Models of voting behavior typically specify that all voters employ identical criteria to evaluate candidates. We argue that moderate voters weigh candidates’ policy/ideological positions far less than non-moderate voters, and we report analyses of survey data from the 2010 Cooperative Congressional Election Study that substantiate these arguments. Across a wide range of models and measurement strategies, we find consistent evidence that liberal and conservative voters are substantially more responsive to candidate ideology than more centrist voters. Simply put, moderate voters appear qualitatively different from liberals and conservatives, a finding that has important implications for candidate strategies and for political representation.  相似文献

When will a vote-seeking government pursue unpopular welfare reforms that are likely to cost it votes? Using a game-theoretical model, we show that a government enacts reforms that are unpopular with the median voter during bad economic times, but not during good ones. The key reason is that voters cannot commit to re-elect a government that does not reform during bad times. This voters’ commitment problem stems from economic voting, i.e., voters’ tendency to punish the government for a poorly performing economy. The voter commitment problem provides an explanation for the empirical puzzle that governments sometimes enact reforms that voters oppose.  相似文献

Studies on coalition formation assume that political parties have two major goals: they aim to maximise office and policy payoffs. This paper shows that decision-making in the government formation game is also determined by the voters’ coalition preferences. Since the coalition formation process is not a one-shot game, parties have to take the coalition preferences of the electorate into account when they evaluate the utility of potential coalitions. If parties fail to comply with the coalition preferences of voters, they are likely to be penalised in future elections. The argument is tested by an analysis of government formation in the 16 German states between 1990 and 2009. The results support the argument: the formation of coalitions – at least in the German states – is not only determined by office- and policy-seeking behaviour of political parties, but also by the preferences of voters regarding their preferred outcome of the coalition game.  相似文献

Campaigns raise public interest in politics and allow parties to convey their messages to voters. However, voters’ exposure and attention during campaigns are biased towards parties and candidates they like. This hinders parties’ ability to reach new voters. This paper theorises and empirically tests a simple way in which parties can break partisan selective attention: owning an issue. When parties own issues that are important for a voter, that voter is more likely to notice them. Using survey data collected prior to the 2009 Belgian regional elections it is shown that this effect exists independent of partisan preferences and while controlling for the absolute visibility of a party in the media. This indicates that issue ownership has an independent impact on voters’ attention to campaigns. This finding shows that owning salient issues yields (potential) advantages for parties, since getting noticed is a prerequisite for conveying electoral messages and increasing electoral success.  相似文献

The purpose of the present paper is to consider how voters form perceptions about macroeconomic policy competence by focusing on the role of recent macroeconomic news: Do their perceived views of good news matter as much as bad news when they form beliefs about the incumbent government’s competence in managing the macroeconomy, in particular, with regard to their ability to control inflation and unemployment? We find that ‘bad’ news about unemployment persists when households are forming their perceived competence, whereas “good” news does not. That is, voters tend to display pessimistic bias when forming perceptions about the incumbent government’s competence.  相似文献

Why do political parties prioritise some policy issues over others? While the issue ownership theory suggests that parties emphasise policy issues on which they have an advantage in order to increase the salience of these issues among voters, the riding the wave theory argues instead that parties respond to voters by highlighting policy issues that are salient in the minds of citizens. This study sheds new light on the selective issue emphasis of political parties by analysing issue attention throughout the entire electoral cycle. On the basis of a quantitative text analysis of more than 40,000 press releases published by German parties from 2000 until 2010, this article provides empirical support for the riding the wave theory. It shows that political parties take their cues from voters by responding to the issue priorities of their electorate. The results have important implications for political representation and the role that parties play in democracies.  相似文献

We develop and apply a new conceptual framework and measure for evaluating electoral systems, focusing on (in)equality in parliamentary representation. Our main arena of interest is proportional representation with districts, an electoral system employed by more than half of democratic states, and we draw on an almost entirely overlooked fact: Electoral regimes vary substantially within countries, with some voters casting their ballot in semi‐majoritarian districts of few representatives and others in large and proportional ones. This within‐country institutional variation, we contend, affects representational (in)equality. Evaluating equality in parliamentary representation, we demonstrate that districted proportional representation often leads to overrepresentation of voters supporting right‐leaning parties. Utilizing district‐level data from 20 Western parliamentary democracies and complementing our within‐country approach with a cross‐country analysis, we further show that where parliaments are elected by large and small districts, representational inequality among voters is greater compared with countries in which parliament is elected by even‐magnitude districts.  相似文献

In his seminal work on Southern politics, V.O. Key observed that voters disproportionately support local candidates at the ballot box. While empirical analyses have confirmed “friends-and-neighbors” voting across numerous electoral contexts, no one has directly examined voter turnout as the mechanism linking place of residence to vote choice. We argue that place of residence is a social identity that incentivizes citizens to turn out to vote on behalf of the local candidate. We test this mobilization mechanism using a randomized field experiment conducted during a 2014 state legislative primary election. Our results show that county ties between candidates and voters likely boost turnout. Our findings contribute to our understanding of the importance of place identity for turnout decisions in low-information elections.  相似文献

