The effect of improving the environment may be greater inequities in our society. Current environmental programs maintain this inequity, proposed environmental programs may make things worse, and even if we do improve the environment, contentment may decrease. A political coalition of environmental and equity enthusiasts may provide a viable way out of these dilemmas.  相似文献

During the 75th anniversary of Public Administration Review (PAR), this article examines the social equity scholarship published in PAR from 1940 to 2013. Less than 5 percent of all articles published in PAR since its inception focus on social equity. The articles published in PAR are primarily concentrated within the areas of personnel and public policy. Very few articles were published in the areas of budgeting or ethics. While social equity scholarship published in PAR has made a valuable contribution to understanding the career inequities of women and minorities in the public sector, scholars and professionals need to more thoroughly examine the black box of agency practice and structural inequities to examine why they persist. The challenge for future social equity research in public administration is to examine broader dimensions of equity and to understand how social inequities in administration can be mitigated.  相似文献

This article examines the role of evidence‐based decision making in social equity, with a particular focus on local government. It offers an assessment of the past, present, and future of such efforts by engaging themes from Matias Valenzuela's article based on King County, Washington. King County is one of more than 70 local governments that are members of the Government Alliance on Race and Equity, a growing national network of governments using an evidence‐based approach to achieve racial equity. In general, previous social equity measures have focused largely on measuring the extent to which disparities exist. More recently, tools and resources have become available to assist local governments in designing and evaluating their approach and performance in reducing social inequities. Future evidence should include more standardized measures to benchmark success, provide comparative analysis, and better support the identification of best practices.  相似文献

Abstract: The issue of equity in the provision of public utilities is one which has been the subject of a number of Australian studies over the past ten years. In particular, the obvious inequities in pricing between different classes of electricity consumers have attracted attention. Evidence that these inequities exist not only between, but also within, consumer classes was found in a survey of Brisbane residential electricity consumers. Significantly higher rates per kilowatt hour are paid by lower income consumers and the proportion of income spent on electricity is higher than that spent by the upper income households surveyed.
These inequities have important implications in the development of social policies, particularly those directed at the aged who, in many cases, rely on a low fixed income in the form of the old age pension. So far, in Australia, only the Victorian state government has approached this issue in any detail as a part of its Social Justice Strategy despite the fact that similar inequities in the provision of electricity to household consumers exist in all states.  相似文献

As of January 1991, state education finance systems had beenoverturned by the courts in twelve states and upheld by thecourts in another fourteen. This article examines the ways inwhich states have responded to the challenge of equity in schoolfinance. Equity reforms are rooted in two kinds of inequitiesin public elementary and secondary education. First, state governmentscan address interdistrict or territorial inequity that is dueto the disparity in local taxable wealth. Second, state governmentscan address the social inequity that arises from the presenceof special-needs populations within a district. A reform strategyis likely to reflect a state's relative emphases on territorialand social inequities. The common tendency, however, is to focuson territorial equity. NCP provides a framework for reform ranging from the introduction of competition in energy and water services to the dismantling of agricultural marketing boards. The effects on consumers will depend upon whether their interests are narrowly construed as preoccupations with price and choice of services or whether they extend to broad social justice and equity considerations. The 'marketisation' of government services is not concerned with distributional equity, and budget funding of CSOs is necessary to address distributional inequities. But domestic consumers will remain captive to monopoly franchises and competition objectives add pressure for the 'contracting out' of government services and the winding back of cross-subsidies which have traditionally operated in favour of household consumers.
NCP will transform the public from 'citizen' to 'consumer'. Consumer advocates have risen to these new challenges and grasped the opportunity presented by industry restructuring to propose a range of mechanisms for consumer empowerment. This article will briefly identify some of the key issues for consumers in the implementation of the NCP and demonstrate the complexity of any attempt to assess the threats and opportunities for consumers. Questions of gender equity and the underrepresentation of women in the science, technology, engineering, and mathematics (STEM) professoriate in U.S. institutions of higher education have become central issues in debates on the role and makeup of the STEM workforce in today's innovation‐driven economy. In response, policy makers, advocacy groups, academics, and other stakeholders have called for the dedicated enforcement of Title IX of the Education Amendments of 1972 as a tool for combating gender inequities in the academic workforce. Although previously applied primarily to gender bias in athletic programs and participation, Title IX was created to address myriad aspects of gender equity in educational institutions and, as such, currently is being invoked in the realm of STEM academic employment. Accordingly, we analyze Title IX relative to categories of potential regulatory development in light of the policy environment and related dynamics. Providing an historical overview of Title IX and its associated regulations as background, we characterize and delineate its relevance to gender disparities in the STEM professoriate, identifying areas for policy consideration and future application.  相似文献

