects of conflicts of interest. Research in Cambodia suggests, however, that the promotion by political parties of identity-based conflict offers opportunities for individuals and groups to attempt to insert a more pragmatic interest-based agenda. Party activities also offer an exemplar for political advocacy and activism, which is useful to non-party interest groups and social movements. Cambodia's electoral experience further suggests that parties attempting to respond to such interest-based agendas may be rewarded by voters at the polls. Analytical focus upon the efforts of individuals and non-party movements to make use of the opportunities offered by political parties, rather than upon the mobilizational strategies and rhetorics of party leaders, offers a more optimistic prognosis for democracy in the third world.  相似文献

This article aims to provide insight into the transnational political engagements of Somalis in Norway, and focuses mainly on their financial contributions. Such an aim is inspired by the increased interest in the transnational political engagements of diaspora groups, which has not yet been matched by sufficient empirical research on the topic. The Somali case is particularly interesting, considering the effective state collapse and ongoing civil war as well as the salience of local level security providing mechanisms. The first part of the article comprises an overview of different types of political transnational activities refugees engage in and the second part discusses the empirical study. Interestingly, though not surprisingly, the main political engagements of the Somali community in Norway do not take place through interaction with ‘the state’ or transitional state institutions; rather, they occur on a sub-national level, not only in the political domain but also through humanitarian initiatives.  相似文献

This article examines how globalisation processes provide new incentives and opportunities for non-state political entrepreneurs to build transnational political movements. Drawing on the literatures on non-violent social movements and transnational networks, the article examines terrorism and political violence as components of the ‘repertoires of contention’ used by radical transnational groups seeking political change. Examples from both the pre- and post-9/11 periods are provided, and the implications for traditional models of state security are discussed. The article concludes by contending that the combination of increased levels of globalisation and the emergence of new networks of violence is creating a fundamental shift in the international security environment, in which the distinction between internal and external security threats is increasingly blurred. While state security strategies are reflecting these changes, less attention has been paid to the political implications of these changes. New security responses need to also be matched by new sets of political strategies at the global level.  相似文献

Understanding the complex interplay between democratization and communal politics is a crucial issue for students of democracy and political practitioners. Political liberalization can exacerbate communal politics, which can then bring setbacks to democratization, even violent conflict. As prospects of political liberalization grow in a society marked by a lack of agreement on the form of the state, communal politics will shape inter‐group relations. There is an in‐group‐out‐group dilemma. The dilemma is rooted in two, potentially mutually conflicting imperatives. Democratization requires group leaders to engage in compromise and negotiation. But they may also face an imperative to promote self‐styled conceptions of the state‐idea to suit the needs of group cohesion, especially where relations between groups become highly politicised. Two factors condition whether or not the dilemma can be resolved: the strategies of the legitimate leadership of the groups, and the ‘ideological’ landscape within the groups. The argument is applied to case studies that compare Algeria and South Africa.  相似文献

Germany might be considered as the European country that has suffered the most from the spatial diffusion of Turkey's internal conflicts. It has received the highest number of Kurdish migrants in Europe and it became the core of Kurdish mobilization in transnational space. Germany's approach to the Kurdish Question on its own soil—combined with the strategies that the Kurdish activists used—determined the scope of opportunity structures for the mobilization of the Kurdish movement. This article explains how Kurdish activism has come to be perceived in Germany, and analyzes the German political environment by focusing on the criminalization and stigmatization of the Kurdish movement, especially during the 1990s. It then describes the discursive shift and change in framing strategies that the Kurdish diaspora experienced after the capture of the the Kurdistan Workers' Party's (PKK) leader in 1999. Lastly, it touches upon the recent developments in the Middle East, especially in Kobane, and their impact on the image of the Kurdish movement. The article is based on extensive fieldwork in Germany and includes testimonies of Kurdish diaspora activists, with a focus on their own perceptions about their situation and how they respond to securitization policies in the host country.  相似文献

ABSTRACT

It is often claimed that “talking to terrorists legitimises terrorism”. But analysts too often assume that insurgents seek standard forms of liberal-legalistic legitimisation through engagement with the state. From a Weberian perspective, however, liberal-legalistic legitimacy is one of a myriad of symbolic and practical grounds for legitimisation. This paper takes a political sociological approach to the problem of legitimacy in “terrorist” conflicts through a comparative analysis of Irish republican and Basque separatist efforts to end the campaigns of the Provisional Irish Republican Army (IRA) and Basque Homeland and Freedom (ETA). There are three principal findings. First, violent insurgents often reject liberal-legalistic legitimatisation and instead seek recognition of their capacity to shape the trajectories of conflicts – and therefore recognition of their centrality to ending them. Second, the pursuit by violent insurgents for recognition of capacity often comes into conflict with their non-violent allies’ pursuit of liberal-legalistic legitimisation, which can hinder peace-making. Finally, the pursuit of these forms of legitimisation structure peace processes in that armed groups seeking recognition demand direct talks with governments, while legitimacy-seeking non-violent insurgents emphasise engagement with political parties and non-violent organisations. The relative balance between symbolic goals thus shapes the practice of peace-making in such conflicts.  相似文献