Communication in political marketing plays an important role in political mobilization, building trust both in political actors and the government. Politicians construct their messages through careful branding as the power of the cultural symbols and signs conveyed through the brand are potent heuristic devices. This is particularly important in emerging democracies, where there is limited political knowledge and understanding. Therefore, this research explores how young voters understand the symbolic communication fashioned by political actors in Indonesia and how it relates to their brand. Indonesia is an interesting area for study; it is both secular and the world’s largest Muslim democracy. Using a phenomenological approach, a total of 19 in-depth interviews with young voters were conducted to gain rich insight into perceptions of the complexity of political symbolism, and trust among young voters. This study conceptualized political communication as a dual approach. The political brand promise is intrinsically linked to cultural references and conveyed through symbolic communication combined with a distinctive brand message. This builds trust, which then affects political participation. This conceptual framework provides insights into the importance of culture in branding which has implications for policy makers and actors in emerging and established democracies.  相似文献

Do voters polarize ideologically when radical views gain political legitimacy, or does the rise of radical voices merely reflect societal conflict? We argue that elite polarization as signaled by radical parties' first entrance into parliament leads to voter divergence. Immediately after the election, legitimization and backlash effects mean that voters on both ideological sides move toward the extremes. In the longer term, this polarization is solidified because of radical parties' parliamentary presence. A panel study of Dutch voters shows that the 2002 parliamentary entrance of a radical‐right party indeed led to immediate ideological polarization across the political spectrum. Estimating time‐series cross‐sectional models on Eurobarometer data from 17 countries (1973–2016) shows an additional long‐term impact of radical‐right party entry on polarization. The presence of radical voices on the right has polarizing effects, illustrating how such institutional recognition and legitimization can have a far‐reaching impact on society.  相似文献

This article summarises the findings from a study of what constituents want from their local Member of Parliament. 1 We make use of a survey technique known as conjoint analysis, wherein we present a national sample of British voters with profiles of hypothetical MPs who vary randomly in their characteristics, activities and behaviour. We find that voters like MPs who are independent from the party line and who do not focus exclusively on national policy work. MPs' gender and experience matter far less to constituents. Overall, voters want a Parliament made up of strong‐minded MPs who see their role as that of a constituency representative. This has important implications for parliamentary democracy in Britain.  相似文献

This study investigates strategic voting for small parties in proportional representation systems, in previous work sometimes referred to as threshold insurance voting (Cox, 1997). Starting from theories of rational voting (Downs, 1957), three conditions for threshold insurance voting are developed: the voter considers potential government outcomes, votes for a party at risk of falling below an electoral threshold, and votes for another party than his or her most preferred one. The conditions are tested on the case of the 2010 Swedish general election. Using extensive data material and a conditional logit model of vote choice, the results show that in this election voters cast strategic votes for at least one of the small parties, the Christian Democrats which was included in the incumbent government coalition.  相似文献

Are voters’ choices influenced by parties’ position-taking and communication efforts on issues during a campaign? And if so, do voters’ reactions to issues differ across parties? This article outlines a research design for the statistical identification of party-varying issue reactions within the established paradigm of the Spatial Theory of Voting. Using a special feature of conditional logit and probit models – i.e. the estimation of alternative-specific coefficients instead of fixed ‘generic’ issue distance effects – it is possible to detect asymmetrically attached issue saliencies at the level of the voters, and hence at the demand-side of politics. This strategy opens a new way to systematically combine insights obtained by saliency approaches with the Spatial Theory of Voting. An application to the German parliamentary elections from 1987 to 2009 demonstrates that it is predominantly parties taking polar positions – and, more specifically, niche parties taking polar positions – that induce such asymmetric issue voting.  相似文献

Political scientists often assume that parties listen to some voters more than others. However, this theoretical perspective has rarely been applied to explain political responsiveness to advocacy groups. This article argues that the type of voter mobilised by protest activities plays a role in determining whether advocacy groups are able to influence political decisions. The explanatory value of this approach is demonstrated by a study of the geographic distribution of school closures among Swedish local governments during the 2002–10 period. School issues have been important drivers of contentious politics in Sweden. Two hypotheses are tested. The first hypothesis predicts that protesters in districts with numerous swing voters are more likely to achieve their goals. The second hypothesis predicts that protesters in districts with numerous core voters are more likely to achieve their goals. In line with the swing hypothesis, the main results suggest that protesters are more likely to stop school closures in volatile polling districts.  相似文献

In many states, investments in school capital must be approved by bond referenda. Consequently, voter preferences can directly impact the quality of school facilities and their infrastructure. Researchers have often analyzed the causal mechanisms of referendum passage, but they have not examined whether the type of capital project affects the outcome of the referendum itself. In this paper, we use data from the state of Michigan to examine whether voters are willing to provide more or less support for specific types of capital investments. We focus on the relationship between voter support for maintenance versus the construction of a new building or additions to existing buildings. Our analysis suggests there is a higher approval rate for maintenance of existing facilities than the construction of new school buildings or additions.  相似文献