Several theories compete to explain observed race‐ and ethnicity‐based environmental injustice in society. This paper focuses on analyzing the extent to which firms' siting decisions based on community privilege can explain this outcome. A unique feature of this analysis is that we include analysis of both unwanted land uses (disamenity firms) and desired land uses (amenity firms). The environmental justice analysis of amenities other than green spaces is rare, but amenities are crucial components of urban areas to which environmental justice studies must attend. We use an agent‐based model to explore community outcomes when environmental disamenities choose locations based on low community privilege, and compare this with scenarios in which disamenities only seek to minimize the cost of land. We also assess differences in environmental justice outcomes when amenities choose locations in areas with high community privilege. While disamenities' focus on locating in areas with low community privilege indeed affects environmental equity, the effect of amenity location is also important, and there are powerful interaction effects. The importance of privilege‐based location is found in these simulations regardless of which social group—majority or minority—is assumed to be the privileged group. This study suggests a limitation of EJ policies and models that focus on the politics of disamenity siting without considering the politics of amenity siting.  相似文献

This paper examines whether state governments perform systematically less environmental enforcement of facilities in communities with higher minority and low‐income populations. Although this is an important claim made by environmental justice advocates, it has received little attention in the scholarly literature. Specifically, I analyze state regulatory enforcement of three U.S. pollution control laws—the Clean Air Act, the Clean Water Act, and the Resource Conservation and Recovery Act—over the period 1985–2000. To test for disparities in enforcement, I estimate a series of count models and find strong evidence across each of the three environmental laws that states perform less enforcement in poor counties, but little evidence of race‐based inequities. © 2009 by the Association for Public Policy Analysis and Management.  相似文献

The principles and practice of public participation can serve to promote environmental equity for disadvantaged social groups. The effectiveness of such practice in preventing or reducing environmental inequity depends upon the use of participation methodology which caters to the cultural and social needs of such groups. These methods need to provide appropriate forms of information, suitable venues for participation, and access to expertise and education which enable the public to understand policy issues and formulate preferences. The extent to which public preferences are incorporated in policy decisions determines the worth of public participation programs in promoting environmental equity.  相似文献

Many governments have implemented environmental justice mandates requiring agencies to consider the implications of cleanup decisions for poor and/or minority populations. To the extent that this mandate alters decisions, it usually does so by considering the composition of a community in the present without adjusting for potential demographic changes that may occur over time. However, communities change and these changes are likely to affect how well an agency meets its environmental justice mandate over the long term. In this research, an agent‐based model is introduced to simulate how alternative environmental remediation scenarios may affect environmental justice outcomes in a dynamic residential environment with two demographic classes with preferences for living in proximity to neighbors similar to themselves. Under these circumstances, there is unlikely to be one best strategy to achieve both environmental improvement and environmental equity, and a focus on valuable land is the least effective over the long run.  相似文献

Abstract

Private equity has had a short but eventful history in East Asia, characterized first by US firm dominance and then by a nationalistic backlash. This article charts these earlier patterns, but argues that significant developments have taken place since the early 2000s, which have strengthened the position of private equity capital in the Asian political economy. As private equity deal-making has returned to Asia, new linkages have been formed between US private equity funds and local private equity players. Of particular importance have been US–Asian joint ventures, Asian nationals returning to domestic firms from US private equity houses and supportive local elites in the banking and pension fund sectors. The significance is two-fold. First, the spread of private equity has been founded on interdependent relationships between US actors and local actors, which have more successfully grounded the private equity industry in national political economies than its origins in the Asian crisis period. Second, despite the relative localization of Asian private equity, industry practices are still largely shaped by the US model of private equity and the merger and acquisition activity that it entails, rather than a distinct Asian private equity model. The findings of the article contribute to calls that have been made for research on the changing global economy that comprehensively integrates domestic and international levels of analysis.  相似文献

