数字治理对城市政府善治的影响研究   总被引:8,自引:0,他引:8  
新公共管理运动和信息技术的发展推动了城市政府治理模式的变革“,善治”成为城市政府治理模式进化的方向。同时,在信息技术和电子政务的推动下,数字治理应运而生,成为信息社会实现城市政府善治的新思路。在对城市政府善治和数字治理进行全面阐释的基础上,构造数字治理环境下城市治理主体互动模式模型、城市网络治理结构模型;结合善治和城市政府善治的基本要素,对数字治理在城市政府善治中的作用进行了深入探讨。研究表明,数字治理借助其强大的技术优势,能形成良好的网络治理结构,加固城市政府善治的合法性基础,增强城市政府的透明性与回应性,明确城市治理主体的责任性,从而能够构建有效的城市政府善治机制,成为数字时代城市政府善治的理想选择。  相似文献

Research on tribal governance in the United States is scarce within modern public administration scholarship. Nonetheless, tribal governance is a pre‐Columbian practice that predates the U.S. Constitution and federal law. Drawing from several disciplines, John C. Ronquillo of the University of Georgia demonstrates that interdisciplinary sources offer rich information for present‐day public administration research about Native American tribes. Tribal governance literature is definitely not “missing,” but instead is moderately “unassembled” as a subfield of public administration. Building on what is available, the author suggests several key issues within tribal governance in need of urgent academic attention.  相似文献

E‐governance comprises the use of information and communication technologies (ICTs) to support public services, government administration, democratic processes, and relationships among citizens, civil society, the private sector, and the state. Developed over more than two decades of technology innovation and policy response, the evolution of e‐governance is examined in terms of five interrelated objectives: a policy framework, enhanced public services, high‐quality and cost‐effective government operations, citizen engagement in democratic processes, and administrative and institutional reform. This summary assessment of e‐governance in U.S. states and local governments shows that the greatest investment and progress have been made in enhanced public services and improved government operations. Policy development has moved forward on several fronts, but new policy issues continually add to an increasingly complex set of concerns. The least progress appears to have occurred in enhancing democracy and exploring the implications of e‐governance for administrative and institutional reform. ICT‐enabled governance will continue to evolve for the foreseeable future providing a dynamic environment for ongoing learning and action.  相似文献

Advanced metering infrastructure provides the first building block in smart grids by empowering customers and utilities with real‐time information regarding energy use. It is a key element in the U.S. government's push for electric grid modernization. Using a panel dataset for 50 U.S. states and the District of Columbia over the years 2007–2012, we evaluate the impacts of a polycentric governance system and socioeconomic contexts on states' performance in smart metering deployment. We find that the advanced metering technological change in the United States has been exclusively created by the interdependencies and interactions between different layers of government. High‐tech industry is the only socioeconomic factor that has a negative impact on smart meter deployment, whereas other factors, such as pressures from energy consumers and environmental groups, and electric grid conditions, have negligible impacts.  相似文献

In 2013, the Satellite Industry Association (SIA) submitted public comments recommending changes to and requesting clarifications on U.S. government proposals to modify the export-control regulations governing satellite technology. The comments represented a final stage of the decade-long effort to reform the restrictive export-control policy put in place in the late 1990s. To assist in constructing a transparent and effective regime that protects national security and U.S. competitiveness, SIA’s comments contained detailed recommendations to the State Department and Commerce Department that addressed highly technical concerns, attempted to harmonize confusing definitions, and requested additional clarity on jurisdictional questions. Taken in context, the filing represents a perspective on export control policy shared by the bulk of the U.S. satellite industry.  相似文献

This article pursues a detailed understanding of strategic considerations in large-scale partnership negotiations that have implications for public service over the long term. Specifically, this study focuses upon the strategic context of negotiation between governmental entities and private firms as fundamental to partnership viability. Metaphorical comparison between U.S. patent policy (especially as it pertains to cutting-edge biotechnical and digital information issues) and public–private partnership is used to coax out new insight about the latter. The first section sketches an outline of U.S. patent policy as a means of generating analogous questions that can structure discussion of strategy in public–private partnerships. The second section explores the intricacies of public partnership by responding to four questions derived from the patent metaphor. In probing the implications of strategic partnership issues for public managers, the final section defines new capacity-building roles that are consistent with governance as an emerging form of public administration.  相似文献