Currently at least 12 separatist/secessionist movements are engaged in negotiations or campaigns of violence (guerrilla and regular armed conflict) in Africa. But though they are agreed on the need for radical constitutional change, they are not agreed on the solutions. More than that, they rarely maintain a unity of aim within their ranks at any given moment of time, or a consistency of aim over time. It is these shifting political objectives and the nature of the calculations behind them that this article intends to examine. At every stage of the conflict the movements' leaders have to assess the advantages of a secessionist policy as opposed to a separatist (or re-negotiated unitary state) policy. This article finds that among the most crucial factors to be weighed are popular support, state response, international recognition, and personal opportunities. There are important consequences of this shifting of political objectives. It makes typologies based on their political objectives and/or methods of limited value; political support problematic; attempts by governments to induce separatist leaders to defect or compromise worthwhile; and certain elements in the population of the homeland more vulnerable. This is the biggest hindrance to successful separatist movements.  相似文献

ABSTRACT

The literature on political exclusion and conflict tends to treat grievance-based mechanisms with broad-brush strokes and does not differentiate between types of political exclusion. This study disaggregates politically-excluded groups into two subgroups: groups that experience political discrimination from the state, and groups without political power that are not explicitly discriminated against. We posit that discriminated groups are more likely to experience grievances and therefore are more prone to conflict than excluded groups that are not actively discriminated against. We further posit that the effect of discrimination on conflict is moderated by interactions with economic inequalities and the share of elites. Using dyadic data for 155 ethnic groups in 28 Sub-Saharan African countries, we find that among politically-excluded groups it is indeed discriminated groups that are responsible for most of the association between political exclusion and conflict. Groups that face active, intentional, and targeted discrimination by the state are significantly more likely to be involved in conflict than excluded groups who do not face this explicit form of discrimination. Additionally, we find that discriminated groups who also experience economic inequalities are less likely to engage in conflict, whilst an increased presence of elites within discriminated groups can precipitate the chances of conflict.  相似文献

Five decades of conflicts in Kashmir and Tibet continue into the twenty-first century without clear signs of resolution. This article focuses on issues of collective rights, national identity, and state sovereignty in these two conflicts to ask what political recourses exist for Tibetans or citizens of Jammu and Kashmir in today's changing world. As citizens of differently organized states and subjects to dissimilar conflicts, what methods and types of conflict resolution might Tibetans and Kashmiris have shared access to? Both of these post-WWII conflicts have been framed and defined by the two core states involved, India and China. Analytically, therefore, this article draws on anthropological and political constructivist work on the state to suggest possible non-violent, community-oriented solutions to these conflicts.  相似文献

Mobilising and sustaining investment flows are two interrelated challenges of development financing. Given the untapped potential of remittances and knowledge flows of sub-Saharan Africa diasporas, an investment-linked diaspora revenue bonds model is proposed to target three issues: generating diaspora investments, which will not be used to service sovereign debts; linking such investments to projects, programmes, and sectors with high economic returns; and developing hybridised institutional frameworks of local and diaspora actors to manage this investment. This model, a hybrid of sovereign and corporate bonds, draws lessons from the Sukuk market and other diaspora bonds to offer an alternative solution to the multi-dimensional nature of development financing challenges confronting SSA countries.  相似文献

This paper criticizes the status quo position in African politics on two accounts. First it furthered the consolidation of the state system, and thereby, the failure of integration on the continental level. Second, it resulted in the spread and escalation of ethnic conflicts as a reaction to the suppression of the aspirations for independent expression and equality.

At one level, explaining ethnic conflict requires the reconstruction, in terms of a theory, of the specific context in which it occurs. In this regard, we suggest that ethnic conflicts in Africa are an outgrowth of the consideration that ethnicity constitutes the dominant mode of political practice akin to the state system of dependent, nurture capitalism. Four conditions determine the conflictive potentialities of the ethnic situation: communalization of political practice, catastrophic balance between ethnic groups, economic and political inequalities, and articulation of class conflict and ethnic organization.