Managing for social equity performance has long been a goal without much guidance for public managers. We examine social equity performance in the context of indirect governance through the administration of grant programs and, more specifically, the matching of policy responses (grant funding) to social needs. Grant program managers must allocate funding to match needs while also ensuring accountability, but common administrative models that rely on competition can undermine social equity performance. We develop a unique framework to analyze the relative social equity performance of four models of grant administration in general. These models are defined by whether competitions or formulas are used to select grantees and to allocate funding. We test the implications of the framework in an analysis of funding distributions from the nonentitlement Community Development Block Grant program in four states. Our findings suggest that social equity in grant programs is better served when grantors do not rely solely on competitive grant contracting in the selection and distribution of grant funds, which is typical in grant administration. However, policy makers and managers can design institutional arrangements that utilize competition, but in a manner that does not create a bias against more socially equitable funding decisions.  相似文献

This research presents implications of the global pandemic for local government resiliency in the United States. The authors explore insights from local government officials and managers on the front lines of response and recovery efforts to the biological natural disaster. Findings from the latest nationwide survey of U.S. local governments regarding their preparedness for weather-related natural disasters also inform responses to the current crisis. Results indicate that local governments are innovating and taking strategic actions to fight the virus, even as COVID-19 has exposed social inequities that are exacerbated as the virus spreads. Survey findings of disaster readiness of local governments to weather-related disasters shows that small, resource-poor governments will not be able to respond well and social inequities will grow. Policy strategies at all levels of government must recognize and account for these inequities as threat of this virus subsides, to support stronger, more effective readiness for the next biological catastrophe.  相似文献

This article assumes that nonprofit decisionmakers have an incentive to earn and accumulate surpluses, and it suggests six reasons for this being the case. Based on the assumption that both the program outputs and the equity of a nonprofit yield satisfaction to its decisionmakers, a behavioral model is developed. This is used to derive a demand function for equity, which is then applied to a national sample of 6168 charitable nonprofits drawn by the Internal Revenue Service for the 1985 taxable year. The results substantiate the hypothesis that nonprofit decisionmakers consciously plan to increase their organization's equity. Currently, evidence of continued equity buildup is not sufficient to call into question a nonprofit's exempt status, because federal tax laws assume that surplus accumulations will ultimately be used in support of program mission. However, equity accumulation can become excessive. We present several criteria to define excessive equity accumulation and discuss why large equity accumulations may not be in the best interest of society.  相似文献

Abstract

What do individuals owe to affected communities in the name of environmental justice? Principal accounts of environmental justice have made inroads in developing a pluralistic and activist-led approach. Yet precisely because of their strengths, such accounts face three problems – indeterminacy, epistemology, and structure/agency – that hinder activism and widespread engagement and threaten to leave ‘every neighborhood for itself.’ The current article examines an effort at brownfields remediation in Louisville, Kentucky, asking where environmental justice lies and how individuals ought to be engaged. Activist-led environmental justice cannot guide action, so the article defends a principle of solidarity as equity. Such solidarity requires individual engagement and, in the Louisville case, opposition to the proposed brownfields remediation plan.  相似文献

This article analyses World Bank strategies for education in the context of gender equity. Developing countries face the challenge of expanding education with limited resources. At the same time, promoting gender equity is vital to achieving basic development goals. Appropriate governance strategies are needed to provide education in a way that is cost‐effective and inclusive. Privatisation, decentralisation and citizen participation are three strategies that are promoted by the World Bank to control costs and improve transparency in education. Intended to promote efficiency, these strategies can harm equity. This study compares World Bank strategies to proven effective programs in girls' education. Empirical analysis reveals that while many World Bank projects include effective strategies for girls' education, governance reforms generally do not promote awareness of gender. In state legislative elections some candidates attract contributions from many donors whereas other candidates have much smaller donor pools. Why? What are the origins of these disparities? This paper conceptualizes contributions as a type of attachment between the donor and the state legislative candidate. To model the formation of these attachments, this paper proposes a variant of the Barabasi-Albert preferential attachment model. The theoretical model is tested with data on over one million contributions to state legislative candidates in 2008. The paper also derives implications for macro-level inequities across candidates which are tested by comparing the observed inequities to simulations of the preferential attachment model. The results provide strong support for the hypotheses and show that the preferential attachment model provides a parsimonious representation of contributions to state legislative candidates.  相似文献