The U.S. agricultural system is on the verge of a technological revolution that will involve biotechnology and computer-based information technology. As the U.S. economy is being transformed through the growing computerelectronics industry, agricultural applications of computer technology, which include the microcomputer and videotex information retrieval networks, are becoming established agricultural inputs. The emergence of agriculture into the Information Age promises to have significant impacts on the economic and social welfare of the farmer as well as rural banking and postal systems, and agrimarketing and agriinput firms. A development which will shape the impact of information technology is the growing trend toward privatizing information which could result in agricultural information being transformed into a purchased agricultural input. This promises to undermine many public agricultural service activities. The penetration of information technology in agriculture along with the privatization of agricultural information has the potential of accelerating the forces which are consolidating farms and changing the face of agriculture.  相似文献

The pace and reach of technological change has led to calls for better technology policy and governance to improve social outcomes. Technology assessment can provide information and processes to improve technology policy. Having conducted a review of international best practice, we established a set of quality criteria for TA. In effect, good technology assessments are systematic, broad, inclusive and well resourced and are conducted by organisations that are trustworthy and influential. Although not having a formal TA agency, Australia does have a number of recent examples of TA-like activities in the form of ad hoc processes (such as reviews and inquiries) and within other organisations. Drawing on reports, commentaries, discussions and our observations as participants, we have assessed these activities and processes against our quality criteria. Our findings indicate that TA capacity in Australia is fragmented, uncoordinated and variable in quality and impact. We conclude that a formal TA agency could improve Australian technology policy and capacity for technology governance that would be more in line with other nations, notably in Europe.  相似文献

Postindustrial societies have arrived at a moment of immense democratic and entrepreneurial opportunities that has been made possible by information technology. At the same time, however, these opportunities pose potential threats if they are not debated and planned for in consensually–legitimate ways. This article examines the current problems of representative democracy and the impact of information technology on the current and future quality of democratic governance. Four generic models of "electronic democracy" that are made possible by interactive information Technologies—electronic bureaucracy, information management, populist, and civil society—are analyzed in terms of their applicability and impact. Information technology's impact on the roles, responsibilities, and accountability of citizens, elected representatives, the media, and corporations is also examined. This article proposes strategies for reinventing democratic governance, including recognizing community values, accommodating critical debate, and providing access for citizen participation in policy analysis.  相似文献

This paper investigates domestic origins of the cyclical pattern in Washington’s relationship with Beijing and Taipei. By focusing on the impact of U.S. presidential election, it argues that, during the election year, U.S. leaders adopt popular policies to achieve a greater number of votes. Such popular policies result in tensions between the countries and subdue the long-term U.S. strategic interests. After election, political leaders resume the long-term strategic interests. A generalizable maximum utility function model is developed to analyze and predict the impact of domestic politics on international relations. Early versions were presented at the International Symposium on the U.S.-China Relations, University of Maryland, October 1996, and at the Chinese Association for Eurasian Studies in Taipei, May 1997. The errors remaining are ours. is currently teaching at Clemson University. His latest publications include a forthcoming volume,Transition towards Post-Deng China, by the Singapore University Press. from Northern Illinois University in 1994, has published several research articles in top journals. The article starts a conversation in the literature about the governance structures of certain kinds of collaboratives in public management: public-private partnerships. The findings come from the study of implemented partnerships for regeneration and management of city centres in the U.S. (Business Improvement Districts) and U.K. (Town Centre Management), and the introduction of urban regime theory. A three-ideal typology is built up, concerning the roles played by structures/design of the partnership, legal frameworks, incentives, evolution, competition, governance structures, and the ways all of these evolve. The conclusion is that public-private partnerships are constantly evolving and may assume “variable geometries” in response to the form of governance dominating their internal arrangements. Partnerships may be of various kinds: symbolic partnerships, in which hierarchical governance predominates; instrumental partnerships, which obey market rules; organic partnerships, where the predominant form of governance is network-based. The kind of PPP employed affects how the relationship between public and private organisations is managed.  相似文献

According to the latest U.S. Census projection, the arrival of immigrants and their higher birthrates, projected forward at current rates, will turn the U.S. into a “minority–majority” society in 2042, 8 years earlier than the Census used to predict. Liberals tend to view immigration to the U.S. as a human right, but many employers prefer to hire immigrants because they can be paid less than the cost of reproducing their labor-that is, the cost of keeping an American family above the poverty line. One way of looking at the resulting debates over U.S. immigration policy is in terms of moral economy, that is, how different factions compete for moral authority in order to gain control over a desired good. In this case, the desired good is American citizenship, including access to the highest consumption rates on the planet, and national definitions of citizenship are competing with transnational or globalist definitions of citizenship. Constructing moral rhetoric for either national or transnational definitions of citizenship requires excluding information that does not serve the cause. One way of spotlighting the omissions is to look at each moral economy as a highly selective version of the American Dream.

