Abstract

Southeast Asian food systems are changing rapidly. Populations are growing and urbanising, production and consumption choices are shifting, and food value chains are experiencing a myriad of ripple effects from rural hinterlands to city marketplaces. These systemic changes are inconsistent, however, and variable challenges define key sectors. Distribution chains, wholesaling, food processing, retail and supermarkets, and other midstream and downstream segments of regional food systems are undergoing transformative and largely unhindered change. On-farm modernisation and trade liberalisation are occurring more haltingly. Previous advances in food production technology and methods have lost momentum, and much of the region faces confronting questions about how to produce adequate and appropriate food in light of shifting demographics, environmental stress, land scarcities, market manipulations and other defining regional characteristics. This paper juxtaposes these challenges with remarkable distribution chain evolutions, and focuses upon three impediments to further shifts in regional food systems: (1) the perpetuation of agrarian mythologies, (2) push-back against rice market integration, and (3) regulatory barriers to the adoption of genetically modified (GM) plants. These seemingly disparate dynamics actually have points of convergence, and are unified in their negative overall impacts on regional food security. This paper explores reasons behind the pervasiveness of these impediments and argues for supply-oriented improvements in the regional food systems.  相似文献

Modern humanist ethics (more Kantian than is sometimes thought) is driven by a will-to-perfection in the form of ideals of self-transcendence. This perfectionism entails a (would-be) exclusion or marginalisation of certain elements of ‘pre-Enlightenment’ ethical cultures bearing on rhetoric, manners and self-empowerment. This essay provides a set of conceptual-historical arguments preliminary to reinserting these disparaged elements into the forefront of a progressive ethos which, it is claimed, cannot afford to be exclusively dependent on an amalgam of Enlightenment and Romantic ideals. Ethics is irreducible to the realm of ideal and values, and there are other sorts.  相似文献

Abstract. The role of the president is presumed to vary amongst presidential, semi-presidential and parliamentary systems. However, there are a variety of subtypes within semi-presidential systems. Debate often hinges on the prime minister and government, and to whom they are more accountable. However, the accountability of prime ministers and governments to presidents can be rather 'fuzzy'. This article looks through the prism of the president rather than that of the government. After examining definitions of presidential, parliamentary and semi-presidential systems, several dispositional categories of political regimes will be established. Then presidential power will be assessed through a series of dichotomous measures, and for all electoral democracies with a president. Finally, the character of each category will be assessed. The concept of 'semi-presidentialism' is rejected in favour of more meaningful labels: presidential systems, parliamentary systems with presidential dominance, parliamentary systems with a presidential corrective and parliamentary systems with figurehead presidents.  相似文献

The perspectives of elite (or top‐level) issues managers on ethics are explored in this paper. From these elites we can learn how issues were managed at their global organisations and how questions of ethics were addressed in issues management. The organisations in this study were chosen because of their superlative rankings in measures of ethics and reputation. Research questions explored ethical decision making and the predominant paradigm of ethics in each organisation through six elite interviews and observation. Although both organisations attempted to address ethics, the elite issues managers at one organisation did so more thoroughly and effectively than did the managers at the other organisation. This efficacy was due to the depth of ethical study and training engaged in by the elites, the intense ethical analysis of issues, and the choice of a deontological approach to ethics. This paper argues that ethics should be concerted, codified, consistent, trained and rigorously analysed. A deontological paradigm of ethical decision making fits all of these criteria, and this research shows that a deontological ethical paradigm can contribute to effective issues management. In the spring of 2002 Congress passed and President Bush signed the Bipartisan Campaign Reform Act (BCRA), the first major piece of campaign reform legislation since the early 1970s. While momentum for reform had been growing since the mid-1990s, without the Enron scandal and its potential threat to public officials, additional support to overcome the procedural barriers and opposition from the Republican leadership in both the House and Senate would have been difficult to overcome. In addition, Bush Administration ties to Enron had the effect of demobilizing the president on the issue, making it virtually impossible for him to veto a bill he fundamentally opposed. The Enron scandal provided the “window of opportunity” needed by reform-oriented elites to pass a controversial and far-ranging law that was not a high priority on the public's agenda. The end result is a law, pending a Supreme Court ruling on its constitutionality, that has the potential to alter fundamentally how electoral campaigns are funded and conducted.  相似文献

