There are two perspectives regarding the evolution of the international system: the survival of state and the survival of the world. From the first perspective, the international system is a typical of power-and-right-dominated culture, while the second perspective posits an international system is an obligation-dominated culture. The evolution from a power-dominated system to an obligation-dominated system is important.  相似文献

Scientific Outlook on Development and China's Foreign Policy   总被引:1,自引:1,他引:0
More than half a century has passed since the founding of the People's Republic of China. There have been successes as well as failures in China's policies and practices at home and abroad. The failures are stepping stones for success; lessons drawn from errors lead to truth. Chinese leader Hu Jintao recently spoke about "Scientific Outlook on Development, "' a summary of past history and an important guiding principle for China's economic and social development both now and in future. The authors believe that this is a major development in China's strategic thinking following Deng Xiaoping's "Reform and Opening Up" and Jiang Zemin's "Three Representatives" and that it should be upheld and applied to foreign policy decision making.  相似文献

For many years, major Western countries have all along held that the rapid increase of its comprehensive national strength offers china an opportunity "to make the country rich and the army strong". In their eyes, in the late 1990s, China's military expenditure kept growing by two-digit percentage, the orientation of China's military modernization was not clear, and China's intention in national defense, the scope and composition of its army, the use of military expenditure and military deployments all remained in a "non-transparent" status. They asserted that all this had constituted challenges and threat to the surrounding countries. In raising the issue of China's military transparency, these countries did not refer to bilateral or multilateral issues, but mostly requested China to become unilaterally and all-dimensionally transparent in military affairs. They are publicizing China's military transparency either out of their belated knowledge, or lack of trust in China, or for paving the way for concocting the "China threat" theory.  相似文献

The rising incidence of Somalian and Malaccan piracy has sounded an alarm bell for countries around the world. In order to ensure the safety of global shipping lanes, at least in the short term, it is necessary for countries to unite to combat these pirates. However, dealing with pirate activities is not easy. All countries know that competition for maritime rights and interests between various international powers lay behind the piracy. As a major developing country, China should understand the Somalian and Malaccan piracy from a national security perspective,  相似文献

The British government initiated the concept of low-carboneconomy in its 2003 White Paper on energy, which constituted an economic model for higher economic output with low natural resource consumption and low environmental pollution. Since then, this concept of low-carbon economy as well as the economicmodel have been widely acknowledged and accepted by the world community.  相似文献

We are in the vortex of a new era-a fast-moving epoch of widespread turbulence, albeit abundant with great opportunities. In the words of Dr.Henry Kissinger, our international system is experiencing the fourth historic transformation, following the three forerunners of the Westphalian,Washington-Versailles and Yalta order.A Grand Strategy:Call of the Hour Five defining dynamics are underpinning this new age.First, emerging big and medium powers, some fourteen or fifteen in number, are on the rise as a group either as the BRICS (Brazil,Russia,India,China and South Africa-the newcomer),or as the cluster of VISTA which embraces Vietnam,Indonesia,South Africa,Turkey and Argentina,as well as the wider team of the Next Eleven (N-11) which includes Bangladesh,Egypt,Indonesia,Iran,Mexico,Nigeria,Pakistan, the Philippines,Turkey,South Korea and Vietnam?  相似文献

Unlike his predecessor George W. Bush whose Latin America policy is characterized with strong unilateralism, President Obama, while putting Latin America higher on his foreign policy agenda, has adopted an accommodating approach to the region in the aim of improving once rigid, even tense relations with countries in the region. However, as it has not fundamentally changed its hegemonic and arrogant habit, it is difficult for the Obama administration to "reset" its relations with Latin American countries.  相似文献

China officially adopted its Going Out strategy in 2001 when it was included in the Tenth Five-Year plan. Over the past decade, the policy has gone from strength to strength: from its launch, to its prudent execution, and to efforts made to advance it further (as mentioned in its inclusion in the Twelfth Five-Year plan). Going Out is an obvious next step for a rapidly rising China during a period of strategic opportunities.  相似文献

The substantial change in the international system since the end of the World War Ⅱ has been a boon to non-Western nations, which make up three-quarters of all the countries today. Most nationalities, populations and countries that had little freedom and almost no voice have representation today in the United Nations and G20,and they benefit from more international investment.Enterprising BRICS countries hold a competitive position in manufacturing, infrastructure construction, and international trade.  相似文献

A number of significant events in 2008-2009, such as the Russia-Georgia conflict, the Beijing Olympics, the global financial crisis, the continuing threat of international terrorism and the worldwide spread of the HIN1 virus, may herald the close of the post-Cold War era. A new epoch is dawning, characterized by the collective rise of emerging powers and by increased global cooperation in response to the common concerns of the planet. America, Europe, Japan, Russia, India, Australia and other world powers are contemplating new strategic options to meet these changing circumstances. As a major driving force behind this phenomenon, China faces pressures for self-change and global change at the same time. It is obviously a task more formidable than that confronting the rest of the world. It requires China to redefine its role in the new era and make its strategic choices more rational and multi-directional in nature.  相似文献