This study analyzes Korea's often noted yet seldom studied spectacular rise to become one of the important global players in the mobile telecommunications industry. The Korean “leap frog” occurred in the context of liberalization under the worldwide liberal telecommunications regime. This article finds that network governance—the emphasis on the use of partnerships and network transactions with global firms as well as the local private sector—is the reason for Korea's success. It examines the origins of and driving forces acting upon the liberalization policy, and discusses how the state and telecom firms cooperated to develop the mobile market. It also assesses the new governance that is taking place in Korea's telecom market by focusing on the changing roles of the state in three major aspects: provision, regulation, and foreign entry barriers into the mobile market. While the Korean government promoted a market‐conforming telecom market and private ownership, this article argues, it formulated rather different governance principles from the U.S. model of liberal governance.  相似文献

ABSTRACT

How do decentralized systems deal with innovation? In particular, how do they aggregate the myriad experiences of their component parts, facilitate diffusion of information, and encourage investments in innovation? This is a classic problem in the study of human institutions. It is also one of the biggest challenges that exists in the governance of decentralized systems: How do institutions shape individual behavior around solving problems and sharing information in a fashion that is reasonably compatible with collective well-being? We use a particular decentralized institution (the U.S. House of Representatives), wrestling with a novel problem (how to utilize the Internet), to explore the implications of three archetypical principles for organizing collective problem solving: market, network, and hierarchy.  相似文献

Rapid advances in our ability to collect, analyze, and disseminate information are transforming public administration. This “big data” revolution presents opportunities for improving the management of public programs, but it also entails some risks. In addition to potentially magnifying well‐known problems with public sector performance management—particularly the problem of goal displacement—the widespread dissemination of administrative data and performance information increasingly enables external political actors to peer into and evaluate the administration of public programs. The latter trend is consequential because external actors may have little sense of the validity of performance metrics and little understanding of the policy priorities they capture. The author illustrates these potential problems using recent research on U.S. primary and secondary education and suggests that public administration scholars could help improve governance in the data‐rich future by informing the development and dissemination of organizational report cards that better capture the value that public agencies deliver.  相似文献

This study examines U.S. public opinion on civil liberties and security in response to the politically pivotal events of September 11, 2001—what shape it is in, what shapes it, and what it shapes. Public opinion is a critical restraint on political and administrative action today because so many regulators, rule makers, and law enforcers are making decisions or advocating policies that directly affect the balance between liberty and security. The general importance that is popularly attributed to terrorism is gauged by its ranking among the most important problems. The ostensibly contradictory public attitudes toward civil liberties are analyzed, as is the supposed inconsistency between perceived personal impact and the general significance attributed to the attacks. The data rebut the allegation that the public is readily disposed to restrict civil liberties as the price of security. Findings show the public does not perceive a personal or immediate threat to civil liberties. The implications for further research and good governance are laid out.  相似文献

We describe a method for using the patternsin citations within and across cases to create importance scoresthat identify the most legally relevant precedents in the networkof Supreme Court law at any given point in time. Our measuresare superior to existing network-based alternatives and, forexample, offer information regarding case importance not evidentin simple citation counts. We also demonstrate the validityof our measures by showing that they are strongly correlatedwith the future citation behavior of state courts, the U.S.Courts of Appeals, and the U.S. Supreme Court. In so doing,we show that network analysis is a viable way of measuring howcentral a case is to law at the Court and suggest that it canbe used to measure other legal concepts. The past two decades have seen a rising trend in the minimum entrance age for kindergarten in the U.S. A little‐noticed, but potentially large, consequence of raising the minimum entrance age is that it imposes additional childcare costs for families whose children are forced to stay out of school for an additional year. This paper develops a model for parents' kindergarten entrance age decisions and examines the relationship between socio‐economic factors and parents' desired entrance age for their child using a nationally representative dataset on kindergartners in the U.S. The estimates from this model are used to simulate the impact of alternate changes in kindergarten entrance age policies on the number and characteristics of children affected by the policy change, and to estimate the additional childcare cost burden from the policy change. © 2006 by the Association for Public Policy Analysis and Management  相似文献

Emerging technologies are transforming government agencies and the nature of governance and pose new challenges for public managers. Under the leadership of Steven J. Jost, associate director for communications, the U.S. Census Bureau leveraged emerging technologies during the 2010 Census to complete the project under budget while also engaging citizens through the design of viable participatory platforms. The 2010 Census campaign focused on increasing response rates and encouraging citizen participation through innovations in the communication process with citizens and through the infusion of technology. The Census Bureau also effectively managed risks associated with the use of emerging technologies. The authors examine the innovations, the risks, and the effort to manage those risks under Jost’s leadership.  相似文献