Conflict and integration processes are grounded in the dynamics of identity formation. Our hypothesis is that identity formation is contingent on four elements: a) maximum structured relations; b) minimum differentiation; c) maximum ideological interpellation; and d) maximum unity of labor processes. By projecting these conditions on African politics, we advance the thesis that integration in Africa could be worked out as a mode of ethnic conflict resolution and prevention if, in addition to the progressive substantiation of the four elements mentioned above, it takes place on the continental level.  相似文献

As energy demand grows rapidly worldwide, power line infrastructure will continue to be a major development planning challenge. This study considers the environmental conflict that has arisen over a transnational transmission line project between Canada and the United States. A qualitative conflict assessment is presented to define the parameters for consensus that could prevent protracted litigation between stakeholders. Proactively designing a process to encourage consensus building during the early development phase remains the most critical determinant of compromise. In this article, we argue that in this case a consensus‐building effort could be feasible if certain design requirements were met, including gaining the participation of key stakeholders, paying attention to trust, and focusing on the issues specific to this transmission line rather than to a larger energy discussion. The research shows that despite potential pitfalls, reaching more widely accepted and ecologically sensitive solutions to environmental conflicts through participatory and collaborative approaches is possible and worth the effort.  相似文献

External state pressure is understood to have played a causally significant role in democratic breakthrough in Taiwan and South Korea during the 1980s. This article problematizes the international dimensions of democratization in Taiwan and South Korea by first providing a revisionist account of external agency which involved complex networks of transnational nonstate and substate actors. These included human rights activists, Christian churches and related ecumenical organizations, members of the Taiwanese and Korean diaspora communities in the US, academics and students, foreign journalists, and members of the US Congress. In forming a transnational “protection regime” during the 1970s and 1980s to protect the political opposition from repressive governments, they contributed to the development of effective democratic movements. The case studies provide us with a more comprehensive view of the international dimensions of democratization, speaking to both the country specific and general theoretical literatures on democratization at the same time.  相似文献

The study of nationalist and ethnic conflict has undergone considerable growth since the end of the Cold War. Much of the effort has been focused on ascertaining the nature and origins of such conflicts, and less on their process and termination. Those studies that do focus on conflict termination have generally done so using case‐study or idiosyncratic methods. Hence, we do not yet have much large‐N or statistical evidence that might suggest broad trends in how such conflicts end, or even much experience in measuring the relevant concepts in a manner conducive to such methods. This paper will address these questions by introducing a theoretical framework that seeks to explain the outcomes of violent intrastate nationalist conflicts. It will discuss measurement issues for relevant independent variables, and present data for a group of 75 violent, intrastate nationalist conflicts from 1945–1996. This data will then be used to test propositions derived from the model. The aim is to provide a useful building block for the study of the process and outcome of conflicts which political scientists now recognize to be some of the most important for the coming century.  相似文献

As the UN Peacebuilding Commission begins to plan it work, it is important to consider how to deal with ‘spoilers’ as a threat to security: groups that actively seek to hinder or undermine conflict settlement. This paper takes a broad approach to the concept of spoiling and considers a wide range of actors as potential spoilers: not only rebel groups and insurgents, but also diasporas, governments and other entities. The authors demonstrate that imposed or ill-conceived peace processes can sow the seeds of spoiling, but that spoiler violence does not necessarily indicate that a peace process is doomed to failure.  相似文献

The peace through trade hypothesis receives extensive support from a large empirical literature. However, extant research does not isolate whether this relationship holds for states that have fought in the past, or whether its influence following armed disputes is dependent upon the ways in which states settle their conflicts. Additionally, although recent research finds that imposed settlements are more pacifying than other forms of political settlement, these studies tend not to isolate factors associated with variation in the stability of imposed settlements. In this article, we examine how settlements condition the influence of trade on conflict recurrence, both to overcome a limitation in extant studies of trade and conflict, which tend to ignore the way states settle prior disputes, and to further an understanding of how post-conflict state interaction varies by (and within) settlement type. Looking at dyadic trade and recurrent conflict from 1885 to 2000, we find that imposed settlements foster a pacifying effect of trade, while negotiated settlements and failures to reach settlement lead to relationships in which trade has crosscutting effects on the stability of peace, resulting in an overall null effect of trade on conflict recurrence.  相似文献

International efforts to resolve the Somali crisis have foundered on one central paradox: the restoration of state institutions is both an apparent solution to the conflict and its most important underlying cause. Somalis tend to approach disarmament and demobilisation—two central pillars of the ‘state-building’ process—with the fundamental question: who is disarming whom? If the answer threatens to entrench unbalanced and unstable power relations, then it may also exacerbate and prolong the conflict. In this paper, the authors examine disarmament and demobilisation initiatives from southern Somalia, Puntland and Somaliland. In southern Somalia, externally-driven disarmament and demobilisation initiatives in support of successive interim ‘governments’ have been widely viewed with suspicion and alarm. In Somaliland and Puntland, Somali-led, locally owned efforts have achieved a degree of success that can be instructive elsewhere. The authors conclude that conventional international approaches to ‘state-building’ in Somalia must be reassessed—notably that security sector issues must be treated not as a purely ‘technical’ issue, but as an integral part of the political process.  相似文献