The utility of both local governments and community‐based organisations can be considerably enhanced when these agencies work in partnership with one another. Different roles will be played by local governments and community organisations in different types of partnership arrangements. Distinguishing among these roles helps allocate responsibilities better among the partner agencies, and it is also helpful for scheduling implementation, devising appropriate capacity building programmes and designing suitable accountability mechanisms. This paper offers the first link between models of the measurement and management of performance and the dimensions of governance arrangements in federal systems. Four ideal type approaches to governance in federal systems are correlated against four ideal types of measuring and managing performance. The paper develops a model that will support empirical research examining reform trajectories where evolving systems of federalism require evolving systems to manage performance in joint arrangements between levels of government.  相似文献

We consider the impact of different choice-of-law regimes on the evolution of formal law. We follow an evolutionary approach to explain possible patterns of legal harmonization and competition. Some of them predict the universal diffusion of a single rule, even though not necessarily efficient. Permissive choice-of-law may lead countries to keep inefficient legal rules and firms to opt out of domestic law, leading to a dichotomy between the rules existing in the books and those utilized in commercial relationships. The emergence of such lex mercatoria may further undermine the legislative incentives to switch to more efficient rules.  相似文献

Ehlers's analysis revisits Foucauldian conceptualizations of the history of sexuality in order to map the inextricability of race, gender and sexuality as they emerged in the context of the early American colonies. The salience of such an analysis lies in its ability to extend the terrain of Foucault's history, and brings new considerations to bear regarding the specific configurations of race, gender and sexual intersections in North American history. If, as Foucault insists, sexuality is a set of effects produced in bodies, behaviours and social relations, Ehlers reorients these claims to consider how these effects were racialized within the rubric of colonial anti-miscegenation rhetoric. Through such a tracing, it becomes evident that, from the early colonial context, sexuality was deployed to produce ‘ideal’ sexuality as a bastion of whiteness: that is, to configure and maintain ‘ideal’ sexuality as white.  相似文献

Conventional wisdom argues that national economic perceptions generally have an important impact on the vote choice in democracies. Recently, a revisionist view has arisen, contending that this link, regularly observed in election surveys, is mostly spurious. According to the argument, partisanship distorts economic perception, thereby substantially exaggerating the real vote connection. These causality issues have not been much investigated empirically, despite their critical importance. Utilizing primarily American, and secondarily British and Canadian, election panel surveys, we confront directly questions of the time dynamic and independent variable exogeneity. We find, after all, economics clearly matters for the vote. Indeed, once these causality concerns are properly taken into account, the impact of economic perceptions emerges as larger than previously thought. As well, the actual impact of partisanship is clearly reduced.  相似文献

Most thinking about political economy treats states as unitary actors. In contrast, this paper treats states as ecologies of politically-based enterprises. Where a market is a congeries of business enterprises, a state is a congeries of political enterprises. Both sets of enterprises compete with one another in a setting where those who manage corporate capital are largely separate from those who supply it. Competition among political enterprises, however, cannot generate market prices because of the inalienability of property rights. In consequence, what arises is a system of pricing and calculation that exists parasitically upon the system of market prices.  相似文献

Case-based reasoning (CBR) is an active area of research within artificial intelligence that emphasizes the function of memory in problem-solving. It proceeds from the premise that people cope with new problems or situations by reusing the strategies that have proved effective in similar situations in the past. Rather than deduction or the application of rules, the basic inferential process is that of recognition. Because the reasoning characteristic of politics is largely of this type, we suggest that the concepts and formalisms developed within this branch of artificial intelligence can be usefully applied to the study of political institutions and political behavior. But we argue, critically, that if CBR is to be applied to politics, it must be generalized to accommodate multiple agents who act repeatedly in multiple tasks. We outline what these extensions to CBR would involve, using the history of liability in tort law as a worked example.  相似文献

In this paper, we present a synthesis of Kenneth Burke’s rhetoric of identification and Jay Lemke’s social semiotics to frame Eleanor Rigby by the Beatles as a unique point in the phylogenesis of recorded popular music. We emphasise the social semiotic functioning of string arrangements as styles, with style also being understood in the manner of Burke, and style names and definitions being drawn from a corpus analysis of string arrangements for popular music. We argue that, through a rhetoric of style, Eleanor Rigby made canonical claims against rock's cultural counterpart, classical music. We demonstrate the working of the rhetoric and its political implications in the context of the counter-cultural forces active during the mid-1960s.  相似文献
